LAW ENFORCEMENT CONSTABLE MARK HERMAN SWEARS IN SEVEN DEPUTIES On Friday, May 13th, 2016, Harris County Precinct 4 Constable Mark Herman swore in 7 deputies to the Pre- cinct 4 Constable’s Office. These new deputies will begin the department’s Field Training Program and will hit the streets of north Harris County to protect the citizens of Precinct 4. First Row (Left to Right): Deputy Milton Gomez, Deputy Erick Patino, Deputy Maria Lopez, Deputy Brandon Villa Second Row (Left to Right): Deputy Claudia Lugo , Constable Mark Herman, Deputy Gene Linder, Deputy Adan Hernandez CONSTABLES NAB THEFT SUSPECTS IN THE ACT Type of Offense: Possession of a Controlled Substance / Theft / Evading Arrest in a Motor Vehicle Penalty Class: State Jail Felony / State Jail Felony / 3rd Degree Felony Case #: HC16-73402 Date and Time: 05/07/2016 - 0538 Hours Location: 13600 Pallwood Lane Complainant: Not Released Details: On May 7th, 2016 deputies with Constable Mark Herman’s Office responded to the 13600 block of Pallwood Lane in reference to a suspicious van. While checking the area, deputies located the van and attempted to conduct a traffic stop. The driver slowed long enough for a passenger to exit the vehicle and then fled the scene leading deputies on a chase. Constable Deputies quickly detained the male that exited the van while other units pursued the fleeing vehicle. Following a short pursuit, the driver abandoned the van leaving it in gear and causing it to strike a tree. The driver then continued to flee on foot but was quickly taken into custody by the pursuing deputies. The investigation revealed that the suspects, identified as Derrick Wayne Roberson and Pedro Abel Capetillo, had several stolen items in the van. Further investigation by deputies revealed that a set of tires and rims in the rear of the van had just been stolen from a nearby residence. Suspect Roberson was also found to be in possession of 0.2 grams of cocaine. Both suspects were charged and booked into the Har- ris County jail. Roberson was charged with Possession of a Controlled Substance, Theft, and Evading Arrest in a Motor Vehicle with NO BOND set out of the 174th District Court. Iniguez with Precinct Four Constable Mark Herman’s Office conducted a traf- fic stop on a vehicle at 5700 N Sam Houston PW W. Upon making contact with the driver/defendant, Iker Carrasco, Deputy Iniguez could smell a strong odor of alcohol emitting from Carrasco’s breath. Further investigation by Deputy Iniguez revealed that Carrasco was intoxicated. Carrasco was arrested, charged with Driving While Intoxicated, and booked into the Harris County Jail. Cobas with Precinct Four Constable Mark Herman’s Office conducted a traffic stop on a vehicle at 100 N Sam Houston PW W. Upon making contact with the driver/defendant, Justin Gonzalez, Deputy Cobas could smell a strong odor of alcohol emitting from Gonzalez breath. Further investiga- tion by Deputy Cobas revealed that Gonzalez was intoxicated. Gonzalez was arrested, charged with Driving While Intoxicated, and booked into the Harris County Jail. LOCATION: 13000 Hardy Toll Road DEFENDANT: Amaya, Ricardo / Age 34 / Houston, TX / County Court 001 / Bond $ 5000 Details: On May 6th, 2016, at approximately 12:57 am Deputy S. Car- rillo with Precinct Four Constable Mark Herman’s Office responded to a call in reference to a driver traveling the wrong way in the 13000 block of the Hardy Toll Road. Upon Deputy Carrillo checking the area for the vehicle, contact with the driver/defendant, Ricardo Amaya was made. Deputy Carrillo could smell a strong odor of alcohol emitting from Amaya’s breath. Further investigation by Deputy Carrillo revealed that Amaya was intoxicated. Amaya was arrested, charged with Driving While Intoxicated, and booked into the Harris County Jail. LOCATION: 14000 Hardy Toll Road DEFENDANT: Rivera, Bricelda / Age 28 / Houston, TX / 209 District Court / Bond $ 5000 Details: On May 7th, 2016, at approximately 12:22 am Deputy A. Her- nandez with Precinct Four Constable Mark Herman’s Office initiated a traffic stop on a vehicle in the 14000 block of the Hardy Toll Rd. While attempting to stop the vehicle, the vehicle failed to stop for Deputy Her- nandez and continued a distance until the driver/defendant Bricelda Rivera stopped and was taken into custody. Rivera was arrested, charged with Felony Evading Detention, and booked into the Harris County Jail. Zatzkin with Precinct Four Constable Mark Herman’s Office responded to an in progress call located at 13600 Pallwood Ln. in reference to two suspects who were stealing tires and rims from a complainants vehicle. Upon Deputy Zatzkin arriving on scene, Defendant Pedro Capetillo was taken into custody and defendant Derrick Roberson evaded detention in a motor vehicle at which time he exited the vehicle and fled on foot where he was later taken into custody. Roberson and Capetillo were arrested, charged with Felony Evading Detention, Theft and booked into the Harris County Jail. While attempting to stop the vehicle, the vehicle failed to stop for Deputy Umanzor and con- tinued a distance until the driver/defendant Edieek Delgado stopped and was taken into custody. Delgado was arrested, charged with Felony Evading Detention, and booked into the Harris County Jail. Henson with Precinct Four Constable Mark Herman’s Office was flagged down at 19500 block of the North Freeway in reference to a disturbance. Upon making contact with the defendants, Royal Smith and Meranda Lowe, Deputy Henson could smell a strong odor of marijuana emitting from their vehicle. Further investigation by Deputy Henson revealed that Smith was in possession of 0.001 grams of Methamphetamine and body armor, while Lowe was in possession of 0.04 ounces of Marijuana. Lowe was arrested and charged with Possession of Marijuana, while Smith was arrested and charged with Possession of a Controlled Substance and Possession of Body Armor by Felon, and booked into the Harris County Jail. Her-nandez with Precinct Four Constable Mark Herman’s Office initiated a traffic stop on a vehicle in the 14000 block of the Hardy Toll Rd. While attempting to stop the vehicle, the vehicle failed to stop for Deputy Her-nandez and continued a distance until the driver/defendant Bricelda Rivera stopped and was taken into custody. Rivera was arrested, charged with Felony Evading Detention, and booked into the Harris County Jail.

