Dear Mr. Young:
We are pleased to submit this Statement of Qualifications for preparation of the Cuyama Valley Groundwater
Basin Groundwater Sustainability Plan (GSP). Dudek has a productive history of involvement with the Cuyama
Valley Groundwater Basin (Basin), its technical setting, and stakeholders. Equally as important, Dudek has
unparalleled experience in the implementation of all portions of the Sustainable Groundwater Management Act
(SGMA) from successful Basin Boundary Modification (BBM) application to GSP development. Presently, Dudek
is preparing three GSPs for basins in Ventura County and a GSP for the Borrego Valley Groundwater Basin in
San Diego County.
Dudek has secured funding for multiple water projects within the Basin through the Integrated Regional Water
Management (IRWM) Program and we secured funding for Groundwater Sustainability Agency (GSA) formation
through Proposition 1 in the Cuyama Valley and San Antonio Creek Groundwater Basins. We assisted with the
Cuyama River Groundwater Basin boundary modification application, stakeholder outreach, and successful GSA
formation. Through Dudek’s extensive involvement in SGMA issues locally and throughout the state, we have
developed positive working relationships with the personnel at the California Department of Water Resources
(DWR) and the State Water Resources Control Board, both responsible for SGMA implementation.
Our team comprises highly qualified technical specialists, including hydrogeologists, geologists, groundwater
modelers, professional engineers, planners, and stakeholder engagement specialists. These team members are
experienced with and sensitive to both highly technical issues and the non-technical political and bureaucratic
issues that accompany GSP preparation and stakeholder engagement. Dudek’s project manager, Matt Naftaly,
has addressed SGMA and Basin issues from “both sides of the desk”, having worked as the Santa Barbara
County Water Agency Manager and Senior Hydrologist prior to joining Dudek as a principal hydrologist. The
Dudek team’s principal in charge, Peter Quinlan, brings more than three decades of groundwater supply,
contamination analysis, modeling, litigation, and planning expertise, and will provide quality assurance and
quality control for the Dudek team. Dudek’s project team has a strong local presence, with the project manager,
stakeholder engagement team, and several technical experts located in our Santa Barbara office. We look

1 Firm Profile Dudek is a California-based environmental firm with 13 offices and more

2 Qualifications and Experience Dudek is a leader in supporting agencies, cities, and private entities in
testing, evaluating, and planning for groundwater resources in a timely,
cost-effective manner. Our hydrologists, hydrogeologists, engineers, and
geologists understand the importance of stewarding groundwater
resources to maintain supply quality and quantity, as well as to comply
with complex requirements related to groundwater dependent
ecosystems.
Dudek’s hydrogeologists have worked in most of California’s major
groundwater basins preparing groundwater plans, urban water
management plans, and water supply assessments. Therefore, we
understand the challenges pumpers face and the sustainability
requirements under SGMA. We assess basins on a regional level to
enable analysis of potential impacts from multiple projects, and we
synthesize data into practical, accurate models to allow for flexible basin
management.
Groundwater Sustainability Planning
Dudek’s hydrogeologists and planning experts establish a clear understanding of project needs and
expectations at project inception, collaborating with our clients to support the goals of the project. Dudek
regularly employs state-of-the-art quantitative groundwater modeling technologies and geospatial tools to
inform management decisions and facilitate development of realistic sustainability scenarios and goals. Real-
world operational experience allows Dudek’s diverse team to craft comprehensive solutions to some of
California’s most challenging resource allocation decisions.
We understand two of the biggest challenges will be (1) developing equitable methods for controlling
groundwater extractions and (2) reaching consensus on how these controls are accomplished to avoid potential

these issues and the greatest capability to form agreement on how these issues are resolved and implemented.
Stakeholder Coordination and DAC Outreach

Grant Identification, Writing, and Administration Services
Securing grants and loans is vital to accomplishing significant project work throughout California. Dudek’s skilled
grant team routinely assists cities, counties, districts, and nongovernmental organizations in a variety of grant
support tasks, including identifying appropriate grant/loan sources for projects or programs, verifying that projects
meet the funding organization and solicitations’ stated funding objectives for competitive applications, and
developing comprehensive, technically competent grant applications to successfully obtain funding.
Dudek has experience with grants and loans related to various local, state, and federal programs for IRWM
planning, groundwater management, groundwater sustainability, water quality, water recycling, water

Dudek assisted the Santa Barbara County Water Agency in the
modification of basin boundaries and formation of GSAs in the two
Medium-Priority groundwater basins in the County. To meet the March
2016 deadline for BBM applications, Dudek initiated stakeholder
outreach in December 2015, and held two public meetings on January
12th (San Antonio) and 13th (Cuyama) of 2016. After completing both
BBM Applications, Dudek facilitated GSA formation discussions and filed
for GSA formation in both San Antonio and Cuyama.

Additionally, Dudek reached out to DWR early in the basin boundary modification process to secure the
Well Completion Reports necessary to inform future decision-making and open channels of
communication regarding the rapidly evolving SGMA guidelines. Dudek hydrogeologists conducted a
literature review of existing studies for both basin boundaries in order to fulfill the technical information
requirements for a Scientific Boundary Modification and to identify data gaps and goals for the GSP
development process. Dudek recently prepared a successful application for the County of Santa Barbara under
DWR’s Sustainable Groundwater Planning Grant program and will be continuing to monitor, track, and prepare
applications on behalf of the county for SGMA compliance and groundwater basin benefit.
SGMA Project Management and Engineering and Hydrogeology Services

Dudek is providing project management and preparing the GSP for Borrego Water District and the County of
San Diego for the critically overdrafted Borrego Valley Groundwater Basin. Dudek has prepared cost estimates
for the GSP, technical analysis of the existing Borrego Water District and County Demand Offset Water Credit
Policy, and scientific and jurisdictional analysis of the basin boundaries to support application for a Bulletin 118
basin boundary modification, water replacement cost analysis, and analysis on managing proportional
groundwater production cutbacks through a water market approach. Dudek is also currently building a custom
data management platform to support the Borrego GSP and providing on-call grant application preparation
services and support for various projects through numerous chapters of Proposition 1 for the District.
The Borrego Water District contracted Dudek in 2013 to provide
engineering and hydrogeology services to analyze various water supply
alternatives to serve the Rams Hill Golf Course. Dudek assisted the
Borrego Water District in drafting a long-term cooperation agreement
with the golf course to avoid water rights litigation. As part of the
agreement, Dudek characterized the hydrogeology of the southern
portion of the Borrego Valley Groundwater Basin to assist in determining
safe yield. Dudek has performed multiple aquifer tests, drilled five test
holes, installed four new production wells, and completed groundwater-
level monitoring and water quality sampling, including the installation of a
telemetry system to continually monitor groundwater levels and groundwater production. Dudek is using the
recently completed U.S. Geological Survey (USGS) groundwater model to optimize pumping of the basin and
project groundwater level decline.

