THE DEGREE PROGRAMME: CONCEPT, CONTENT & IMPLEMENTATION

1.1. Objective and Learning Outcomes of A Degree Programme (Intended

Qualification Profile)

A. Objective

A.1. Pediatric Medical Specialist Study Programme

The objective of Pediatric Medical Specialist Study Programme is to produce

graduating Pediatrician who are virtuous and excellent in education, research and

community services in ASEAN region on 2020, which can be described as follow:

a. Graduates who are able to provide complete specialist health services (promotive,

preventive, curative, rehabilitative)

b. Pediatrician who can practice medicine especially in the field of child health science

to the community optimally

c. Pediatrician who are able to act as a researcher and always strive to improve the ability

of his professional duties independently

d. Pediatrician who can act as a planner, organizer, coordinator, and conduct evaluations

to achieve the goal of improving Indonesian children’s health and welfare.

The objectives are aligned with the vision and missions Pediatric Medical Specialist Study

Programme in coherence to the vision and missions of Universitas Airlangga.

B. Learning Outcomes (LOs)

The general procedure of preparing graduate profile, LOs and programme

curriculum have been standardized (using guidelines for curriculum preparation such as

Higher Education and Professional Association, IQF, Accreditation Board, and Specific

Degree Programme Association) as presented in Figure 1 and verified by the academic

board of each faculty.

The process of LOs formulation has considered the input given by stakeholders

both internal and external stakeholders. Internal stakeholders consist of academic

staffs/lectures and students, whereas external stakeholders consist of Indonesian

Pediatric Collegium (KIKAI), Indonesian Pediatric Society (IPS), Medical Council (KKI),

Ministry of Health Republic of Indonesia and health care industry as the users of the

graduates.

The inputs are given by stakeholders about graduate profile based on the

scientific analysis and development skill, market need analysis and decision maker. This

process is based on the Presidential Decree Number 12 Year 2012 on Higher Education,

Presidential Regulation Number 8 Year 2012 on Frameworks of Indonesian

Qualifications Framework (KKNI), Act Republic of Indonesia Number 20 Year 2013 on

medical education, Ministry of Higher Education and Technology Regulation Number 44

Year 2015 on National Standard for Higher Education (SNPT), Indonesian Medical

Council Regulation (KKI) Number 21 Year 2006 on N a t i o n a l Standard of Specialist

C. Qualification Profile

The qualification profile of graduates of Specialist Programme in Pediatrics are built

based on the mechanism displayed on Figure 1. The graduates of Specialist Programme

in Pediatrics are expected to play roles as following: communicator, professional care

provider, educational leader, researcher and innovator, manager and community leader.

1.2. The Title of Degree Programme

Title to be attached to graduate of Specialist Programme in Pediatrics are

Pediatrician.

1.3. Curriculum

Curriculum of the programmes has undergone several reviews. These reviews are

conducted to ensure the compliance and relevance to the development of science,

regulation of the university and Professional associations, suggestion from alumni and

stakeholders, and job market requirement (Figure 1). The structure of the curriculum has

been designed and aligned with the LOs and IQF. For example in the case of Specialist

Programme in Pediatrics, the content and curriculum structure are aligned with the LOs.

To achieve LO 7, which is to Capable of working collaboratively with others to achieved

shared goals in managing patients (Teamwork), requires the mastery of LO 1, 2, 3, 4, 5,

6 and 7 which means, the activities are not only a lecture but also involved clinical practice

at the clinic by using patient as subject. Detail description of each course is available in

Learning Contract and Learning Plan.

Since 2018, Specialist Programme in Pediatrics has implemented the new

curriculum with 126 course credits (7 semesters in all Programme) as mandated by

Indonesian Pediatrician Collegium (KIKAI), Indonesian Medical Council (KKI), and

Ministry of Higher Education and Technology Regulation Number 44 Year 2015 on

National Standards for Higher Education (SNPT). The study activities carried out by

Departement of Child Health Faculty of Medicine Universitas Airlangga located at Dr.

Soetomo academic general hospital as learning facility and supported by information

technology as learning infrastructure. Specialist Programme in Pediatrics integrates LO-

1, LO-2, LO-3, LO-4, LO-5, LO-6, and LO-7 with the first to fourth level of Miller’s Pyramid

of Competence, first and second semester (knowhow and shows how) and after that

(does). After finishing the Programme, the residents must take National Competency Test

for Profession Programme (National evaluation), which covers both theoretical test

(Interview) and practical test (OSCE). The test (Local evaluation) serves as exit exam.

