Summary: During the month of December on the Oklahoma Capitol Exterior Restoration Project, tunnel work has continued. The work at the center section of phase 1 was completed and the East Entry and East Parking Lot were re-opened. In early December the waterproofing removal on phase 2 began and completed, followed by new waterproofing installation. The new waterproofing will wrap up the first week in January. The entire phase 2 portion of the tunnel work should be complete in early January. Once this is complete, Lincoln Blvd. will re-open. The interior finishes in the tunnel will start in early 2019. However, the tunnel will remain closed until the new Visitor’s Center is complete. The final battlement work on the South Plaza Battlement completed in December.The South Portico door installation is on-going and should be complete in early January. The back sides of these doors were painted in December. This area will be complete in time for the Inauguration of the new Governor in January. The new lighted handrails were installed on the upper South Plaza. The handrails for the lower South Plaza will be installed after the inauguration of the new Governor in January. The Southwest Ramp handrails will be installed in late January with the Southwest Entry re-opening at the end of January. The temporary pedestrian protection was installed for the Southwest Entry in December. Once this entry opens, the Southeast entrance will be closed. The West Wing South Elevation (Juliette) final punchlist took place in December. The scaffolding started to be dismantled before Christmas and will complete in January. Once this scaffold is fully dismantled, it will be removed from the jobsite. The West Wing North Elevation (Lima) glass installation began on phase 1, starting on the 5th floor. The sealant installation is following the glass installation; both should be complete in January. The painters are working from the top down and have completed through the final coat of paint floors 5, 4 and 3 in December. The stone masons completed phase 1 and phase 2 stone repairs in December. The stone cleaning for both phases was completed in December. The phase 2 window frames were ultrasonic tested in December and the frame repairs started. The frame repairs will be complete in January. The installation of the copper gutter lining began in December and will be complete in February. The South Wing roofing work has continued. Golf and India gutterway framing has been completed. The South Wing substrate repair walk has been completed. The new roof drains are currently being installed. Copper removal from the skylights is on-going. The North Wing guardrails have been installed. Copper removal and North Wing gutterway framing will start in early January on the North Wing.

Safety:The safety of our workforce and the general public during the course of construction is the most import-ant task that we must deliver. To that end, every craftsmen involved with the project receives a detailed project orientation, and prior to performing any task, the teams develop detailed task specific work plans. These work plans are often called Job Site Analysis (JSA) and assist project teams with analyzing different hazards associated with each work activity prior to beginning work.

We recently began the re-roofing work on the south wing of the Capitol building and will be moving to the north wing at the end of January. We have installed guardrails around the edge of the north and south wings for the roofing work that we are completing. These measures will help provide fall protection for our workers working on the roof.

Observation: At the south wall, the construction joint (CJ) needs to be rehabilitated. On the east side of the CJ, concrete damage was observed parallel to the CJ. The cracking observed doesn’t appear to be significant, but during CJ re-profiling the concrete will likely break up. Repair Comments: Epoxy inject crack at CJ per Repair Type 2 on ST101: ~10’-0” (base of wall to top of wall). Some re-profiling (grinding) may be necessary at the joint. For the concrete damage along the edge of the CJ, remove loose and unsound concrete and restore to original profile per Repair Type 1 on ST101: ~2.0 sq ft. (6”x4’-0”).

Photo 7 – Significant Honeycomb at North wall of tunnel Location: East portion of tunnel (Phase 2), North Wall, approx. 56 ft. from west end of excavation. Observation: Significant honeycombing of the concrete near the bottom of the north wall. The depth of the honeycomb was in excess of 1” and very little cement paste was present between the exposed aggregate. This condition has significantly reduced the concrete cover for the existing reinforcing in the wall. Repair Comments: Remove loose or unsound concrete and restore original profile per Repair Type 1 on ST101: ~2.0 sq ft. (16”x18”).

