Greetings!

This edition of Access Asia covers the President's Lunch & Business Awards and our AustCham Singapore Australian Roadshow.

Erica, your Director of Membership & Programme and I were joined by the Australian High Commissioner, HE Bruce Gosper and the Senior Trade Commissioner, David Campbell for a series of meetings and presentations from Melbourne to Townsville. Under the headline “Australia and Singapore – A New Era”, we received great interest and engagement at every event. This new era is underpinned by the Comprehensive Strategic Partnership (CSP). AustCham Singapore is your voice to make the most of the opportunities for business under the CSP. We used this roadshow to make our mark on its development and to raise awareness of our role in promoting your interest. Thanks to James Cook University, ANZ and RIO for their valued support.

BlueScope CEO Paul O’Malley graciously extended an invitation to our Melbourne based Gold Corporate members to meet up with our delegation in BlueScope’s Collins St office. Your Chamber could not function as an effective industry voice without the incredibly loyal support from our sponsors and gold corporate members.

We also greatly appreciate the recognition we receive from our Australian Federal and State Governments. Following on from PM Turnbull’s interactive business lunch in June, our team delivered another outstanding lunch event with Minister Ciobo and Minister Payne in August, with a focus on the opportunities arising from the defence and trade elements of the CSP.

In a letter to me after his event, PM Turnbull’s sentiments highlight the value of these occasions. This is an extract:

AustCham Singapore’s first ASEAN event held at the end of July launched the 2017 ASEAN business survey. Fraser moderated a panel discussion that provided the breakfast meeting with important insights. It was an excellent session.

Notwithstanding the importance of our intense events schedule, our primary purpose is to serve the business interests of our members. To remain relevant, it is vital that we sustain a strong membership base. With this in mind, I am seeking your support. We have a high proportion of event guests who enjoy our signature events. To conclude, here’s an accolade to Guy Scott’s four years in the President’s role. The board meeting that was called to elect the Chamber’s new president (me) was briefly interrupted by a new member. She wanted us to know how much she appreciated the advice and support of Kate and her team. This kind of interruption to a board meeting is most welcomed. Thanks to Guy, not only for his leadership over the past four years but also his personal contribution in taking AustCham Singapore to a higher level as an effective and sought after Australian business voice.

Welcome to the August / September edition of Access Asia magazine.

It’s been a particularly busy period for the Chamber as we head into the last few months of 2017 and it’s not looking like slowing down any time soon. We welcomed our new President Ian Cummin at our AGM in June, and he hit the ground running embarking on our annual Australian Roadshow just a few weeks ago. Travelling with Australia’s High Commissioner to Singapore Bruce Gosper and Senior Trade Commissioner David Campbell, the delegation visited Melbourne, Sydney, Canberra and Townsville to talk about the opportunities in Singapore and the benefits of the Comprehensive Strategic Partnership between our two countries. You can read more about the Roadshow later in this edition.

We have also released the latest Australian Business in ASEAN survey, you can access the results via our website and hard copies have been sent to members with this edition of the magazine. This survey is an important part of our advocacy work and allows us greater insight into the plans of Australian business in the region.

In other news, it’s not only been a busy year so far for the Chamber but it’s also been a big year in a personal sense for our AustCham family with a number of new (very) young additions to the team. Our Treasurer Sean Straton welcomed his daughter Siena Straton and AustCham Board member Fraser Thompson welcomed his son Malo Fergus Thompson to the world early this year. And anyone who has seen me recently at events will know I was also expecting, and welcomed my son Charles (Charlie) on 24th July. I will be out of the office, returning in January 2018 in time for our spectacular Australia Day Ball. I look forward to seeing you then.

Congratulations on your election. I’m sure our members would like to know something about your background. What brought you to Singapore?

