Summary

This paper summarises the key emerging issues for the Newquay Community Network Areabrought together to inform the Cornwall Core Strategy.

The key issues:

Issue 1 – Promote town centre regeneration in Newquay and St. Columb Major.

Issue 2 – Enable housing delivery, particularly affordable housing, and accompanying keyinfrastructure.

Issue 3 – Support the diversification of the economy, both in Newquay and the rural areas,including delivery of new employment space, up-skilling the workforce and extending the touristseason.

Issue 4 – Maintain and enhance the stock of tourist accommodation in Newquay to meet theneeds of the industry.

Issue 5 – Manage the night-time economy of Newquay.

Issue 6 – Resolve congestion through traffic management / parking initiatives.

Issue 7 – Consider the development of Newquay Airport.

Issue 8 – Support the improvement of rural services/facilities.

Issue 9 – Protect environmental assets. These are essential to the tourism economy.

Purpose of paper

This is one of a series of papers whose main purpose is to identify the key issues for a specificarea of Cornwall. There are nineteen Community Network Areas in Cornwall, based on groupingsof parishes as shown on the map below. Community Network Areas were introduced to givecommunities a stronger voice in helping them deal with complex issues. In this they offer a valuableconduit through which proposed Core Strategy area policies can be refined to reflect local issuesthrough engagement, policy formulation, delivery and local ownership. The various issues have been identified from a variety of sources including plans and proposalsof other organisations. Parish Plans, where available have been very useful in identifying issues,and a summary of the ‘visions’ for each of the Parish Plans undertaken in the Newquay CommunityNetwork Area is included in Appendix 1. These place-based papers, along with the topic-basedIssues Papers, will form the first stage of the development of options for the Core Strategy. Newquay & St Columb Community Network Area

Description ~ This area is dominated by the presence of Newquay, one of Cornwall largest townsand a major holiday resort, but also an important retail and service centre. The area also containsother significant settlements including Mawgan Porth, similarly dominated by tourism, and inlandSt Columb Major, an ancient market town, with an attractive Conservation Area. Villages includeQuintrell Downs, Mawgan in Pydar, St Wenn, and Talskiddy. The main growth of Newquay froma small fishing village to the modern holiday resort of today came about from a combination offactors. It had an early railway connection - originally built for the export of copper and tin, whichcombined with its superb natural scenery and climate led to its rapid development in the 19th centuryas a resort. Inland the concerns have been more agriculture, however the influence of tourism hasspread and Newquay airport is an increasingly significant presence.

As the most important tourist resort in Cornwall Newquay’s economic health is important for thecounty as a whole. Whilst fairly self contained in employment terms as a settlement, it is also apopular residential location for people working elsewhere – particularly Truro.

PARISHES: Colan, Mawgan-in-Pydar, Newquay, St Columb Major and St Wenn.

POPULATION: The population of the Newquay St. Columb community network area in 2007 was26,900. Newquay’s resident population (including St. ColumbMinor) is 21,994, but can be increasedby another 100,000 in the peak tourist months; whilst St. Columb Major's population was 3,289.There are higher numbers of young people in the 15-19, 20-24 and 25-29 year old age groupsthan in average in Cornwall, and a population density of more than twice the Cornwall average.

ENVIRONMENT: The coastline contains a number of Scheduled Monuments. There are buildingconservation areas at St. Columb Minor, St. Columb Major, and Mawgan in Pydar.

HOUSING: There were 13,057 dwellings in March 2010 within the network area - 1,896 of whichwere constructed in the period 2001-2010. As of March 2010 the total number of dwellings included720 second homes and 351 empty homes. In addition there were 205 dwellings under construction

and a further 1,140 permitted dwellings where work has not commenced; when completed thesedwellings will be counted towards the overall growth total. The number of affordable houses neededeach year for the next 10 years in the Newquay & St. Columb CNA to meet the backlog is 130(approx. net annual need).

EMPLOYMENT: Employment is focused on the hotel and catering sectors which employ nearly1/3 of the workforce (almost three times higher than the Cornwall average). Unemployment ishigher than the Cornwall average with higher levels of social deprivation, particularly in the NewquayGannel Ward.

TRAVEL: Newquay suffers congestion and parking problems in the peak tourist season. The A39(North Atlantic Highway) runs through St. Columb Major. There is a branch line railway to Par,where services link into the mainline from Penzance to London. Newquay Airport provides mainlydomestic flights with some international flights, mainly during the summer months. However, thereare accessibility issues in some rural areas.

FACILITIES: Newquay town centre performs well and caters for both the resident and the touristmarket. The town has above average percentage of convenience* goods stores and below averageof comparison* goods stores. There is a range of other local facilities, e.g. hospital, leisure centre,local beaches, Newquay Zoo. Newquay Tretherras and Treviglas College Newquay cater for 11-18year olds and there are 5 junior and infants schools in Newquay, St Mawgan and St. Columb. Areawell served by bus network, St. Columb is an interchange for Western Greyhound. Sustrans Cycleroute runs through the area.

*Convenience retailing is the provision of everyday essential items i.e. food, drink, newspapers &confectionery. Comparison retailing is the provision of items not bought on a frequent basis ieclothing, footwear, household and recreational goods

Summary

This paper summarises the key emerging issues for the Newquay Community Network Areabrought together to inform the Cornwall Core Strategy.

The key issues:

Issue 1 – Promote town centre regeneration in Newquay and St. Columb Major.

Issue 2 – Enable housing delivery, particularly affordable housing, and accompanying keyinfrastructure.

Issue 3 – Support the diversification of the economy, both in Newquay and the rural areas,including delivery of new employment space, up-skilling the workforce and extending the touristseason.

Issue 4 – Maintain and enhance the stock of tourist accommodation in Newquay to meet theneeds of the industry.

Issue 5 – Manage the night-time economy of Newquay.

The ‘Action Framework’ main document sees Newquay as ‘the SurfCapital of the UK’ and seeks: -

‘To ‘capitalise on Newquay’s unique asset, the quality of surfand beaches, by being a quality resort for tourists and localsalike. Also to be a leader in sustainable coastal tourism wherea superb and accessible natural environment supports a healthyand vibrant community of all ages’

The document goes on to say

‘Newquay has the potential to evolve into one of the most excitingplaces to live, work and visit in the UK. It can become a place witha populated town centre all year round, enlivening streets andspaces and supporting the economy; a place where there is easyaccess to some of the best coastal scenery in the country but alsomany of the benefits of urban living including good places to eatand drink, arts and cultural facilities, and good public transport. Itwill in the future attract a wider diversity of people, both as residentsand visitors and these will contribute to a thriving year roundeconomy. There is potential for some wonderful new architectureon the seafront - buildings that could put the town on theinternational map - and new exemplar sustainable developmenton the edge of town that can bring new employment opportunitiesand community buildings.’
