DESCRIPTION/SUBJECT MATTER:
Council has received a Construction Traffic Management Plan for Construction, prepared by
Richard Crookes Constructions, dated September 2016, Rev2, for an approved development
at 221 Miller Street, North Sydney.
The development involves demolition of the existing building and construction of a 22 storey
mixed use development including retail at ground level, 100 serviced apartments, 183 resident
apartments and basement parking.
B. Matters To Be Completed Before The Lodgement Of An Application For A Construction
Certificate
Construction and Traffic Management Plan
B1. Prior to issue of the relevant Construction Certificate, a Construction and Traffic
Management Plan must be prepared and approved by Council’s Traffic Committee. The
following matters must be specifically addressed in the Plan:
The applicant’s CTMP is discussed in the report overleaf.
RECOMMENDATION:
1. THAT subject to no objection from the Traffic Committee members, the traffic
aspects contained in the Construction Management Plan (CMP) dated September
2016, Rev 2, prepared by Richard Crookes Constructions, for an approved
development at 221 Miller Street, North Sydney is approved under delegated authority
of Council’s Traffic Engineer, subject to the conditions outlined in the report.
2. THAT subject to no objection from the Traffic Committee members, the Work Zone
as described in this CTMP is approved under delegated authority of Council’s Traffic
Engineer, with the same conditions pending lodgement of a Work zone application,
payment of all applicable fees.

B. Matters to Be Completed Before the Lodgement of an Application for a Construction
Certificate Construction and Traffic Management Plan
B1. Prior to issue of the relevant Construction Certificate, a Construction and Traffic
Management Plan must be prepared and approved by Council’s Traffic Committee. The
following matters must be specifically addressed in the Plan:
1. A plan view (min 1:100 scale) of the entire site and frontage roadways indicating:
a) Dedicated construction site entrances and exits, controlled by a certified traffic
controller, to safely manage pedestrians and construction related vehicles in the
frontage roadways,
b) RTA approved signage type and location to manage pedestrian in the vicinity,
c) The locations of any proposed Work Zones in the frontage roadways,
d) Locations and type of hoardings proposed,
e) Area of site sheds and the like,
f) Location of any proposed crane standing areas,
g) A dedicated unloading and loading point within the site for all construction
vehicles, plant and deliveries,
h) Material, plant and spoil bin storage areas within the site, where all materials
are to be dropped off and collected.
i) The provision of an on-site parking area for employees, tradesperson and
construction vehicles as far as possible.
j) The residents/occupiers are to be updated on a monthly basis and at key
construction stages and be provided with a phone number to contact the site
manager.
2. A detailed description and route map of the proposed route for vehicles involved in spoil
removal, material delivery and machine floorage must be provided:
a) Light traffic roads and those subject to a load or height limit must be avoided
at all times.
b) Once approved from Traffic Committee, a copy of the route is to be made
available to all contractors, and shall be clearly depicted at a location within the
site.

3. Traffic Control Plan(s) for the site incorporating following:
a) All Traffic control measures proposed in the road reserve that are in
accordance with the RMS publication “Traffic Control Worksite Manual” and
designed by a person licensed to do so (minimum RMS „red card‟
qualification).
b) The main stages of the development requiring specific construction
management measures are to be identified and specific traffic control measures
identified for each.
4. Waste Management Plan. A Waste Management Plan must be in accordance with the
provisions of Part B Section 19 of the North Sydney DCP 2013 must be provided. The Waste
Management Plan must include, but not be limited to, the estimated volume of waste and
method of disposal for the construction and operation phases of the development, design of
on-site waste storage and recycling area and administrative arrangements for waste and
recycling management during the construction process.
5. Evidence of RMS concurrence where construction access is provided directly or within 20
m of an Arterial and/or Classified Road;
6. A schedule of site inductions to be held on regular occasions and as determined necessary
to ensure all new employees are aware of the construction management obligations. These
must specify that construction-related vehicles to comply with the approved requirements;
and
7. For those construction personnel that drive to the site, the Site Manager shall attempt to
provide on-site parking so that their personnel’s vehicles do not impact on the current parking
demand in the area.
A suitably qualified and experienced traffic engineer or consultant shall prepare the
Construction and Traffic Management Plan. The construction management measures
contained in the approved plan must be implemented in accordance with the plan prior to the
commencement of, and during, works on-site. As the plan has a direct impact on the local road
network and public amenity, the plan must be submitted to and reviewed by Council prior to
the issue of any Construction Certificate. A certificate of compliance with this condition from
Council’s Development Engineers as to the result of this review must be obtained and must
be submitted as part of the supporting documentation lodged with the Certifying Authority for
approval of the application for a Construction Certificate.
A copy of the approved Construction and Traffic Management Plan must be kept on the site
at all times and be made available to any officer of the Council on request.
Notes:
1. North Sydney Council’s adopted fee for certification of compliance with this
condition shall be payable on lodgement, or in any event, prior to the issue of the
relevant approval.
2. Any use of Council property will require appropriate approvals and demonstration of
liability insurances prior to such work commencing.