I was BlueScope’s global head of People and Performance, based in Melbourne. Our China business was not performing to expectations and our Indian joint venture was not performing. There were major interventions needed in China and India, along with more positive succession and development plans in ASEAN to be addressed. The original intention was that I stay for two years travelling between Singapore, Melbourne and India. I think everyone I’ve met in Singapore says they originally intended to stay for 2 years.

You decided to stay on in Singapore. Why?

I’m looking forward to the transition out of a corporate career to be able to develop my own business interests. Singapore is an attractive place to develop a business, and like others who have stayed on in Singapore I have discovered that it is a great place to live.

And you’re able to manage your new role in AustCham as part of the mix?

When you tapped on me the shoulder Guy, you said that if elected I would need to commit a day a week to AustCham. I think you might have your fingers and toes crossed when you said that? The things

that are urgent get done first and AustCham operates with a high sense of urgency!

Have you had time to develop your own priorities for the future of AustCham Singapore?

Australian Chambers of Commerce in every country began as social forums for business. AustCham Singapore has evolved well past that stage. It’s now also a business events management organisation. This has enabled us to build a solid financial base. Our events management reputation has also enabled us to build a strong relationship with the High Commission, Austrade and Australian Federal and State Governments. We are in a unique position to leverage these relationships for the benefit of our members – in particular our SMEs who don’t have the resources that our major corporate members have. I think the next stage of our evolution involves two focus areas. First, the development of member advisory services as a more distinctive

capability. I’m not saying we haven’t been operating in this space in the past. We have been, but more as a networking agent than offering a distinctive “go to” member service. Second is our engagement in the process of putting the meat on the bone of the CSP. There is a lot of work to be done by both governments and we can add the voice of Australian business in Singapore to their prioritisation of resources and timelines.

AustCham ASEAN was officially launched at the PM’s lunch in June. What role will this new body have in the future strategy of AustCham Singapore?

I should probably be asking you this question, because that initiative arose from your board strategy meeting in February last year.

You could ask me, but I think the readers will be more interested to hear the new President’s response than mine.

Fraser Thomspon, as a member of our board and now also the President of Austcham ASEAN, along with John Dick and Annette Tilbrook, have done an excellent job in getting the new ASEAN chamber up and running. They have achieved formal recognition which gives the new chamber a seat at the ASEAN advisory table. This augments the service offering for all of the AustCham country chambers in the region. As a regional inter-government forum, ASEAN itself has been an important element of regional stability for the past 50 years. Nevertheless, unlike the EU, ASEAN’s member countries have steadfastly retained their sovereign national rights. Although a seat at the ASEAN forum table is very important, our members will continue to rely on AustCham Singapore as their conduit into business opportunities and issues in Singapore. Likewise, members of other chambers in the region will continue to rely on their country chambers.

You’ve just come back from your first Australian Roadshow, how did it go?

Another of your initiatives. Frankly, not having had any involvement before, I was a bit concerned during the planning stages. Sponsors will only stay on board if events are relevant and supported by audiences. When we decided that our objectives for visits to Melbourne, Canberra, Sydney and Townsville included the opportunities under the Comprehensive Strategic Partnership, interest in the Roadshow took off. James Cook University offered sponsorship, ANZ re-affirmed their sponsorship for the third year running, and Rio Tinto joined in. Our partner organisations in each city filled their event venues. Three Federal Government Ministers made themselves available to meet us. A relevant theme combined

with the headline speaker of Bruce Gosper’s stature was a winning recipe. I am grateful for the High Commissioner’s commitment. He dedicated a week of intense travel and speaking engagements, along with David Campbell, the Senior Trade Commissioner.

Kate Baldock, AustCham Executive Director is on extended parental leave. What arrangements have been made to cover her absence?

I am very pleased to report that Elissa Maloney from the High Commission has joined us as our Executive Director during Kate’s absence. Elissa has been Manager of Public Affairs for the High Commission in Singapore and is very familiar with the role of AustCham and our relationships with government. Elissa’s appointment was only made possible with the assistance of the High Commissioner, Bruce Gosper and we are grateful. Elissa will lead our team of committed staff who continue to have a very challenging program ahead.

