Caritas Romania Confederation,

Caritas Romania, a network type organization with a his-tory of 20 years, is meant to represent at national and in-ternational level 10 member organizations that are active in Romania.Caritas addresses the systematic and struc-tured problems that regard the social needs of the dis-tressed communities. At national level, the Caritas organi-zations develop and implement complex social assistance programs: socio-medical home care for the elderly and dis-abled, education to prevent natural disasters, direct inter-vention in case of natural disaster, direct assistance and advice for in need families, day care centers for children and youth, community social integration activities and pro-fessional assistance and training for the socially disadvan-taged people. Caritas Romania is a member of national and international networks such as Caritas Internationalis, Caritas Europa and FOND

Our mission is inspired by the social teaching of the Catho-lic Church. Caritas organizations mission is toassist the poor and socially marginalized groups to express and to regain the right to a decent and dignified life by com-plex social assistance programs and through charitable and humanitarian action.

FOREWORD

ONE HUMAN FAMILY. FOOD FOR ALL!

This is the message of 164 national Caritas organizations all around the world. They promote the Caritas Internationalis campaign that was launched in December 9, 2013 and whose objective is to support the development of a world without hunger by 2025. The campaign began with a prayer uttered at the same time in all countries of the world where we joined all in a cry to God for those who have no access to food resources. This primary right must be guaranteed to every human being. Caritas wants to blend the tran-scendent component with the immanent social and humanitarian activities that are carried out.

“The Church is the voice of those who suffer in silence from hunger” urges the Holy Father Pope Francis at the launch of the campaign. Caritas, by taking this message, attempts to notify all policy-makers and all people of good that our world is not only a market but our human family home and the food is not just a product but is the fruit of creation, the gift of God, the symbol of communion between people and the source of shared responsibility.

With these thoughts and our charitable actions, to participate in this symphony of Church Caritas organi-zations take responsibility that around to teach and to propose it to the world in the next 12 years: One human family. Food for all.

STRONGER TOGETHER!

Activity Report / 2013 fairly presents the activities carried out during the 12 months characterized by inten-sive efforts aimed at creating a robust framework at the level of organizational development in two Caritas networks, at national and European level.

Also it describes the initiative taken along with our partners to establish an informal network of NGOsproviding dedicated services for elderly, especially home care, in order to stimulate the dialogue with central and local authorities, to influence public policy and increase access to elderly to necessary services. We have included in this report, references to learning opportunities, exchange experiences and the actions undertak-en with representatives of States and with other institutions and civil society organizations.

Under the coordination of Caritas Europa, Caritas Romania participated in the development of the alternative report on the national program reform and progress on targets Strategy 2020 and to the analyze of the im-pact of the crisis economy on the most vulnerable groups in Romania. Conclusions, accompanied by a series of measures and recommendations have been presented in the European forums.

In autumn 2013, the floods that affected the region of Moldova and the disastrous typhoon that hit the Phil-ippines mobilized us and we expressed our solidarity and offered humanitarian aid through the interventions and fundraising campaigns in the Catholic churches in Romania. These natural disasters interventions have strengthened the capacity building program utility for communities in order to reduce the disaster risks and be prepared them to respond to emergencies. Also, the financial report illustrates the value of funds received this year and their destination.We ended 2013 with job satisfaction and spiritual fulfillment, so I want to thank warmly to the team members, donors and supporters, volunteers and partners across the country for the Caritas Romania’s results.

The project has been implemented during a two years period and has been funded with the amount of 75,000 Euro from Renovabis Germany (www.renovabis.de) and had the following objectives:

• Lobby and advocacy skills training Caritas network in Romania to influence policy and legislative framework of the social assistance at national level;• Harmonization of management standards of social and socio-medical in home care;• Developing and implementing fundraising strategies that contribute to revenue growth andfinancial sustainability of the confederation and its members.

Complementing these objectives supported by Renovabis, towards organizational development, Caritas Romania created opportunities for exchange of experience among its members and to disseminate best practice models. We also promot-ed national actions carried out in communities throughown communication tools.

