II. Introduction to Speakers
Fan XiaojianH.E.Mr. Fan Xiaojian is Deputy Head of State Council Leading Group of Poverty Alleviation and Development, Director of the State Council Leading Group Office of Poverty Alleviation and Development (LGOP) China. After graduation from National Economic Planning Department of Jilin University in 1976, he ever worked in Tibet Autonomous Region and Ningxia Hui Autonomous Region. He took the post of Chief Economist of Ministry of Agriculture in November, 1998 and was appointed as Vice Minister of Ministry of Agriculture in November, 2000. In April, 2007, he was appointed as Deputy Head of State Council Leading Group of Poverty Alleviation and Development, Director of the State Council Leading Group Office of Poverty Alleviation and Development (LGOP) China.
Khalid MalikMr. Khalid Malik is a development practitioner with extensive leadership and management experience. Educated as an economist at the University of Oxford, Cambridge, Essex and Punjab, he has held a variety of key managerial, technical and policy positions in UN/UNDP both in the filed and at headquarters. He has been active on UN reform and worked closely with UN intergovernmental bodies such as the UNDP Executive Board.
Mr. Malik is currently serving as the UN Resident Coordinator and UNDP Representative in China (since August 2003).
Prior to that he served as Director of the UNDP Evaluation Office and the Chair of the UN Evaluation Group in New York (1998-2003) where he was instrumental in the introduction of results-based management in UNDP, a critical factor in the reform of the organization and more broadly UN reform with emphasis on more effective learning from lessons, great transparency and accountability. Jointly with the World Bank and key bilateral organizations, he has contributed to the global debate on development effectiveness of aid agencies launching inter-alia an annual UNDP Development Effectiveness Report in 2004.
He served from 1993 to 1997 as UN Representative in Uzbekistan covering both development and humanitarian operations where he encouraged cultural revival and social transformation efforts and specifically, supported new laws on the creation of NGOs and protection of women rights. He played a leadership role in securing agreement between the five central Asian states and their neighbors on a regional trade and transit agreement, and

facilitating road links between Central Asia and China.
Mr. Malik has edited books and authored articles on a range of topics, including capacity development, poverty and inequality, post-conflict, evaluation and results-based management. His co-edited book on “Capacity for Development – New Solutions to Old Problems” now in its second printing and the 2004 Report on Development Effectiveness have attracted global attention, He is also on the Advisory Board of the Oxford Center of China Studies.
Thoraya Ahmed Obaid
UN Deputy Secretary General, Executive Director of UNFPA. She obtained the doctorate degree of British Literature and Cultural Anthropology and graduated from US Wayne University.
From 2001 till now, she worked as UN Deputy Secretary General, Executive Director of UNFPA.
From 1998 to 2000, she worked as Director General of Department of Arabic Countries and Europe in the UN Population Fund.
From 1993 to 1998, she worked as Deputy Executive Secretary of UN Economic and Social Commission for Western Asia (ESCWA).
From 1992 to 1993, she worked as Director General of UN Social Development and Population Department for Western Asia Economic and Social Commission
From 1975 to 1992, she worked as Affair Secretary of UN Economic and Social Commission for Western Asia.
James W. Adams
Mr. Adams is Vice President of the East Asia and Pacific Region, at the World Bank. In this capacity, he has overall responsibility for World Bank operations in the one of the world’s most dynamic regions, covering than a dozen states ranging from the world’s most populous country to the smallest and most remote Pacific Islands states.
Previously, Mr. Adams was Vice President and Head of Network, Operations Policy and Country Services, at the World Bank. In this capacity, he was responsible for operational policy development, procurement and financial management activities, relations with United Nations and nongovernmental organizations, and support to Regional staff working in all these areas.
Since joining the Bank in 1974, he has held a variety of operational positions in East Asia, Latin America, and Sub-Saharan Africa, including as Country Director for Tanzania and Uganda, as Director for Operations Policy, and as a Division Chief of several departments.
Before joining the Bank, Mr. Adams worked as a loan officer for Merchants Bank, in Syracuse, NY, and with the General Agreement on Tariffs and Trade, in Geneva,

