Problem Solving Definition of Success
The goal of Problem Solving is for a person or family experiencing homelessness to spend one or more nights in a safe housing location outside of the Homeless Response System.

Definition of Youth Experiencing Homelessness
1. Age: a) An unaccompanied person over 17, or legally emancipated, and under the age of 25 when entering services; or b) An unaccompanied person between the ages of 25-and 27 who first entered youth-targeted services in San
Francisco when in age category a. above
2. Residence: a) Stayed in SF at least 1 of the last 7 nights; or b) Is currently or formerly a ward of San Francisco who currently resides in SF or another county
3. Living Situation: a) Outside, in a vehicle or other location not meant for human habitation; or b) Staying in a Shelter/Navigation Center or Transitional Housing Program; or c) Experiencing physical or sexual violence in a permanent or temporary home with no other another safe place to
say; or d) Staying in a temporary location for which they are [trading sex]; or e) Have not had a lease, ownership interest, or occupancy agreement in permanent housing during the 60 days prior;
have experienced persistent instability as measured by two moves or more during in the preceding 60 days; and can be expected to continue in such status for an extended period of time due to special needs or barriers.

Problem Solving Success
One or more nights: • It is ideal for people to exit homelessness permanently to safe
housing as a result of Problem Solving, but temporary stays outside of the Homeless Response System are also successes
• For example, a person or family might stay with friends, family or former roommates temporarily
Outside of the Homeless Response System: • Problem solving leverages the networks and strengths of people
experiencing homelessness to identify safe locations for a person to live or stay.
**Shelters, transitional housing, and hotel vouchers are part of the Homeless Response System, not Problem Solving

Is Problem Solving all about financial assistance? • No, Problem Solving is all about helping people experiencing
homelessness identify a safe place to stay outside of the Homeless Response System. Most communities learn that most people experiencing homelessness who use Problem Solving do not use financial assistance. We’re just starting to learn in SF.