The project funding contributed substantially to the development of capacity to provide Caritas Romaniamember associations and developed professional learning opportunities (3 trainings: fundraising and communication, lob-bying and advocacy, financial management standards) to exchange experiences and information we support the common themes interest (4 workshops: legislation, social services, Roma inclusion home care services), create coalitions with oth-er NGOs to influence policies in several areas of social assistance: home care, social economy.

The organizational capacity development of the confederation is closely linked to the vision and future strategy. As a re-sult, the topic was discussed at board meetings that approved the writing of new projects to ensure the finance of proj-ects with specific goals and the organizational sustainability.

The project debuted in July 2013, at the initiative of Caritas Romania, the principal applicant, to-gether with its partners: White Yellow Cross Foundation, Habilitas Association, ADAM Associa-tion and Four Change Association. By creating SenioriNET network, one of the key outcomes of the project, was to coagulate the NGOs initiatives to influence policy in services for the elderly, especially home care.

The project aims to contribute to strengthening the capacity of NGOs in the social sector and to support their active participation in improving strategies and policies which ensure increased access to services for older people in Romania to home care services. Improving cooperation and dialogue with local and central authorities will publicize the services provided by NGOs and authorities will increase the interest to support policy development for services addressed to elderly.

1.2 “SENIORINET – AN NGOs NETWORK OF SERVICES DEDICATED TO ELDERLY”

“SenioriNET - NGOs network of services dedicated to older people” is co-financed by a grant from Switzerland through the Swiss Contribution to the enlarged EU under the Grant Scheme for NGOs, Thematic Fund for Participation in Civil Society - Swiss-Romanian Cooperation Programme has a du-ration of 2 years and a total budget of CHF 251,102.25 of which CHF 223,481.00 is granted.

Highlights for 2013: • The establishment of an informal network - SenioriNet - 33 NGOs providing services for the elderly• Develop methodology for establishing public communication in the network to 400 providers of social service for seniors • Creating a web platform to promote the network, www.seniorinet.ro; contains information about the project, the network members list, useful information in the field of home care and services dedicated to the elderly• Creating an interactive map with social services providers• Creating the visual identity of the network and launching the design and preparation of promotional materials• Data collection and elaboration on the first Opinion Barometer on home care social services providers, using a survey in order to gather data sub-mitted by local authorities and by NGOs providing social services• Reflection on the state of development of the home care services sector in Romania, who are they financed and organized.

1.3 INTERVENTIONS IN EMERGENCY CASES AND DISASTER RISK REDUCTION

Emergency situations caused by natural disasters should find us prepared to intervene effectively in supporting the affected communi-ties. Therefore, in 2013, we concentrated our efforts, our experience and knowledge in developing materials and tools for the profes-sionals in the field.

1.3.1 Elaboration of support materials

• Psychological First Aid – guide for community assistants

The Guide has been translated is Romanian from the English version of a material conducted by the World Health Organization (WHO) in 2011 and which is entitled “Psychological First Aid: Guide for field workers” and is an informational and educational material for volun-teers affiliated to civil society organizations in Romania, but also for citizens who can be faced with an emergency situation where you have to know how to act in safety, dignity and to keep rights your rights intact. The launch event (27th of February 2013) together with the Federation of NGOs for Development (FOND), brought togetherrepresentatives of the General Inspectorate for Emergency Situa-tions and professionals from NGOs whose mission includes inter-vention and support in crisis or emergency situations and assistance programs in the humanitarian conflict zones and representatives of public authorities.

•The manual “For a safer life our communities - Disaster Risk Re-duction in South Eastern Europe “

The publication is a practical introduction in organizing community programs to reduce the risk of disasters, particularly in Southeast Europe and is based on the projects implemented and coordinated by Caritas Romania in the recent years in Romania and elsewhere in Southeast Europe: Albania, Bulgaria, Kosovo, Serbia.

The book includes an introduction to disaster risk reduction, describes practical methods and a series of practical examples implemented in projects and it is addressed to NGO representatives and to other insti-tutions’ representatives that want to be involved in community risk re-duction programs. The launch event consisted in a debate on the sub-ject. Representatives of the Ministry of Foreign Affairs participated at the debate initiated by Caritas Romania in the working group for hu-manitarian assistance with the support of the FOND Federation.