Andrew Robb, as Australia’s Trade Minister and subsequently

as Special Trade Envoy, championed the Australian side of the Comprehensive Strategic

Partnership (CSP). Andrew left politics a year ago and established

The Robb Group. Ian Cummin, President of AustCham Singapore,

recently talked to Andrew Robb about his “post politics” views on

the CSP.

Andrew Robb’s post political life appears to be just as hectic as his life in Federal Parliament.

He says he enjoys his freedom to now pick and choose his passions.

“I remain passionate about the opportunities that will flow from the relationship between Singapore and Australia, underpinned by the trust building CSP” he said.

Andrew credits Singapore as the “first mover” behind the CSP.

“They came to us with the proposition” he said.

“After I cut through the ‘deal–making’ paradigm on our side to focus on a relationship building agreement based largely on trust, things moved quickly” said Robb.

Andrew’s views on the potential for economic growth in Asia and the strategic position of Singapore are compelling.

“Looking forward, China and India will re-emerge with the same world status they held in 18 of the past 20 centuries.

“The shift in the demographics of both countries is huge. Right now, each day, 43000 Indians pack their bags and leave their regional villages for the cities.

“China has lifted 500 million people out of poverty, with another 300 million to go” he said.

“These major social demographic shifts offer significant business opportunities for Australia and Singapore.

“Brand Australia has achieved its position at the top of the global rankings for clean, green, healthy produce.

“Innovation in food freshness technology will bring the markets of Asia for our agricultural and horticulture products even closer.

“And Singapore is the most efficient distribution hub in Asia” he said.

Andrew sees Australia and Singapore as like-minded nations.

Defence co-operation and the planned training facilities near Townsville, for 14,000 Singapore troops each year is one example.

“There is a natural relationship.

“Our approach to each other is intuitively receptive”, he said.

But the opportunities are not limited to food and defence. Growth in trade generates growth in Services, Education, Health, Tourism, Infrastructure services, IT, Professional Services etc.

“All of these sectors benefit when countries are culturally receptive” he said.

“China is our number one trading partner. The ASEAN region is number two. Japan is number three.

“Australia has had 200 years of European settlement. The first 170 were focused on Europe and the US. Only during the last 30 years have we seen the shift in our focus to Asia.

“The importance of the CSP to both Australia and Singapore needs to be seen in the context of the next 30 years” Robb concluded.

So well connected is Dr Parag Khanna that he talks and writes about it all the time.

It’s mainly because he believes everything is connected. Cities, countries and cultures. His landmark 2016 book “Connectography” spells it out.

The geographic and political lines/borders, invented to keep people apart and contained, are bursting at the seams.

His extensive travels and intensive research inspires him and guides him to reach certain conclusions and proffer hopes which he happily shares, as he did recently at an AustCham event:

• Globalisation is here to stay as it’s a resilient megatrend in the world.

• Mega-cities compete over connectivity more than borders;

• New energy discoveries and innovations have eliminated the need for resource wars;

• There is a tug-of-war over pipelines, internet cables, advanced technologies and market access.

Yet Dr Khanna’s “Connectography” is a hopeful vision of the future. He argues eloquently for the deploying of financial assets to build productive infrastructure that can reduce inequality.

He sees that frail regions such as Africa and the Middle East are developing ambitious new transportation corridors and power grids.

Beneath the chaos of a world that appears to be falling apart is a new foundation of connectivity pulling it together.

He thinks it’s important that Australian business looks beyond China for its future. Increased trade with Japan, ASEAN and India all look promising.

While currently an active member of APEC – Asia Pacific Economic Co-operation – Australia should not ignore the opportunities to do more with its Indian Ocean neighbours, particularly the African economies.

