THE TAROKO FAMILY

The Sigma logo is the first clue, offering an insight of the way the Directors at Taroko think and the approach we take.

The founders of Taroko, realized many years ago that the project tools need to interact and work together. Therefore over the last decade we have developed a tool that integrates the common tasks that, from our wealth of individual project experience, projects need.

Document management, requirements management, asset management, failure management, punch items, hazard logs, are all related. Therefore project teams should have access to a tool that connects the unconnected - welcome to Sigma.

Taroko.org designed and built Sigma to meet the objectives of the “One tool all the Project Needs” principle. Therefore Sigma as integrated installation contains built-in functionality to manage:

1) Project requirements;

2) Project documents;

3) Project punch items;

4) Assets; and

5) Tender Evaluation.

However, in certain circumstances we find that some of our Clients require a sub-set of Sigma’s overall functionality. To meet our Client’s needs we are able to isolate functionality and create smaller standalone functional modules. The following section provides an overview of the functionality of each of Sigma’s standalone modules.

OUR PHILOSOPHY !Taroko coined the phrase “One tool all the Project’s needs” because over the years we have seen Projects deploy standalone tools that can only do one thing. Be it document control, requirements management, asset management or managing punch lists, our experience is that in real project life many things need to be connected.

10 years ago we set out to build a family of integrated tools. Today, collectively known as the the “Taroko Family”, our integrated toolset is comprised of all of the tools that modern, high-value, technically complex Projects need to demonstrate that what was built met the specifications.

Connecting apparently unrelated items, for example documents and requirements, streamlines the project’s workflow by reducing manual handling of data, eliminating multiple instances of the same information and avoids ambiguity over which is the current version. Consider the following example:

Example: A SCADA alarm point is defined by a project requirement, which lives in a document, the document status is defined by a transmittal, the SCADA alarm point is a testable item, the testable item is based on project testing requirements, the tested item is a piece of hardware, the hardware is running on a particular version of software and the software is part of the overall system configuration.

Clearly, connecting these instances through data integration facilitates transparency, the big picture view and facilitates the making of informed decisions.

But what if Dashboards could be automated? Surely, this could free-up the project team for more productive tasks. Taroko recognized this inefficiency and integrated powerful automated reporting into Sigma’s architecture.

INCISIVE DASHBOARDS !Within modern projects the “Dashboard” is as ubiquitous as an Excel spreadsheet. Dashboards communicate to management and other stakeholders project progress, current status and issues. Unfortunately Dashboards often consume many hours of manual effort to create and update in time for the daily, weekly, monthly or annual progress reports.

WORKFLOW MANAGEMENT - “MY WORKSPACE” !To achieve high productivity and to maximize their effectiveness, each member of the project team needs to understand their tasks and how their tasks relate to the workflow sequence within a particular work stream.

Taroko.org found that most EDMS tools on the market constrain task workflows to the generic and rigid workflow determined by the EDMS tool supplier. Taroko’s “My Workspace” challenges this ‘norm’. By building-in flexibility in the database architecture, Taroko’s developers NOT ONLY allows Sigma’s workflow to be customized to the project’s unique workflow BUT ALSO allows individual’s tasks, preferences and favorites to be defined and accommodated.

Should the issuing of project correspondence or documents be delayed due to a missing review or approval? The developers at Taroko.org think not.

Sigma’s “My Workspace” mines from within the database relevant document and correspondence related data points and presents these to the User for their action. Authorities can be delegated to subordinates or other Project Team members, therefore, a necessary, delegates can intervene to complete the assigned task.

AGGREGATE STATUS MANAGER !Have all pre-requisites related to major project events achieved their target status? Is it safe to proceed? Are there any major outstanding items?

Taroko’s Aggregate Status Manager is simplicity exemplified - Make a list, tick off the items, all OK, go.

Beneath this simplicity, a powerful tool resides. The power of ASM is derived from the aggregation of the databases items, whether the item is a document approval status, a successful test outcome or a snag identified in the field Taroko.org’s ASM tracks it.

Taroko’s ASM allows prerequisites to be defined in advance, listed and progressed. The aggregator function takes care of deficiencies and shortfalls in advance of deadlines, allowing accurate impact assessment and course corrections and therefore maintaining confidence in the achievement relative to the original objective.

So the next time you need to control the energization of 33kV power system, approve the first operation of a driverless train, track a major key project event or be confident that your objective will be achieved, try Taroko’s ASM. Core ASM functionality is summarized in the table below.

Recognising this trend, the developers at Taroko.org have built Sigma to meet the demands of the mobile worker. Sigma is “in the cloud” and available to all users via mobile devices, iOS, Android and laptop computers.

DOCUMENT CONTROL !For a typical 5-year, technically complex project, we have found that document submissions, including subsequent resubmissions, can reach 10,000 documents for a single contractor and over 100,000 documents across the entire project. Tracking document status is an important task for the project team. Where payment or schedule is linked to document approval status, this task becomes critical to the organization’s cash flow and achievements.

Sigma’s document control module lets project teams manage the creation, transmittal, review, approval and revision of documents.

Using Sigma’s built-in transmittal functions documents can be transmitted between the client, project team and sub-contractors. Reviews and comments can be collated, appended and returned to the originator.

Document submission and approval status is tracked in real time and generates planned versus actual “S” curves. Furthermore, Sigma’s interactive document reporting interface makes extensive use of user defined parameters and customization to automate document status reporting.

Sigma’s document control module is social. Sigma integrates with other common electronic document control tools including Aconex and EDMS. If your Client uses one of these other tools, Sigma can integrate with them to streamline your document control process.

FAULTS AND DEVIATIONS MANAGEMENT !As the project transitions to installation, testing, commissioning and beyond into the warranty support phase proactive management of faults and deviations becomes increasingly important, particularly where payments are tied to achieving reliability demonstration targets, tracking failures becomes critical.

Sigma’s FRACAS manager is a standalone functional module, that provides central recording and management of faults, deviations, RAMS, quality and warranty-related issues. A central repository removes uncertainties, for example:

1) Is the list complete?

2) Is the list up-to-date?

FRACAS contains a full suite of reporting fields suitable for RAM analysis and Reliability Demonstration.

Sigma’s security settings allow control over visibility of FRACAS items to internal and external parties.

FRACAS’ user interface follows Taroko’s “One Window, complete view” philosophy, rendering the mulit-coloured and scrolling of spreadsheets redundant.

Sigma’s FRACAS makes extensive use of automation to track, for example, the time an item is open, responsibilities, progress, images, related equipment and correspondence.

Reporting overall status, trends and individual items are features included in the core module. Other core functionality is shown in the table below.

TENDER EVALUATION !Your team is in the spotlight, you are under pressure, there are 6 sets of tender documents to review, assess, rank and an award recommendation to be made. You are facing an impossible deadline you cannot control. You cannot escape the ever-present scrutiny from procurement and other independent parties whose task is to ensure objectivity is upheld and that information remains confidential.

It was scenarios like this that led us to develop TEVA. A tool that expedites tender evaluation through capturing the tender responses at the outset, providing equality and objectivity to all bidders, keeping information confidential whilst easing the evaluator’s role.

TEVA is a computer-based Tender Evaluation tool that upon on log-in automatically directs the evaluators to the areas assigned to them, presents them with the assessment criteria and provides instant electronic access to the tenderer’s tender documents. TEVA automatically enforces the agreed scoring regime, computes the scores awarded in real-time while comparing individual assessor’s scores to detect outliers.

Proven in use, TEVA was implemented by the PMC (Parsons/Aecom) for the evaluation of the Etihad Rail Stage 2 systems bids valued at 400m US$. TEVA was a great success and was estimated to be at least 3-times faster compared to traditional manual evaluation methods with improved accuracy and accountability.

SIGMA BY THE NUMBERS !The number of items under Sigma’s management, Documents, Requirements, Test Items, Punch Items, Hazards and PDLs etc. is growing, the following charts represent a ‘snapshot’ of items currently under management across our installed base.

Document Revisions - How Many Revisions before Client Approval? !SIGMA automatically ‘mines’ the information under management. This makes it possible to identify trends, status, metrics that, would be otherwise impossible through manual means. For example, determining the average number of document revisions before documents are approved. Understanding metrics like this can help Project Managers and Engineers determine productivity, schedule variance and subsequent resourcing needs.

Taroko provides ability for your database administrator to:

TAIWAN HIGH SPEED RAILTaiwan High Speed Rail is the World’s largest build-operate-transfer project that uses Japanese Shinkansen technology.

The 346km route along Taiwan’s western corridor features 8 stations and provision for an additional 5 future stations.

Service commenced in 2007 and work began in 2013 to construct and implement the additional 5 stations and an extension of the line to Nang Gang.

Taroko’s Sigma database and integrated tool set has supported the project from the outset and is our genesis.

TAIWAN TTYMRT Taiwan Taoyuan Airport Access MRT (TTYMRT) project links Taipei city centre with the international airport located in Taoyuan.

The 51.2km alignment includes 22 stations and 2 depots. The alignment features viaduct, above ground and tunnel segments.

Taroko’s Sigma software was introduced initially to manage incoming and outgoing correspondence between the main contractor Marubeni their client and each of their sub-contractors. This initial functionality continued to increase as needs arose to integrate FRACAS, status aggregation and requirements management.

VANCOUVER CANADA LINEThe Canada Line is a fully automated rapid transit line located in Metro Vancover. Opened in 2009, the Canada line is Vancouver’s third rapid transit line.

The 16.2km alignment and its 16 stations connects Vancouver to Richmond and features segments of cut-and-cover, viaduct, tunnel.

The systems contractor, Invensys implemented Sigma Software to manage the project requirements, documents, track failures using Sigma’s integrated FRACAS functionality and asset management.

ETIHAD RAIL PROJECT STAGE 1Stage 1 of the Etihad Rail Project will provide rail transportation of sulphur from gas facilities at Habshan and Sha to the coastal processing centre at Ruwais.

The project involves the construction of the alignment, processing/handling facilities and equipping the freight locomotives and alignment with ETCS, level 2 train control technology.

Parsons/Aecom were appointed as the Project Management Consultant and implemented Sigma Software initially to manage and assess project requirements. From this initial task, Sigma’s functionality increased to manage the project documentation though integration with EDMS and project status aggregation.

KLANG VALLEY MRT Client: MMC GamudaValue: US$ 1 Billion!Services:The KVMRT Systems Engineering department is using Taroko’s Sigma software to assess project requirements managed in DOORs and to define pre-requisites for certifying commencement of system-wide project events.!Requirements managed in DOORS are exported in Excel format and imported to Sigma. Sigma software is used to assess the integrity of the requirements management activities. Assessment results have highlighted deficiencies in traceability, requirements decomposition, attribute assignment, verification and validation that would otherwise have been difficult to systematically detect. !Sigma software has been integrated with the Project’s Document Management System (EDMS) to track the achievement of pre-requisites. Under this configuration, Sigma relates document approval and revision status maintained in EDMS to the achievement of the pre-requisites managed in Sigma. Sigma software is being used to control critical events including for example, energization of traction power system and dynamic testing of Rolling Stock.

KLANG VALLEY MRTMMC/Gamuda were appointed as the Project Delivery partner for the Klang Valley project.

The 51km alignment, featuring 31 stations, 2 depots and 58 driverless trains comprises a combination of elevated viaduct and tunnel segments. The line runs Northwest to Southeast through Kuala Lumpur city centre connecting residents within the Klang Valley.

14 systems contractors are employed to design, install, test and commission the systems. To assist with managing 14 systems contractors, Sigma software is being used to assess project requirements, track document submissions though integration with EDMS and manage safety critical project events such as energization.

STAGECOACH SOUTHWEST TRAINS FRANCHISE BID Client: Stagecoach/Stanway Consulting LimitedValue: US$ 1.2 Billion!Services:As part of their bid to secure the renewal of the Southwest Trains franchise, Stagecoach are procuring a Staff & Crew System (SAC) and an Incident Management (IM) System. Both systems integrate with existing operationally critical sub-subsystems. The SAC system is responsible for managing staff and crews and diagramming of rolling stock. The IM system coordinates and manages Stagecoach’s response to incidents. The successful procurement and integration of these systems is a key facet of their franchise bid.!Taroko are providing Systems Engineering expertise coupled with Taoko’s Sigma document control and requirements management modules to create the Systems Requirements Specifications for the SAC and an IM Systems and drive the preparation of the associated system Functional Block Diagrams (FBDs).!Client specification documents are imported into SIGMA and decomposed to create SMART (Specific, Measurable, Achievable, Realistic and Testable) Requirements. The decomposed requirements are parsed creating virtual SRS documents. During the parsing process, SIGMA establishes and maintains the links to the parent documents, allows attributes to be assigned to individual requirements and provides individual verification of each of the derived child requirements. Requirements under management in Sigma are used to create the Level 1 and 2 FBDs that define the systems’ boundaries, interfaces and software sub modules. !Performed entirely within Sigma, the process is ‘paper free’, hard copy documents need only to be generated for submittal purposes.!Outputs include an SRS for each system, Verification Compliance Report, Traceability Report and a Technical Gap Analysis Report.!The process complies with the intent of the EN50126 and EN50128 standards.

SOUTHWEST TRAINS OPERATION FRANCHISE BIDStagecoach are the current operating franchisee of the South West Trains network in the UK. Stagecoach are preparing a bid to continue for a further 7 years as the operator when their current franchise agreement expires in 2016.

Working with Stanway Consulting Limited, Taroko are using SIGMA to manage the requirements for the Staff & Crew and Incident Management Systems and create the System Requirements Specifications that will be used to procure the systems and manage the requirements post tender award