The average number of Specialist Programme of Pediatrics residents who successfully

passed is >90%. On the other hand, the average of residents who failed the test is <10%.

1.4. Admission Requirement

Resident admission system at Airlangga University is developed and organized by

Resident Admission Centre called PPMB (http://ppmb.unair.ac.id), and the first part

consisted of:

1. Psychological Evaluation

2. Academic Potential Exam and English Proficiency Exam

After passing the first part, the resident will went selection on the department which consist

of academic field exam and interview.

The spesific admission requirement for Specialist Programme in Pediatrics are as follow:

1. Not more than 36 years of age when starting the Specialist Medical Education Program - PPDS (January 1 for the Even Semester selection period and

July 1 for the Odd Semester selection period)

2. Cumulative Achievement Index (GPA) Undergraduate Medical Academic Education Program ≥ 2.50 For accreditation A, For accreditation B ≥ 2.75.

3. Cumulative Achievement Index (GPA) of Medical Professional Education Program ≥ 2.75 for accreditation A and ≥ 3.0 for accreditation B

4. Have an ELPT certificate with a value of ≥ 450 from the Language Center of Airlangga University or a TOEFL certificate with a value of ≥ 450 from a

recognized institution.

5. Has worked as a doctor in the Health Service Center for at least 12 months, not including internship.

6. Opportunity to take the exam in the Specialist Programme in Pediatrics a maximum of 2 times.

STANDARD 2

DEGREE PROGAMME: STRUCTURES, METHODS AND IMPLEMENTATION

2.1. Structure and Courses

Curriculum is designed and formalized to regulate the educational process which

complies to the professionalism of Specialist Programme in Pediatrics. The procedure in

designing curriculum follows Indonesia Qualification Framework 2010 and Ministry of

Education’s Decree (National Standard of Higher Education Number 44 Year 2015 about

Guidelines to Curriculum Design at Higher Degree). To ensure the consistency of the

learning process with the learning plan, courses are monitored and evaluated by Quality

Assurance Unit at Programme level (GPM) and Faculty level (SPM). Specialist

Programme in Pediatrics are based on competencies. Based on competencies also

divided into two categories, i.e. specialist competencies (with ECTS 158.72) and social

competencies (with ECTS 48.52).

All the curriculum of Specialist Programme in Pediatrics are compulsory courses

which specific courses are allocated in each semester to meet the requirements of the

Learning Outcome of each programme. Courses in the first year comprise basic sciences,

general scientific skills and observation of specific science field, whereas specific science

field course are taught in second year onwards. Courses are delivered in form of lectures,

tutorial and practical work activities and fieldwork. Table 2.1 presents the curriculum and

credits for junior, mid and senior level.

Curriculum is disseminated in many ways, including website, Academic Study Guide

for Specialist Programme in Pediatrics which are distributed on initial study period.

Courses at Specialist Programme in Pediatrics are set up in junior level for the first 2.5

semesters. Credits and residents’ load for the following semesters are determined by

passing from the junior level, this also applies to the next level (mid level) which must

pass from the previous level to take the credit of the next level (senior level). All the credits

can be taken with “open semester” according to the curriculum for each level.

To encourage resident to participate in exchange programmes some efforts are

done; such as (1) signing a cooperation agreement with more institutions (universities) to

host the resident exchange programme, and (2) promoting the agreement to residents of

Specialist Programme in Pediatrics.

Two main problems faced by residents are: time issue that is the possible loss of

study time at Universitas Airlangga as a consequence of spending time at other institution

and financial issue. Study programmes apply several strategies to deal with these

problems, such as (1) acknowledgment to the credits taken in host institution during the

exchange programme, and (2) supervision and assistant to residents related to their

financial issues. Obstacles faced by the residents of Pediatric specialist education

program is mostly related to the family, financial problem and also difficulty in fulfill the

research needs (reagent, sample size, etc). Couple of things that can be done to

overcome this problem for example are: helping to find research funds through research

scholarships, approaches by academic advisor (dosen wali) to help solve family

problems, and working with other health institution in meeting research needs. Students

also have to increase the level of achievement of learning outcomes, by working

independently in other hospitals that have carried out a memorandum of understanding

with Specialist Programme in Pediatrics Universitas Airlangga based on core

competencies.