Santa Ynez Upland Basin Wells Drilling and Hexavalent Chromium Study

Dudek provided as-needed services under a professional services
agreement for the District, ID No. 1 to assist in the construction of four
new municipal supply water wells with funding from the Federal
Emergency Management Agency after several river wells were impacted
by flooding. ID No. 1 contracted Dudek again in December 2013 to
evaluate Upland Basin wells affected with elevated concentrations of Cr6.
ID No. 1 currently operates 12 groundwater wells in the Upland Basin
generally located north of Santa Ynez in the Alamo Pintado Creek
Watershed. Of the 12 groundwater wells, half currently exceed the
California maximum contaminant level for Cr6 of 10 micrograms per liter.
Wellhead treatment or construction of a centralized treatment facility
potentially will be required for up to six wells.
Cr6 occurs naturally in the Upland Basin, and the source is likely the serpentine
matrix associated with the Franciscan basement complex in the San Rafael
Mountains. Given limited historical data for Cr6, the temporal and both the areal and vertical distribution of Cr6 in the
Upland Basin aquifer is not well understood. District wells are typically cross-screened among thin beds of sand,
gravel, and clay associated with the Paso Robles Formation. In some instances, thick beds of clay separate distinct
water producing zones. The district wants to identify potential discrete zones of elevated Cr6 that could impair water
quality and, consequently, develop a plan to better manage and improve the quality of water supplied by the wells.
Preliminary results of flow data and depth-discrete water quality samples suggest vertical variation of Cr6
concentrations in the aquifer and the potential to selectively pump from distinct aquifer zones to meet the proposed
Cr6 maximum contaminant level without wellhead treatment in some wells.
Dudek performed isolated pumping of select aquifer zones using an inflatable packer to prove feasibility of this
option. Additionally, Dudek recently completed the drilling and construction oversight, lithologic logging,
geophysical interpretation, and water quality sampling of the Office Test Well to determine production
capability and Cr6 concentrations in the southern portion of the Upland Basin. Dudek also assisted in various
portions of the State Water Resources Control Board planning and construction grant applications.

Fox Canyon GSPs

The Fox Canyon Groundwater Management Agency retained Dudek in 2016 to prepare the GSPs for the
Oxnard, Las Posas, and Pleasant Valley basins in Ventura County. The plan requirements include historic basin
and water use conditions, including an annual water budget for the 30-year period from 1985–2015;
determination of sustainable basin yield, undesirable results, and minimum thresholds; and identification of
water resource projects or management actions necessary to achieve sustainable management by 2040. After
compiling and evaluating existing data from multiple agencies, Dudek has completed drafts of the initial
sections of the GSPs. We are proceeding with water budgets, defining undesirable results numerically and in
specific local context, and developing the minimum thresholds necessary to address falling groundwater
elevations, seawater intrusion, impacts on groundwater dependent ecosystems, and water quality. The plans are
scheduled for completion by 2018.
Catalina Island Groundwater Management and Sustainability Program
Client: Southern California Edison

Southern California Edison selected Dudek to provide hydrogeologic services for implementation of the
Catalina Groundwater Management and Sustainability Program. The program was initiated to monitor the
status of critical wells and groundwater resources on the island, especially during extended drought conditions.
Dudek designed and implemented a groundwater monitoring network of key wells to aid in the long-term
management of the island water supply. Water level and conductivity data is being used to monitor potential
seawater intrusion. Dudek mapped bedrock fracture orientations and geology, performed aquifer tests, and
evaluated existing basin groundwater resources.

4 Project Team Successfully managing the SGMA process requires a team with a precise blend of California water policy
understanding, reliable agency relationships, groundwater expertise, and knowledge of the site specifics in the
Santa Ynez River Valley. We have assembled a team led by some of California’s leading groundwater experts.
Figure 1 depicts the team and lines of communication, followed by brief biographies of key personnel. Full

Matt Naftaly, PH
Matt Naftaly is a hydrologist and project manager with 26 years’
professional experience in groundwater management including
SGMA implementation, surface water allocation, State Water
Project administration, regional water conservation programs, and
drought response. Mr. Naftaly has overseen and coordinated
significant water-related projects and programs with water
districts; cities; and local, state, and federal agencies. As project
manager for a diverse group of water and grant programs, he has
experience effectively fostering communication and gaining
consensus among groups with varied interests and backgrounds.
Mr. Naftaly has a range of technical skills, including groundwater
basin analysis, reservoir reoperation, hydrologic data collection
systems, and hydrologic analyses.

Peter Quinlan has 35 years' experience as a professional
hydrogeologist. Mr. Quinlan worked in groundwater exploration
and water resources evaluation for Tetra Tech International and
the government of Oman before returning to the United States
and working for Hargis + Associates, and eventually, Dudek. His
current professional responsibilities include design and supervision
of groundwater contamination investigations at hazardous waste
sites. Mr. Quinlan’s areas of specialization include water resource
evaluation, soil and groundwater remediation, expert witness
testimony, groundwater modeling, cost allocation among multiple
potentially responsible parties at Superfund sites, and
environmental assessments.

Trey Driscoll, PG, CHG
Trey Driscoll is a principal hydrogeologist with 16 years’
experience. Mr. Driscoll specializes in water supply evaluation,
water balance investigations to determine sustainable yield,
groundwater supply and treatment, and groundwater
management. Mr. Driscoll brings diverse experience to the project
team, and has supported numerous projects encompassing a
wide range of areas. His project experience includes watershed
analysis, municipal well design, logging, and construction
oversight; municipal well destruction; groundwater replacement
cost valuations, ongoing program management of a critically
overdrafted groundwater basin; water quality and hydrology
technical reports; and exploratory groundwater investigations.

Ron Schnabel, PG, CHG
Ron Schnabel has 38 years’ experience as a geologist and 15
years as a hydrogeologist. Mr. Schnabel has used his thorough
understanding of geology and hydrogeology to develop projects
requiring planning, permitting, design, and operational expertise
with water banking and artificial groundwater recharge. He has
been project manager and key team member on more than 20
groundwater banking and recharge projects in California, and for
numerous other types of projects. His regulatory experience
includes environmental permitting, plans of operation, and
California Environmental Quality Act and National Environmental
Policy Act compliance and permitting. Mr. Schnabel uses his
experience to perform surface water- and groundwater-related
investigations; artificial recharge projects for aquifer storage and
recovery; and well design, construction, and testing. His experience includes groundwater modeling, GIS,
statistics, surface water measurement methods, and geophysics.
Claire Kouba, PE
Claire Kouba is an environmental engineer with 5 years’
experience in hydrogeology and water resources planning. Ms.
Kouba specializes in groundwater resources and groundwater
contamination, and has been working on projects related to
SGMA since November 2015. Recently Ms. Kouba has been an
integral member of the team working to prepare GSPs for three
basins in Ventura County for the Fox Canyon Groundwater
Management Agency. Experience includes custom-building
scripted data analysis tools, facilitating technical communication
during public outreach, investigating and building hydrogeologic
site models, conducting health risk assessments, groundwater
sampling and remediation, and researching and authoring
complex permitting documents.
Dylan Duvergé, PG
Dylan Duvergé is an environmental analyst and hydrogeologist with
11 years’ experience assessing program and project impacts to
surface water and groundwater resources, geologic, and hydrologic
hazards. He assists large-scale planning efforts and individual project
proposals through California Environmental Quality Act and National