1.3.2 Intervention to help flood victims in Galaţi County, Romania

After the floods in September in Galaţi County, in the national program for emergency intervention the Caritas Romania team intervened in the area in collaboration with Caritas Iasi. The first Caritas team ar-rived in the area the day after the event, to assess the situation and after three days there were distributed the first aid kits and drinking water, cleaning materials packages for houses. Caritas also distributed the brochures “House is flooded - What should you do? “

Following the first report on the situation, sent by Caritas Romania to Caritas Europa, funding from a parish in Austria (2.500 EUR) and Caritas Italy (10,000 EUR) have been obtained. On October 10, a re-quest for funding was submitted to Caritas Europa (total budget: EUR 149,341.50). The project obtained financing worth of EUR 30,000 from Caritas Austria. Caritas Spain also approved funding worth of EUR 30,000.

Between October and December 2013 there were distributed wood, stoves and food (or food vouchers) in Cuca and Maciseni villages in Galaţi County. All programs were planned in close coordination with other organizations that are part of the FUND working group.

1.3 INTERVENTIONS IN EMERGENCY CASES AND DISASTER RISK REDUCTION

1.3.3 Fundraising in Catholic Churches for the Haiyan Typhoon victims in Philippines

Compassion for people in distress does not account for physical distance. In solidarity with the victims of Haiyan Typhoon, Caritas organizations in Ro-mania started an awareness campaign describeing the situation of victims in the Philippines and organized a fundraising campaign in the Catholic church-es in Romania on 8th of December, 2013. A sum of 498,467.56 RON has been raised. The appeal announced in the Catholic churches, on Caritas Romania website (www.caritas.org.ro) on our Facebook account, but also on the web-sites of the member organizations and through Mass-Media; online banners announced the fundraising campaign, press releases. Haiyan typhoon hit the Philippines on November 8th , 2013 with a wind speed up to 300 km / h, leav-ing major damage in many parts of the country. The number of those who died reached 4,000 and 1,600 people were missing. The typhoon destroyed more than 500,000 homes, so 4 million people were left homeless.

The fundraising campaign was held on December 8th , 2013 in Catholic churches in Romania in order to support the people affected by Typhoon Haiyan.

1.3 INTERVENTIONS IN EMERGENCY CASES AND DISASTER RISK REDUCTION

1.3.4 Working group “Humanitarian Assistance”, within FOND Federation

Caritas Romania Confederation along with other Caritas member or-ganizations in the working group “Humanitarian Assistance” created under the Fund Federation (Save the Children Romania, World Vi-sion Romania, ADRA, Maltese Service, Habitat for Humanity) made a breakthrough 2013 in the mutual knowledge of strategies for hu-manitarian assistance and ways to intervene in case of necessity. Two meetings (in Bucharest and Cluj) and several skype conferences were held. The Caritas Romania team prepared for this group an in-formation and coordination mechanism for all participating organi-zations in order to improve cooperation between humanitarian or-ganizations in case of disasters.

1.3.5 SEECEG Meeting

The national program team organized the 6th meeting of the SEECEG group (Southeastern Europe Caritas Emergency Group) in Vienna (after the training for national coordinators). After three years as a chairman of the working group, Caritas Romania handed it over to the representative of Caritas Bulgaria.

1.3.6 Regional Capacity Building project

The project is coordinated by the Caritas Romania and implemented in 9 countries (Albania, Bosnia and Herzegovina, Bulgaria, Greece, Kosovo, Montenegro, Romania, Serbia, Turkey) and aims to devel-op the capacity building of Caritas organizations in Southeast Eu-rope in intervention in emergency situations and in humanitarian assistance programs. The team implemented the following activi-ties:

• Training for national coordinators from all participating countries, held in Vienna. The training proposed the following topics: mini-mum standards in humanitarian assistance (Sphere), “Sustainable Livelihoods Approach”, food aid;

• Three training held for emergency teams from Serbia, Turkey,Albania, Bosnia and Kosovo

• Development of a guide on food distributions in emergency sit-uations (“Pocket Guide - Food distributions”).