2.2. Workloads and Credits

The courses in the academic curriculum are designed based on the Learning

Outcome Program (LO). According to the National Higher Education Standards, the

determinants of the credit forecast scale are: (1) the level of competency to be achieved

(Competency Standards for Graduates for each type of program); (2) the depth and

breadth of subject matter that must be mastered (Learning Standard Content); and (3)

learning methods / strategies chosen to achieve competence (Learning Process

Standards). The study load in one semester is determined based on the academic

package and the level followed by residents.

The process of designing a curriculum involves faculty managers, head and the

secretary of department, speakers, and lecturers of the course, residents, alumni, and

stakeholders (employers of graduates). Academic curriculum is evaluated every two years

and if there were major changes we do the redesign to prevent prolonged issues resulted

from workload.

2.3. Teaching methodology

Roles of lecturers in teaching-learning process include: designing and redesigning

curriculum, arranging teaching team, designing learning contract, study plan and

assessments, and learning process. Teaching team consists of lecturers with similar

expertise. Each course has Learning Outcomes (LO). One LO achievement evaluation is

conducted by teaching team through exams (miniCex, CBd, DOPS, OSCE). Learning

process and achievement of LO are monitored by Quality Assurance Unit in Faculty Level

(SPM).

Teaching instruments and methods of teaching are designed and implemented

to support the achievement of Learning Outcomes (LO). Instruments to be used include

Printed media, Model, patients, Electronic media, E-learning. Learning methods to be

applied are a combination of Teaching Centered Learning (TCL, e.g. class teaching,

demonstration, practices and bed site teaching), Resident Centered Learning (RCL, e.g.

journal, case, review consultation, activity and shift report), Research Methodology (i.e.

residents are trained to search literatures, find research ideas, write proposals, research

reports, and papers, and give presentations). Lecturer performance index in teaching

learning process can be used as an indicator whether the teaching staff has been able

to implement the didactical method and to make the most out of the instrument.

2.4. Support and Assistance

To support and facilitate resident achievements, the programme provides

academic advisor, establishes study progress monitoring system, and provides services

to meet residents physical, psychological, and social needs. Once registered, residents

are accompanied by an academic advisor to whom they could consult their learning plan

and achievement, including their academic-related problems. Residents need to see their

advisor at least one time in a semester.

Junior level implements several evaluation methods to assess resident progress.

Fifteen months evaluation is conducted to monitor resident achievement for the first 2.5

semesters. In mid level, one and half years evaluation is conducted to monitor resident

achievement for 3 semester. Senior level implements several evaluation methods to

assess resident progress. Nine months evaluation is conducted to monitor resident

achievement for the last 1.5 semesters. Length of study evaluation is conducted on

residents who have reached the 3.5 year time limit of their study. Financial assistance is

provided through the provision of scholarships from various funding agencies. Moreover,

residents with specific and personal issues can get counselling services from mental

health specialists such as psychologists or psychiatrist.

Thesis supervisors are also available to assist residents conducting research for

their thesis. Every resident will have 2 (two) thesis supervisors, who are experts from

related field, that provide full guidance in carrying out thesis, starting from finding research

idea, writing proposal, conducting research, writing the report and preparing publication

articles. Consultation to supervisors are carried out at least 6 times and are recorded in

the log book/sheet`. To broaden residents’ knowledge and views, the faculty invites

experts from national and international institutions to provide public lecture. Other

supports include the provision of national journals (ISSN labeled and/or accredited) and

International Seminars held by the university.

Other services and facilities provided by the department and hospital are resident

room, restaurants or canteens, and pray room.

EXAMS: SYSTEM, CONCEPT AND ORGANIZATION

3.1. Exams, System, Concept and Organization

In general, the manual for assessment of teaching-learning process and learning

outcomes (LO) used in Specialist Programme in Pediatrics refer to the operating

procedures in the Airlangga Integrated Management System (AIMS).

The assessment method for pediatrician degree they will be divided into junior, mid

and senior level, and all of them will have assessment that consist of: (a) National MCQ,

(b) Objective Structured Clinical Examination (OSCE), (c) Journal Presentation, (d) Case

Presentation, (e) Longitudinal Case Presentation, (f) Review, (g) Problem Case, (h) Death

case, (i) Regional/National/International Presentation, (j) Mini Clinical Examination (Mini

Cex), (k) Direct Observation of Procedural Skills (DOPS), (l) Mini Peer Assessment Tool

(Mini PAT), (m) Case-based Discussion (CbD), (n) Proposal, (o) Thesis, (p) Local And

National Board Examination.

