The EU-strategy for a Digital Single Market (DSM) proposes measures to seize opportunities and challenges from the transformational changes that internet and digital technologies are creating across all sectors of the European economy and society. It aims at providing better access for consumers and businesses to online goods and services, creating the right conditions for digital networks and services, and maximising the growth potential of the European Digital Economy.

Since its launch in 2013, the Connecting Europe Facility (CEF) has been a key funding instrument supporting the development of high performing, sustainable and efficiently interconnected trans-European networks in the areas of transport, energy and telecommunications. To ensure timely deployment and development of the necessary infrastructure and services to establish a DSM, in 2014 the EU adopted a Regulation on guidelines for trans-European networks in the area of telecommunications infrastructure (the Guidelines). In 2017 the Regulation was amended1 to include the Wifi4EU initiative to promote internet connectivity in local communities.

In the area of telecommunications, the deployment of Digital Service Infrastructures (DSIs) supports the development and smooth functioning of the DSM by facilitating delivery of trans-European digital services for citizens, business and/or governments, and supporting the vision of public services being not only digital by default but also cross-border.

building block DsIs (such as eDelivery, eTranslation, eIdentification, eSignature or eInvoicing) provide basic functionality and can be reused, including by sector-specific DSIs, to facilitate the delivery of cross-border interoperable digital public services. Sector-specific DSIs, providing trans-European interoperable online services for citizens, businesses and public administrations, include for example Europeana (in the domain of cultural heritage), eHealth and eJustice. The main focus is on providing services which are ready to be deployed. The vision is that by 2020, CEF Telecom will be delivering concrete benefits to citizens, businesses and administrations across the EU via mutually reinforcing and complementary digital infrastructures, including supercomputers and broadband networks, making the DSM more effective, and contributing to economic growth.

CEF Telecom has already had a significant impact in multiple policy areas. The Commission2 has highlighted the role of CEF in supporting the transition towards interoperable and standardised eHealth solutions; and in the preparation of the European Data Infrastructure to put in place a High Perfomance Computing (HPC) environment for data-related service and activities, which is promoted under the Public Open Data DSI. In the Tallinn Declaration3 on eGovernment of October 2017, EU Member States recognised the importance of CEF Telecom for modernising public administrations and committed to re-using CEF Infrastructure – in particular eID, eSignature, eDelivery, eProcurement and eInvoicing – and promoting their use in more domains.

Of the €1.06 billion budget earmarked for trans-European networks in the telecommunications sector for 2014-2020, over €704 million are dedicated to DSIs. These include the ‘Core service Platforms’ (CSP) – central hubs enabling trans-European connectivity and implemented by the European Commission – and ‘Generic services’ – linking national infrastructures to the CSP, using grants through calls for proposals as a financial incentive.

Since 2014, the Innovation and Networks Executive Agency (INEA) has been implementing the CEF Programme via grants. For CEF Telecom, this includes managing calls for proposals and external evaluations for generic services, and the subsequent technical and financial follow up of the selected actions with the beneficiaries. Forty six calls for proposals from five CEF Telecom Annual Work Programmes (WP2014-2018) have been published so far, making available a budget of nearly 300M€.

The current portfolio of 390 actions covers fifteen different DSIs receiving EU funding of €230 million4. This brochure presents an overview of the actions co-funded to date5, including the status of each specific DsI.

A further €58 million is available to support actions to be selected under the remaining calls from the 2018 Work Programme. For the final two years of the CEF Telecom programme (2019-2020), over €100 million are estimated to fund calls for both existing and new DSI generic services. In addition, with a total budget of €120 million, the WiFi4EU initiative will reinforce local wireless Internet connectivity in local communities across the EU, thereby complementing the connectivity underpinning the public services provided in those communities. A first call for proposals was launched in November 2018 for a total budget of €42 million amounting to 2,800 vouchers.

We are committed to ensuring that CEF continues providing the necessary stimulus to all the Digital Infrastructures that Europe needs to live up the Digital Single Market.

The CEF eID building block helps public administrations and private online service providers to easily extend the use of their online services to citizens from other EU Member States The CEF eSignature building block supports the use of electronic signatures across EU Member States by helping public administrations and businesses to accelerate the creation and verification of electronic signatures.

The eID and eSignature building blocks are underpinned by the eIDAS Regulation 910/2014, which provides for the mutual recognition of eID schemes and interoperability of eSignatures across Europe.

CEF grants support the Member States in the roll-out of the eIDAS Network (so called eIDAS nodes) and connection of online services (provided by public and private sectors) to this network, making these services accessible across borders.

Under CEF grants, 21 Member States have been setting up and/or operating their eIDAS nodes, with 10 Member State authorities connecting public online services to those nodes. Further connections with the eIDAS Network have also been established by the private providers representing for example banking, cloud platforms and postal operators. Moreover, student mobility is supported by putting in place solutions that enable students to identify in a trusted manner across borders. Finally, CEF grants enable attributes, mandates and authorities to be associated with electronic identities for cross-border use through the eIDAS nodes and deploy eSignature solutions.

53 agreements have been signed for eIdentification & eSignature building blocks under the annual calls1 from 2014 to 2018. A total of €28.3 million

of CEF Telecom funding has been earmarked for 23 Member States and two EEA Countries, corresponding to a total cost of €30.7 million2.

This Action aims at promoting the interoperable use of and uptake of CEF eID in the Higher Education sector and facilitating the technical intero-perability between eIDAS and eduGAIN (service interconnecting research and education identity federations).

It will enable cross-border electronic identification and authentication in Higher Education Institutions from Spain, Norway, and Greece through the eIDAS network, as well as the exchange of simple domain-specific attri-butes in compliance with the eIDAS framework, and beyond the minimal eIDAS attributes set. Specifically, it will connect the IT infrastructure of the partner universities to the local eIDAS nodes and demonstrate the benefits of the eIDAS enabled eID in the academic sector, by enabling the secure exchange of academic information between academic institutions participating in the Erasmus+ Programme. To achieve this, the Action will implement an education sector-specific Hub to minimize the integration cost with eIDAS.

Through these two Actions, 90 municipalities have been connected to the Dutch eIDAS node. This opens up more than 200 public services provided by those municipalities to cross-border authentication in line with the eIDAS Regulation. These connections were established by Connectis, which is one of the Identity Brokers of the Dutch Electronic Access Services Framework (EAS) with the support of the municipalities’ portal suppliers.

The Actions also prepared the software, infrastructure and documentation required to connect public service providers. Extensive support was provided to the municipalities to connect, maintain and if necessary upgrade the connections. Finally, both Actions had a strong focus on communication, in order to raise awareness regarding the cross-border electronic identification, as well to accelerate the usage of eID among private and public service providers.

The CEF eDelivery building block supports public administrations to exchange electronic data and documents with other public administrations, businesses and citizens, in an interoperable, secure, reliable and trusted way. This is done by creating a secure channel for the transmission of documents and data across EU borders and sectors, over the internet or via a private network, providing evidence relating to the handling of the transmitted data as well as protecting it against the risk of loss, theft, damage or any unauthorised alterations.

eDelivery prescribes technical specifications that can be used in any EU or national policy domain (Justice, Procu-rement, Consumer Protection, etc.). As a result, organisations that have developed their IT systems independently from each other can start to securely communicate with one another once they have connected to an eDelivery node.

Both eDelivery and the AS4 profile of eDelivery are available free of charge, and CEF funding and support servi-ces are in place to facilitate the deployment of necessary software solutions.

eDelivery is also already being used in other DSIs including the Business Registers Interconnection System (BRIS), the Online Dispute Resolution (ODR) platform, the Electronic Exchange of Social Security Information (EESSI) project and the eJustice Portal.

Multiple Access to eDElivery (MADE) - 2016-EU-IA-0063

The main objective of the Action is to use the eDelivery DSI (Digital Service Infrastructure) for data exchange among both private and public entities by implementing six new eDelivery Access Points in Denmark, Iceland, Netherlands, Norway and Spain. The private entities of the MADE consortium specialized in Integration Brokerage (EDICOM, BIZbrains, Officient, Aksesspunkt Norge, eConnect and Unimaze) will introduce the AS4 eDelivery profile in their solutions to make their electronic registered delivery services ‘qualified’, in compliance with the requirements set in the eIDAS Regulation1.

This will allow thousands of European companies to use eDelivery services offered by the members of the consortium and will enable, for example, the automatic exchange of orders, invoices, customer information, product information and business data. Furthermore, the companies will have access to the cross-border exchange of electronic documents in an interoperable, secure, reliable and trusted way, in line with the eIDAS regulation.

eDeliveryLT - 2016-LT-IA-0080

The Action aims at setting up an eDeliveryLT Access Point with Service Metadata Publisher (SMP) within OpenPEPPOL which will be capable of sending and receiving messages both for incoming and outgoing e-documents to and from Lithuania.

The main focus is on the exchange of electronic documents across borders for logistical purposes such as e-invoices, despatch e-notes, e-bills, issued by companies that provide transportation, logistical services or wholesale/ retail/ pharmaceutical companies dealing with the delivering a large number of goods across the EU.

The compliance with the requirements set in the eIDAS Regulation1 will ensure the legal certainty and provide specific legal effect to the cross-border transmission of e-documents.

of approximately €22.6 million of CEF Telecom funding has been earmarked for 24 Member States and two EEA

Countries, corresponding to a total cost of €30.1 million.

The CEF eInvoicing building block serves to support public administrations in complying with the EU eInvoicing Directive 2014/55/EU (in particular the EN – new European standard on electronic invoicing). It promotes the uptake and use of eInvoicing solutions by public authorities and helps public authorities, service and solution providers to adapt their services to support the new EN. Following the adoption of the EN by the European Committee of Standardization (CEN), the standard was published by the European Commission on 17 October 2017 in the Official Journal of the European Union.

The actions funded further to the 2015 - 2017 eInvoicing calls include the uptake of eInvoicing tools compliant with the European standard by the public authorities (on a central and local level), the upgrade of the existing solution (public and well as private) to ensure compliance with the European standard, work on aligning the national standards with the European standard, integration of eInvoicing solution providers with the public authorities, suppliers on-boarding, interoperability testing as well as deployment of eDelivery for the purpose of document delivery.

eIGOR - eInvoicing GO Regional

Two actions have been supporting the Italian implementation of the eInvoicing Directive 2014/55/EU. The national eInvoicing exchange system (SDI) has been upgraded to ensure that Italian public sector is able to receive EN compliant eInvoices. This was achieved by integrating the Invoice Mapper Framework (eInvoice converter) in the SDI, allowing the economic operators to choose an eInvoice syntax and any delivery channel available in the SDI for exchanging EN compliant eInvoices.

Moreover, the e-invoicing tools of Unioncamere and platforms of Intercent-ER (service provider of e-procurement service for public sector) and Infocert’s (key player in the e-invoicing and trust services) were upgraded for EN support, and specific services targeting SMEs are being put in place to facilitate and promote the use of the EN.

Alignment to the EN of the FatturaPA XML as well as the consolidation of the Italian Core Invoice Usage Specifications (CIUS) of the EN is also being carried out. Finally, the eDelivery DSI will be deployed for the exchange of electronic invoices.

This Action supported 4 service providers (from Estonia and Finland) in implementation of the EN into their existing e-invoicing solutions and integrating eDelivery services with the use of PEPPOL for secure standardized cross-border document exchange. The beneficiaries prepared and implemented domestic message format bindings to the EN, as well as conversion between these domestic formats with PEPPOL Bis v3. As regards eDelivery, two service providers (Eesti Post and Telema) deployed PEPPOL Access Points and integrated a Service Metadata Publisher (SMP) by synchronizing the SMP used by Tieto Finland.

In addition, the Action connected the service providers to the Estonian X-road data exchange layer to establish trans-European connectivity and interoperability between the OpenPeppol and Estonian X-Road. This will ensure that service providers can serve trading partners using OpenPEPPOL eDelivery Network to connect Estonian Public sector organizations accessible only via X-Road.

The CEF Automated Translation building block helps European and national public administrations exchange information across language barriers in the EU, by providing machine translation capabilities (eTranslation) that will enable all Digital Service Infrastructures to be multilingual. eTranslation guarantees confidentiality and security of all translated data and builds on the machine translation service of the European Commission (MT@EC) by scaling up the existing infrastructure in order to build a platform that is more flexible and scalable and that offers custom solutions to different online services.

The actions funded under the 2016 and 2017 calls mainly focus on two types of projects: 1) Language resource projects that stimulate language provision to CEF Automated Translation ia the sharing of language resources by translation centers and public institutions in specific sectors;2) Integration projects focus on integration/extending CEF Automated Translation into multilingual, (cross border) digital services, developing a scalable and secure platform that integrates, uses and extends the eTranslation platform with MT services provided by commercial providers.

CEF Automated Translation for the EU Council Presidency -2016-EU-IA-0121

The Action aims to enable multilingual communication at the Presidency of the Council of the EU by integrating the CEF Automated Translation platform into a Translation Toolkit provided to the hosting countries of the EU Presidency in 2017-2018 and beyond.

The EU Presidency Translation Toolkit will feature a set of translation tools for enabling the use of the CEF AT platform in various digital environments. To extend the use of CEF AT to additional domains and usage scenarios, the Action will also develop highly customized Machine Translation (MT) engines for the EU Council Presidency and the official languages of the hosting countries in 2017-2018 (Estonia, Bulgaria and Austria). The Action will also create highly customized MT engines in the domains of selected sector-specific DSIs, such as Cybersecurity and eHealth.

The Action aims to integrate CEF Automatic Translation into multilingual digital cross-border services. In doing so, it will contribute to (1) improving the quality and reliability of MT output, (2) an increased uptake of CEF eTranslation at EU and national level, (3) a paradigm shift towards user-central instead of service-central MT.

The Action will create a reference implementation for the automated translation of standards and e-Business/e-Land register information in Belgium and Estonia. Moreover, MICE will provide a software platform for public services to use CEF eTranslation and customize it to their needs. The software will be made available as an Open Source package. Finally, Post-Editing connectivity will be provided so users can hook up the platform to the editing environment of their choice.

The Business registers Interconnection System (BrIS), is an information system interconnecting the central, commercial and companies registers (business registers) of all Member States through the European Central Platform (ECP).

The interconnection includes the e-Justice portal, which serves as the European electronic access point providing transparent and up-to-date information on EU companies to the wider public, thereby enhancing confidence in the single market. Moreover, it enables EU business registers to communicate with each other in a safe, secure and rapid manner and to exchange data regarding cross-border mergers and branches located in other EU Member States. As a result, the administrative burden on public organisations and EU companies will be minimized substantially.

The calls under BRIS have evolved from targeting interconnectivity to the maintenance and update of the interconnection achieved in previous actions.

Integration of the Norwegian Business Register to BRIS- 2016-NO-IA-0003The Action aims to incorporate the Norwegian Register of Business Enterprises to the Business Registers Interconnection System (BRIS), an information system that interconnects the business registers of all Member States and Norway through the European Central Platform (ECP).

The organisational and technical aspects of the integration are managed by the regulations and specifications governing BRIS. The interconnection ensures the connection to the e-Justice portal which provides transparent and up-to-date information on EU and Norwegian companies.

As a result, the EU business and Norwegian registers can communicate with each other in a secure and rapid manner and exchange the data on cross-border mergers and branches, minimising administrative burden on public organisations and risks for EU companies.

Business Registers Interconnection System (BRIS) ITALY - 2016-IT-IA-0007

The Action aims to integrate the Italian Business Register to the Business Registers Interconnection System (BRIS), an information system that interconnects the business registers of all Member States and Italy through the European Central Platform (ECP).

The organisational and technical aspects of the integration are managed by the regulations and specifications governing BRIS. The interconnection ensures the connection to the e-Justice portal which provides transparent and up-to-date information on EU and Italian companies.

As a result, European citizens, businesses and market operators are provided with free access to information on 1.2 million Italian limited liability and shareholding companies through a back-office notification system established between Business Registers in the EU and the EEA. Similar information on European companies will be available for Italian citizens and businesses.

The Cybersecurity Digital Service Infrastructure (DSI) is underpinned by the European Union approach to Cybersecurity. The DSI contributes to the EU preparedness to deal with cyber threats, in line with the 2017 Joint Communication on building strong cybersecurity for the EU (JOIN(2017) 450 final), by supporting the implementation of the Directive on security of network and information systems (NIS Directive, 2016/1148).

The Directive provides legal measures to boost the overall level of cybersecurity in the EU, encompassing the need for well-resourced Member State computer security incident response teams (CSIRTs) and swift and effective operational cooperation between them.

CSIRTs have received funding to create, maintain or expand national capacities to run cybersecurity services and to co-operate across borders. Their operational cooperation is facilitated by interacting with the core service platform co-operation mechanism of the cybersecurity DSI, MeliCERTes, which supports information sharing and maturity development for CSIRTs. MeliCERTes provides CSIRTs under the NIS Directive with a common baseline set of tools so as to facilitate a shared understanding of artefacts, threats and incidents, provide secure communications and enhance data exchange between them.

In the future, the cybersecurity DSI will also expand to other areas, particularly for improving capabilities to other NIS Directive stakeholders.

The analysis of cyber threats relies, among others, on information sharing communities - groups of organizations that exchange threat indicators and intelligence.The Action develops further capabilities of the information sharing platform MISP - Threat Intelligence Platform (formerly known as “Malware Information Sharing Platform”).

The Action reinforces the existing platform by improving interoperability with other information sharing infrastructures and common practices. Development of training and support materials for its users are also supported. The Action directly benefits European Computer Security Incident Response Teams (CSIRTs), both from the public and private sectors, as its results are available openly and free of charge. Furthermore, related software and toolsets are being integrated in MeliCERTes, the core service platform of the cybersecurity DSI, which supports broader information sharing and cooperation.

CyberExchange - 2017-EU-IA-0118

The scale and cross-border nature of cyber threats make cooperation among Member States essential for a reliable and safe cyber ecosystem. This Action brings together 10 Member States: Austria, Croatia, the Czech Republic, Greece, Latvia, Luxembourg, Malta, Poland, Romania and Slovakia. Financial support is provided to strengthen the know-how and the capabilities of their national and government CSIRTs/CERTs, as well as their cross- border cooperation.

The Action includes exchange of staff, sharing of information regarding the use of specific tools, and of experiences on awareness raising activities. Furthermore, the Action will help the CSIRTs involved to develop common capabilities to face cybersecurity challenges as a single European team: they will participate in an exercise where they will solve together a cybersecurity incident, e.g. a large scale cyber-attack. To do so, they will share procedures for incident handling and exchange information across-borders, also leveraging on MeliCERTes as the information exchange platform.

Electronic Exchange of Social Security Information (EESSI) is a digital service infrastructure (DSI) which improves cross-border communication between the social security institutions across the EU, as required by the EU rules on social security coordination.

The EESSI electronic communication (Core) platform allows national social security administrations to benefit from a secure, efficient, accurate and standardised data exchange in cross-border social security coordination cases. The exchanged information covers all branches of social security. An enhanced and more effective communication process will reduce administrative burden and the duration of case handling. Moreover, EU residents living, working or travelling in another EU country will benefit from a strengthened protection of their social security rights through a faster management of their applications and faster calculation and payment of their benefits.

Actions supported under the 2016 and 2017 calls aim to facilitate the connection of national systems to the EESSI platform to ensure interoperability and communication as well as the business implementation of the EESSI project.

Generic Services for implementation of the EESSI platform in Denmark - 2016-DK-IA-0025The electronic exchange of social security information (EESSI) is a key element in establishing a closer and more effective cross-border communication and cooperation between social security institutions. The EESSI electronic communication (Core) platform supports transition from paper to digital communication and diminishes the duration of parallel procedures with both paper and electronic exchange.

In this context the Action ensures fast and secure connection of Danish social security institutions, either through the Reference Implementation of a National Application (RINA) or local case handling systems, to the National Access Point (AP) in a centrally developed and managed EESSI infrastructure.

To achieve the connection to the EESSI platform this Action includes the following activities:- acquisition of hardware and infrastructure licenses; - installation and configuration of the EESSI Access Point;- distribution, installation and configuration of RINA;- development and deployment of National Gateway to allow connection to the national AP.

Connecting Austria to EESSI - 2016-AT-IA-0002

The objective of the Action is to facilitate an efficient transition to electronic exchange of social security information. In line with the EESSI-compliant architecture in Austria the scope of the Action comprises:

The CEF eHealth Digital Service Infrastructure (eHDSI) facilitates the movement of health data across national borders, thus ensuring the continuity of care and the safety of citizens seeking healthcare outside their home country.

The actions supported by the eHDSI aim at setting up the necessary Member State infrastructure for such a data exchange. They also support infrastructure enabling sustainable patient access to highly specialized care.

The objective of the 37 eP/PS actions funded- was the set-up and operation of National Contact Points for eHealth (NCPeH) for the exchange of health data and the provision of cross-border ePrescription/eDispensation and Patient Summary services. Several NCPeHs were successfully set up and the first Member States are expected to start exchanging health data by mid-2019.

The 2017 CEF Telecom eHealth call extended the financial support to the European Reference Networks (ERNs), with the objective of connecting designated healthcare providers and centres of expertise in different Member States in the area of rare, low prevalence and complex disease and conditions.