Photo 7 – Honeycomb at South wall of tunnel Location: East portion of tunnel (Phase 2), South Wall, near middle of excavation. Observation: Horizontal vein of honeycomb was observed near the mid-height of the south wall. The depth of the honeycomb was in excess of 1”. This condition has significantly reduced the concrete cover for the existing reinforcing in the wall. Repair Comments: Remove loose or unsound concrete and restore original profile per Repair Type 1 on ST101: ~1.5 sq ft. (6”x36”). Important Repair Information: With the colder temperatures, the contractor shall take all necessary precautions (including postponing application until the temperature is more favorable) during any material installation (concrete patching, epoxy injection, anti-corrosion coating, etc.). Contractor shall confirm that the surface temperature at any repair area is 40ᵒF and rising by testing at least three spots in the vicinity of the repair with an infrared thermometer gun. In addition, the ambient temperature shall be 40ᵒF and rising at the time of material application. No material shall be installed if the overnight temperature is forecasted to drop below 40ᵒF.

Additional Inspection Comments: While on site, non-structural items such as irregular construction joints and surface holes (Photos 9 and 10 below) were observed and discussed among those present. JE Dunn documented the locations and quantities associated with these non-structural items. It is anticipated that these areas would be addressed as part of the surface preparation necessary to install the new waterproofing system.

Gutterway carpentry (JED, Baker): Area at drain is not constructed level in both directions as indicated in the details. All fasteners should be countersunk, and edges should be flush to provide a smooth substrate for the underlayment.

Roof drain mounting flange needs to be set level with the surrounding plywood, as was done with the built in gutterways. If the plywood leaves greater than 1/8-inch gap apply polyurethane sealant to the joint to support the underlayment.
Add 1-inch wood cant strip to the gutterway/parapet corner to help ease the 90-degree turn.
Southern gutterway cricket ridge is not located per discussions on site during November field visit or per supplemental detail sent Nov. 15.
Selective demolition of roof substrate elements (JED): Very little of this work in the main slope has been completed. Removal of existing plywood over decking is necessary to review condition of original board decking and to ensure a clean, sound surface for underlayment attachment. Circular saw being used to section the plywood is improperly set and is overcutting and damaging the original decking that was intended to remain. Removal work needs to be performed in an orderly and controlled manner. Review of exposed substrate should be coordinated with ZFI Engineering.
Skylight details (JED, Baker, Ornametals): Conference call to discuss detailing and interaction with movement of the roof panels, particularly at the upslope corners. Daniel Delle will be on site the following week to review field conditions and assist in refinement of ground-based mockups.
Newel post at the north end of the A206 (Alpha) light well has been displaced. This element needs to be reset. (JED)

Folded construction should work better at both. Change in fixed point will also require change in ridge detail. Discussed proposed detail revisions to the ridge on the large skylights. Discussed slight detail revisions proposed for attaching the top of the skylight cap to the upslope, side and downslope perimeters. Reviewed conditions on the roof with Ornametals to look at panel layout with the skylights (upper and lower). Discussed revision to the

Site Phasing Plan:
The site phasing plan is a broad representation of the work flow for the Capitol exterior rehabilitation. Beginning with Alpha (west elevation of the north wing), scaffolding was constructed continuing on to Bravo, Charlie, Delta and Echo. We construct a phase of scaffolding at a time, which is followed by hazardous material removal, window restoration, and stone and lighting repair. As each phase is complet-ed, the scaffolding will be disassembled and reassembled on similar elevations. This site phasing will occur for the duration of the rehabilitation until all work is complete, and the State Capitol is back to its original beauty and functionality.

Site Utilization Plan:
Per our site utilization plan, the JE Dunn trailer compound is the designated area for our staff members,trade partners, and material storage areas. It currently houses four field offices.
Our site fencing is a revolving system that isolates our work area from the public as we move around the Capitol building, helping to ensure a safe work environment.
The gravel lay-down areas are designated paths where machinery, supplies, and equipment are stored and provide a roadway for machinery to move supplies to and from the job site. The gravel will also serve as a protective barrier of the subsurface. Fence gates mark all areas where access can be gained to the job site for material and/or equipmentdeliveries, emergency access, or personnel access. These gates remain closed and are locked every night to ensure a safe work environment.