National MCQ is done every 3 months, and attended by all resident. OSCE is done

when the resident will proceed to the next level. Four Journal Presentation, one Case

Report, two Review and one Longitudinal case report have to be done during the residents

study, divided by their level. A total of three problem case or death case have to be

presented during their study, without concerning resident level. Regional/National

presentation are done on Annual Scientific Week each year. Mini Cex, DOPS, Mini PAT,

CbD are done on each division where the resident in. Proposal for thesis have to be done

on Mid level, and their thesis presentation on Senior level.

The residents passing of each level will happen when the resident have completed

and passed all of the scheduled mandatory academicals activity according to the level

(junior, mid, senior level), with condition that minimal baseline academic score to pass is

70 of maximal 100, and also have completed and passed all of the scheduled mandatory

professional training according to the level (junior, mid, senior level).

All the test will be processed with Criterion-Referenced Score (CRS) and converted

in seven-grade Letters, i.e. A (86 - 100); AB (78 - < 86); B (70 - 78); BC (62 - < 70); C (54

- < 62); D (40 - < 54) and E (< 40).

The course assessment is fully transparent and administered according to the

academic calendar. The system of assessment process is stated in Academic Study

Guide. A semester is typically divided into four to six division, depending on the resident

level. The date is determined by Department. At each division, the resident will undergo

multiple assessment as mentioned above. At the end of the level, they will undergo OSCE

to determine whether they can rank up to next level or not.

The decision of final GPA score is approved through a determination of study result

/ judicium that is held periodically and sustainably. The upgrading of every level (junior, mid,

and senior) is approved based on the academic and profession scores on every level that

has been done by the residents. The determination of study result meeting participants

consists of the Head of Department, Secretary of Department, Head of Study Programme,

Secretary of Study Programme, Head of Division, and the qualified examiner staffs

The scores from evaluation meeting is determined by transcript. Approved GPA of

every level will be marked by the handover of Competence Certificate for every residents

who has succeeded passing the level, which will be included in academic and profession

competence according to their level. If the resident didn’t get passing level, they will have

to redo the division that didn’t give them passing level.

Performance index calculation is done by the average of junior, mid and senior IPT

for every residents. Cum laude predicate at the end of the programme can be given by

considering the educational duration, maximum n+1 (n=8 semester). Evaluation result of

the programme is given by rankings, divided to Excellent (cum laude) (GPA 3.75 – 4.00),

Good (GPA 3.50 – 3.74), and Average (GPA 2.75 – 3.49).

The residents of Specialist Programme in Pediatrics must present their thesis.

Thesis is written based on either an independent research carried out by a resident under

two supervisors or collaborative research with his/her supervisors. Residents should

defense their thesis in front of 4 examiners. The assessment rubric includes writing

skill, presentation, and scientific comprehension understanding to the thesis and related

knowledge. Residents who are not comply with the minimum standard are given one

more opportunity. The guideline for writing thesis can be accessed online in the faculty’s

website. Residents are stated passing the bachelor degree through a Judicium after

passing all courses, submitting the thesis report, and publish a research article.

Achievement of LO is assessed and evaluated regularly by Internal Evaluation

and Monitoring (MONEVIN) Team to ensure Airlangga Integrated Management System

(AIMS) is followed consistently. The exam scores of each course are analyzed by

teaching team to determine LO, then it is further evaluated by Quality Assurance Unit

(Gugus Penjaminan Mutu/GPM) to obtain the profile of LO achievement. To ensure that

the assessment methods appropriately measure the achievement of LO and fulfilling

the stakeholder needs, internal and external evaluations are routinely performed.

The score represents the achievement of LO and classified in 4-scale, i.e. 4: Excellent,

RESOURCES

4.1. Staff

The fulltime lecturers in the Specialist Programme in Pediatrics have met the

requirements in terms of adequacy of the number and academic qualifications of the

academic staffs for teaching and learning as summarized in the table (below). All staff

profile are available on http://spesialis1.ika.fk.unair.ac.id/staf-pengajar

The quality of academic staff in all study programmes is formally acknowledged in

certification called SERTIFIKASI DOSEN conducted by the government based on the

Government Regulation Number 37 Year 2009. Lecturers are provided with pedagogical

training and development programmes such as such as PEKERTI, particularly for junior

lecturers, and Applied Approach (AA) for both junior and senior lecturers. Those

programmes are facilitated by Pusat Inovasi Pembelajaran dan Sertifikasi (PIPS) or Center

for Innovation in Learning and Certification UNAIR. PIPS also provides trainings for e-

learning and teaching material writing programmes.