3. Failure to provide complete and detailed information may result in delays. It is
recommended that your Construction Management Plan be lodged with Council as
early as possible.
4. Dependent on the circumstances of the site, Council may request additional
information to that detailed above.
(Reason: To ensure appropriate measures have been considered for site access, storage and the
operation of the site during all phases of the demolition and construction process in a manner
that respects adjoining owner’s property rights and residential amenity in the locality, without
unreasonable inconvenience to the community)
Access and Egress
The CMP states that all construction vehicles will access the site using the routes as shown on
the route map. There are two access points proposed, one in Miller Street frontage and another
one in McLaren Street.
Approach routes:
Either from the Pacific Highway until they reach Walker Street or along Miller Street from
Falcon Street turning into site or continuing to the Pacific Highway and then Walker Street,
then turning left into Walker Street then turning left into McLaren Street and into site or
continuing to Miller Street and then left into site on Miller Street. (as per VMP).
Departure routes:
Vehicles are to leave site by turning left onto Miller Street Southbound then turning either
right or left onto the Pacific Highway to disburse to their destination (as per VMP). Traffic
Controllers should endeavour to use natural gaps in traffic at all times to allow Trucks to leave
the site, especially during peak traffic times.
All delivery drivers are to strictly adhere to designated ingress and egress routes, specifically
avoiding all roads with load limits and height restrictions. A copy of the VMP is to be
displayed permanently on the site notice board.
Through Traffic
Vehicular activity shall be managed such that through traffic is not affected by the
development. This will be imposed as a Condition of Approval.
Access to Neighbouring Properties
Access to neighbouring properties will be maintained at all times. This will be imposed as a
Condition of Approval.

Pedestrian Management
Pedestrians will not be required to divert on Miller Street or McLaren Street. They will be
required to stop for short periods while trucks ingress or egress the work site under traffic
controller guidance. This has been supported by Traffic/Pedestrian Control Plans for different
truck movements to and from the site.
In addition B Class hoarding is proposed at the site’s frontage for safe passage of pedestrians
during construction phases.
Construction Phases
The timeframe and anticipated truck movement during construction phase are as follow:

Neighbour notification
A monthly newsletter is to be submitted to all local residents and businesses advising of
construction status and must include the site manager’s name and contact details.
Loading and unloading equipment and materials
Loading and unloading of equipment will occur either within the site shown on the site plan
as “Steel Platform/ Loading Zone” or from the proposed Works Zone on Miller Street, subject
to a separate approval by Council.

Site crane
One tower cranes are proposed to be erected on the site as shown on submitted site Plan.
Storage of equipment and materials
All materials Plant and Spoil Bins are to be contained completely within the site boundaries.
Works Zone
Construction Vehicles that are working on site must park onsite wherever possible to
minimize the impact on the existing businesses and residents.
A construction zone is proposed in Miller Street operational for the following hours:
10.00am – 14.30pm and
16.00pm – 18.00pm on school days and
07.00am – 18.00pm outside of school times
08.00am – 13.00pm on Saturdays for the Construction stage only.