Besides the strong focus on exporting goods – traditionally minerals and food - there should be renewed emphasis on the services sector, given Australia's expertise in education, creative industries, technology, infrastructure finance and management.

Look out for his next book: “Our Asian Future”, where he will further stress the importance of recognising opportunities in our own neighbourhoods.

Two days after Dr Khanna spoke to AustCham members, the State of the Tropics report was released on the UN-designated International Day of the Tropics (29 June) by Professor Sandra Harding, Vice Chancellor, James Cook University, with campuses in Singapore and Queensland.

The report makes clear the issues and opportunities in the Tropics – which includes 40% of Australia’s land mass - and the size of the investment that's required to fund Sustainable Infrastructure in the Tropics.

It specified that US$2.3 trillion needs to be spent every year to meet infrastructure needs by 2030. That includes US$764 billion on energy; US$234 billion on telecommunications and US$385 billion on water and sanitation.

Not many people seem to realise that close to half the world's population lives in the Tropical regions, which altogether occupy 40% of the Earth's surface. Some 134 nations and territories are all or partly situated in the Tropics. Large chunks of five continents and many thousands of islands.

The Tropics are most vulnerable to the early impacts of climate change and this is already extending the Tropical regions, jeopardising plans to develop places like northern Australia, and impacting farming, mining and tourism sectors.

Meeting the UN Sustainable Development Goals for the Tropics is not going to be easy, but James Cook University, through education and research, is drawing attention to the issues and opportunities.

Another Australian educator who sees he has

an important role to play beyond Australia is Dr Adrian Ward, a specialist in climate policy and ecological economics.

He was in Singapore in July to launch an international sustainability education initiative by the Australian Centre for Sustainability Studies and Training (ACSST), which he runs out of Brisbane, in conjunction with the London School of Business and Finance (LSBF) and Sustain Ability Showcase Asia (SASA).

He spoke on “the risks and opportunities of a low carbon/clean energy revolution” and the Government-recognised course he has run in Australia since 2014 – Diploma of Sustainable Operations, covering carbon, energy, water and waste management - which he plans to introduce to Singapore later this year.

Dr Ward and Professor Harding are already deeply involved in the export of services – education, most notably - from Australia to the region. Along with Dr Khanna, they all have important messages for Australians living and doing business in Singapore, the heart of the tropics.

Recognise how connected we all are. See the business opportunities all around us.

Get better prepared to face up to the certain changes that are already occurring – the digital disruption and the clean energy revolution – along with the inevitable and uncomfortable future that climate change brings.

In June we welcomed 240 guests to take part in this celebration of business achievements. BUSINESS ALLIANCE AWARD

Surbana Jurong Private Limited provides one-stop consultancy solutions across the entire value chain of urbanisation, industrialisation and infrastructure domains. SJ, which is wholly owned by Temasek Holdings, was formed in June 2015 through the merger of renowned urban planning and affordable housing design expert Surbana International Consultants, and Jurong International, Singapore’s premiere industrial and infrastructure engineering design stalwart. The merged entities have a proud history developing Singapore’s industrial and residential landscape, stretching back to Singapore’s independence 50 years ago.

SJ now aims to be an Asian based consultancy powerhouse for urbanisation and infrastructure developments, exporting its expertise to the world.

SJ looked to Australia, given the strong ties between the countries. In August 2016, SJ acquired 100% of Snowy Mountains Engineering Company (‘SMEC’) for approximately SGD 400m. SMEC, also with government roots, initially established by the Australian government in 1949 to build the Snowy Mountains Hydroelectric Scheme, was privatised in 1993 and has since expanded its network to include over 5,800 employees in more than 75 offices throughout the world.