The ratios of in service lecturers to the active students are 1:2.4 which can be

considered as ideal based on the the ratio regulated by Directorate General of Higher

Education Republic of Indonesia (Permendikbud No. 40/2014). Resource sharing with

other faculties and other related institutions is also conducted to achieve a better ratio.

The monitoring and evaluation system of civil service staff is based on Government

Regulation of the Republic of Indonesia number 46 of 2011 concerning Evaluation of Civil

Servants Work Performance. Quality Control of Education Personnel is contained in PP-

UNAIR-MUN-02-01 and Quality Control of Lecturers is contained in PP-UNAIR-MUN-02-

02.

Monitoring and evaluating staff performance is carried out as follows:

1. All Department staff who already have a Staff Log Book, the track record of the

academic performance of lecturers and the performance of the teaching staff have

been listed periodically and continuously.

2. A staff monitoring & evaluation meeting is held once a year.

Regeneration of teaching staff is also planned and managed for the full-time

lecturers. There are two schemes of teaching staff recruitment. One scheme is centralized

and follows the schedule from the Ministry of Research, Technology and Higher Education.

Another scheme is self-organized internally by the University. The need is based on

analysis of workload, ratio of academic staff and students, and the number of retired staff

in each department. University’s procedure for staff recruitment is based on PP 9.1.1.1

2008 and PP-UNAIR-MUN-02-02. The new lecturers can be recruited from graduates who

have outstanding academic records, skills and capacities.

The lecturers conduct research and development in science to support the progress

of research peer group and to improve international networks. The research results are

presented in seminars and published in national and international journals. The University

provides rewards for lecturers whose articles are published in highly reputable

international journals. Some research results have been patented and some are in the

patent application process. All research activities and lecturers' publications are well

aligned and support the level of academic qualification of each lecturer.

Student’s satisfaction with regard to evaluation of lecturer’s performance in

conducting practicum, is measured by student satisfaction form. Student Learning

Experience Form is also done in the first year, and then Student Learning Evaluation

Form by the time the students finish their study.

4.2. Staff Development

The faculty together with university manage staff development programmes

through several approaches. PIPS of Universitas Airlangga is responsible for the

development of lecturers’ pedagogic skills. All lecturers with teaching responsibilities

should have gained didactic trainings and certification issued by PIPS.

Department staff development system is planned by the Department Division in

the Dr. Soetomo academic general hospital based on No. Document 009 / H3.1.1 / SK.A /

10/2011. Development is pursued through formal / informal channels. The development of

informal channels includes:

a. Participate in training and courses that are tailored to the needs associated with the

Tri Dharma College, including training in research methodology training, academic

writing courses, and AA PEKERTI (Applied Approach) conducted by the Center for

Learning Innovation and Certification (PIPS) Airlangga University.

b. Each lecturer plans to increase professionalism by attending training, workshops,

seminars and fellowships both at home and abroad.

c. Coordinate the writing of scientific papers submitted at scientific meetings, national

and international congresses.

d. Every service, education and research activity is recorded in the lecturer log book.

e. The Faculty of Medicine, Universitas Airlangga also provides an opportunity to

improve the competence of lecturers through further education programs S2, S3 or

Sp-2.

Consultant Staff Development Process (PPDS II) Specialist Program in Pediatric FMUA:

a. Staff are required to attend consultant education after working for at least 2 years.

b. Staff register for consultant education at one of the universities that conduct PPDS

II programs.

c. Staff undergo education after being accepted by the PPDS II program at the

university.

Development Process of Doctoral Staff of Department of Child Health FMUA:

a. Staff are required to attend Doctoral Education after working 2 years.

b. Staff register for Doctoral Education at one of the universities that administers

Doctoral programs.

c. Staff undergo education after being accepted as a participant in Doctoral Education

at one of the universities.