• Development of an information brochure about flooded houses (“Your house was flooded – What should you do? “). This brochure has been translated and published in the following languages: Al-banian, Bulgarian, Czech, English, German, Hungarian, Romanian, Serbian.

• Supported national emergency plans for all participating countries.

The event “One million stars” - the largest act of solidarity in Romania’s has over 20,000 supporters. During were raised funds worth of 67,000 RON that have been invested to support children in need, the homeless and and many families in need. The symbolic gesture of lighting a can-dle for the people in need already became a tradition within the event that reached its fifth national edition.

The two days event, October 11 (in 32 villages) and 12 October (3 plac-es), the Caritas organizations in Romania caught the general public, the central and local government and the Mass-Media attention actions on the effects of poverty upon the most vulnerable social groups in Roma-nia and called for urgent action to combat this situation.

TO CARITAS EUROPA ACTIVITIES2 Influencing social policies and national strategies to combat poverty in Europe transcends the of European Union and becomes a coor-dinated approach of Caritas organizations in Europe. In 2013, Caritas Romania actively participated in this process by helping to devel-oping alternative Report on Romania’s National Reform Programme and on the impact of the crisis Monitoring Report regarding vul-nerable groups.

2.1 EUROPE 2020 – MISSING THE TRAIN FOR INCLUSIVE GROWTH! TIME IS RUNNING OUT!

Through this initiative of Caritas Europa, Caritas Romania is involved in promoting and monitoring the implementation of social objectives of the Europe 2020 strategy. We are engaged in tracking progress that Romania makes to accomplish the targets on reducing poverty and increasing the employment rate.

Caritas Romania’s contribution to the report is based on expertise of its ac-tive members nationwide who have direct contact with vulnerable groups through social services and by knowing their needs, trends and emergen-cies. Special chapters are allocated for presentation of poverty of children and families, young people, working poor, due to emigration and on the situation of Roma communities. There are also presented, the effects of budget cuts on family income and limited access to services.

Its purpose is not only to provide an analysis of the crisis, the message sent through this publication is to support the policy makers at local, re-gional, national level and the European organizations of civil society and the Church to search for solutions to overcome the crisis.

The Crisis Monitoring Report (2013) provides an analysis of the causes that generated the crisis and the measures taken by national govern-ments as a response to it. The conclusions and recommendations of the report are based on data statistics regarding the living conditions, unem-ployment and employment rates, on the basis of information contained in the reports and official documents regarding the financial and policy context of each country.

2.2 THE EUROPEAN CRISIS AND ITS HUMAN COST – A CALL FOR SOLUTIONS AND FAIR ALTERNATIVES IN SOCIAL TERMS

The alternative Report (2013) on the programs of National Reform provides an analysis ofperspective of 23 Caritas organizations in Europe on the situation of vulnerable groups affected by poverty, unemployment, poor access to ed-ucation, exclusion from social life and from the labor market. European and national statistics support the observations made, so alternative report presents recommendations for concrete policies and urgent action so that the Europe 2020 Strategy leading to reducing poverty and exclusion.

The Impact Monitoring Report on crisis and austerity measures on vulnerable groups con-clusionsa detailed study and recommendations con-ducted in 2013 in Greece, Cyprus, Ireland, It-aly, Portugal, Romania and Spain. Under the coordination of Caritas Europa, the report was prepared by the organization Social Justice Ire-land on the research, data and analyzes per-formed by the national Caritas organizations in seven countries. Caritas Romania contrib-uted to drafting the chapter on Romania.

Caritas Romania Confederation constantly engages in influencing the public policies.

2.3 CARITAS EUROPE DEVELOPMENT FUND – A NEW SOLIDARITY SYSTEM

TO CARITAS EUROPA ACTIVITIES2 2.4 PROFESSIONALISM AND TRANSPARENCY IN THE CARITAS NETWORK: COMMON MANAGEMENT STAN-DARDS (CM) AND MINIMUM STANDARDS (MS)

The year 2013 was a time to rethink the solidarity system within the network consists of 48 Caritas Europe member organizations repre-senting national offices. Caritas Romania is part of this family since its establishment and engaged in strengthening the network by attending to internal working group of the Development Fund of Caritas Europe. Solidarity is one of the main values of the Caritas Development Fund and is therefore complementary to a previous initiative called Network - Joint Management Standards – and will support and assist financially the member organizations to develop institutional capacity.