The acquisition of SMEC increases SJ’s global workforce to 13,000 employees in 44 countries with a combined annual revenue of SGD 1.3 billion. SMEC’s strength in major infrastructure projects is highly complementary to SJ’s expertise in urban planning, industrial development and management advisory. Dave Pynt is the chef-patron of Burnt Ends, a modern Australian barbecue restaurant in Singapore’s Chinatown neighbourhood. Born in Perth, Western Australia, Pynt studied commercial cooking at the TAFE West Coast Institute of Training before travelling to the world to learn from some of the planet’s best cooks. In his career, Pynt has worked with culinary heavyweights including Rene Redzepi (Noma, Denmark; a three-time San Pellegrino World’s Best Restaurant winner), Victor Arguinzoniz (Asador Etxebarri, Spain), Nuno Mendes (Viajante and The Loft Project, London) and Fergus Henderson (St John and St John Bread and Wine, London).

A Fintech Enterprise in the Payments & Tech space – Pay2Home was founded in Singapore in 2001, by two Australians who set out to disrupt the $500 billion cross border payments space, before it became mainstream. Pay2Home’s reach now spans over 30 countries, with a physical presence in 3 countries and employs more than 80 people around the region.

In 2003 the Singapore Government Economic Development Board (EDB now Spring Singapore) took an early equity stake in the business. Singapore IDA the Info-Comm. Development Authority was interested the technologies being used by the business and provided a substantial grant.

Pay2Home became the first MAS approved online remittance operator in 2010 and commenced offering online services the same year.

In 2011 Pay2Home began its regional expansion, launching its retail and online businesses in Hong Kong upon receiving Remittance Operators Licenses in the territory. The business was granted 5 additional Remittance Operators Licenses by the MAS in 2009, 2010, 2012, and 2016, becoming Singapore’s largest retail remittance operator by point of presence.

In 2014 Pay2Home snuck inside the top 1,000 Singapore’s SMEs then steadily advanced its way up the rankings in 2015 & 2016. With Singapore’s first purpose built, multi lingual Money Transfer Machines (MTM).

Graham Lee has been a stalwart of AustCham Singapore’s leadership over the last 19 years that he has been involved with the Chamber. AUSTRALIAN ROADSHOW2017

‘Singapore & Australia – a New Era’ was the theme of this year’s third annual AustCham Roadshow held 7-11 August.

New AustCham President Ian Cummin, led the delegation that included Australia’s High Commissioner to Singapore, Bruce Gosper, Austrade’s Senior Trade & Investment Commissioner, David Campbell, and Erica Marcellan, AustCham’s Director of Membership and Programme.

Sponsors of the Roadshow included James Cook University (JCU), Rio Tinto, and ANZ Banking Group, whose Singapore based Head of Australia New Zealand Desk, International Banking, Benjamin Smith accompanied the group on their visit programme to Melbourne, Canberra, Sydney, and Townsville.

This year’s Roadshow focussed on the theme of the upgraded relationship between Singapore and Australia, reflected in the Comprehensive Strategic Partnership Agreement between the two countries, and changes to the Singapore Australia Free Trade Agreement (SAFTA) that is currently being passed through the Parliaments of each country.

The Roadshow provided a key opportunity to meet with small, medium and large companies covering the full spectrum of industries, to highlight the opportunities in Singapore and across the region.

Melbourne was the first location for the team, and Bluescope Steel hosted a lunch with Bluescope CFO, Charlie Elias and 14 key Melbourne based representatives of AustCham Gold Corporate Members.

This was followed by an ANZ ASEAN event hosted by ANZ’s General Manager, Corporate Banking, Michael Rose, which included representatives from EDB, CSIRO, accounting and advisory firms PWC and PKF, and companies including Best Exchange Group, and business management consultants, Collective Campus.

Next stop was a visit to Canberra where the delegation was hosted by Canberra Business Chamber for a series of roundtables, forums, and networking events – a key focus was the logistics opportunity from Canberra Airport to Singapore and onwards into the ASEAN region, to capitalise on the rapidly growing Asian consumer demand for Australian food and agriculture produce. Following Ministerial meetings at Parliament House with Assistant Minister for Vocational Education & Skills, Karen Andrews, Minister for Industry, Innovation & Science, Arthur Tsinodinos, and Trade & Investment Minister, Stephen Ciobo, the evening concluded with a dinner hosted by the ACT Chief Minister Andrew Barr, where the delegation heard of opportunities for further development of Canberra and the region.

Sydney was next on the itinerary, and included an evening seminar hosted by the Asia Society and KPMG at KPMG’s new offices at Barrangaroo.

Following an introduction from Asia Society Chairman, Doug Ferguson, High Commissioner Bruce Gosper spoke of the special relationship Australia enjoys with Singapore, and elaborated on the geopolitical issues in the region, and the opportunities that Singapore presents as a regional hub for business. There followed a presentation from STIC Campbell, who spoke about the opportunities for agrifood exports, and the impressive innovation agenda in Singapore, encompassing the R&D landscape and Australia’s Landing Pad opportunity.

The following morning saw the team attend a Trans Tasman Business Circle breakfast, followed by an interesting ANZ hosted event focussing on healthcare opportunities in Singapore. ICON SOC CEO, Teena Pisarev gave a great presentation on the current status of Singapore’s highly regarded health care system, and discussion focussed on some of the issues that Singapore is facing in common with most other developed economies resulting from ageing demographics and the need for new cost effective approaches to healthcare services.

The Sydney visit concluded with a lunch with the TransTasman Business Circle hosted by lawyers, DibbsBarker, where the team participated in a lively panel discussion that included some case studies of successful Australian companies operating in Singapore.

Next day the team were in Townsville to discuss the impact of the defense cooperation between Singapore and Australia that will see Singaporean troops undertake training in the Townsville area. The day started with a tour of the JCU campus and impressive presentation of some of the innovative R&D being undertaken at the University in areas such as Aquaculture, Smart Cities and Urban Technologies, the Internet of Things, and Medical Technologies hosted by JCU Vice Chancellor, Sandra Harding.

Following a luncheon and roundtable organised by Townsville Enterprise, the visit concluded with a civic reception hosted by Townsville Mayor, Cr Jenny Hill, again emphasising the enthusiasm and energy with which Townsville is embracing the opportunities in ASEAN.

The Roadshow again proved itself a great vehicle for communicating important messaging about the significant opportunities the region presents with a vast population of 620 million consumers, a growing consumer class, and an increasing appetite for Australian goods and services.

A major Australian ministerial delegation jointly led by the Hon Steven Ciobo MP, Minister for Trade, Investment and Tourism, and Senator the Hon Marise Payne, Minister for Defence visited Singapore in August.

AustCham took pleasure in hosting a business lunch for the delegation, attracting and audience of 180. Bluescope provided major event sponsorship supported by Austrade and Treasury Wines.

The Ministerial visit demonstrates the priority the Australian and Singaporean governments attach to the Comprehensive Strategic Partnership. There are around 25 separate project teams in government working on opportunities under the CSP. Defence and trade are high on the list of priorities.

Both Ministers gave their keynote remarks, setting the scene for a panel discussion, moderated by AustCham President, Ian Cummin.

Minister Payne noted that the significant investment by Defence in training facilities for the Singapore Armed Forces in Central and North Queensland paves the way for growth in other areas. Services relating to the construction and maintenance of infrastructure along with other services such as education and tourism can benefit from the increase in the number of SAF personnel training in Queensland.

Both Ministers highlighted the common ground shared by Singapore and Australia. In particular, the support for fair, open trade policy. The rise of protectionist sentiment heightens international tension and poses risks for economic development. The social benefits of employment growth, prosperity and security are all advanced by fair, liberal international trade.

Notwithstanding the withdrawal by the U.S. from the Trans Pacific Partnership (TPP), Minister Ciobo continues to be as advocate. He outlined

a number of actions he is taking to advance the prospects for the TPP. Minister Ciobo encouraged Australian businesses in Singapore to stay abreast of developments under the CSP. He encouraged business to engage with Austrade on the priorities.