Staff exchange programmes are supported by department/faculty, funded by

Ministry of Research, Technology and Higher Education and by the university. Lecturers

are allowed to conduct staff exchange abroad in the area of research, publication, or as

guest lecturer or a reviewer. Lecturer involved in a staff exchange programme is generally

assigned to a university abroad that has a MoU with Universitas Airlangga, or a Letter of

Agreement (LoA) with the faculty. In general, staff exchange is managed and under the

coordination of Airlangga Global Engagement (AGE). In the last five years lecturers of

the Groningen University to conduct exchange programmes.

A number of in-bound-visiting professors is conducted by inviting professors from

abroad to the department/faculty. This visiting professor is assigned to deliver guest

lectures and conduct publication coaching clinics to help review research manuscript, to

expand the research and publication networks.

Each faculty also provides facilities and supports for lecturers to disseminate the

results of their researches. The faculties encouraged their lecturers to join national and

international seminars, symposiums, and conferences.

4.3. Funds and Equipments

The Specialist Programme in Pediatrics provide facilities to support teaching and

learning process; among them are hospitals and laboratories. At Dr Soetomo Academic

General Hospital Surabaya, which is acredited as an Academic Medical Center Hospital

by Joint Commission International (JCI), there is in patient ward, consist of Bona 1, Bona

2, Bobo 1, Bobo 2, Neonatal Ward, PICU, NICU and outpatient clinic of 14 division. We

also have MoU with network hospital at Bontang Hospital and Airlangga University

Hospital.

A number of lecture hall also available. The first lecture hall has 150 seats, equipped

with PC, projector and sound system, ideal for lecture or patient gathering. The second

and third lecture hall also equipped with projector, albeit with less seats. Skill lab is

available with multiple equipment to ensure that the resident is able to practice before

handling patients. The equipment and facilities are kept and maintained by the

department in conjunction with the hospital. Check card are put in all equipment to make

sure that they are being maintained properly. If there is any damage, insufficiency of

equipment, or botched facilities, department can make request to the hospital via proposal

to IPRS. Student’s satisfaction with regard to the facilities and equipment’s in the study

programmes is measured with Student Satisfaction Form in conjunction with the

evaluation of lecturer’s performance in conducting practicum, Student Learning

Experience Form in the first year, and Student Learning Evaluation Form by the time the

students finish their study. The study programme gathers the results of the evaluation,

analyses them, and decides the necessary measures such as proposing more budget to

be allocated to improve the quality of the equipment. The proposals are forwarded to the

faculty who in turn will decide to allocate some fund or not based on priorities.

The implementation of work safety and security standard for the civitas

academica of each programmes is based on the two emergency procedures: Pedoman

Prosedur Penanganan Keadaan Darurat Baru (PP-UNAIR-MUN-01-03), Pedoman

Prosedur Tanggap Darurat (PP-UNAIR-MUN-01-04) and two waste management

procedures, Pedoman Prosedur Pengelolaan Limbah (PP-UNAIR-MUN-01-05) and PP-

UNAIR-MUN-01-06. Eye wash, emergency shower and Alat Pemadam Api Ringan

(APAR) or Portable Fire Extinguisher are placed in every laboratory which contains

hazardous and toxic materials. Special containers are provided to contain and neutralize

all hazardous and toxic material waste of the practicum and research

Different bins are provided for medical waste and non-medical garbage. Material

Safety Data Sheet (MSDS) is also available containing information about the procedures

to handle chemical materials, first aids in case of emergency, and hazardous material

handling.

STANDARD 5 TRANSPARENCY AND DOCUMENTATION

5.1. Module Description

Faculty of medicine has online and offline media such as website, video profile,

prospectus, and leaflets as means of promotion. University and faculty website provides

the information on vision, missions, goals of the study programme, competences of the

outcomes, hard skill and soft skill competences, supporting facilities, student admission

system, improvements on learning quality and methods, assessment system, assessment

indicators, researches, and community services. The programme specification is also

available for the general public in the faculty website.

Information about specialist programme in pediatrics (including LOs, curriculum

structure and contents, learning and assessment methods, and academic staffs’ profile)

can be accessed through several means ( www.spesialis1.ika.fk.unair.ac.id ), leaflets, and

prospectus, alumni gathering, stakeholders meeting.

Curriculum of specialist programme offers 126 credits consisting of social

compentencies (30 credits) and specialist compentencies (96 credits). Divide in to three

level, junior, mid and senior. This programme can be completed in 3.5 years. All

competencies and learning outcomes in the curriculum are designed to support, and in

turn, lead to the completion of all learning outcomes and a good profile of graduates..