CONDITIONS OF APPROVAL
It is recommended that the traffic aspects of the Pedestrian and Traffic Management Plan be
approved, subject to the following conditions:
1. All works on any public road are to be undertaken in accordance with AS 1742.3
2. Approval must be obtained from Council for all temporary construction vehicular
crossings.
3. Installation of any Work Zone is subject to the applicant paying all appropriate Council
advertised fees and charges, including the cost of the signage, and is subject to separate
approval from the North Sydney Traffic Committee.
4. The proposed Work Zone hours are 10am-6pm Weekdays and 8am- 1pm on Saturdays.
5. Trucks accessing the site shall be restricted to 12.5m Heavy Rigid Vehicles (HRV)
6. There shall not be any truck movements accessing the site during the School hours, i.e
8-9:30am and 2:30- 4 pm.
7. Any approved Works Zone is to be used only to pick up and drop off materials and
equipment. Construction vehicles are not to wait or park in the Works Zone, Loading Zone
or Bus Zone.
8. Repeated failure to comply with these conditions will result in removal of any Work Zone
under notice.
9. Accesses to adjoining properties are to be maintained at all times.
10. The adjoining residents are to be updated on a monthly basis and at key construction
stages, particularly in relation to construction vehicle movements, and be provided with a
phone number to contact the site manager.
11. A notice shall be placed in a prominent position on the site wall or hoarding to provide
fortnightly updates and at key construction stages of progress, particularly in relation to
construction vehicle movements. The notice shall include a phone number to contact the
site manager.
12. At no time shall Miller Street or any other road be blocked by any vehicle or works
associated with the construction of the proposed development. Through traffic is to be
maintained at all times.
13. Miller Street or any other road are not to be used as a waiting area for trucks delivering to
or awaiting pick up of materials etc. from the proposed development.
14. Construction vehicles are not to queue in Miller Street or any other road.
15. Materials are to be stored on-site. At no time, are materials to be stored on any public road
or any Council property.
16. Tower cranes shall be located wholly on-site.
17. Mobile cranes shall be located wholly on-site.
18. Concrete pumps shall be located wholly on-site.
19. Pedestrian access on Miller Street or any other roads must be maintained at all times.
20. Pedestrian access and the diversion of pedestrians shall be carried out in accordance with
Australian Standard 1742.3 and 1742.10.
21. If pedestrians are diverted, pram ramps must be provided in accordance with Australian
Standard 1428.1.
22. If a Permit to Stand Plant is required, application must be made to Council a minimum of
two weeks prior to any proposed works.
23. If a Permit to Stand Plant is required, application must be made to NSW Police,
Harbourside Local Area command, a minimum of two weeks prior to any proposed works.

24. If a Temporary Road Closure is required, application must be made to Council a minimum
of four (4) weeks prior to any proposed works.
25. If a Temporary Road Closure is required, application must be made to NSW Police,
Harbourside Local Area command, a minimum of four (4) weeks prior to any proposed
works.
26. A traffic route map and conditions are to be made available to truck drivers engaged for
this development.
27. A list of truck drivers’ names with their licences and vehicle plate numbers and conditions
are to be kept on-site by the applicant at all times, and be made available for inspection by
Council Officers, Police Officers and Council Rangers.
28. All Traffic Management Plans and Traffic Control Plans must be endorsed with the name
of the person preparing the plan along with their level of certified qualification and
certificate number. Only persons with current “Select/Modify Traffic Control Plans” or
“Design Audit Traffic Control Plans” tickets are qualified to develop and endorse Traffic
Management Plans and Traffic Control Plans
29. As far as practicable parking be provided on-site for small trades vehicles.
30. Vehicular activity shall be managed such that through traffic is not affected by the
development
Please note the construction management program is a condition that forms part of the
development application for the site. Therefore any non-compliance with these construction
management program conditions of approval constitutes a breach of the conditions of
approval for the development application.