Switzerland. Mr. Adams studied at Colgate University, and holds an MPA from Princeton University.
Ahmed Shide
H.E.Mr. Ahmed Shide is State Minister for Economic Cooperation, Ministry of Finance and Economic Development, Ethiopia (November, 2008 to present). He is an economist by training at BA graduate level from the Ethiopian Civil Service College, and specialized in Participation, Development and Social Change through the MA course from the University of Sussex, UK. He is also specialized in managing rural resources and resource conflict and has expertise on participatory development, governance and social change processes. He also has expertise on conflict resolution study, and long experience in participating on regional development planning and development strategy formulation in relation to pastoral development.
He was appointed as Deputy Head of Agriculture and Rural Development Bureau, Somali Regional State in September 2008. Previously he has served as Senior Development Advisor to the President of the Somali National Regional State (July-August, 2008), Secretary General for the Somali People Democratic Party (2005-2008), Head of the Office of Civil Service Reform Bureau of the Somali National Regional State (2004-2005). He was also Head of the Office of the President and the Cabinet of Somali National Regional State, while serving as the Senior Advisor for the Regional President Jijiga, Ethiopia (2003-2004). He was elected as Chairman for the Parliamentary Standing Committee for Pastoral and Rural Development, Somali Regional State Parliament (March-September, 2003).
Jomo Sundaram
Jomo Sundaram has been Assistant Secretary General for Economic Development in the United Nations’ Department of Economic and Social Affairs (UNDESA) since January 2005, and (Honorary) Research Coordinator for the G24 Intergovernmental Group on International Monetary Affairs and Development since December 2006. During 2008-2009, he serves as adviser to the President of the 63rd United Nations General Assembly.
Jomo was Professor in the Applied Economics Department, Faculty of Economics and Administration, University of Malaya until November 2004, Founder Director (1978-2004) of the Institute of Social Analysis (INSAN) and Founder Chair (2001-2004) of IDEAs, International Development Economics Associates where he now serves on the Advisory Panel. He was also on the Board of the United Nations Research Institute on Social Development (UNRISD), Geneva (2002-2004).
Du Ying
H.E.Mr. Du Ying is Vice Minister of National Development and Reform Commission of China (NDRC). He is adjunct professor of China Renmin University, China Agricultural University,

and Nanjing Agricultural University, and doctorate tutor for the latter two universities. He is concurrently Deputy Director of Soft Science Commission in Ministry of Agriculture, Executive Member of China Association of Agricultural Economic Research, Executive Member of China Association of Rural Finance, Member of China Fund for Science and Education, and member of editorial board for “Chinese Rural Economy”.
He has long been engaged in policy formulation and theoretic research on rural reform and development. In prior to the middle of the 1980s, his focus was placed on reform to the family contractual responsibility system, and shifted to industrial structure and village and township enterprises. Starting from 1989, he was involved in the organization and coordination of rural reform exemplary area and conducted research on institutional reform to grain purchase and sales, construction of rural land ownership, reform to financial and fiscal system, construction of economic organizations at rural grassroots, development of small towns, poverty reduction, agricultural industrialization and so on. He has been awarded for many times prizes of scientific research result at national and provincial level.
Sheila Sisulu
Ms. Sheila Sisulu is Deputy Executive Director of World Food Programme (WFP), supervising strategies, policies and projects. She is as well in charge of the Secretariat of WFP Executive Committee and connections between UN institutions and non-governmental organizations. She used to function as Consul General of South Africa in New York in 1997, and moved to Washington for the post of ambassador two years later, where she was dedicated to proliferation of poverty reduction and disaster relief of South Africa and study on the roles of American government therein.
Margareta Wahlstrom
UN Assistant Secretary-General for Disaster Risk Reduction with responsibility direct to the UN Secretary-General for the implementation of the Hyogo Framework for Action. Prior to this Ms. Wahlstrom has served the United Nations as the Executive Secretary to the UN Secretary-General’s Panel on the Safety and Security of UN Staff and Premises under the Chairmanship of Mr. Lakhdar Brahimi.
From 2002–2004 Ms. Wahlstrom was the Deputy Emergency Relief Coordinator, Assistant Secretary-General, in the Office for the Coordination of Humanitarian Affairs, UN New York (OCHA). During the initial phase of the international response to the Indian Ocean Tsunami, Ms. Wahlstrom served as the Secretary General’s Special Coordinator for the Response Coordination. From June 2002 until June 2004, she also served the UN Mission in Afghanistan (UNAMA) as Deputy Special Representative to the Secretary-General Relief, Rehabilitation & Recovery and Chief of Staff to the Special Representative of the Secretary-General.