University and faculty websites provide the information on vision, missions, goals

of the study programme, competences of the outcomes, hard skill and soft skill

competences, supporting facilities, resident admission system, improvements on learning

quality and methods, assessment system, assessment indicators, researches, and

community services. The module description consists of the course code, the responsible

lecturers, learning methods, credit points, desired learning outcomes, module content,

prerequisite courses and exam, assessment forms, and other details that explaining how

the final score is calculated, as well as recommended references. Modules are easily

accessible to students and lecturers. Each lecturer refers to curriculum documents used

for reference in teaching.

5.2. Diploma And Diploma Supplement

Certificates and academic transcripts, regulated in the Rector's Decree No.

27/2016, No. 27/2014, No. 35/2016 and no. 1/H3/PR/2011 and Airlangga University

Procedure Guidelines PP-UNAIR-PBM-09. The authority for issuing certificate and SKPI

has been carried out by the University and signed by Rector and Dean, according to

Minister of Education and Culture Regulation No. 81 of 2014.

5.3. Relevant Rules

Universitas Airlangga has a statute functions as a fundamental rule to regulate

operational procedures in university including specialist programme in pediatrics. This

statute is declared by President of Republic Indonesia No 30 year 2014. The Statute of

Universitas Airlangga contains all regulation and policies in Universitas Airlangga

including rights and obligations of residents, lecturer and university. In the statute, student

is defined as people from domestic and foreign countries who are qualified to develop

their potentials to be professional, scientist, practitioners by following the educational

process and are registered in Universitas Airlangga. Pediatric residents have to meet their

responsibilities to develop their potential and to have academic ability based on

educational national standard, to stand the financial support in educational process, to

obey all of the rules in Universitas Airlangga, to participate and care for improving the

reputation of the university.

The rights and obligations for residents is published and presented by pediatric staff

in the new orientation programme (PPKMB). In other way, university facilitates students

who want to ask to academic and student affairs officers in department, faculty and

university in Universitas Airlangga directly for help and guide about their rights and

obligations or for. The academic and student affair in faculty and university levels are

responsible to manage and maintain student’s rights and obligations. The people who are

in charge of maintaining student rights and obligations management are Vice Rector I,

student affair director, academic director, Vice Dean I, and all of the staff in academic

and students affair of Universitas Airlangga.

STANDARD 6 QUALITY MANAGEMENT: QUALITY ASSESSMENT AND

DEVELOPMENT

6.1. Overview of Quality Assurance System

Quality Assurance System (QAS) is needed by an institution to ensure the

sustainability of quality institutions. At the university level, the quality assurance system

is coordinated by the Quality Assurance Board (BPM), at the Faculty level by the Quality

Assurance Unit (SPM), and at the study programme level by the Quality Assurance

Unit ( GPM). The implementation of q u a l i t y management system i s a strategic

decision of the Department which is intended to:

1. Assure the educational processes whose outcomes consistently meet the

requirements and comply with laws and regulations both in terms of quality and in

Professional matters.

2. Increase stakeholder’s satisfaction through implementation of effective quality

management system, including continuous improvement in all processes.

3. Ensure consistency of the research process and community services to achieve the

vision and mission that have been set.

Based on regulation of the Republic of Indonesia No 12/2012 (article 53) the

higher education Quality Assurance System consists of 1) internal quality assurance

system developed by universities; 2) external quality assurance system which is

conducted through accreditation by Lembaga Akreditasi Mandiri Pendidikan Tinggi

Kesehatan Indonesia (LAM-PTKes).

6.1.1 Internal Quality Assurance System

The implementation of internal quality assurance refers to standards from

Airlangga Integrated Management System (AIMS) under coordination of Quality

Assurance Board (BPM) at the university level, while at the faculty level, the quality

assurance is managed by Quality Assurance Unit (SPM) and Quality Assurance

Taskforce (GPM) at the study programme level. Quality assurance cycles in the

specialist programme in pediatrics have been well implemented, with planning,

implementation, internal monitoring and evaluation as well as audits, actions and

improvements. The implementation of this quality assurance cycle has been carried

out continuously. Each year university has been facilitated the process of

evaluating the learning process and management process of each study

programme through self-evaluation report which must be reported to the University

every September. Self-evaluation report is made annually and includes analysis and

performance evaluation of the study programme. The analysis is based on data, problem

identification and root causes, corrective and preventive action plans, and performance

targets. The next cycle of quality assurance system is internal audit. Each study

programme will be visited by internal auditors from Quality Assurance Board to ensure

that the learning and management processes of the study programme have been taken

place in accordance with the guidelines. The internal audit should refer to the

instruments in the form of (1) Self-evaluation reports, and (2) internal audit form. Internal

audit activity is described in the Internal Audit Quality Manuals (PP-UNAIR-MSM-05) to

ensure compliance with University regulations. The results of internal audits is excellent

