OVERVIEW
A Top High-Performing A-Rated School District
Pursuant to State Requirements for Educational Facilities, Chapter 4, Section 4.1 “Prequalification of Contractors for Educational Facilities Construction”, Prequalification is applicable to Bids (Invitations to Bid), RFP (Request for Proposal) for Construction Management at Risk and Design/Build or any other Construction Services for a Construction Project with an estimated project construction budget of $300,000 or more. The criteria established for Prequalification is in accordance with Chapter 489, Florida Statutes, (SREF) 2014, School Board 7.08 and all other applicable rules, regulations and procedures.
State Requirements for Education Facilities (SREF)
•The Prequalifiction Program is governed by State Requirements under the FL Building Code
•Applies to construction, renovation, and remodeling of public educational facilities•Bids•RFP (Design-Build & Construction Management•ALL Other Construction Services EXCEPT Design Services (A/E)
•Prequalification of Contractors for project budgets $300,000 or more
•Valid timeline = one year

•Provide uniform & systematic method for pre-qualifying contractors
•Applicable Project Definitions:1. CONSTRUCTION = New Building / Addition to Existing Building / Demolishing a
Permanent Building2. REMODELING = Change existing facility by rearrangement of space and/or
change of use 3. RENOVATION = Upgrade existing facility by installing or replacing materials or
equipment
•Superintendent (or designee) to prepare STANDARD application and RENEWAL application which includes requirements established in SREF

1. LICENSE - valid Contractor’s License, including license classification
2. FINANCIAL CAPABILITY - Letter of Intent from licensed surety company rated “A-” or better in current A.M. Best Guide
3. EXPERIENCE – completion of similar project within five (3) years
4. LITIGATION HISTORY – disclosure of claims, evidence of satisfactory resolution of claims within five (5) years.

the required construction experience, competent supervisory personnel, sufficient finances and the special abilities necessary to perform the type of work specified.