Steven Stuart, PE
Steven Stuart is a professional hydrogeologist with 20 years’
experience managing groundwater supply projects and
hydrogeological investigations in Southern California. He has
experience using Groundwater Vistas to build, calibrate, and
implement 2-D and 3-D finite difference numerical models to
simulate groundwater flow in the unsaturated and saturated zones,
and evaluate the hydraulic capture of wells and changes in aquifer
storage in groundwater basins. He also has experience designing
and constructing water production and observation wells,
managing and performing various on-site field activities such as
aquifer testing to estimate aquifer properties, and collecting groundwater samples to evaluate water quality.
Data Collection and Management
Lindsay Swain, PG, CHG
Lindsay Swain is a hydrogeologist with 40 years’ technical and
supervisory experience in hydrologic environments from the
desert to the rainforest throughout the United States. Mr. Swain’s
areas of expertise include water resource management and
supply, water supply assessments in desert basins, groundwater
quality investigations and analysis, groundwater
models/development and review, and aquifer storage and
recharge. Much of his recent work has been in preparing water
district data for SGMA implementation. Mr. Swain has also been
involved in evaluating groundwater supplies for shale hydraulic
fracturing and proposed power plants in the desert southwest. His
technical expertise includes developing one of the first
groundwater solute-transport models in the nation for the Upper Coachella Valley. Mr. Swain also participated
in the development of the groundwater model for California’s Central Valley, where he developed the program
to include water from aquifer compaction and land subsidence into the model. He was also responsible for the
first, and so far only, analysis of the chemical quality of groundwater for all the Hawaiian Islands, and has
evaluated the carbonate and crystalline aquifers in an 11-state area from New Jersey to Alabama.

Jill Weinberger, PhD
Jill Weinberger is a senior hydrogeologist at Dudek working in the
fields of groundwater supply and development, water resource
management, and groundwater contamination. Dr. Weinberger
has been the technical lead on projects evaluating the complex
interactions between surface water and groundwater in fractured
rock aquifers, assessing the potential for on-shore pumping to
induce seawater intrusion in coastal aquifers, and quantifying the
transpiration demands of native vegetation in a changing climate.
Dr. Weinberger has also been involved with alternative intake
assessments for desalination projects and litigation support for
contaminated groundwater sites in California. Over the past two years, Dr. Weinberger has assisted water districts,
municipalities and agencies implement the requirements of the Sustainable Groundwater Management Act.
Daniel Ritter, PhD
Daniel Ritter is a geochemist with over 5 years’ experience in
aqueous and isotope geochemistry. Since joining Dudek, Dr. Ritter
has conducted groundwater modeling for SGMA implementation
and groundwater contaminant transport , as well as provided peer
review for groundwater and surface water models. Additionally, Dr.
Ritter has prepared groundwater sustainability plan sections in
collaboration with multiple interested parties. Dr. Ritter’s project
experience includes using isotopes and geochemistry as tracers of
natural and anthropogenic contaminants in groundwater and
surface water, and assessing the impact of interactions between
water, rock, and microbes on groundwater chemistry. He is
proficient in ArcGIS and groundwater flow modeling, including using MODFLOW and GMS.

Jane Gray is an environmental specialist and project manager with
22 years’ project management and 13 years’ environmental

Devin Brookhart
Devin Brookhart is the publications specialist lead and has 6 years’
experience in various aspects of publishing, including producing,
designing, editing, and proofreading documents. Ms. Brookhart’s
experience includes publications project management, team
supervision, quality control, extensive layout and design work in
the Adobe Creative Suite, and process and procedure
development to facilitate operations. She has been involved in the formatting, proofreading, and production of
biological assessments, biological resources technical reports, EIRs, environmental impact statements, initial
studies/mitigated negative declarations, and proposals. Additionally, Ms. Brookhart makes work assignments,
coordinates the production of large deliverables, provides status updates, analyzes processes, and oversees
quality control of the publications formatting and production group. Work assignment duties include planning,
scheduling, conducting, and coordinating document production efforts between production staff and technical
staff, project managers, legal staff, and clients to facilitate work completion according to established
requirements and schedules.

5 Project Approach The Basin is primarily agricultural with limited petroleum and
urban development. It is one of the most prolific agricultural
regions in Santa Barbara County and, being in a remote high
desert area, has limited natural recharge and opportunities for
supplemental water supply. Groundwater is presently the only
source of water supply within the Basin.
The Basin is designated by DWR as a medium priority, critically
overdrafted basin. As such, the GSP must be completed by 2020
and sustainable management achieved by 2040. Although water
levels in some parts of the Basin have exhibited significant historical declines, the Basin is composed of at least
nine subregions with varying amounts of connectivity and independent groundwater and recharge
characteristics. Therefore, the GSP must address each subregion independently, and as they relate to each
other. In addition, the west end of the Basin is separated from the rest by the Russell fault, and there was an
unsuccessful attempt to modify the Basin boundary to distinguish this portion from the rest due to differing
hydrologic and land use characteristics. This area too may be considered a distinct subarea for the purposes of
study and planning. In addition, DWR will be conducting a second round of BBM beginning in 2018, and it may
be advantageous to consider the status of the west end of the Basin, particularly those extreme northwestern
fingers that extend into narrow and shallow canyons where little or no groundwater may exist (Figure 2).

The Basin is further along in the SGMA compliance process and GSP development than many other California
basins due to the availability of a technical study and groundwater model developed by the USGS in 2014. The
study, which focused on geohydrology, geomechanics, and water quality, will provide technical data to inform
the GSA and portions of GSP development. Although Dudek will use the study and associated groundwater
model as tools for GSP development, Dudek will perform independent analyses of factors needed to develop
the critical parameters for the GSP such as a comprehensive basin water budget, local definitions for
undesirable results, sustainability indicators, minimum thresholds, data gaps, and monitoring plans.
Project Approach
Dudek recognizes the necessity to produce a technically defensible GSP on schedule and within the available
budget . We have more GSP experience than any other firm in California, and have identified several critical
actions that will be the focus of the GSP preparation for the Basin.
Existing Resources and Experience
Dudek team members have decades of experience in the Basin. From assisting basin interests with funding of
critical water projects to organizing, overseeing, and funding the USGS technical study, Dudek is familiar with
the Basin hydrology, stakeholders, and water related needs. Directly related to the implementation of SGMA in
the Basin, Dudek has obtained grant funding for GSA formation, prepared the BBM application, and facilitated
GSA formation and stakeholder outreach.
Dudek will use the USGS study as the technical basis for GSP preparation. Dudek will update the groundwater
model prepared by the USGS as part of the larger USGS study to evaluate future pumping scenarios and
conduct other analyses required by DWR. Time and cost savings will result from using the USGS study and
related model to fulfill GSP requirements for basin setting and geology, historical and projected water budget,
monitoring networks and data gaps, and potential project and management actions. In addition, having
prepared the BBM application and facilitated GSA formation and outreach, Dudek will use existing stakeholder
databases and educational outreach materials as the basis for the stakeholder and outreach program.
Engaging and Consistent Stakeholder Processes
Stakeholder engagement is a critical required component of GSP development and implementation.
Appropriately engaging stakeholders in the process promotes consensus on difficult GSP issues such as
identification of undesirable results, development of sustainability goals, defining measurable objectives, and
preparation of projects and management actions. Moreover, stakeholder engagement is essential for final
approval of the GSP by DWR and in verifying the GSP has broad support throughout the implementation of the
plan’s programs and projects. Dudek’s team members possess the skills necessary to keep stakeholders
informed and engaged and are able to gain cooperation among diverse interests for project consensus.
Productive Relationships with DWR
Through its experience with SGMA implementation, Dudek has discovered the importance of a good working
relationship with DWR. SGMA is new legislation and a complete GSP has yet to be submitted to DWR.
Therefore, prudent communication with the DWR staff responsible for implementing SGMA allows for the
efficient resolution of questions and potential problems that may otherwise cause delay in GSP completion or
approval. In many cases, Dudek staff have found DWR to be receptive to suggestions and ideas about how to
implement SGMA and GSP requirements.

Flexible Data Management System
SGMA contains specific requirements for data management. For example, the system used must be GIS-based
and compatible with the various existing state databases. Because SGMA planning requires the documentation
of interim milestones and five-year status reports, a usable and comprehensive data management system is
essential. The Dudek data management and GIS team has the ability to work with a number of existing systems
and is in the process of developing custom data management platforms for other public agencies, such as the
Borrego Water District, the components of which may be tailored to specific project requirements. Dudek will
provide a system that is commensurate with the specific needs of the GSA.
Water Budget and Groundwater Model Focus
The water budget and groundwater model are two of the most important tools on which much of the GSP
depends. Dudek’s team includes expert geologists, hydrogeologists, and water modelers with experience
preparing these components of the GSP. These tools will be prepared early in the process in order to verify that
the data and information on which they depend can be collected and are available to evaluate the important
GSP parameters including climate and land use changes and water allocation scenarios.

drought response. Mr. Naftaly has overseen and coordinated
significant water-related projects and programs with water
districts; cities; and local, state, and federal agencies. As project
manager for a diverse group of water and grant programs, he has
experience in effectively fostering communication and gaining
consensus among groups with varied interests and backgrounds.
Mr. Naftaly has a range of technical skills, including groundwater
basin analyses, reservoir reoperation, hydrologic data collection
systems, and hydrologic analyses.
Project Experience
Water Supply/Groundwater Management
Sustainable Groundwater Management Act (SGMA): Compliance and Implementation. As a
Principal Hydrologist with Dudek, Mr. Naftaly acts as the Project Manager (PM) for SGMA implementation
for the Montecito Water District. He is the Deputy PM for the preparation of four Groundwater
Sustainability Plans (GSPs) within the groundwater basins of the Fox Canyon Groundwater Management
Agency (FCGMA) in Ventura County. He has assisted with GSA formation and stakeholder outreach in the
Montecito and San Antonio Groundwater Basins and conducted two Basin Boundary Modification projects
in the San Antonio and Cuyama Groundwater Basins.
As the Manager of the Santa Barbara County Water Agency, Mr. Naftaly coordinated Santa Barbara County’s
compliance with the SGMA requirements for the San Antonio and Cuyama Valley Groundwater Basins. He
implemented technical groundwater basin studies, including the United States Geologic Survey hydrology

Long-Term Supplemental Water Supply Alternatives Study, Santa Barbara County, California.
Managed a comprehensive study to examine and evaluate all potential water supplies available to Santa
Barbara County now and in the coming decades. The study examined the relative feasibility of various
alternatives, taking into consideration cost and regulatory obstacles, and regional alternatives that would
benefit from the economies of scale.
Emergency Water Supply Project, Santa Barbara County, California. Co-managed a project to bring
emergency water supplies to Santa Barbara County in response to the 1986–1991 drought. The
project necessitated construction of temporary water supply pipelines and coordination with the State
Department of Water Resources and several water supply districts to trade State Water credits for
delivery of local supplies.

and implementation of modified reservoir operations protocol to reduce downstream flooding while

Trey Driscoll is a senior hydrogeologist with 16 years’
experience in the environmental field. Mr. Driscoll specializes in
environmental investigations, groundwater supply and

Groundwater Sustainability Plans, Fox Canyon Groundwater Management Agency. Serving as
project manager for preparation of four GSPs for the basins of the Fox Canyon Groundwater Management
Agency in Ventura County. Preparation of the plans is required by the SGMA and necessitates
coordination between stakeholders including agricultural interests, urban interests, DACs, and public
agencies. Dudek is working with a technical advisory group to prepare comprehensive GSPs in accordance
with state requirements. The plans consist of historic basin and water use conditions and determination of
sustainable basin yield, undesirable results, and thresholds for monitoring. Future conditions are evaluated
in terms of potential changes to land use and climate and a plan for proactive management, including
data monitoring and implementation of projects and policies will be developed.
Borrego Groundwater Sustainability Plan, County of San Diego. Managing the preparation of a GSP
for the critically overdrafted Borrego Valley Basin. Dudek prepared cost estimates for the GSP, technical
analysis of the existing BWD and BWD Demand Offset Water Credits Policy (WCP), and scientific and
jurisdictional analysis of the basin boundaries to obtain a Bulletin 118 basin boundary modification, water
replacement cost analysis, and analysis on managing proportional groundwater production cutbacks

Ron Schnabel has 38 years’ experience as a Geologist, and 18
years as a Hydrogeologist. Mr. Schnabel has used his thorough

been the project manager and key team member on more than

Groundwater Sustainability Plans, Fox Canyon Groundwater Management Agency. Senior
hydrogeologist assisting with preparation of four GSPs for the basins of the Fox Canyon Groundwater
Management Agency in Ventura County. Preparation of the plans is required by the SGMA and necessitates
coordination between stakeholders including agricultural interests, urban interests, DACs, and public agencies.
Dudek is working with a technical advisory group to prepare comprehensive GSPs in accordance with state
requirements. The plans consist of historic basin and water use conditions and determination of sustainable
basin yield, undesirable results, and thresholds for monitoring. Future conditions are evaluated in terms of
potential changes to land use and climate and a plan for proactive management, including data monitoring
and implementation of projects and policies will be developed.
Borrego Groundwater Sustainability Plan, County of San Diego. Senior hydrogeologist supporting the
preparation of a GSP for the critically overdrafted Borrego Valley Basin. Dudek prepared cost estimates for the
GSP, technical analysis of the existing BWD and BWD Demand Offset Water Credits Policy (WCP), and scientific
and jurisdictional analysis of the basin boundaries to obtain a Bulletin 118 basin boundary modification, water
replacement cost analysis, and analysis on managing proportional groundwater production cutbacks through a
water market approach. Dudek is also providing on-call grant application preparation services and support for
various projects through numerous chapters of Proposition 1 for the BWD.
Preliminary Conceptual Design, Lower May Sediment Placement Site, Los Angeles County Department
of Public Works, Los Angeles County, California. Project Manager for the conceptual civil engineering and

Evaluation of the Proposed Fremont Valley Preservation Project Groundwater Bank, AquaHelio
Resources, LLC, Kern County, California. Conducted an evaluation of the Fremont Valley Groundwater Basin
to determine the effects of groundwater banking on the basin. Conducted twenty-three test borings and twelve
hydraulic conductivity tests to evaluate surface recharge potentials. Constructed three percolation test basins to
estimate infiltration rates. Conducted five aquifer pumping tests to estimate aquifer parameters to construct a
conceptual geologic groundwater model to evaluate the groundwater banking operations. Estimated the safe
yield of the Basin by precipitation and change in storage methods.

Percolation Basin Testing and Design Recommendations, Coachella Canal Lining Coordination
Committee Technical Memorandum, San Bernardino County, California. Conducted percolation basin
testing at Coachella Valley Water District’s (CVWD) Unlined Canal and at the Dos Palmas Aqua Farms
percolation basins to estimates infiltration rates. Used falling-head and constant-head percolation tests to
estimate percolation rates. Results were then used to plan new percolation ponds on the CVWD Unlined Canal
and at the Dos Palmas Aqua Farms.
Evaluation of Groundwater Banking Project Impacts, Environmental Science Associates, Kern County,
California. Evaluated the effects of the proposed West Kern Water District Groundwater Banking Project to
groundwater levels and to water quality for an EIR. Used the WinFlow modeling software to estimate the
drawdown and mounding impacts for different well configurations, pumping and recharge amounts and for
different locations. Examined historic groundwater level and water quality data to estimate project impacts to
baseline conditions. Characterized the groundwater basin. Reviewed pumping tests to obtain aquifer
parameters for modeling.
Semitropic Groundwater Model, Semitropic Water Storage District, Wasco, California. Project
Manager for the development of an extensive groundwater model used to estimate groundwater-banking
impacts to adjacent water districts. The model required the development of an extensive Access database
capable of manipulating large amounts of data on a monthly basis.
Santa Ana River Groundwater Recharge Optimization Study, San Bernardino Valley Water
Conservation District and San Bernardino Valley Municipal Water District, San Bernardino,
California. Conducted recharge infiltration rate studies as part of a team to evaluate potential recharge and
optimization for the upper Santa Ana River. Conducted falling-head and constant-rate recharge tests on
existing recharge basins and worked with team to plan new facility locations.
Centennial Hydrogeologic Investigation, Centennial Founders, LLC, Los Angeles, California. Conducted
a hydrogeologic study to assess the quantity and quality of groundwater. Performed preliminary design and
cost estimating for groundwater recharge and recovery facilities consisting of approximately 100 acres of
spreading grounds and seven recovery wells. Conducted an extensive hydrogeologic study that included drilling
and installing eight monitoring wells, designing and constructing a groundwater recharge test basin, and

Evaluation of Groundwater Banking Sites for Cattani Farming, Kern County, California. Conducted three
different property evaluations for potential groundwater banking operations. Investigations included evaluating
soil conditions, estimating infiltration rates, and locating potential subsurface impediments to recharge.
Groundwater recovery was evaluated for each property site. This required aquifer characterization, well
placement analysis, and water quality and well drawdown impact considerations.
Freeport Element of the American River Use Strategy, San Joaquin County Department of Power
and Water, San Joaquin County, California. Developed recharge modeling constraints such as soil
properties, geology, water quality and levels, environmental considerations, and land use that were used to rank
potential recharge site favorability. Ranked constraints values were incorporated with GIS mapping to identify
favorable groundwater recharge and In-Lieu water use sites.
Groundwater Storage and Recovery Pilot Project in White Wolf Basin, Wheeler Ridge-Maricopa
Water Storage District, Kern County, California. Conducted a detailed hydrogeologic investigation on
recharging State Water Project water in the White Wolf Basin for groundwater banking. The investigation
included field work and reviewing reports, well construction information, groundwater quality and level data, oil
and gas well information, and geophysical investigations. The investigation included surface recharge pond
tests, design and construction of monitoring wells, water quality sampling, and conducting three aquifer
pumping tests to estimate storage aquifer parameters.
Yokohl Ranch Groundwater Study, The Yokohl Ranch Company, Tulare County, California.
Evaluated the potential impacts to groundwater levels from the proposed development of a master planned
community. Reviewed and worked with water quality consultants on the potential impacts of the planned
community to groundwater quality.
Semitropic Ridge Groundwater Quality Investigation, Semitropic Water Storage District, Wasco,
California. Studied historical water uses, groundwater quality and production information, oil and gas
production data, and well construction information to evaluate the nature and occurrence of high saline
groundwater.
Ocotillo-Coyote Wells Hydrology and Groundwater Modeling Study, US Gypsum, Ocotillo,
California. Reviewed available reports, well information, groundwater level and quality data, and conducted
field work to generate a conceptual geologic model used for a groundwater model. The work was the major
part of an EIR/EIS to estimate future groundwater conditions with increased production from the basin. Work
included environmental documentation and responses to comments on the project’s hydrogeologic affects.
2005 Groundwater Monitoring Improvement Project, Semitropic Water Storage District, Wasco,
California. As the Project Manager for this project, 21 wells were equipped with continuous groundwater level
measuring devices (data loggers), and two aquifer tests were conducted to estimate aquifer parameters within
unconfined and semi-confined aquifers.
Water Master Plan, The Huntington Library, Art Collections, and Botanical Garden, California.
Three groundwater production wells were evaluated as part of the Huntington’s WMP. The evaluation included
review of historical information, such as power usage and redevelopment procedures, and estimating specific
capacity. Based on the findings of this evaluation one well will be replaced to provide groundwater reliability.

construction information, groundwater quality, and groundwater level information to characterize the
hydrogeology of the Verdugo Basin. This effort was conducted to assist with the review of site contamination
data to evaluate potential sources of MTBE contamination observed at one of the District’s wells.

prepared the EIR for the Bear River Sediment Removal at Rollins Reservoir Project for the Nevada Irrigation

through re-establishment of gravel skimming operations on the Bear River below the confluence with

North Norco Stage 11 IS/MND, Riverside County Flood Control and Water Conservation District
(WCD), Norco, California. Authored the bulk of the IS/MND for a stormwater channel improvement
project in the City of Norco, proposed by the Riverside County Flood Control and Water Conservation
District. Proposed improvements included channel deepening, road crossings, and storm water best
management practices (BMPs) to reduce the extent and frequency of nuisance flooding caused by
inadequate channel capacity.
System Infrastructure Protection Program EIR, Metropolitan Water District of Southern California,
Orange, California. Dudek was contracted by the Metropolitan Water District of Southern California for
the preparation of two Program Environmental Impact Reports (PEIRs) for Operations and Maintenance
(O&M) projects in the Orange County and San Bernardino County Operating Regions. Mr. Duvergé

San Joaquin Valley Communication System Upgrade Project, SFPUC, San Francisco, California.
Served as the primary project analyst for this ongoing project, authoring over half of the technical sections
of the IS/MND and creating all figures in GIS. Provided project management support including graphics,
neighborhood notice, mailing lists, and project meetings. The project would provide an upgraded
communication system for SFPUC’s Hetch Hetchy water system facilities located primarily within the San
Joaquin Valley. The project consists of installation of new microwave antennas (parabolic dishes) on
existing towers, the construction of nine new radio towers up to 140 feet tall, and installation of supporting
radio and power equipment.
Bay Division Pipelines 3 and 4 Seismic Retrofit at the Hayward Fault, SFPUC, San Francisco,
California. Provided project management support through all phases of this project, from preparation of
the Draft EIR through to Certification of the Final EIR and project approval. Environmental review was
completed ahead of schedule, despite numerous changes in project design that required reanalysis.
Provided technical review of a paleontological resources study; wrote the paleontological resources
section; produced GIS figures for technical sections; prepared public comment responses; and provided
general project support. Supported the analysis of hydrology and water quality by collecting stream flow
data, watershed boundaries, and wetland delineations for two intermittent creeks. The Bay Division
Pipelines 3 and 4 seismic retrofit at the Hayward Fault involves the replacement and retrofit of pipeline
segments crossing the Hayward Fault, including the installation of an articulated vault designed to
accommodate movement on the fault.
The Crystal Springs Pipeline No. 2 Project, SFPUC, San Francisco, California. Prepared the hydrology
and water quality chapter of the Draft EIR. Helped prepare the physical setting for the geology, soils, and
seismicity chapter, and completed the paleontological resources analysis for the cultural resources chapter.
In support of these analyses, prepared all GIS figures for the hydrology, geology, and hazardous materials
chapters. This project proposed a series of pipeline replacements, cathodic protection measures, and
general improvements in order to its increase its seismic reliability. The Administrative Draft EIR for this
project received praise from the client, partly due to the series of GIS figures Mr. Duvergé produced in
support of the hydrology, geology, and hazards chapters.
San Antonio Backup Pipeline, SFPUC, Alameda County, California. Wrote the analysis of impacts to
paleontological resources and prepared several GIS figures and data tables in support of the geology and
soils impact analysis. The San Antonio Backup Pipeline consists of installation of an approximately 1.3-mile
long pipeline in Sunol Valley.

CalAm Coastal Water Project EIR, CPUC, Monterey County, California. Prepared the aesthetic
resources section of the EIR. Site visits and photographs from key observation points established the visual
context, and visible project elements were simulated into site photographs to evaluate project impacts and
define appropriate mitigation measures. The project goals are to increase water supply capacity and
reliability for CalAm customers.
Enlargement of the East Branch of the California Aqueduct, Department of Water Resources,
Palmdale, California. Performed an analysis of the paleontological productivity of rock units and
associated project impacts, based on mapped geology, fossil collection database searches, and the depth
and extent of project-related excavations. The project would enlarge over 98 miles of the California
Aqueduct from Tehachapi through the Antelope Valley, Palmdale, and the Mojave River Basin. The goal is
to increase the conveyance capacity by over 40 percent to Southern California State Water Contractors
that are served by the aqueduct, including the Metropolitan Water District of Southern California.
Los Vaqueros Reservoir Expansion Project EIS/EIR, Contra Costa Water District (CCWD), Contra
Costa County, California. Prepared the setting and impact discussion related to paleontological
resources for the Los Vaqueros Expansion Project EIR. Prepared a map in GIS relating paleontological
potential of bedrock units beneath the project site to proposed project elements. Assisted the CCWD with
comprehensive environmental planning and compliance services, alternatives development and screening,
environmental studies, permitting, and CEQA and NEPA compliance.
Vista Grande Drainage Basin Improvement Project, City of Daly City, California. Assisted with
constraints & opportunity analyses, alternatives analysis, and water quality sampling and analysis at Lake
Merced. Daly City is proposing the project to address storm-related flooding that currently occurs in the
Basin and to provide other environmental benefits, including restoration and management of water levels
within Lake Merced. The proposed drainage basin improvements include partial replacement of the
existing Vista Grande Canal, replacement of the Vista Grande Tunnel and ocean outfall, a lake outfall and
diversion structure, and constructed treatment wetlands.
Belden Barns Winery Focused Environmental Impact Report (EIR), County of Sonoma, California.
Dudek is preparing an EIR for the County of Sonoma for a proposed farmstead and winery project that
involves winemaking, hospitality, and farmstead food production on a 55-acre parcel in unincorporated
Sonoma County. Groundwater and geologic hazards were major issues for the project, as it is located on
an old landslide and in an area where groundwater is the sole source of water for rural residences. Mr.
Duvergé established a well monitoring network, conducted a well pump test to determine aquifer
properties, and modeled the long-term cumulative effects on groundwater resources.
Vallejo Marine Terminal (VMT) and Orcem Projects, City of Vallejo, California. The proposed VMT
project involves construction of a new marine terminal, while the Orcem project involves reuse of the
former General Mills site for the production of cement produced with less pollution than traditional
cement. Mr. Duvergé conducted a peer review of applicant studies related to hydrology, water quality and
geologic hazards. Mr. Duvergé authored the geology, soils and seismicity chapter; as well as the hydrology

McKinley Villages EIR, Thomas Law Group, Sacramento, California. Dudek prepared the draft EIR for
the development of a 328-unit residential project along with parks and a neighborhood recreation center
on an approximately 48.75-acre site located in the City. Mr. Duvergé reviewed drainage plans, topography,
flooding potential, and levee failure scenarios, and prepared the hydrology and water quality chapter of
the draft EIR.
Calpeco Transmission Line Upgrade CEQA, CPUC, Placer and Nevada Counties, California. Dudek
was contracted by the California Public Utilities Commission (CPUC) to prepare and review
environmental documents pursuant to the CEQA for the proposed Sierra Pacific Power Company
625/650 Transmission Line Project. The document also required compliance with NEPA for which USFS
and the Tahoe Regional Planning Agency (TRPA) shared lead agency status. Mr. Duvergé reviewed
portions of the EIS/EIR for consistency with CPUC requirements and obligations under CEQA, including
the following chapters: visual resources, geology and soils, hydrology, utilities and service systems, and
recreation. Dylan also reviewed technical reports related to erosion and soil loss, and substantially

Metropark/Brown Field Airport Redevelopment Plan EIR. City of San Diego, California. Wrote the
visual resources section of the EIR for this project, which envisions a mix of aviation-related and
nonaviation-related businesses on approximately 40 percent of the 880-acre site. The project includes
development of an aviation business center, helicopter operations facility, a 50-acre solar energy park, a
hotel and conference center, commercial and retail space, and relocation of the San Diego Air and Space
Museum from Balboa Park.
Fort Bragg Specific Plan EIR, City of Fort Bragg, California. In support of EIR preparation, scoped
geology, soils, hydrology, water quality, hazardous materials, and coastal hazards issues, and developed
templates, maps, and figures to support the analysis. The Mill Site Specific Plan would guide all new
development over a 320-acre area along the coastal bluffs west of Highway 1 in Fort Bragg. The site is a
former lumberyard owned by Georgia-Pacific, and the specific plan is contingent upon successful site
remediation and acquisition of water rights.
Marin County Emergency Operation Facility Program EIR, Marin County, San Rafael, California.
Wrote the hydrology and geology sections of the EIR. Key issues on the project were ensuring compliance
with SB 1953 and associate seismic design requirements, fairly deep subgrade facilities and potential for
structural dewatering, and contamination issues. The Emergency Operation Facility includes a 54,600-
square-foot Sheriff’s Department, a 10,800-square-foot fire station, ancillary building(s), parking,
landscaping/plaza, and a 27,700-square-foot essential services building.
Water System Improvement Program (WSIP), Habitat Reserve Program Technical Studies, SFPUC,
San Francisco, California. Conducted technical studies for geology, soils, and paleontological resources.
Supported the analysis of hydrology, water quality, and hazardous materials by preparing GIS field maps,
as well as figures and tables of baseline physical data, including soil units, rock type, landslide potential,
and liquefaction hazards. The program will provide a coordinated and consolidated approach to
compensate for habitat impacts that would result from implementation of SFPUC’s WSIP facility-
improvement projects. The Habitat Reserve Program contemplates thousands of acres of habitat

Lindsay Swain is a hydrogeologist with 40 years’ technical and
supervisory experience in hydrologic environments from desert
to rainforest throughout the United States. His areas of
expertise include water resource management and supply,
water supply assessments in desert basins, groundwater quality
investigations and analysis, groundwater models/development
and review, and aquifer storage and recharge. Much of his
recent work has been in preparing Water District data for the
new California Groundwater Sustainability Law implementation.
He has also been involved in evaluating groundwater supplies
for shale hydraulic fracturing and proposed power plants in the desert southwest. His technical expertise
includes developing one of the first groundwater solute-transport models in the nation for the Upper
Coachella Valley. Mr. Swain also participated in the development of the groundwater model for California’s

Borrego Groundwater Sustainability Plan, County of San Diego. Senior hydrogeologist for preparation
of a GSP for the critically overdrafted Borrego Valley Basin. Dudek prepared cost estimates for the GSP,
technical analysis of the existing BWD and BWD Demand Offset Water Credits Policy (WCP), and scientific
and jurisdictional analysis of the basin boundaries to obtain a Bulletin 118 basin boundary modification, water

Upper Coachella Valley Solute Transport Groundwater Model, Desert Water Agency/Coachella
Valley Water District, Palm Springs, California. Served as project director. With Dr. George Pinder
(Princeton University), developed one of first digital flow and solute-transport models in the United States for
the aquifer system of the Upper Coachella Valley. Used the model to evaluate the effects of recharging
Colorado River water into the groundwater basin near Palm Springs, California. After 10 years of recharging, a
post audit of actual conditions versus model predicted location of the recharge plume showed very close
correlations.
Artificial Recharge, Indian Wells Valley Water District, Ridgecrest, California. Served as project chief
and participated in monitoring of pilot artificial recharge project, aquifer tests for groundwater basins for
obtaining additional water sources, and evaluating digital-recorded monitoring data of the Water District.
Groundwater Model, Desert Water Agency, Upper Coachella Valley, California. Served as project
chief and developed a three-dimensional groundwater model for the Mission Creek and Desert Hot
Springs subbasins in the Upper Coachella Valley, California. The purpose of the model was to be able to
predict future effects of artificial recharge and pumpage in the subbasin as well as to test management
scenarios.
Regional Aquifer System Analysis Program, U.S. Geological Survey (USGS) Central Valley,
California. Served as assistant project chief. Adapted the model code for the project so that the water
from compaction could be simulated into the groundwater model of this important California groundwater
basin. With more than 29 feet of land subsidence in the southern portion of the basin, compaction water
resulting from the subsidence was a significant volume during the first time the water levels declined but
non-existent thereafter. The model had to be able to recognize which phase the water level was existing.
Groundwater Projects Evaluation, USGS Northeastern Regional Office, Various Locations. Served as
regional groundwater specialist. Responsibilities included technical review of all groundwater projects and
models within the Northeastern Region. Assisted project chiefs within the 19 state offices, as well as regional and
national offices for several federal agencies in implementing their water-related programs. Served on
international committees to assess effects across the nation’s borders. An initial project in Niagara Falls, New
York, involved developing methods to assess the groundwater contamination from 156 hazardous waste
locations in the area. The initial cleanup effort in the early 1980s for the Love Canal was part of that major study.

Jill Weinberger is a hydrogeologist with 18 years’ experience

Daniel Ritter is a geochemist with over 5 years’ experience in
aqueous and isotope geochemistry. Since joining Dudek, Dr.
Ritter has conducted groundwater modeling for SGMA
implementation and groundwater contaminant transport , as
well as provided peer review for groundwater and surface
water models. Additionally, Dr. Ritter has prepared

Sewer Systems General Permit. The city’s final SWMP was approved by the Central Coast RWQCB in November
2009. This effort included revising the existing SWMP document, forging productive relationships with interested
stakeholder groups, building consensus, and spearheading public education and outreach and public
participation campaigns and programs, as well as working with neighboring jurisdictions on collaborative
management of pollutants of concern. Spearheaded implementation of the public education and outreach
component and played a key role in developing the watershed awareness curriculum that is implemented in the
Carpinteria Unified School District’s afterschool program for at-risk elementary school students.
Public and Stakeholder Outreach, Planning and Land Use Department, County of Fresno, Fresno,
California. Led a regional outreach effort to farmers, ranchers, agriculturalists, conservation districts,
tourist operators, and the public to facilitate development and implementation of an agricultural tourism
ordinance. The outreach included a sustained effort of meetings, workshops, and charrettes to elicit input
and craft a responsive, flexible, and industry- and public-supported ordinance for the county. Successfully

Lila Spring Facilitation and Grant Specialist/Planner
Lila Spring is a planner with three years’ experience, including
the development of a sustainable water master plan and
section updates for a number of urban water management
plans (UWMPs). She has coordinated a water-energy nexus
pilot project, including quantifying energy savings, testing
effectiveness of a water-energy cost calculator, and creating
and implementing calculations to distribute savings with greater precision. Her technical skills include
MATLAB, R, and ArcGIS.
Relevant Previous Experience
Water Recycling Funding Program Grant Application, Goleta Water District, California. As project
engineer, provided primary support in preparing the Goleta Water District’s grant application to the State
Water Resources Controls Board (SWRCB) regarding a recycled water funding program. Work included
application, service map, forms, and schedule updates.
Greater Los Angeles County (GLAC) IRWMP Proposition 84 Final Solicitation Grant, Los Angeles
County Department of Public Works (LADPW), California. Served as project planner and provided
support in the preparation of a GLAC IRWMP Proposition 84 Grant application, including developing
budget templates, updating schedules and tables, creating the Gateway recycled disadvantage community
(DAC) map, performing quality assurance (QA)/quality control (QC) regarding budget updates and
schedules. LADPW received 75 percent grant funding.
Title XVI Fiscal Year (FY) 2016 Grant Support, Padre Dam Municipal Water District, Santee,
California. Served as project planner. Provided support in the preparation of a Title XVI 2016 grant
application, including developing cost tables, reviewing data tables, and writing application sections
(environmental compliance, permitting, and costs).
FY 2014–2015 Grant Funding Support, Carlsbad Municipal Water District, California. Served as
project planner. Developed a cash flow analysis to assist Carlsbad Municipal Water District in the strategic
utilization of multiple funding sources. In addition, drafted a quarterly report on the use of Clean Water
State Revolving Fund project funding.
Title XVI FY 2016 Grant Support, Sweetwater Authority, Chula Vista, California. Served as project
engineer and provided primary support in preparation of the grant application, including forms, permit,
cost review, and updates.
Fremont Basin Integrated Regional Water Management Plan (IRWMP) Support, California City,
California. Served as project planner and assisted the Fremont Basin Integrated Regional Water
Management Group in stakeholder outreach and the pursuit of grant funding with the goal of developing
an IRWMP in one of the few remaining regions that lacks one. Tracked funding opportunities and
generated outreach materials in support of the strategic pursuit of funding to achieve regional goals.

Paso Basin Supplemental Water Supply Options Study, County of San Luis Obispo, California.
Served as project engineer. Provided mapping, alternatives development, and evaluation support to
supplement groundwater with Nacimiento Project water and recycled water. The study aims to identify
potential new water supplies within the Paso Robles Groundwater Basin, which was designated as critically
overdrafted by the state. The recycled water options considered non-potable uses and groundwater
recharge options, such as surface spreading and injection. The Nacimiento project options considered
direct use of treated and untreated water as well as groundwater recharge options.
Potable Reuse Facilities Plan, Goleta Water District, California. Served as project planner and worked
with Goleta Water District to evaluate potable reuse options to maximize this underutilized water supply
source. Contributed to the development of a matrix of reuse options based on potential receptors and
water treatment requirements.
2015 Urban Water Management Plan (UWMP), Bellflower-Somerset Mutual Water Company
(BSMWC), Los Angeles County, California. Served as project planner and worked closely with BSMWC
to generate an UWMP that accurately and effectively communicates the current and future water resource
management for the agency. Developed language for the system description, system water use, baselines
and targets, system supplies, water supply reliability assessment, and water shortage contingency plan
chapters of the UWMP. In addition, generated geographic information system (GIS) maps of BSMWC’s
current and historic service area and major infrastructure through conversations and collaboration with
BSMWC staff. Also projected population growth, water supply, and water demands to the year 2040 in
order to evaluate the reliability of BSMWC’s water resources.
2015 UWMP, Pasadena Water and Power (PWP), California. As project planner, provided support in
the development of Pasadena Water and Power’s 2015 UWMP, including drafting the outline, reviewing
baseline calculations and climate data, updating demand management measures, drafting supply tables,
and incorporating comments from the public and PWP staff into the final UWMP. Uploaded the final
UWMP to the Department of Water Resources (DWR) and verifying consistency between information in
the UWMP and entered into DWR’s standardized tables.
2015 UWMP, Goleta Water District, California. Served as project planner and worked closely with
Goleta Water District to draft a 2015 UWMP to accurately reflect current water management strategies and
to satisfy required changes since the 2010 UWMP was written. Worked to update and improve population
and water use projections to the year 2040, to update system and program descriptions, and to refine
water supply projections.
Development of a Sustainable Water Master Plan, Burbank Water and Power, California. Served as
project manager for this Master’s Thesis group project. Worked as part of a multidisciplinary team to
address long-term resource sustainability. Identified opportunities for increased water-use efficiency and
cost-effective resource utilization engagement in efficiency initiatives. Managed project tasks, client
communication, budget, timeline, and data collection.

Water-Energy Nexus Pilot Project, The Energy Coalition, Santa Barbara, California. As project
coordinator, quantified energy savings attributable to water efficiency measures implemented by 26
Metropolitan Water District (MWD) member agencies using the California Public Utilities Commission's (CPUC)
Water-Energy Cost-Effectiveness Calculator. Tested the effectiveness of the tool and provided feedback for
improvements. Created and implemented refining calculations to distribute savings with greater precision.
Burbank Water and Power Projects, California. As water conservation intern, assessed the need for
quantification of water use impacts for individual conservation strategies. Created a template for
quantifying the impact of turf conversion projects on water use in single-family homes. Conducted a
review of proposed species recommendations for turf conversion projects.
Lake Champlain Basin Program, Burlington, Vermont. Served as resource room intern. Created
resource materials concerning contamination in Lake Champlain. Engaged community members in water
quality impact discussions.
Design and Construction of Private Residence, Barnet, Vermont. As project manager, applied
techniques supported by Efficiency Vermont to increase the energy efficiency of the home. Hired
subcontractors for plumbing, roofing, insulation, and all other aspect of construction. Managed jobsite,
timeline, budget, and payroll.
Sustainable Development in an Island Economy, University of Vermont, Burlington, Vermont, and
Castries, St. Lucia. Served as teaching assistant. And conducted a micro-hydro feasibility assessment of St.
Lucia. Prepared a report and presented findings to members of the Cabinet of Ministers. Established
partnerships with community leaders for a demonstration site implemented the following year.

Devin Brookhart is the Publications Specialist Lead with over
6 years’ experience in various aspects of publishing,
including producing, designing, editing, and proofreading
documents. Her experience includes publications project
management, supervising other team members, providing
quality control, executing extensive layout and design work in the Adobe Creative Suite, and
developing processes and procedures to facilitate operations. Ms. Brookhart is detail-oriented, has
excellent communication skills, and prides herself on accomplishing a job well done. She is
especially attentive to deadlines and understands the necessity of proper time management, always
striving to improve efficiency wherever possible.
As the production lead, she has been involved in the formatting, proofreading, and production o f
biological assessments (BAs), biological resources technical reports (BTRs), environmental impact
reports (EIRs), environmental impact statements (EISs), initial study/mitigated negative declarations
(IS/MNDs), and proposals. Additionally, Ms. Brookhart makes work assignments, coordinates the
production of large deliverables, provides status, analyzes processes, and oversees quality control
of the Publications formatting and production group. Work assignment duties include planning,
scheduling, conducting, and coordinating document production efforts between production staff
and technical staff, project managers, legal staff, and clients to ensure that work is completed
according to established requirements and schedules.

Publications Assistant, Dudek, 2011–2014. As a Publications Assistant for Dudek, Ms. Brookhart
formatted and produced myriad technical documents and marketing proposals. Her work involved
bringing documents into Dudek’s templates, creating PDFs with integrated graphics and navigation,
producing materials, coordinating with external print vendors, designing PowerPoint presentations, quality
checks on digital and hard copy deliverables, and technical troubleshooting within the Microsoft Office and
Adobe Creative suites.

Custom Project Editor, University Readers Inc., 2011–2012. As a custom project editor, Ms. Brookhart
was responsible for all custom textbook project management for the greater San Diego area. Her duties
included extensive project workflow oversight, client retention, supervision of production team assistants,
quality control checks on printed and digital products, maintenance of positive relationships with
publishing partners, and production design work in the Adobe Creative Suite. Ms. Brookhart specialized in
maintaining and improving program relationships with large business schools and received a Recognition
of Service Award for departmental excellence in December 2011.
Editor-in-Chief, The Great Oak Gazette, 2004–2007. As editor-in-chief, Ms. Brookhart oversaw a staff
of 30 for the monthly publication of a student newspaper. Her responsibilities included editorial oversight
of all publications, production design work in the Adobe Creative Suite, copyediting, graphic design of
advertisements, publication marketing, development and execution of advertising contracts, article writing,
journalistic photography, workshop planning, educational instruction of publication staff members, and