With this background we intend to increase the sense of belonging to a strong European network and support participation and commitment of its members to network activities. At the same time, we want to sup-port members in the organizational development process to strength-en structures to promote good governance and to apply the common principles of management quality standards, as prerequisites for en-suring sustainability. The working group consisting of representatives of Caritas organizations from Spain, France, Belgium, Rep. Moldova and Romania, has developed a strategy and organizational development methodology of the new system. The secretariat of the Group was pro-vided by Caritas Europa, and Caritas Romania, represented by the Chief Executive, held chairman of the group.

The Group has served until the end of 2013 and held monthly meetings to create work, fundraising communication strategies to implement the working plan of the Caritas Development Fund.

Common Standards Management (SCM) is a set of principles ratified by all Caritas organizations in Europe in order to increase management perfor-mance, organizational effectiveness and transparency to Caritas partners and donors to loyalty. SCM govern the following priority areas: leadership, pol-icies, strategies and processes,human resources, financial resources, com-munication and partnerships.

According to Caritas Internationalis and Caritas Europe rules and standards, under the inspiration of the Motu Proprio document “The service of charity” each organization Caritas must act with responsibility for its beneficiaries, members, employees and partners and to ensure financial and organiza-tional stability. Caritas Romania has ratified and implemented SCM in 2010. Since 2011, Caritas Romania began a process of dissemination and training of members its SCM replication.

Caritas Europe’s Regional Conference is the forum in which represen-tatives of Caritas Europe meet annually. In 2013, the conference was held in Brussels where they were invited European officials receiving proposals presented by Caritas to intensify the fight against poverty and submitted an appeal to government accountability in the fight against poverty.

It was brought to debate the important approaching moment for the the international community : 2015, the assessment year of the Mil-lennium Development Goals to be achieved. A new agenda should be conceived as an expression of continued commitment to fight poverty and to provide human dignity of every citizen of world. Regional Con-ference in Brussels Caritas Europe insisted on the role and responsibility of the EU in fighting poverty and marginalization in a changing world.

Caritas Europa Regional Conference 2013 endorsed the following resolution:

“Hunger and malnutrition are the most cruel and concrete manifesta-tions of poverty. Therefore, Caritas Europe calls on the European Union, its institutions and Member States to provide a framework priorityfuture development to create a world without hunger “.

2.5 CARITAS EUROPE’S REGIONAL CONFERENCE, MAY 2013, BRUSSELS

ADVOCACY, REPRESENTATION AND PARTICIPATION

TO CARITAS EUROPA ACTIVITIES2 Now in its sixth edition, Caritas Europe Summer University hosted by the University of Leuven, Belgium, brought together experts in communication, advocacy and social policies of all 48 Caritas organizations in Europe. During one week, experts Caritas responded the theme “How can we use Catholic social teaching to contribute to the European Social Model “. In some inter-active workshops have been invited experts and external speakers, partici-pants combined the opportunity to learn each other through the exchange of experience and education.

The agenda included topics such as: communication ABC with EU institutions and Council of Europe project cycle management in accessing EU funds, ef-fective approach in combating poverty, solutions and alternatives to ensure access to food for all, exploring opportunities for social innovation in the social economy. Caritas Romania was represented by the PR and Communi-cation Officer.

Ensuring financial sustainability is one of the constant challenges of civil society organizations. Caritas Romania, with the blessing of the Bishops’ Conference of Romania and the Catholic Church has the responsibility to support the member organizations in fulfilling the mis-sion of charity to help the ones in need. To meet this commitment, Caritas Romania Confederation writes projects and applies for fund-ing. In 2013, there were developed six (6) projects and financing applications. Of these five (5) have been approved and will be financed and implemented starting with 2014:
