Provide two reports of 1500 words each. One detailing what successes that you

achieved on your project and how youachieved them.

The other must detail the challenges / frustrations or failures that you experienced on your project and how you handled these.

Both reports must demonstrate your technical competence as well as your understanding of Construction Health and Safety Planning, Implementation and Management.

27

Page 28: Construction Health and Safety Professions Registration ... · SECTION A Personal Particulars of Applicant SECTION B Category of Registration Being Applied For SECTION C Educational

You must demonstrate your competence based on the Scope of Services for the category in which you are applying

Ensure you have two separate reports◦ one based on success ◦ another on your challenges.

Both reports must cover ALL of the nine knowledge areas –by leaving one out you are throwing away marks.

Use the 9 knowledge areas as headings, start with a brief overview of your understanding of that discipline

Back this up with practical examples from your experience. You can write the A2 report using examples from all the

projects you outlines in the A1 report. Don’t simply copy and paste information into the report,

this will significantly disadvantage your application. Make sure you read and understand the scope of service

before writing your A2 report, this guides you in the deliverable / expectations of your knowledge.

30

Page 31: Construction Health and Safety Professions Registration ... · SECTION A Personal Particulars of Applicant SECTION B Category of Registration Being Applied For SECTION C Educational

Don’t be afraid to tell the assessor your experience is limited, but do show that you understand the basics.

No one expects a safety office to have had a lot of experience in this field but show you understand the basic issues.

Use examples of success and challenges to show you’re understating eg: Success: ‘I identified that the cheaper gloves being bought were not lasting as long as a slightly more expensive glove, I engaged with the procurement department to buy the better glove. This saved time and money as well as allowing for better protection.’

Challenge: ‘having a centralised buying department meant there was a long turnaround time for my orders, sometimes resulting in work stoppages waiting for PPE deliveries’.

31

Page 32: Construction Health and Safety Professions Registration ... · SECTION A Personal Particulars of Applicant SECTION B Category of Registration Being Applied For SECTION C Educational

Remember the assessors don’t know who you are or what you have done, you need to show them through the A2 report.

Anyone can also google the knowledge area and copy it in their own words

Use practical examples from your experience to show the assessor your experience and show case your challenges or successes.

Bear in mind that the industry is small, don’t make things up or over sell yourself as one of the assessors could pick up on this and bar your registration.

Ensure that you write your report giving Construction Health and Safety experiences in line with the registration criteria chosen.

How does it work in your organisation?

Can you explain the processes? E.g. Identify need, motivate, procure, implement and manage.

Can you properly motivate a certain product e.g. PPE?

PPE – price vs. quality vs. service life

PPE – do you understand the limitations of certain items? Motivate

How do you manage “emergency purchases?

34

Page 35: Construction Health and Safety Professions Registration ... · SECTION A Personal Particulars of Applicant SECTION B Category of Registration Being Applied For SECTION C Educational

35

Page 36: Construction Health and Safety Professions Registration ... · SECTION A Personal Particulars of Applicant SECTION B Category of Registration Being Applied For SECTION C Educational

It is not expected that Safety Officers be well versed in Cost or Procurement Management, however it is important to show an understanding. Eg, Success: ‘Where ever possible I use no cost or low cost practical solutions to safety management, for example on a remote project I timed my PPE orders with the delivery of materials, saving time and delivery costs’. Challenge: ‘safety is seen as a grudge cost or not enough care taken in looking after PPE’,

36

Page 37: Construction Health and Safety Professions Registration ... · SECTION A Personal Particulars of Applicant SECTION B Category of Registration Being Applied For SECTION C Educational

Examples of other points to consider:

More people assigned to a project for production = increase safety costs that were not considered;

Implement a return policy for new PPE to ensure PPE is monitored;

Local suppliers on remote projects cutting down delivery and turnaround times;

Finding a balance between saving costs and good safety practices;

37

Page 38: Construction Health and Safety Professions Registration ... · SECTION A Personal Particulars of Applicant SECTION B Category of Registration Being Applied For SECTION C Educational

Do you understand what is meant by Cost Management ?

Can you help with the compilation and maintenance of a HSE budget?

Explain that good record keeping could assist with Cost Management – certain Registers for example.

Explain how Risk Assessment has a direct bearing on Cost Management.

Explain how the size and complexity of the Project will affect Cost Management.

