UNESCO Appeals for theProtection of Timbuktu’sDocumentary HeritageUNESCO Director-General IrinaBokova voiced alarm over the safety ofTimbuktu’s invaluable cultural heritage,following reports that rebels have lootedcentres containing thousands of ancientbooks and documents that beartestimony to the city’s extraordinaryhistory. The Director-General appealedto all relevant authorities, includingMali’s warring factions, neighbouringgovernments, Interpol, customs organi-sations, the art market and collectors, tobe on the alert against any attempt totraffic items stolen from these centres.

The Director-General has contactednational authorities in countries sharingborders with Mali to remind them oftheir obligations under the provisions ofthe 1970 UNESCO Convention on theMeans of Prohibiting and Preventing theIllicit Import, Export and Transfer ofOwnership of Cultural Property. Mali

Looting and DestructionContinues in SyriaSyria’s turmoil is threatening the country’srich archaeological heritage. Some of thecountry’s most important heritage siteshave been damaged or destroyed by thecontinuing battles between regimeforces and rebels. Reports show somesites being turned into military bases,raising preservation advocates andarchaeologists’ fears of further damage.Looting of artefacts from excavationsand museums has also increased.

investigation of medieval artworks. Using near-infrared spectroscopy, a

leaf from a 15th century illuminatedmanuscript by Lorenzo Monaco wasanalyzed, producing a map of thepigment binders used by the artist. Theinsights gained through the study willbetter inform conservators on possiblestrategies and will also give arthistorians new insights into thematerials and methods used by artists.The instrument used was developed by ateam lead by John Delaney, seniorimaging scientist at the National Galleryof Art in Washington, DC.

The team discovered that the painterof this manuscript had an idiosyncraticstyle using pigment binders normallyassociated with frescoes. Thedevelopment of the technique isimportant as it will allow researchers tostudy binders and pigments from smallareas of a work of art, without the needfor destructive sampling. In addition thetechnique works with small amounts oflight, a critical factor that can otherwiselimit the study of illuminatedmanuscripts.

IIC – Croatian Group LaunchesWebsite

IIC – Croatian Group launched itswebsite in March. Two domains havebeen registered, www.iic-hrvatskagrupa.hr and www.iiccro.org.Currently, they are both in Croatian, but

the latter is hoped to offer the content inEnglish eventually.

Ksenija Škarić, president of the IIC –Croatian Group, says that the reason forlaunching the website was to offer apoint of access to relevant andpotentially interesting informationrelated to cultural heritage preservation.“The most important thing was todefine the audience,” explains MrsŠkarić. “We agreed that the website is oflocal significance and intended for theprofessional community in Croatia andother countries of this language area. Wetry to publish all information that mightinterest heritage professionals, and notjust report on the activities of the group.”

At present, the website has five majorcategories; general information aboutthe IIC – Croatian Group, as well as therecords of all meetings, can be found onthe site. Group's activities, such as thevisits to conservation studios inneighboring countries, public lecturesand other events, are presented in theform of short reports. Importantdocuments relating to conservation-restoration profession, some of whichhave been translated to Croatian, arealso available.

Many members of the IIC – CroatianGroup contributed to website's content.The website was designed by OrestŠuman, Igor Šuljić acts as theadministrator, while Ksenija Škarić editsthe content.

The Department of Conservation at the NationalAcademy of Arts in Sofia was established in 1973 andsince then its main focus is education on paintingsand wall paintings conservation. This is a five-yearundergraduate-graduate course, and after its completionstudents obtain an MA degree. The course is quitesmall, with only six to eight students accepted everyyear. Several foreign students, mainly fromneighbouring countries (Greece, Serbia, Croatia andFormer Yugoslav Republic of Macedonia) have alsobeen enrolled in it. This is the only officially accreditedcourse on conservation in Bulgaria to date. TheDepartment plans to introduce two new MAprogrammes: Conservation of Paper, Books andPhotographs and Conservation of Stone, Ceramics andMetal. The Academy has contact with the EuropeanNetwork for Conservation-Restoration Education(ENCoRE), but is not member of the Organisationyet. The Department is active on Erasmus exchangeprogramme too. The insufficient funding in the recentdecade reflected on the level of equipment andfacilities maintenance. The teaching staff put seriousefforts into compensating this problem by taking partin joined projects with other institutions.

Along with his teaching in the Academy, StefanBelishki devotes significant amount of his time tovolunteer work: he is chairman of the Association of

Conservator-Restorers in Bulgaria, President ofICOMOS-Bulgaria and member of ICOM (ICOM-CC).

Stefan believes that IIC congresses are amongst themost important professional and scientific forums. Hetook part in three of them at the Istanbul Congress in2010 presented a poster.

1 – What does the IIC membership means for youand your institution?

IIC membership is a network, it is the whole rangeof its publications, and it is a scientific forum. As anAcademic institution all of these aspects influence us,on our professional development, on the way weincrease our knowledge, on the work with students

and on the development of our programme. So for ourAcademy and for me personally, IIC is one of theinternational professional pillars we have always beenrelying on for increasing our professional standards.

Membership of IIC has a long history for ourAcademy and for our Conservation Department inparticular. Most often my colleagues refer to IIC for itspublications. In our library one can trace the issues ofStudies in Conservation back to 1970’s. They havealways been an important source for professionalinformation for our students and the teaching staff atour department. The Journal (Studies in Conservation)is a standard for reference of scientific publications inthe field of conservation.

We started taking part in IIC Congresses rather late.As far as I know the first attendance of our Academy toIIC Congress was in 2006 in Munich, where I was ableto take part thanks to a support given by the GettyGrant. Then in 2010 in Istanbul I presented a posterand hope to be able to contribute the same way inVienna, though reflecting on a very different subject.IIC Congresses are real places for networking and I’mvery happy to be able to be part of them.

With the fall of the “Iron curtain” our country facedsignificant financial difficulties and there was a risk of

discontinue our membership of IIC. With the help ofour British colleague Theo Sturge, who made personaldonations for several years, the membership of ourAcademy still continues. Now we are grateful for thechance to benefit from the Opportunities Fund, whichin my view is also of vital importance for us. I hopehowever, our Academy will be able to become morefinancially independent soon.

2 – As a recipient of the Opportunities Fund, whatare the immediate benefits for your institution?

The most visible and easily recognizable benefit isthe very fact that we can still be part of the bignetwork, of the big professional society that is IIC.One can also see the benefit of receiving IICpublications. Everybody is used to the arrival ofStudies in Conservation, where every three months wecan discover new achievements and interestingdiscussions and the email alerting us of thepublication of the new issue of News in Conservation.There is also special attention to the Congresses’proceedings. IIC recently donated to our department

many volumes of the Congress proceedings. They metimmediate interest both amongst the students and theprofessors. To some of these proceedings we haveaccess for the first time and it was really a generousgesture.

Benefits are not only access to publications; being arecipient of the Opportunities Fund is in a way astimulus for taking part in the IIC Congresses. Besides,taking part in a congress means represent a chance forcontribution to the professional society and to ourdiscipline in general. So I see it as two-way process.

3 – As you know the Opportunities Fund is madepossible thanks to donations from other IICmembers. How is your institution planning to sharesome of the benefits with the worldwide conservationcommunity?

I think one of the ways to share the benefits isthrough a more active contribution on our part to theIIC scientific program – to its publications andcongresses. On the other hand there is something notso measurable, and this is the effect of the increasedprofessionalism, shared in joined internationalprojects and other practical activities.

It is much easier to talk about sharing the benefitswith the professional community within Bulgaria.Many of the publications we keep in the Academy areopen for access to the colleagues working in othermuseums. They know that coming to our departmentthey will find the issues of Studies in Conservation e.g.I hope this way they will become more active insharing their knowledge and hopefully some of themwill become members of IIC. We recently discussedwith colleagues from the IIC Council an idea, which Ilike very much: to translate part of the summaries ofthe articles in Studies in Conservation in Bulgarian. Italked about this with some students of mine and theyreacted very positively. It will be a very good step

towards better dissemination of the professionalinformation and a step towards a more inclusive policy.

4 – We often hear of the importance of advocacy inconservation; what do you think are the best ways toconnect and share?

Advocacy in conservation is part of the newmentality of the professional conservators, who used

to stay behind the scenes quiet and invisible. Indeed,our work on the cultural heritage is supposed to beinvisible, but it doesn’t prevent us from having aproactive position in policy making with regard to theconservation of cultural heritage. There are variousinstruments to connect and share in this respect. Bigprofessional organisations like IIC, ICOMOS orICOM can express strongly their professional voice.On the international level advocacy may be expressedwith doctrinal texts, declarations, organisation of

scientific symposia etc., but to be successful I think itis important also to hear the voice of all stakeholdersin the process of conservation. Various mechanismscan be used, amongst them the use of modern media,including social networks on the Internet likeFacebook. In my observation IIC has been verysuccessful in this direction.

On the other hand local organisations, even atnational level, embracing the IIC ideas, can have animportant impact on the decision making process as

they have direct contacts with the official authoritiesin-situ.

BiographyStefan Belishki has been involved in heritage conservationsince 1983. He began work as a conservation-technician atthe National Institute for the Monuments of Culture, wheredeveloped initial practical knowledge. In 1992 hegraduated magna cum laude with his master's degree fromthe Conservation Department of the National Academy ofArt in Sofia. For the next two years he gained experience as freelancepractitioner and took part in joined projects. In 1995 Stefanstarted his full time teaching in the Department ofConservation of the Academy. His time is dedicated toworking with students, teaching both practical andtheoretical classes in paintings and wall paintingsconservation; and managing in-situ practice in wallpaintings. In the process of his professional developmentStefan was enrolled in several workshops and courses,including ICCROM course Sharing Conservation Decisions2004.

i Luxfordsubjected to wider and rapid fluctuations tounderstand the impact. However non-destructivemonitoring in real time of historic objects is also beingused to determine changes to collections caused bythe display environment. For the monitoringequipment, it is important to determine when normalchanges become damage in order to assess the impactof the display environment. If the collection hasseasonally changed, but not been damaged by thecurrent display environment, 30% RH may be thecorrect point at which to introduce additionalhumidifiers. The monitoring results from both thehistoric collection study and the laboratory testing willbe combined to recommend the most suitable displayenvironment.

To discuss what the term damage means for veneerand marquetry furniture collections, a seminar wasorganised in June 2011. This brought together a groupof conservators, curators, historians, scientists,collections managers and other heritage professionalsworking in areas related to furniture or on similarresearch. For example in figure 1, cracks within themarquetry sections can be seen along with lostsections and with the raking light the lifting areasbecome clearer. Terms like crack, loss and lift canoften be used to mean damage but in some caseslifting can just be a seasonal response to moisturechanges. The seminar used presentations, activitiesand discussion to determine the critical features thatdefine damage. These ideas have informed mydefinition of damage that will be utilised as a turningpoint marking when change becomes damage. Due to

The hygroscopic nature of wood means itcontinually responds to relative humidity (RH)fluctuations. Movement in response to moisturechanges is thought to lead to damage and is one of thereasons why a stable environment, often controlledusing air conditioning, is commonly used to displayveneer and marquetry furniture collections. Howeverwithin historic houses in the UK, air conditioning israrely found and installing it would significantly alterthe historic building fabric and its appearance. Due tothe limited environmental control possible withinhistoric houses, wide fluctuations and very low RHlevels during winter heating periods can be common.