Leader. The problems identified during internal audit will be discussed in management

review meeting to plan follow-up. Implementation of the follow up will then be verified

by auditors.

6.1.2. External Quality Assurance System

According to regulation of the Republic of Indonesia No 12/2012 (article

55) every study programme has the obligation to be accredited as a form of public

accountability carried out by an independent accreditation agency (Lembaga akreditasi

mandiri). This national standard of education is intended to encourage educational

institutions to improve their performance in providing quality education services.

Moreover, the objective of this standard is to support transparency and accountability

in the implementation of national education system. Once the institution has been

accredited, the accreditation has to be renewed in every five years.

As parts of Universitas Airlangga, the specialist programme in pediatrics have

implemented Airlangga Integrated Management System (AIMS). This system is built

based on process approach and performance approach. Process approach refers to

compliance with international ISO standard 9001:2008 , and later in 2016 implemented

ISO 9001:2015 and International Workshop Agreement 2 standard : 2007 (IWA 2).

Performance approach refers to education criteria for excellence performance (A)

according to LAMP-TKES standards. AIMS certification is conducted by external

independent certification body, such as Beaureu Veritas. Recertification of AIMS has to

be renewed every three years. In 2016, the institution has maintained the excellent level

in quality assessment on education based current ISO Standard 9001:2015 and IWA

2:2007. The new standard has included risk management assessment on current issue.

6.2. Measurement, Analysis and Improvement

The measurement, analysis and improvement is designed to ensure that quality

objectives can be achieved and monitored by the University every year. Performance

indicators of all study programmes are organized in an integrated system called

Strategic Performance Management System (SPMS). Examples of SPMS

study programme are presented in table 6.2 and 6.3. Measurement system is

designed to ensure that the results are valid, trustworthy, and can be used as one

reference for decision making.

Performance measurement is designed and implemented through evaluation,

monitoring and internal audits conducted annually. On the implementation of

academic processes, evaluation undertaken including:

1. Learning outcome evaluation. The course learning outcome evaluation is

performed by teaching team, while Programme’s learning outcome is monitored

by Quality assurance taskforce (GPM) and Quality Assurance Unit (SPM).

2. Learning experience evaluation. This instrument was developed to observe

stakeholders' satisfaction of graduates. Aspects evaluated include: (1) graduates

competencies (2) learning process (3) Facilities and resources, and (4) student

services activities.

3. Learning process evaluation. This evaluation is done every semester in all

courses. This instrument measures lecturer's performance in the teaching process.

This evaluation includes (1) the performance of lecturers in the teaching and (2) the

performance of lecturers in thesis supervision.

4. Performance of administration staff evaluation. This survey measures

performance of administrative services at department and faculty levels. The

survey involves lecturers and students as respondents. Evaluation of academic

counselor performance. The survey was conducted to ensure the performance of

lecturers in academic counseling. The measurement is performed every semester

by students.

5. Performance of head of Department evaluations. This questionnaire should be filled

by member of the department The criteria of measurements includes strategy to

implement the departments vision, leadership in teaching process, research,

community services, fair and efficient management as well as interpersonal skills.

Another instrument developed by Quality Assurance Board is Internal Audit

instrument. This instrument is specifically designed to measure department

performance and study programme performance. There are 9 criteria which are 1) vision

and mission, 2) governance, 3) students and graduates, 4) human resources, 5) learning

and academic culture, 6) research, 7) community services, 8) infrastructure and means

and 9) finance. The results should be recorded properly in the University information

system. The measurement system should be evaluated every year based on quality

objectives that have been defined. Evaluation is done through the management review

meeting once a year.

Self-Evaluation Report and the result of internal and external audits are useful for

improving and developing the quality of study programme. Some examples of the follow-

up of self-evaluation report and the results of internal and external audits that have been

done is that we redesigned curriculum with the aim that residents can graduate on

time.