Lu Mai
Secretary General, China Development Research Foundation. After graduation from Beijing Economic Academy in 1982, He worked as an instructor and Deputy Director of the Trade and Economics Department in the School of Economics. From 1986 to 1989, he was appointed in succession Director of Market Research Office of the Rural Development Research Center under the State Council, Deputy Director of Liaison Office in the Center, Deputy Director and Director of the Office of Rural Reform Exemplary Area, Member of the State Council Leading Group Office of Economic Restructuring, and Member of the State Council Leading Group of Circulation Reform. He was thereafter commissioned associate research fellow in Institute for International Development and the Department of Government of Harvard University in 1991, senior research fellow in China Business Center of Hong Kong Polytechnic University in 1993, and research fellow in the State Council Development Research Center back to China where he also took the post as Deputy Secretary General of China Development Research Foundation and Deputy Director General of the International Cooperation Bureau.
Mahesh PatelMr. Mahesh Patel is currently Senior Advisor of UNICEF Regional Office for East Asia and Pacific, responsible for extending advisory and oversight support to countries on CCA/UNDAFs, SWAPs and PRSPs, producing and supervising key studies and establishing networks in Social Policy and Economic Analysis. Mr. Patel obtained Doctorate degree from Department of Public Health, University of Manchester in 1983, with wide-ranging education in economics, public health and education. He has rich UNICEF experience since 1988, including planning and evaluation officer experience as well as work planning and alignment of country office goals and strategies with regional and corporate priorities. Mr. Patel ever served as Acting Regional Officer for Health Economics in World Health Organization (WHO) for one year (1998-1999). He has over 40 formal journal publications plus four books as well as extensive editorial experience. Mr. Patel is Representative for Africa at the series of meetings of Leaders of Regional Evaluation Associations aiming to establish a global evaluation association, and also member of the Fund Raising Committee of the International Organization for Cooperation in Evaluation since 2002.
Liu DanhuaMs. Liu Danhua is Deputy Director General, Department of Employment Promotion, Ministry of Human Resources and Social Protection. In 1990, she was appointed in succession directors of Rural Employment Section and Labor Market Section of the then Department of Employment of the then Ministry of Labor. In 2001, she took the position of Deputy Director General of the Employment Department and then the Deputy Director General of Employment Promotion Department following the establishment of Ministry of Human Resource and Social Protection. During this period, her mission was specialized in reemployment of laid-offs, rural labor employment, management of labor market, public

employment service, employment aid, employment for special groups, and employment statistics. At the same time, she was involved in the formulation, upgrading and legalization of proactive employment policies in China, the State Council research on issues of migrant workers and drafting of related documents and policies. Since 2008 in response to the employment impact of Sichuan Earthquake and financial crisis, she engaged in the formulation and implementation of employment aid policies and measures for disaster-stricken areas and policies against the crisis and in favor of employment.
Yang Chenglin
Chairman of Board, Bank of Inner Mongolia. He was appointed in succession the Secretary and Deputy Director of the Ethnic Affairs Commission Office of Inner Mongolia from 1983 to 1988, Deputy Director and Director of the Office of Inner Mongolian Subsidiary of the People’s Bank of China from 1988 to 1998, Director of the Pre-opening Office of Commercial Bank in Hohhot in 1998, Party Committee Secretary, Chairman and President of Hohhot Commercial Bank from 1999 to 2003, and Party Committee Secretary and Chairman of Inner Mongolian Bank from 2003 till now.
Zhang Yansheng
Director and Research Fellow, Office for Foreign Economic Research, Institute of Macroeconomic Research, NDRC. He is an expert entitled to special government allowance awarded by the State Council. He used to be a master tutor in Department of International Finance of the Central University of Finance and Economics from 1984 to 1996. From 1986 to 1988, he studied and worked in the United States University of Colorado, Canadian University of Toronto, and World Bank EDI. In March of 2003, he was appointed Secretary-General of Party Committee in Shijingshan District, following his position as Director General of Beijing Municipal Bureau of Transportation.
Iddi Simba
Former Minister of Trade and Industry, Tanzania, and now Chairman of the Board, Promotion of Rural Initiatives and Development Enterprises (PRIDE Tanzania). He has held several posts including being seconded by the Government of Tanzania for appointment as alternate Executive Director of the World Bank, representing a group of 16 African countries, seconded by the Government of Tanzania for appointment as first Director General and Chairman of the East African Development Bank, Kampala, Uganda, Resident Director of the African Development Bank in London, and Minister of Industry and Trade, Tanzania.
James Mirrlees
Nobel Prize Laureate in Economic Sciences (1996), Professor of Cambridge University. He