To mitigate the risk of low RH levels in winter andprovide more stable RH levels, additional portablehumidifiers can be used. Currently at KenwoodHouse1 (the case study site) when the RH drops below30% additional humidifiers are installed withinhistoric rooms to prevent damage. However there is alack of understanding about how the furnitureresponds and whether 30% RH is the right point atwhich to do this; should it actually be 45% RH or even20% RH? The research has involved studyinglaboratory test pieces of marquetry which were

opinion, so please visit the site and have your say,including whether you agree (or not) with thedefinition. I would especially like to hear observations

and opinions on the processes that are used to decideand determine whether objects are damaged as muchas whether the definition is correct. Using thisfeedback alongside other currently ongoing work, thedamage definition will be reassessed towards the endof the research project.

BiographyNaomi Luxford is currently a post-doctoral research fellowin the UCL Centre for Sustainable Heritage, working on athree year project, ‘Change or Damage?’ Effect of Climate onDecorative Furniture Surfaces in Historic Properties, funded bythe AHRC/EPSRC Science and Heritage Programme. Sheobtained her PhD from the Textile Conservation Centre,University of Southampton, having previously completedan MA in Conservation from the RCA/V&A programme andan MSci in Chemistry from the University of Bristol.

IIC 2012 Vienna Congress –Programme and PapersIIC is delighted to present the 24thbiennial IIC Congress in Vienna,organised in partnership with theUniversity of Applied Arts Vienna(Universität für angewandte KunstWien) which will be held in the newcampus of Vienna University.

The papers and posters beingpresented in Vienna represent thebreadth of the topic that is TheDecorative: Conservation and theApplied Arts. STOP PRESSEarthquake in Italy Kills 34 People and Damages Cultural HeritageA series of earthquakes in EmiliaRomagna, a northern region of Italy,have killed at least 34 people,injured hundreds and causedserious damages to buildings inseveral towns, including importantheritage sites.

The first of many tremors, with amagnitude of 6.0 on the Richterscale, struck in the middle of thenight, about 35km (22 miles) northof the city of Bologna. Subsequentlyseveral aftershocks have continuedto hit the region causing moredamage and destruction. The laststrong episode, a magnitude 5.8quake, delivered the final blow to abattered region forcing hundreds ofpeople outside their homes andcausing the collapse, among otherbuildings, of the Church of St.Francis in Mirandola, Modena.

Harvard Art MuseumsAndrew W. Mellon Postdoctoral Fellow in Conservation Science

Duties and Responsibilities:The Straus Center for Conservation and Technical Studies is seeking a postdoctoral scientist for a 3-yearresearch fellowship in the field of conservation science. This position reports to the Senior ConservationScientist and works with scientists, conservators, conservation fellows, curators, and academic arthistorians on research projects. Utilizes a broad range of art and artists’ materials collections in theHarvard Art Museums and other institutions. Emphasis will be shared between traditional andmodern/contemporary artists’ materials and techniques. Provides analytical services to the Straus Centerconservators and research curator in the study and preservation of the collection and documents findings.Organizes workshops and symposia to engage others in examining issues related to conservation scienceresearch. Assists with instrument maintenance and repair as necessary, and in training others to use theinstruments.Required Education, Experience, and Skills:Ph.D. in chemistry/physical science combined with experimental research experience and an ability toconduct academic research required. The successful candidate will have a high level of scientificachievement and a serious interest in a career as a scientist in the museum field. Experience withmicroscopy of diverse types, image analysis, and advanced computational skills desirable. Strong oral andwritten communications skills required. Demonstrated interest in the visual arts, record of publicationand/or presentation, and knowledge of one or more foreign languages preferred.Additional Information:The Andrew W. Mellon Foundation funds this 3-year research fellowship. The Straus Center has a longhistory of multi-disciplinary collaboration among scientists, curators, and art historians. The Harvard ArtMuseums houses world-renowned art collections and important study collections of art and artists’materials. The laboratories are equipped with polarized light and reflectance/UV fluorescencemicroscopes, GC-MS, FT-IR, MALDI-TOF-MS, Raman and XRF spectrometers. Beyond the resources ofthe Center, Harvard University and other local universities and museums offer access to specializedanalytical equipment and a large scientific community.
