Supervision and Licensing Activities

On the 1st of September 2013, in the Republic of Moldova there were registered 243 licence holders and retransmission authorizations, of which:

57 for radio stations broadcasting by ether, 4 for radio stations broadcasting by satellite, 1 for radio station broadcasting by cable,

  34 for television broadcasting by ether, 9 for television broadcasting by satellite, 21 for TV studios broadcasting by cable,

  109 retransmission authorizations for TV channels broadcasted by cable, 4 retransmission authorizations for TV channels broadcasted in MMDS system, 2 retransmission authorizations for TV channels broadcasted by satellite, 2 retransmission authorizations for TV channels broadcasted by GSM.

Landscape

Those 57 radio stations are

devided in: 7 national; 9 regional; 41 local.

Those 34 TV chanels are

National Legislation

Decisions

The protection of program services consumers is the primary mission of the CCA, which, by definition, is “the representative and the guarantor of the public interest”, and which fulfills its obligations and tasks stipulated in the Audiovisual Code. Thus, as a result of the participation of CCA representatives at several seminars, at national and international meetings, and consulting the legislation of several countries concerning the protection of minors, the CCA adopted the following decisions:

The Decision no. 98 from July 19, 2012, on the classification of audiovisual program services in order to protect the children;

The Decision no. 99, from July 19, 2012 on the protection of children rights and children protection in audiovisual program services.

National Legislation

Decisions

The Decision no.1 adopted on 25 January 2013 by which the broadcasters were forced to broadcast messages which promote healthy lifestyles in advertising spots. In those advertising spots which promote food, they must broadcast alternatively one of the following warning messages:

a) "For a healthy life, eat fruits and vegetables every day!”

b) "For a healthy life, do sport at least 30 minutes every day!"

c) "For a healthy life, drink at least 2 liters of liquids daily!"

d) "For a healthy life, respect the main meals of the day!"

e) "For a healthy life, avoid salt, sugar and fat excess!"

At the same time, the CCA, in partnership with several organizations, has promoted several media campaigns including:

The campaign that informs people suffering from drug addiction about the recovery possibilities and the methods used to maintain a durable remission.

The media campaign dedicated to the "International Day for Combating the Consumption and the Illegal Drug Trafficking.“

The campaign that prevents drowning and fire cases among the population of the Republic of Moldova.

The Decision no. 102 from June 13, 2013, by which the Coordinating Council of Audiovisual recommended to broadcasters under the jurisdiction of the Republic of Moldova to produce TV program services or TV reportages of public awareness concerning the protection of children from all forms of violence.

In accordance with national and international standards, the CCA exercised its activities in the following areas:

1. Children protection;

2. The assurance of the political and social pluralism;

3. Morality and human dignity protection;

4. Protection of the national linguistics and of the cultural heritage;

5. The assurance of gender equality and the access of persons with

disabilities to program services;

6. Advertising placement conditions;

7. The compliance with general concepts of program services.

Digitalization

The digitization represents a major goal in the activity of the Coordination Council of Audiovisual. The switch off deadline for the Republic of Moldova has been set on the 17th of June 2015. The CCA, as an autonomous public authority in the audiovisual field, has elaborated a normative and legal framework for digital television licensing.

According to the Government disposal, the CCA submitted in 2012 a draft decision "on the approval of the draft law for the modification and the completion of the Moldovan Audiovisual Code adopted on the 27th of July 2006" to the Ministry of Information Technology and Communications. The Ministry of Information Technology and Communications should submit for the approval to the Government this draft decision together with the program on the transition from analogue to digital terrestrial television. According to the Program, in 2013, the CCA will select on the basis of competition the TV program services of public interest and will issue broadcasting licences to the broadcasters to use the capacity of the first multiplex with national coverage and unconditionally (unencoded) access.

We hope that the legislative process is at the last stage of implementation and that in 2013 there will be undertaken practical and concrete measures for the implementation of digital technologies.8

Objectives proposed for implementation

1. To ensure the public access to information sources through program services offered by existing local, regional and national broadcasters;

2. To study the experience of the Member States of the European Union regarding the transition to digital terrestrial television and to take the best practices from them for the implementation of the national Program on the transition from analogue to digital terrestrial television, developed by the Ministry of Information Technology and Communications;

3. To ensure the continuity of the existing program services after the switch off;

4. To develop recommendations on broadcasters transition mechanism from the analogue to digital terrestrial television, in such a way as to not admit their liquidation under legislative amendments made by the Parliament;

5. To develop mechanisms to ensure the consumers access to program services in the transition process to the digital signal;

6. To organize and to hold public information campaigns on the opportunities offered by digital terrestrial television and on the rights of the consumers in this process;

7. To support social campaigns of public interest on: promoting the norms and the values of the European Community; the process of European Integration; gender equality and on promoting a fair and balanced image of gender.9