1.0 INTRODUCTION
The Contracted Work for the Project at 221 Miller Street North Sydney comprises of the
construction of a mixed use development. The construction site is located on the Eastern
side of Miller Street North Sydney.
The Traffic Management plan addresses the conditions, approval requirements for this
project, as well as the construction works proposed by Richard Crookes Constructions.
The objective of the plan is to ensure that the traffic issues and the construction movement
of both plant and equipment are managed with minimal impact to motorists, pedestrians
and local residents and complies with the requirements of all relevant authorities including
RMS, Council and the Emergency Services.
Through a consultative approach between Richard Crookes Constructions and E.V.S Group,
this plan details the best way to manage traffic issues associated with this project.
1.1 PURPOSE
The purpose of the Traffic Management Plan is to ensure that planned works adhere to and
comply with the Contract requirements for: Control of movement of construction vehicles
(Plant & Equipment) around the Project and adjacent transport corridors. Specifically, this
plan must recognize, be consistent with and comply with the traffic configuration of the
local road network as it exists at varying stages, during the project.
In addition to the Contract requirements, this plan must also comply with:
• The requirements of relevant authorities, including RMS, North Sydney Council, NSW
Police and State Emergency Services:
• Road Act 1993 (NSW) and all other legislative requirements;
• Certificates, licenses, consents, permits and approvals, including in respect of
working hours;
In accordance with the General Conditions of the Contract, this plan will provide:
• Detailed traffic management procedures for the site;
• Traffic control plan detailing modification to existing traffic patterns vehicular and
pedestrians. (Attached)
• Ensure the appropriate notification of relevant emergency services prior to
implementing road and pedestrian traffic modifications;
• Safety of Pedestrians, Commuters, Cyclists and personnel of both Richard Crookes
Constructions and its subcontractors;
• Impacts on residents and/or commercial enterprises on traffic routes (including
traffic movement);
• Objectives for Material delivery management & transportation to and from site;
• Roles and responsibilities of personnel and subcontractors;
• Updating of the Traffic Management plan on an as needs basis;

1.2 SCOPE OF WORK
The main element of the work in respect to traffic management is;
• Traffic Management while Construction Vehicles are entering and exiting the work
zones;
• Control of movement of vehicles carrying construction plant/equipment around the
Project and adjacent traffic corridors;
• Plan must recognize, be consistent with and comply with the traffic configuration of
the local road network as it exists at varying stages, during the project;
1.3 APPLICATION
All delivery drivers and subcontractors of Richard Crookes Constructions shall comply with
the requirements of this plan.

Issue of Plan
The Richard Crookes Constructions Manager will ensure the Approved Plan is available to all
relevant site personnel. The TMP conditions are to be made an integral part of each site
induction, which all employees must undertake prior to being given access to site.
Master Copy
The master/most current version of the plan is available upon request to PM.
Changes to the TMP
All minor changes to the TMP will be conducted by E.V.S. Group. Where major changes
impact on the general concept of the plan, these changes will require a further revision
being issued in consultation with the PM.
Distribution Policy
Controlled copy of the TMP is held by Richard Crookes Constructions. All company
employees have access to this plan through the PM. The list of holders of controlled copies
of the plan includes;

The personnel to whom these copies have been issued will be sent amendments as they

Acknowledgement of receipt
If a controlled copy of the Traffic Management Plan has been issued, acknowledgement of
its receipt is to be sent to the PM within seven days to ensure further amendments are
received.
3.0 CONDITIONS OF APPROVED RESPONSE
The checklist detailing the verification process to ensure contract requirements have been
met in this Traffic Management Plan for the Conditions of Approval listed below:

CONDITIONS OF APPROVAL WHERE ADDRESSED
Traffic Management Plan (TMP) has been prepared in consultation
with relevant Richard Crookes Constructions personnel. The TMP
must include information on the following matters relating to the
project:
a) Including the staging of construction works to minimize
traffic and pedestrian delays

safety to pedestrians at all times;

The approximate program for implementation of the work area is as follows:

5.1 Managing Cumulative Impacts
The site manager is responsible for monitoring traffic conditions. In the event that
construction traffic impacts do have a negative impact on the road network, Richard
Crookes Constructions shall liaise with NSC to solve the problem.
5.2 Work Area Assessment and Impacts
This section details the requirements for the work zones.
Miller Street is a 4 lane 2 way road consisting of 2 through lanes and 2 parking lanes. The
speed limit on Miller Street is 40Km/h and it runs in a North South direction.
McLaren Street is a 4 lane 2 way road consisting of 2 through lanes and 2 parking lanes. The
speed limit on McLaren Street is 40Km/h and it runs in an East West direction.
Construction Vehicles that are working on site must park onsite wherever possible to
minimize the impact on the existing businesses and residents. Additionally, all workers will
be encouraged to use public transport given the easy access to site.
There will be a construction zone in Miller Street operational 10.00am – 14.30pm and
16.00pm – 18.00pm on school days and 07.00am – 18.00pm outside of school times
08.00am – 13.00pm on Saturdays for the Construction stage only.
There will need to be traffic control present as per the attached TCP’s. The proposed works
will generate additional truck movements along the main access routes.
Maximum size of Trucks using McLaren Street is to be 12.5m Heavy Rigid.
All materials Plant and Spoil Bins are to be contained completely within the site boundaries.
5.3 WORK AREA – ACCESS & EGRESS FOR CONTRUCTION VEHICLES

Vehicles are to leave site by turning left onto Miller Street Southbound then turning either
right or left onto the Pacific Highway to disburse to their destination (as per VMP). Traffic
Controllers should endeavour to use natural gaps in traffic at all times to allow Trucks to
leave the site, especially during peak traffic times.
All delivery drivers are to strictly adhere to designated ingress and egress routes, specifically
avoiding all roads with load limits and height restrictions. A copy of the VMP is to be
displayed permanently on the site notice board.
Truck Volumes
Demolition and Excavation vehicle volume is expected to be approximately 2 movements
per hour (Approximately 20 vehicles per day), General Construction Vehicle Volume is
expected to be approximately 2 movements per hour (Approximately 20 vehicles per day)
and for concrete pours Vehicle Volume is expected to be approximately 8 movements per
hour (Approximately 80 vehicles per day).
Traffic Diversions
There will be no need for traffic diversions for this project.
No heavy vehicle queuing on public roads is allowed unless approved by the RMS and NSC.
The Site Manager will provide strict instruction to all drivers during toolbox meetings and
inductions.
Impact on Public Transport
No impact is expected on public transport as all construction vehicles are to Ingress and
Egress site without traffic disruptions on Miller Street.
Pedestrians/Road Closures
Pedestrians will not be required to divert on Miller Street or McLaren Street. They will be
required to stop for short periods while trucks ingress or egress the work site under traffic
controller guidance.
Traffic Control Requirements
All site access, egress and unloading zones will require traffic control in accordance with the
Roads and Traffic Authority Guideline Traffic Control at Work Sites, and Australian Standards

The main access, egress and unloading points for this work are via council or RMS roads.
Safe and simple traffic control for all road users shall be provided at all site access points in
accordance with standard requirements. (Refer to 5.2). RMS approval is not required at this
point. ROL’s will be required once site is up and running from the Traffic Management
Centre.
6.0 OTHER TMP REQUIREMENTS
6.1 Provisions for other users
TCP’s must cater for all users affected by the Project at 221 Miller Street North Sydney.
These users include, but are not limited to cyclists and emergency vehicles.
Additionally, a monthly newsletter is to be submitted to all local residents and businesses
advising of construction status and must include the site managers name and contact
details.
6.2 Hours of Operation
The hours of Operation for Demolition & Excavation will be:
Monday to Friday 07.00am – 17.00pm
Saturday, Sunday & Public Holidays No Work Permitted

1.0 Introduction This Construction Waste Management Plan forms part of the Project Management Pan for 221 Miller Street, North Sydney known as “The Miller”.
2.0 Purpose of the Plan Richard Crookes Constructions (RCC) recognises the importance of promoting building design and construction techniques which minimise waste and provides an efficient recycle procedure for all waste material.
The purpose of this plan is to outline processes for:
• Objectives and Targets; • Operational Controls; • Recording, Monitoring Corrective Action; and, • Reporting.
3.0 RCC Objectives and Targets RCC’s overall objective is to encourage and recognise management practices that minimise that amount of construction waste going to disposal.