is professor of economics in both Cambridge University and the Chinese University of Hong Kong. After graduation from the Mathematic Department of Edinburgh University, he successfully entered the Cambridge University and obtained the doctorate degree. Following almost thirty years’ teaching in the Oxford University, he used to work as Head of Econometric Society, Head of Royal Society of London for Improving Natural Knowledge, and economic consultant for Chinese Government. In 1996, he was award the Novel Prize of Economics for his significant contribution in the theoretic field of information economics, especially the elaboration of economic incentive under asymmetric information. In 1997 UK Queen awarded him Sir.
Sudha Pilai
Mrs. Sudha Pilai is Secretary-General of Planning Commission of Indian Government. She got MPA in public administration from Harvard University in 1985. She has ever served as Director in Ministry of Industry, Joint Secretary of Department of Company Affairs in Ministry of Law, Justice & Company Affairs, Joint Secretary in Ministry of Rural Development, and Secretary in Ministry of Labour & Employment.
Selim Jahan
Dr. Selim Jahan is currently the Director of the Poverty Practice in the United Nations Development Programme (UNDP). Prior to his appointment to this position in September 2007, he was the Cluster Leader, Strategies and Policies for Poverty Reduction, Poverty Group, Bureau for Development Policy (BDP), New York. He has served since 2001 as the Senior Adviser, Employment for Poverty Reduction in the same Bureau. Currently, Dr. Jahan is engaged, on the one hand, in research on such issues as inclusive development and pro-poor economic and social policies, and on the other, in country-level policy advice and in inter-agency collaboration on the Millennium Development Goals (MDG)-based national development strategies including the Poverty Reduction Strategy Papers (PRSPs).
Dr. Jahan has served as the Deputy Director of the Human Development Report Office (HDRO) for five years (1996-2001). He was also a Policy Advisor in HDRO during the period (1992-1996). During his tenure at the HDRO, he was a member of the Core Team that authored nine global Human Development Reports (1993-2001). He was also involved in the Core Team of a number of National Human Development Reports (NHDRs), including one of the first NHDRs produced in his own country Bangladesh in 1991.
Before joining UNDP in 1992, Dr. Jahan held different positions in universities, national governments and other international organizations. He was a Lecturer of Economics (1974-77) and Professor of Economics and Director of the Economic Research Unit, University of Dhaka, Bangladesh (1984-89). He was a Lecturer, Department of Economics, McGill University, Montreal, Canada (1983-84), a Visiting Fellow, Cambridge University, U.K. (1987-88), and a Visiting Scholar, School Of Public Policy, University of Maryland, U.S.A (1992). Dr. Jahan served as an Economic Adviser, USAID, Dhaka, Bangladesh (1988), and as the Economic Adviser, Planning Commission, Government of Bangladesh, (1989-90). He

has also worked as Adviser and Consultant to various international organizations including ILO, UNDP, UNESCO, and the World Bank during the 1980s and the early 1990s.
Dr. Jahan served as a Member of the Financial Sector Reform Commission, Government of Bangladesh (1988), Jamuna Bridge Advisory Panel (1989) and the President’s Task Force on Macroeconomic Framework of Bangladesh (1991). He was the Secretary General of the Bangladesh Economic Association (1990-91) and Vice-President of the Commonwealth Association for Local Action (1992- 96).
Dr. Jahan holds a Ph.D in Economics from McGill University, Montreal, Canada, where he was Commonwealth Scholar (1977-82). He had his undergraduate and graduate studies in Economics at University of Dhaka, Bangladesh.
Dr. Selim Jahan is the author of six books and more than 150 articles in various national and international academic journals. He contributes regularly to various newspapers and periodicals.