Cross-border ePrescription/eDispensation and Patient Summary services Cross-border ePrescriptions/eDispensations (eP) service will allow a patient being abroad to receive the equivalent medication that he would receive in his home country.

The Patient Summary (PS) services will provide a health professional with access to the verified key health data of a patient needing unplanned cross-border healthcare.

The objective of PS and eP actions funded under the 2015 and 2017 eHealth calls is to support Member States in establishing the National Contact Points for eHealth (NCPeH). This is the necessary IT component, based on the so-called OpenNCP software, for being part of the secure peer-to-peer network allowing the exchange of patient’s data for the purpose of PS and eP services. The Core Service Platform for eP and PS provides the maintenance, evolution, operation, change management of OpenNCP software and supports Member States in the implementation of the NCPeH.

European Reference Networks

European Reference Networks (ERNs) are virtual networks bringing together healthcare providers and centres of expertise across Europe to tackle complex or rare medical conditions that require specialised treatment and a concentration of knowledge and resources. In 2017, over 900 highly-specialised medical teams joined forces within 24 ERNs1.

The goal of the 24 ERN actions funded under the 2017 eHealth CEF call is to ensure adequate and efficient use of the ERN Core Services, i.e. the Clinical Patient Management System (CPMS) and ERN Collaborative Platform (CP), by the members of the ERNs. While the CP supports users in their administrative and collaboration tasks, the CPMS focuses on the actual diagnosis and treatment for patients by providing tools for cooperation and virtual consultations. In addition, the CPMS will be an important element for supporting European clinical research.

The CEF eProcurement Digital Service Infrastructure (DSI) -supports Member States to implement electronic procurement by simplifying public procurement procedures and fostering cross-border interoperability.

The 2015, 2016 and 2017 CEF Telecom eProcurement calls have been supporting 1) the integration of the eCertis mapping tool into national eTendering solutions to facilitate the submission of cross-border bids by economic operators, 2) the implementation of a “customised” European Single Procurement Document (ESPD) into existing software solutions to enable bidders to self-certify in tender procedures, and 3) the implementation of the eTendering interface to enable private companies and contracting authorities to make their eProcurement systems interoperable.

Actions funded have a common goal of contributing to reducing bureaucracy, improving efficiency and increasing transparency in public procurement. Moreover, they are intended to ultimately contribute to the achievement of the Once-Only Principle and of the Digital Single Market.

Creation of a French ESPD service - 2017-FR-IA-0089

The Action will implement a “customised” European Single Procurement Document (ESPD), based on the ESPD-Data Exchange Model (ESPD-EDM) version 1, and integrate the eCertis mapping tool service into a national API service available to tendering platform/eProcurement solution publishers free of charge. This API service will build ESPDs if needed by the eProcurement solutions, will manage ESPDs sent by such solutions and will send eCertis notifications.

The Action will result in the ESPD and eCertis services integration in several eTendering/eProcurement solutions, such as Chorus Pro.

By implementing an ESPD service in France, Contracting Authorities will be able to generate specific ESPD forms for their tender procedures and publish them together with the contract notices. Tenderers will be able to respond directly to ESPD forms on eTendering platforms/eProcurement solutions in a partially automated way.

The objective of the Action was to integrate the European Single Procurement Document (ESPD), based on the ESPD Exchange Data Model version 1 into the Finnish eTendering system and further enhance this service by automating the checking of existence of exclusion grounds and the fulfilment of selection criteria from national databases. The integration with the eCertis was also foreseen.

Integrating the ESPD service within the Finnish eTendering system made it easier for both suppliers and Contracting Authorities to use its features that enable filling in the correct fields as a relied-upon entity and compiling the ESPDs when the tender is submitted as a group of companies with relied-upon entities and subcontractors. The integration with eCertis enables Contracting Authorities to request the correct attestations from suppliers not registered in Finland and to verify that the provided attestations are authentic.

The European e-Justice Portal is conceived as an electronic one-stop-shop in the area of justice. The objective is to create a European judicial area by leveraging ICT to facilitate access to justice and enable electronic cross-border judicial proceedings and judicial cooperation. The e-Justice Portal aims to encourage interconnectivity (development, deployment, testing and operation) of generic services in EU Member States to allow the modules of the portal to serve a greater audience and thus better fulfil their public function. The modules supported are varied and include: Interconnection of national Insolvency Registers, Find a lawyer / Find a notary, the European Case Law Identifier (ECLI), access to e-CODEX, the European Court Database, e-Evidence Digital Exchange System and Integration of electronic multilingual standard forms into national e-Government systems.

The Action supports Member States in connecting to the European e-Justice Portal in order to receive claims in the context of the European Order for Payment (EPO) and European Small Claims (ESC) civil procedures. The six Member States (Austria, Germany, Greece, Netherlands, Poland, Portugal) taking part in the Action will use the solutions developed by e-CODEX, namely the e-Delivery platform, and will proceed with developing compliant mappings with the e-CODEX eXtensible Markup Language Schema Definition (XSDs).

The Action will result in a greater number of interconnected European countries, able to both receive and send online civil claims in a secure and reliable manner and thus enhance the capacity of courts to receive electronic submissions of claims from citizens, business and legal practitioners across the EU. As a result, it will contribute to the further development of the European e-Justice portal to become the one-stop-shop for all judicial information.

e-CODEX PLUS - 2016-EU-IA-0068

IRI for Europe - 2016-EU-IA-0074The Action supports five Member States (Germany, Italy, Romania, Croatia and France) in connecting to the European e-Justice Portal in order to improve the information provided from the insolvency registers to the relevant debtors, creditors and courts involved in insolvency proceedings. The interconnection of the national insolvency registers via the European e-Justice Portal will prevent the opening of parallel insolvency proceedings, and facilitate access to that information for the relevant stakeholders domiciled or located in other Member States.

The Action will contribute to the creation of a single point of access to all insolvency information of the European Union and it will contribute to the further development of the European e-Justice portal to become the one-stop-shop for all judicial information.

Europeana is Europe’s digital platform for cultural heritage that provides access to over 53 million cultural heritage items from the collections of over 3,700 libraries, archives, museums, galleries and audio-visual collections across Europe.

Three calls for proposals for Europeana generic services have taken place so far. Under the 2016 call the goal was to showcase cultural treasures, tell and illustrate gripping stories on the Europeana platform and take visitors on a curated journey through Europe’s cultural heritage. The 2017 call had two goals a) to provide tools for end users to highlight, share or enrich material in Europeana, and b) to produce concrete examples of re-use of the material in other sectors, such as in research, education, creative industries or tourism. Lastly, the 2018 call aimed at supporting cultural institutions and others to increase the amount of content and metadata that is of high quality and suitable for reuse, as well as to increase awareness and usage of Europeana.

Migration in the Arts and Sciences - 2016-EU-IA-0101

The Action aims at creating a Europeana thematic collection about migration to, from and within Europe and about the impact of migration on European culture, economy and society. The thematic collection will showcase cultural treasures relating to migrant heritage and take the intended users on a journey through the footprint of migration on European arts, science and history.

The Action will increase the trans-European reach of Europeana by showcasing material on migration already available and new material from cultural institutions holding renowned collections or items of rare quality. The Action will digitize and ingest new material into Europeana, thereby increasing its reach and relevance for users interested in the topic. Moreover, the Action will contribute to a quality improvement for existing content and metadata.

The Action aims at leveraging photographic content from 1950’s in Europe, increasing the engagement of citizens with Europeana, encouraging user interaction, and crowdsourcing and co-curating digital content.

The Action will implement an intelligent visual similarity search. It will use web/mobile demonstrator applications and augmented reality services that will support discovery and further use of the photographic content in Europeana and combine it with personal experience and own material. It will integrate back-end tools to allow users to manipulate photographic collections, and then interact with the source Europeana database to update the existing records with the crowdsourced annotation, contents and addenda. A community of users will be set up for awareness-raising on Europeana content. Moreover, an educational portal including a Massive Open Online Course (MOOC) will be created.

online Dispute resolution (oDr)In July 2013, a Directive on consumer Alternative dispute resolution (ADR) (2013/11/EU) and a Regulation on consumer Online dispute resolution (ODR) (524/2013) entered into force. The ODR Regulation provides for the establishment of an EU-wide online Dispute resolution platform (ODR platform) to facilitate the resolution of online contractual disputes.

online Dispute resolution (oDr) DSI aims at fostering out-of-court, online resolution of disputes between EU consumers and traders. Through ODR, EU consumers and businesses can have their disputes regarding online purchases dealt with entirely online via the ODR platform. While boosting e-commerce, particularly across bor-ders, ODR increases trust of both EU consumers and businesses in the Single Market by enabling a simple, fast and low- cost out-of-court procedure for resolving disputes.

