Healthy Start Evaluation
• The evaluation plan is almost complete• Developed in consultation with wide range of experts• Experts included Healthy Start grantees, academics, federal partners
• Evaluation will use data collected through:• The Healthy Start information system• Linking healthy start records to birth and death records • PRAMS for comparison purposes

Healthy Start Information System• Timeline
• Solicitation published and closed on July 20, 2015 • Applications received and reviewed• Expect to start data collection in early October
• All grantees are required to collect and submit all the data elements included on the “3Ps” form for every client they case‐mange
• Grantee roles and participation• Grantees are encouraged to use the “3ps” data collection form, if feasible
• Contractor will abstract data from existing systems where grantees are unable to make a change
• Grantees are expected to collect additional data elements not currently being collected by existing systems

• Title V directors are very interested in collaborating• Many participated in regional site visits• Healthy Start projects were very well represented in Boston

Other Concerns• Opportunities for input into Division plans:
• Input was solicited at all stages of transformation, and the development of the information system and evaluation plan
• Input is continuously being solicited through surveys and occasional emails
Response rates have been very disappointing!

Initial Priorities for Standardization
Rationale:
A standardized screening tool to be used by all HS programs with all HS participants to ensure comprehensive and consistent identification of participants’ needs.
Initiative #1: Standardize Risk Screening
The risk screening tool will be designed to serve as the foundation case management approach with participants.
The screening tool should address risks for each perinatal period.
The set of risks covered in the screening tool should align with HS benchmarks.
The screening tool will be comprehensive.
Local HS programs may opt to include additional risks .
Screening questions will be taken or adapted from existing evidence-based screening tools.
Guiding Principles for the Development of the Standard Risk Screening Tool
April: Reviewed sample screening tools from HS community to assess consistency in content and format
April-May: Reviewed best practice literature to identify risks associated with poor maternal and infant health outcomes
June: HS CoIIN used consensus process to identify risks to include in standardized screening tool
Risks aligned with all HS benchmarks were included
July-August: Screening questions aligned with priority risks were taken from or adapted from existing evidence-based screening tools
Approach Used to Identify Risks to Screen
October: Share draft screening tool with all grantees for comment period via website
November: Present list of standardized risks and screening tool (s) at HS Convention
November – December: Determine process (timing) of screening tool implementation and approach
December-March: Integrate feedback and finalize tool