4.0 Reporting RCC will utilise the waste contractor to segregate and recycle waste “off site” on a monthly basis the contractor will issue a detailed report identifying m3 and tonnage of the core waste streams and the amounts recycled and sent to landfill (sample report below).
RCC will be responsible for collecting monthly waste reports and issuing them to the Project Manager and Client Representative.
These reports will measure the weight of waste generated of material by classification, total weight of waste, percentage by weight recycled and percentage by weight to landfill.
5.0 Environmental Measures Environmental measures including shaker grids, sedimentation fences and catch drains will be installed in the locations identified on the project Sedimentation Control Plans, constructed in accordance with Richard Crookes Constructions Environmental Policy, Environmental Risk Matrix and the Environmental Actions and Monitoring Table, amended from time to time to meet the demands of an emerging construction programme. Environmental controls will be maintained for the duration of the works. We will also ensure that surrounding streets are maintained in a condition fit for use by sweeping as and when necessary. 6.0 Dust Control Dust control will be managed as set-out in our Environmental Actions and Monitoring Table and as summarised below.
We propose to:
• Install supply water sufficient to maintain effective control of dust. • Install a shade cloth barrier to the perimeter fence to minimise the spread of
dust off site • Reduce works/stop work during moderate to high winds. • Stockpile controls, covering and wetting down. • Stage excavation works to minimise soil disturbance. • Dust particle suppression to be fitted to all plant. • Water truck/hoses to be supplied to site to suppress dust
The demolition and excavation subcontractors will be required to provide these facilities as part of their scope of works, and maintain the dust control regime for the duration of those works. Our suppression methods will be monitored on a daily basis by our Site Team to ensure standards are maintained.
7.0 Water Diversion The works will be constructed to prevent where practicable storm water interfering with the progress of excavation and building works through implementing the water quality and conservation, erosion and sedimentation control processes set out in Environmental Actions and Monitoring Table.
Our process includes the installation of upstream swales, down stream sediment fencing, low flow earth banks, the management of stockpiles by upstream swales and downstream sediment fencing, management of trenching with pump out pits and earth banks, and protecting the storm water system at field gully and side gully inlets.
In addition to the above, we will ensure that any pumped discharge does not deposit materials in adjacent stormwater channels or drains.
These measures will be progressively implemented in line with our Environmental Actions and Monitoring Table and amended locally to suit the developing works programme.
Our site team will work closely with our subcontractors to ensure that these measures are maintained in effective working condition, noting that our environmental management procedures require our site team to perform formal daily site inspections and to expeditiously address any deficiencies identified in during those inspections.
8.0 Noise and Vibration Our team is use to working in and around client occupied facilities and to managing our works to minimise our impact on adjacent users.
Our Environmental Actions and Monitoring Table address the management of noise and vibration on-site.
No work will be performed outside the agreed hours without the prior authorisation of the Client/Superintendent and North Sydney Council. Communications on-site will be managed through hand held radios and mobile phones.
Recognising that construction activities are inherently noisy and involve the use of heavy duty excavation equipment, cranes, concrete pumps, agitators, hammer drills, explosive shot tools and the like, these works will be audible.
To minimise the impact of construction, and where able to be fitted, we will ensure that tools and plant used will incorporate proprietary suppression equipment to minimise noise.
Through these processes we aim to minimise our direct impact and assist the Client/Superintendent with user expectation management.
9.0 Cleaning Vehicles We will establish shake-down grids, rock entry approaches, and concrete wash down facilities in order to manage mud and concrete slurry on-site and control any effect on the surrounding streets.
Our excavation subcontractor will, as noted above, maintain a street sweeping capability to provide effective remedial action in the event that there is a breach of our protocols and controls.
Only clean vehicles are to enter the site. Dirty vehicles will be refused entry.
10.0 Salvage and Waste Our subcontract packages will incorporate requirements to minimise packaging, to recycle where practicable, to place general waste in separate covered waste skips/ bins, to maintain the site in a clean and tidy manner, and to avoid placing deleterious material on surrounding roads, drainage systems or other locations.