Details: On May 7th, 2016, at approximately 5:38 am Deputy N. Zatzkin with Precinct Four Constable Mark Herman’s Office responded to an in progress call located at 13600 Pallwood Ln. in reference to two suspects who were stealing tires and rims from a complainants vehicle. Upon Deputy Zatzkin arriving on scene, Defendant Pedro Capetillo was taken into custody and defendant Derrick Roberson evaded detention in a motor vehicle at which time he exited the vehicle and fled on foot where he was later taken into custody. Roberson and Capetillo were arrested, charged with Felony Evading Detention, Theft and booked into the Harris County Jail.

Details: On 05/07/2016 at approximately 2:57 pm Deputy G. Henson with Precinct Four Constable Mark Herman’s Office was flagged down at 19500 block of the North Freeway in reference to a disturbance. Upon making contact with the defendants, Royal Smith and Meranda Lowe, Deputy Henson could smell a strong odor of marijuana emitting from their vehicle. Further investigation by Deputy Henson revealed that Smith was in possession of 0.001 grams of Methamphetamine and body armor, while Lowe was in possession of 0.04 ounces of Marijuana. Lowe was arrested and charged with Possession of Marijuana, while Smith was arrested and charged with Possession of a Controlled Substance and Possession of Body Armor by Felon, and booked into the Harris County Jail.

Details: On May 9th, 2016, at approximately 2:05 am Deputy F. Cobas with Precinct Four Constable Mark Herman’s Office conducted a traffic stop on a vehicle at 13100 North Freeway. Upon making contact with the driver/defendant, Augustin Valdez, Deputy Cobas could smell a strong odor of alcohol emitting from Valdez’s breath. Further investiga-tion by Deputy Cobas revealed that Valdez was intoxicated. Valdez was arrested, charged with Driving While Intoxicated, and booked into the Harris County Jail.