IV. Logistical Information
1.Venue
The Forum will be held at Villa 5 of Diaoyutai State Guesthouse(No.2 Fucheng Road,
Haidian District, Beijing. Tel: 86-10-58591588. Please see the agenda for more information.
2. Entrance Except for special arrangements, the participants shall arrive at Villa via the east g ate of Diaoyutai State Guesthouse (please refer to the attached map for locations) at 8:20-9:20 am by showing the invitation card, and then get to Qingong Hall via the west gate of Building No. 5. Please also show the parking permit issued by the Forum organizers for the entrance of vehicles.
3.Registration
Participants accommodated in Fraternal Cooperation International Hotel are requested to register at the hotel lobby on October 16.
Other participants shall register at 8:20-9:20 a.m. on October 17 at the west gate of Villa 5 of Diaoyutai State Guesthouse.

(1) Except for special arrangements, the conference doesn’t render services for the traffic between the airport/railway station and the hotel as well as other traffic services.
(2) P articipants a ccommodated at Fraternal Cooperation International Hotel will be provided shuttle bus connecting the Hotel and the meeting venue on Oct. 17, 2009. The arrangements are as follows: VIP participants attending the courtesy call before the opening ceremony are
requested to wait at the lobby of the hotel for the departure by 7:30 am ( please
make sure your name badge and the invitation card are with you ) .
The other participants shall wait at the lobby of the hotel for the departure by 7:50
am ( please make sure your name badge and the invitation card are with
you ) .
After the conclusion of the forum in the afternoon (around 18:00), the participants a ccommodated at Fraternal Cooperation International Hotel shall take the shuttle bus at the north gate of Villa 5 back to the hotel.

(3) For the participants who will also participate in CDD Conference on Oct. 18-19, 2009 at Henan Plaza, if you want to check in Henan Plaza in the evening of Oct.17, please check out from Fraternal Cooperation International Hotel in advance and take bus at the front entrance of the Hotel at 20:30 to Henan Plaza.
5.Accommodation
Accommodation will be provided for those participants whose participation is financed by the organizers as agreed beforehand. Please note that only accommodation costs will be covered. Other expenses for telephone, fax, internet, laundry, room service will be at participant’s own costs (please contact hotel reception for more information). Please kindly settle your own expenses when checking out.
The organizer may help to book rooms at Fraternal Cooperation International Hotel at conference price for other participants as requested at participants’ own costs. Please settle all the expenses when checking out.
6.Meals
(1) Meals on Oct. 17, 2009 Breakfast: 7:00-7:50, Sunny Coffee Shop, 1st Floor, Fraternal Cooperation International
Hotel (participants accommodated at Fraternal International Hotel are requested to showing your room cards for breakfast)
Lunch: 12:30-13:50, all the participants are cordially invited to have lunch at Diaoyutai Hotel. Shuttle bus will be provided for the connection between Diaoyutai State Guesthouse and Diaoyutai Hotel. Please take the shuttle bus at the north gate of Villa 5. After lunch after conclusion of morning sessions at 12:30. After lunch, please also take shuttle bus at the gate of Diaoyutai Hotel at 13:50 back to the meeting venue.
Dinner: 19:00-20:30, participants accommodated at Fraternal Cooperation International Hotel will have dinner by showing the name badge after return to the hotel (Chinese Imperial Kitchen Restaurant, 3rd Floor, Fraternal Cooperation International Hotel)
(2) Meals on other days( Oct. 15, 16, 18) for the participants accommodated at Fraternal Cooperation International Hotel