What is the future role of the Client? (Construction Regulations 2014)

38

39

Page 40: Construction Health and Safety Professions Registration ... · SECTION A Personal Particulars of Applicant SECTION B Category of Registration Being Applied For SECTION C Educational

This should be a comprehensive section that covers all of your knowledge and understanding. Give an overview and back it up with examples. Eg, ‘I am actively involved in the identification of hazards and ensure that I attend all tool box talks to ensure they are done correctly’. Successes: ‘I managed to influence a work method procedure through identifying a hazard that could be avoided by doing the task differently.’ Challenge: ‘chasing production meant that I wasn’t alerted to new staff entering the project and some staff did not attend a task specific hazard analysis review.’

40

Page 41: Construction Health and Safety Professions Registration ... · SECTION A Personal Particulars of Applicant SECTION B Category of Registration Being Applied For SECTION C Educational

Examples of other points to consider:

Three levels of Hazard Identification: Baseline, Task Specific, Daily;

Managing multiple teams on the same project – Subbies;

Ensuring everyone is aware of and up to speed on all Hazards for the project;

41

Page 42: Construction Health and Safety Professions Registration ... · SECTION A Personal Particulars of Applicant SECTION B Category of Registration Being Applied For SECTION C Educational

Explain that it is a team effort – not individual achievement

Demonstrate competence in the system used by your organisation.

Demonstrate understanding of the 4 T`s (Tolerate, Treat, Transfer or Terminate). Give examples from Projects that you worked on.

How do you compile your Method Statements?

42

Page 43: Construction Health and Safety Professions Registration ... · SECTION A Personal Particulars of Applicant SECTION B Category of Registration Being Applied For SECTION C Educational

43

Page 44: Construction Health and Safety Professions Registration ... · SECTION A Personal Particulars of Applicant SECTION B Category of Registration Being Applied For SECTION C Educational

Another area that needs to be comprehensive, this is fundamental to the process and is what most safety officers deal with on a day to day basis. Eg: Success ‘for a high risk task I was able to identify a solution to minimise risks, this was accepted by the site manager and helped reduce the injury frequency rate from...to...’. Challenge: ‘I battled between managing risk and achieving the site manager’s production targets’.

44

Page 45: Construction Health and Safety Professions Registration ... · SECTION A Personal Particulars of Applicant SECTION B Category of Registration Being Applied For SECTION C Educational

Examples of other points to consider:

Levels of Risk Management: Engineer, transfer, avoid, PPE;

Severity vs frequency – residual risks;

Lack of personal appreciation for safety;

45

Page 46: Construction Health and Safety Professions Registration ... · SECTION A Personal Particulars of Applicant SECTION B Category of Registration Being Applied For SECTION C Educational

If you have “transferred” a Risk – how do you follow through? (Subcontractors)

How is Risk managed by your Organisation ?

How do you effectively communicate Risk Management?

Do you continuously revise and review/monitor?

46

Page 47: Construction Health and Safety Professions Registration ... · SECTION A Personal Particulars of Applicant SECTION B Category of Registration Being Applied For SECTION C Educational

47

Page 48: Construction Health and Safety Professions Registration ... · SECTION A Personal Particulars of Applicant SECTION B Category of Registration Being Applied For SECTION C Educational

This section also needs a lot of attention, begin with a good overview of your understanding in terms of accident / incident investigation and then reinforce this with practical examples. Eg Successes: ‘lessons learnt were distributed through the company to avoid repeat incidents’, Challenges: ‘Incorrect witness reports because the team didn’t want to get into trouble.’

48

Page 49: Construction Health and Safety Professions Registration ... · SECTION A Personal Particulars of Applicant SECTION B Category of Registration Being Applied For SECTION C Educational

Other points to consider:

WCA Forms;

Sec 24 reporting;

Step by step in the event of an incident – first aid, hospital, WCA, report, interview witnesses, follow up medical, investigation, outcomes, mitigation measures, close out, lessons learnt;

Human error vs management failure.

49

What systems do you have in place?

Are they effective? How do you know this?

How do you compile an incident/accident report?

Do you regularly look at the organisation`s statistics, to see whether you are on par?

Are you aware of new trends and changes in risk? Examples

How do you ensure that the Team is proactive and focussed on prevention?

Outline the core legislation and regulations that form part of day to day compliance, touch on major points that have been challenging or successful:

OSH Act Construction Regulations COID Act General Safety Regulations Driven Machinery Regulations. Successes: ‘Never receiving an audit finding for

administration’. Challenges: ‘projects on mining infrastructure and having to adjust to the differing appointments’.

Do you have a monitoring system? Entry/exit medicals? Are you conscious of the conditions under which people

are working, re. exposure to asbestos or silicosis for example?

Do you have a system for managing compulsory medical examinations? (Construction Regulations 2014)

Are you aware of the various impacts that Construction has on the Environment and how to manage that?

Do you understand the workings of an Environmental Impact Assessment?

56