The panel Q&A session was followed by a generous period of direct engagement by both Ministers with AustCham members and guests. The relaxed “meet and greet” session was a fitting conclusion to another outstanding Team AustCham event.

Education Services SAFTA will enhance opportunities for Australia’s world-class education exports through increased recognition of Australian tertiary qualifications. In particular, Singapore has agreed to recognise the Juris Doctor degrees of Australian Services Exports to Singapore Australian universities currently listed in SAFTA, providing new access for those universities who have moved to a graduate model of legal education, such as the University of Melbourne and the University of Western Australia. Separately, Singapore will recognise allied health degrees in physiotherapy, occupation therapy and speech therapy from a number of Australian universities.

Professional Services The revised SAFTA will provide greater certainty for Australian lawyers and law firms operating in Singapore, putting them on an equal footing with foreign competitors. Australia has locked in existing opportunities in the legal sector, including the ability for Australian lawyers to practice Singapore law and to work in international commercial arbitration, future-proofing the agreement against restrictive policy changes. Australia will also benefit from future market reforms in Singapore’s legal sector, which will become SAFTA commitments.

Australia and Singapore will also establish a framework under SAFTA to support mutual recognition of professional qualifications. Priority will be given to arrangements for engineers and accountants, with Singapore and Australia agreeing to commence negotiations on mutual recognition arrangements.

Financial Services Financial services, including banking, insurance and funds management, is one of the most dynamic sectors of the

Australian economy and a key growth area in the region. Financial service providers will now be able to provide a range of financial services on a cross-border basis to Singapore, including investment advice and portfolio management services and brokerage services for insurance of maritime, aviation and transport-related risks.

Services Rules in the 21st Century The SAFTA Telecommunications and E-Commerce Chapters have been updated to incorporate aspects of the Trans-Pacific Partnership (TPP) Agreement, to ensure greater consistency between trade agreements, and capture the TPP’s modern, 21st-century outcomes. These include:

• a guarantee not to prevent service suppliers and investors from transferring data across borders where it is part of business activity;

• businesses will not be forced to build data storage centres, or use local computing services.

• legal protection for consumers to protect privacy, enforce consumer protection rights, and combat ‘spam’ messages; and

• a mechanism to promote reasonable international mobile roaming rates.

Temporary Entry for Business Persons The Australian business community has a vibrant presence in Singapore and SAFTA commitments will support greater trade and investment opportunities between the two countries. The ability for business persons to move across borders is an integral feature of modern business and vital to boosting trade and investment flows. SAFTA will provide greater certainty to Australian and Singaporean service suppliers seeking to enter and work temporarily in each country’s market through reciprocal

The amendments to SAFTA will boost the competitiveness of Australia’s services exporters by addressing key behind- the-border barriers.

Australia will provide guaranteed access for Singaporeans to stay

and work in Australia in the following categories: • Singaporean independent executives and contractual

service suppliers, up from three months to two years;• Singaporean intra-corporate transferees up to a new

maximum stay of 15 years;• Singaporeans offering services relating to installation

and servicing of machinery and equipment for up to three months; and

Both Australia and Singapore have agreed to bind existing pre-departure visa approval arrangements for service suppliers guaranteed access under SAFTA. Australian business persons will also benefit from Singapore’s commitment to establish a help desk and streamline visa processes for Australian intra-corporate transferees seeking to enter and work in Singapore.

Australia's commitments will be implemented through Australia's existing immigration frameworks.

Cognita Schools Group, a global leader in education, has announced the purchase of Avondale Grammar School in Singapore.

The Australian International School(AIS) announced in 2015 its plans to build a new campus for young learners aged 18 months to 6 years old, next door to the existing school in Lorong Chuan. After months of construction, the brand-new campus finally opened its doors for the first time on 17th July.
