CONTRACT MANAGEMENT & ADMINISTRATION SERVICES

Contract Management and Administration is the procedural management of a contract throughout the execution of a construction project, ensuring a timely flow of information and decisions to enable completion of the project in accordance with the contract documents.

Basic contract understanding is still at the heart of many disputes in the Middle East. The appointment of efficient and competent Contract Managers and Administrators can:

• Provide effective functioning of the construction contract through a proactive approach to contract administration

• Ensure contractual compliance with notices, valuations, payment assessments, variations and claims

• Ensure regular engagement with other project team members to confront any problems as they occur

John is a consultant to Arcadis. He is a Chartered Quantity Surveyor, Chartered Arbitrator, accredited Adjudicator and registered Quantum Expert with over 40 years’ experience in construction within building, civil, structural, rail, utilities, mechanical, petrochemical and MEP environments on such contracts as FIDIC, NEC, JCT, ICE and Inst Chemical Engineers.

Shawkat’s experience includes preparation and assessment of claims, contracts management, contract administration, preparation of contracts as well as Joint Venture contracts. This is in addition to cost modelling, cost planning, procurement, tender and contract preparation, project management and project/fund monitoring on behalf of Banks.

John is a Chartered Quantity Surveyor and head of Arcadis Contract Solutions in Qatar. He has a Construction Law Masters and BSc Honours in Quantity Surveying (First Class) and is also a member of the Chartered Institute of Arbitrators and Association of Project Management.

John has over 20 years of experience and has held senior commercial positions with UK contractors. He specialises in quantum claim preparation/defence, multidisciplinary team leadership and contractual risk identification.

John has developed significant experience in drafting contractor/design consultant claims. He works closely with recognised quantum and delay analysis experts, and with major law firms in formal dispute proceedings. He is able to provide insight from contractor/client side during the design, construction and dispute resolution phases.

Lee is a Partner and Head of Forensic Delay Analysis. A Chartered Building Surveyor, Lee has held senior roles on a large number of different construction projects, including planner, project manager; contract administrator, employer’s agent and surveyor. He works with leading domestic and international construction and engineering clients to avoid mitigate and resolve disputes.

Farshad is the Head of Forensic Delay Analysis and Planning in Qatar. He has over 16 years’ experience in the construction industry and specialises in forensic delay and disruption analysis in Adjudication, Arbitration and Litigation proceedings.

He has provided delay analysis services on major infrastructure and resource projects, including residential and commercial buildings, roads, railways, bridges, water/power plants, mine sites, major design issues, and oil and gas projects in the Middle East, Australia, USA and PNG.

In providing advice on complex claims, he has developed specialist knowledge in the field of delay and disruption analysis and methods for preparing, assessing and defending delay, disruption, acceleration and prolongation claims.

Paul is an Associate Director in the Contract Solutions team at Arcadis International Limited. He is an experienced Contractor with background as a Quantity Surveyor and has over 17 years of work experience on a variety of global projects with leading international Contractors and Project Management Companies.

Paul’s expertise is in quantum claims preparation, assessment and negotiation, contract administration and preparation, assessment and negotiation of variations.

Paul provides claims support and contract administration services to Clients and Contractors across a number of construction sectors including oil and gas, iron ore mining industry, residential, commercial, leisure and infrastructure projects. Paul has assisted in the preparation of expert reports for a dispute value of AED 600m.

Stephen is an experienced Senior Consultant who has worked in the Middle East since March 2009, predominantly working on significant infrastructure projects in Qatar as well as in Bahrain, Oman and Saudi Arabia.

A Chartered Quantity Surveyor with over 40 years of extensive management experience in the Construction and Civil Engineering Industry, specialising in contract administration with strong contractual, cost management and claims skills. A deep understanding and working knowledge of the FIDIC suite of contracts as well as regional, domestic contracts coupled with 10 years of Middle East experience.

Stephen possesses knowledge and has experience in claims preparation, assessment, negotiation and settlement contract drafting and review, contract administration and quantity surveying for both contractors and consultants in many construction sectors including, aviation, metro, rail, marine, roads and bridges, health, retail, residential, commercial, hotels, leisure and embassies.
