Objec-ve:

The present benchmark was conducted to evaluate how the applica6on processes of

ConnectGroups'grantscurrentlystandinrela6ontosimilarprogramsinthestate,withemphasis

placedontheques6onsofinnova6on,accessibility,andvalueadded.

Scope:

57smallcommunitygrantsprograms,iden6fiedthroughwebsearchesandgrantsdatabases,were

included in the final benchmark. These programs were evaluated across three categories -

Eligibility, Applica6on Processes, and Grant Details - which were addressed through 18 specific

criteria.

KeyFindings:

1.1.ObjecBves

TheprojectevaluatedConnectGroups'threegrantsprograms-GiveitForward(GIF),Payit

Forward(PIF),andDreamitForward(DIF)-againstotheravailablegrantsprogramswithasimilar

purviewintermsof:

• Grantofferingsandscope

• Applica.onprocesses

• Supportsoffered

To iden.fy the areas in which ConnectGroups' grants excel, and the areas that could be

streamlined to remove any barriers to par.cipa.on, these three ques.onswere considered for

theirvalueaddintermsofinnova.onandaccessibilitytoapplicants.

1.2.DataCollecBonandInclusionCriteria

Datacollec.onwasconductedoveratwomonthperiodfromthestartofMarch2019to

thestartofMay2019.Grantswereiden.fiedthroughwebsearches(searchtermswereinthevein

of"communitygrants","smallgrants","notforprofitgrants",and"selfhelpgroupgrants")aswell

assearchesofgrantsdatabasessuchasGrantGuruandtheDepartmentofLocalGovernmentand

Communi.es'grantsdirectory.Grantswereincludedinthesampleiftheyaddressedthefollowing

criteria:

• TargetedtowardsWA,oravailabletoWAapplicants

• Targetedtowardscommunitygroupsorcommunitydevelopment

• Classifiedas"small"grants,orhadasmallgrants.er(max.of$25,000)

• Currentlyopentoapplica.onsOR

• Closed to applica.onswithin the last year, provided that sufficient applica.on informa.on

wass.llavailable(e.g.applica.onforms,guidelines,contactinforma.on)

The final sample consisted of 57 grants programs relevant to Western Australia, with funding

sources at the Local, State, and Federal government levels, aswell as through the ini.a.ves of

LoeeryWestandselectprivatesectororganisa.ons.Afulllistcanbefoundhere.

1.2.1.MissingData

Efforts were made to find informa.on to address every criteria for each of the

grants.However,someinforma.onwasunavailableornotdirectlyspecified,asisthecase

when grants close. In the case of the laeer, informa.on was inferred based on other

available details (e.g. assumed EFT based on a request for bank account details).

Otherwise,thebenchmarkwasconductedwithavailabledata.

1.3.LimitaBons

The scope of the benchmark only encapsulates the processes before and during an

applica.onbasedonthe"front-end"informa.onthatismadepublicongrantswebpages.Thiswas

doneassomeprogramsreserveinforma.ononlyforsuccessfulapplicants.Intermsofu.lity,this

benchmarkassessesgrantsprogramsfromtheperspec.veofpoten.alapplicants. Inonlyhaving

access to the informa.on that is public, any issues andbarriers iden.fiedwill behighlighted as

applicantswillencounterandexperiencethem.

Furthermore,thebenchmarkassumesthateachgrantsprogramprogressesinthemanner

statedbythe informa.onposted. Itdoesnotaccount foranyunspecifiedac.ons, forexample if

applicantsareno.fiedoftheoutcome,whenoutcomeno.fica.onisnotspecifiedonthewebsite.

Afinalconsidera.onisthattheframeworkwasconstructedtohaveblanketapplicabilityoverall

the grants in the sample. It does not take into account grantswith a specific purpose (e.g. arts

grants, CaLD grants, etc.), and as such, a small degree of skewnessmay be introduced into the

results.

2.StandardGrantsProcedure

Based on the informa.on collated on the "Community and Small Grants 2019" sheet of the

associatedExcelspreadsheet,the"standard"progressionofagrantisasfollows:

ApplicantstypicallyneedtocontactaGrantsOfficertodiscusstheirproject ideas;releaseofthe

applica.onformorapprovalofgrantsubmissionmaybecon.ngentontheapplicanthavingdone

this.Awrieenapplica.onisthenfilledoutbytheapplicant,andemailedorposted,typicallyalong

with the project budget, quotes for expensive items, and a brief descrip.on of the project

evalua.on. Depending on the grant amount, applica.ons are assessed by the Grants Officer or

forwarded on to an assessment panel; outcome no.fica.on is usually donewithin 5-12weeks.

Uponapproval,grantsfundsarereleasedasalumpsumviaEFTorinsomecasesbybankcheque.

Grantrecipientsthenhaveaboutayeartoconducttheirproject,andtofinanciallyacquitthegrant

moniesuponcomple.on.Recipientsaretypicallyrequiredtoacknowledgereceiptofgrantfunding

in their project, or to engage in joint promo.on with the grantor (banners, flyers, etc.). For a

3.BenchmarkAnalysis

Thebenchmarkingcriteriawasconductedacross18criteria,whichinitsaggregateaddressesthe

ques.ons of interest. These were grouped into the three overarching categories of: Eligibility,

Applica.onProcesses,andGrantDetails.Extendedinforma.onforeachgrantwithineachcategory

(includinggrant-specificdetailsnotrelevanttothebenchmark)canbefound inthe"Community

andSmallGrants2019"sheetoftheassociatedExceldocument.

3.1.Procedure

Informa.onon each grantwas collated in detail onto the "Community and SmallGrants

2019" sheet, which was then summarised and recoded into keywords in the "Grants 2019 -

Recoded" sheet (all the keywords and their explana.ons can be found here). This enabled

descrip.vesta.s.cstobecalculatedusingtheExcelCOUNTIFfunc.on,coun.ngthefrequencyat

which a certain keyword appeared for each criterion. Two different counts were conducted: 1)

coun.ng the frequency each keyword appeared in each criteria, and 2) how many keywords

appeared in each grant. Each criterion has its own set of keywords, and should be considered

dis.nctfromothercriteria.

3.2.Eligibility

Eligibilityencapsulatesthecharacteris.csofapplicantswhocanapply foracertaingrant.

Thiscategoryassesseshowselec.vegrantsprogramsareintermsofwhocanapplyforthem,and

isaddressedthroughfourcriteria:

1. EligibleApplicants:Thedemographicsofapplicantseligibletoapply,e.g.communityand

self-helpgroups,etc.

2. AddiBonalStatusRequirements:Ifeligible,addi.onalstatusrequirementsthatapplicants

needtoobtain,e.g.not-for-profitstatus,incorpora.on,etc.

3. ExclusionCriteria:Hard restric.ons thatmay renderanapplicant ineligible toapply,e.g.

outstandingdebt,for-profits,etc.

4. PriorityConsideraBons:Applicantsthatreceivepriorityconsidera.onwhenapplying,e.g.

culturallyandlinguis.callydiversegroups.

3.2.1.EligibleApplicants

Forthiscriterion,themorekeywordsagrantpossesses,themorespecificitstarget

group of applicants. As indicated in Figure 1., grants programs generally possess two

eligibilitycriteria,ortwo"types"ofapplicantstheyacceptapplica.onsfrom.AsFigure2.

elaborates,thesemostcommontypesare"En.ty"(whattheapplicantis,e.g.acommunity

group) or "Loca.on" (where the applicant is located). Although DIF possesses two

eligibilitycriteria(inlinewiththemajority),GIFandPIFpossessthree.Itcanbeconcluded

that ConnectGroups grants generall have a more specific target than other grants

programs.

3.2.2.AddiBonalStatusRequirements

Addi.onalStatusRequirements (ASRs)areaddi.onalrequirementsthatapplicants

mustaddressgiventhattheyareeligibleforthegrantoverall.Underthiscriteria,themore

ASRs a grant requires, the more complex it is considered, as ASRs generally require

registering with a third party organisa.on. As indicated in Figure 3., grants commonly

requiretwoASRsofapplicants,themostcommonbeingholdingNFP/Charitystatus(done

through the ATO) and Incorpora.on (being a registered as a legal en.ty) (Figure 4.).

ConnectGroupsgrantshavenoASRs; itcanbeconcludedthat theyareconsiderably less

complexthanotherprograms.

3.2.3.ExclusionCriteria

Forthiscriterion,thegreaterthenumberofkeywords,thegreaterthenumberof

ineligibleapplicanttypes-inthiswayExclusionCriteriacanbeusedasanindirectindicator

of how "exclusive" a grants program is. As Figure 5. demonstrates, grants tend to have

around three, themost commonbeing certain en.ty types, and thosewithoutstanding

debts or acquieals (Figure 6.). ConnectGroups' grants fall below themean andmedian,

havingbetweenoneandthreecriteria,sugges.ngthattheyarelessrestric.veinexclusion

type.

One thing to note is that Exclusion Criteria only indicates the types of ineligible

ac.vityandapplicants;itdoesnotindicatethenumberofspecificcriteria.Inordertodis.ll

allgrantsinforma.ontoconstructauseableoverview,someofthenuancehasbeenlostin

under the "En.ty", "Ac.vity", and "Funding" keywords. Please refer to the "Community

andSmallGrants2019"sheetforafulldescrip.onofexclusioncriteria.

3.2.4.PriorityConsideraBons

This criterion relates to applica.ons from par.cular demographics that receive

priority considera.on. Priority Considera.ons are not exclusion criteria; they are simply

applica.ons that receive special considera.on if they appear in the candidate pool. In

general,mostgrantshaveatmostonespecifiedpriorityfocus,althoughafewhavetwoor

more.Themajoritydonotspecifyapriority(Figure.7.),whichisreflec.veofthespecific

purposeofsomegrants.AsFigure8.indicates,priorityconsidera.onsgenerallyalignwith

strategy,orspreadingthemoneyaroundbyfundingthosewhohavenotpreviouslybeen

funded. ConnectGroups' grants have at most one priority considera.on, which is

consistentwiththemajorityofgrantsthathavespecifiedpriori.es.

3.3.1.Pre-ApplicaBonRequirements

Thiscriterionrelatestoanyspecialrequirementsapplicantsmustaddress inorder

to submit their applica.on. The grants in the sample have atmost one pre-applica.on

requirement, that being a discussionwith the Grants Officer to discuss the prospec.ve

project (Figure 9. and Figure 10.). ConnectGroups has no hard requirements for a

discussionwithaGrantsOfficer,althoughtheop.onisavailable.

This criterion relates to the means available for applicants to lodge their

applica.ons. Themajority of grants offer onemethod (Figure 11.), most commonly via

email,withhardcopiesandapplica.on throughanonlineportal (typically SmartyGrants)

also common (Figure 12.). ConnectGroups is on the upper end of the norm, with each

grantsprogramaccep.ngtwomethodsofapplica.on.

ConsistentwiththerequirementsoffundingbodiessuchasLoeeryWestandlocalcouncils,

the majority of grants programs operate on the basis of funding rounds, typically by

financialyear(Figure13.).ConnectGroupsfallswithinthemajority,beingfundedthrough

LoeeryWest. One interes.ng thing is that there are a number of grants programs that

operateonbothafundingroundsandcon.nuousbasis(Figure14.).

This criterion relates to documents that are specifically requested in by a grants

program; general requirements as opposed to condi.onal requirements. Based on the

numberof requireddocumentsexplicitly stated,ConnectGroups isbelow theaverageof

4.23 (Figure 17.), having combined the documents with the applica.on form.

ConnectGroups' grants require less paperwork, sugges.ng that they may be more

streamlined comparedwith the standard. Apart from the applica.on form itself, grants

typicallyrequireabudget,anapplica.onform,leeersofsupport,andquotes(Figure18.).