CEF funding supports national ADR entities and national online gateways linking such entities to become inte-roperable with the central, EU-wide oDr platform, including the use of e-Delivery. The oDr platform was specifically designed to help consumers and traders resolve their contractual disputes about online purchases of goods and services out-of-court at a low cost in a simple and fast way. It allows consumers to submit their complaint online and have it dealt with online in any of the official languages of the European Union by a national ADR entity.

Design and implement full interoperability between “ODR Center” and the central EU ODR platform - 2015-IT-IA-0063In Italy, ADR Center has been notified to the EC as an approved ADR entity and will implement the Action aiming to provide for full interoperability between its platform, called ODR Center (www.odrcenter.com) and the central EU ODR platform.

As a result of the Action, ADR Center’s platform is expected to communicate directly with the EU-wide platform through web services, thus allowing the filing of a mediation request online, the exchange of communications, online access to any relevant documents of the procedure in order to facilitate the resolution of disputes between European businesses and citizens in a fast and easy manner.

Public open data refers to all the information that public bodies produce, collect or pay for. This data has significant economic potential for re-use in new products and services, and for efficiency gains in administrations. The Public open Data Digital services Infrastructure encourages the reuse and analysis of this data to create new products and services, and makes it easier for public services and businesses to access and reuse the data through the European Data Portal1, which acts as a one-stop shop to provide harmonised access to data sets created and managed by public bodies in the Member States.

All actions funded further to the 2015 and 2016 calls for proposals contribute to the availability of harmonised content at the EU level and to its cross- border and cross domain re-use. Some actions focus on harmonisation of data in specific areas like waste compliance management, biodiversity, air quality data, etc. Others promote the use of open data through the co-creation of demonstrators involving citizens and public and private organisations. As a result of the 2017 call, actions delivering services that demonstrate the need and the value of combining public data and High-Performance Computing (HPC) are also being financed.

Research Laboratories in the Alpine Area (RE-SEARCH ALPS) - 2016-EU-IA-0067

The RE-SEARCH ALPS Action aims to gather, consolidate, and harmonise, data about Laboratories, Research, and Innovation centres across the seven Alpine Area countries in order to support innovation and sharing in the region.

More specifically, the Action will allow users to learn: (a) what the laboratories and research centres do; (b) where they are located; (c) where excellence emerges according to research fields, number of active researchers, number of published papers, prizes won, number of running EU-funded projects, patents awarded, etc; (d) who are the key people working in a specific centre (helping to determine its excellence), and; (e) who their networks of relations are.

The Action is strongly interconnected with the EU Strategy for the Alpine Region which aims at ensuring mutually beneficial interactions between the Alpine mountain regions and the surrounding lowlands and urban areas.

In order to encourage the wider adoption of the methodology and encourage its reuse, the Action’s dataset and metadata will be made available on the European Data Portal.

The CrossForest Action aims to develop digital services to help fight forest fires in Portugal and Spain through the creation of models that support forest management and forest protection. The services will be oriented towards:

(i) forest fire control: through the provision of precise information on combustible materials, forestry maps and forest fire spreading models that need High-Performance Computing (HPC) resources to run properly, and;

(ii) forestry evolution models: to help forecast wood quality in pure and mixed forests. The safer Internet DSI provides access to child-safety related content and services delivered via interoperable national Safer Internet Centres. These Safer Internet Centres (SICs) provides the following services1:

1. Awareness Centres provide access to information and educational resources regarding opportunities and risks that children and youth are facing online, building on digital repositories, from which specific awareness toolkits, campaigns and services are developed.2. Helplines provide information, advice and assistance on how to deal with harmful online content, contact (such as grooming) or conduct such as (cyberbullying or sexting).3. Hotlines offer a way of anonymously reporting child sexual abuse material and other illegal content.

The SICs share tools, resources and good practices through the CEF funded Better Internet for Kids (BIK) Core service Platform2. The BIK platform is also accessible for the public to find information, guidance and resources.

The first Safer Internet Programme was launched in 1999. Over the years, funded activities have covered awareness raising, fighting illegal content, filtering and content labelling, involving the civil society in child online safety issues and creating a solid database of information related to the use of new technologies by young people. Since 2015 the support to the programme is provided under the Connecting Europe Facility (CEF).