3.3.6.DesignatedPointofContact

Many grants have a designated Grants Officer or Grants Team, however, this

criterion relates to whether a grants program has a direct point of contact to these

individuals rather than being rerouted through the general line. Most grants programs

have one form of direct contact in which applicants can contact them (Figure 17.), the

most common being via email (Figure 18.). ConnectGroups meets the standard, its

programseachhavingthreemethodsofreachingtheGrantsOfficer.

This criterion relates to theextentof supportofferedbya grantsprogramduring

the applica.on process. The majority of grants in the sample only offer one method

(Figure21.), thesebeinggeneralenquiriesonly.Of theones thatdo, support is typically

offeredintheformofassistanceduringtheapplica.onprocess,orfeedbackoncompleted

applica.ons (Figure 22.). ConnectGroups is above the standard in this regard, offering

assistancewiththelogis.csoftheprojectandskillsworkshopsinaddi.on.

3.3.8.OutcomeNoBficaBon

This criterion relates to whether applicants are no.fied of the outcome of their

applica.on, and the .meframe in doing so. Of the 57 grants, 45 offered outcome

no.fica.ontoapplicants,butoftheseonly7no.fiedunsuccessfulapplicants.Thetypical

turnaround for thewitha specifiedno.fica.on.meframe isbetween4.5and12weeks

(1-3months),withamedianof8weeks(2months),andanaverageof7.86weeks(Figure

23.).ConnectGroups’GIFandPIFgrants sit at the lowerendwitha5week turnaround,

althoughGIFandDIFdonotno.fyunsuccessfulapplicants.

Conclusion-ApplicaBonProcesses

ConnectGroups' grantsaregenerallyflexiblewithgood supports. It isflexible in termsof

pre-applica.on requirements, the lodgement methods, required documenta.on, methods of

contact, and it offers considerable supports. Areas that could be focussed on are outcome

no.fica.on to unsuccessful applicants, and if applicable, applica.on .meframe. ConnectGroups

meetsthestandardinallothercriteria.

3.4.GrantDetails

3.4.1.AmountOffered

Taking intoaccountall the.ers forallgrants (includingthosewith.ersexceeding

the “small grants” brief), grants typically range between $250 and $30,000, with the

majority offering between $3,000 and $13,750 (Figure 24.). Four grants specified “no

maximumamount”,andthesewereexcludedfromthecalcula.onalongwiththeoutlierof

$50,000. Although grants were selected for analysis based on their offering between

$15,000 and $25,000, ConnectGroups’ grants sit well within themajority. One thing to

note is that some programs state aminimum amount that needs to be requested, and

maximumsmaychangedependingonapplicantstatus.

26.).ConnectGroups’grantsspecifybetweenoneandfourrestric.ons,placingthembelow

Inshort,ConnectGroupsgrantsprocessesgenerally fallwithinthestandardsetbysimilar

grants programs on offer in the state, and exceeds the standard mainly in the category of

Applica.onProcesses.Althoughtheyareslightlymorespecific inwhocanapply,ConnectGroups

requires fewer addi.onal things from applicants, and offers them more supports. It can be

concludedthattheapplica.onprocessisaccessible,andoffersflexibilityandsubstan.alsupports

forapplicants,aswellasbeinguniqueinthemethodgrantmoniesareallocatedandtheresultant

Althoughthemajorityofgrantsprogramsacceptapplica.onseitherasanemailed

aeachment or as a hardcopy, about a third of grants in the sample accept applica.ons

through digital means (Portal or Form). This might be a good idea when it comes to

assessment,asalltheapplica.onswillbegatheredinoneplace,inthesameformat.There

is also an op.onof seongword limits for certain sec.ons,whichmay encouragemore

succinctapplica.ons.

4.FundingOp.ons

A small number of grants programs accept applica.onsboth con.nuously and at

funding periods. This is mainly done by having different .ers of grants, but there are

examplesofgrantsthatcon.nuouslyacceptapplica.ons,butonlyassessthematcertain

.mes. Similar to the PIF Quick Rounds, this might be a good way to get rid of any

remainingfunds,andaddanextralevelofflexibilityforapplicants.
