This document describes the modifications incorporated in the Programme Joint Work
Plan and Monitoring Framework during the revision process conducted from December 2010
to February 2011. The revision process has been finalized and endorsed by the Programme’s
Management Committee (PMC) in April 2011.
The revision’s objective was to accelerate and improve the programme implementation
through:
Overcome programme’s design constraints;
Revise the programme’s budget and create a coordination component;
Revise the geographical scope of the programme;
Develop the programme’s communication and advocacy plan;
Estimate the date of request for second tranche; and
Revise the monitoring system.
Modified activities respected the criteria below:
Relevant to conflict prevention and peace building window;
Respect the strategic design of the programme;
Respect the results based management approach;
Improve the programme management and Coordination; and
Improve the monitoring and evaluation.

Justification and notes
The change of leadership in the LPDC in December 2009 and the appointment of a new President in April 2010 led to the development of a new
strategy for the LPDC regarding the Palestinian agenda, and the improvement of the living conditions of Palestinian refugees in Lebanon. The
priority areas identified in the Output 1 therefore reflect the new policy framework of the LPDC, with a focus on (a) re-activating the inter-
ministerial committee for the main inter-governmental forum for policy discussions on the Palestinian issues; (b) strengthening the presence of
the LPDC at the local level, to cover all Palestinian camps and surrounding municipalities in an attempt to facilitate the resolution of emerging
issues and (c) supporting the development of a strategic framework on access for all camps, starting with NBC in view of the impending return
of the refugees who were displaced following the 2007 crisis.

Justification and notes
1) At the time of the design of the Joint Programme, the activities 2.7-2.8 (and now 2.9-2.10) were identified to promote change in the
employment rights of the Palestinian refugees in Lebanon. During the course of the implementation of the Programme, the Lebanese Parliament
voted in August 2010 amendments to the current labor law providing more rights to the Palestinian refugees in Lebanon. The revised activities to
be undertaken by ILO will therefore focus on promoting the implementation of the draft amendments at the local level.

2) Ein el-Helweh will continue to be considered in the context of this Output, primarily from the perspective of learning from the Lebanese-
Palestinian interaction experiences in this area (e.g. Lebanese Palestinian Dialogue Network) rather than just replicating the work undertaken in
the North. In this sense, specific activities are underway to undertake research and case studies on an existing interaction framework between Ein
el-Helweh and Saida which will feed into the design of such forums in the North.

Justification and notes
Specific activities have been designed for Tebbaneh / Jabal Mohsen in order to reflect the specific context of the work which is being
undertaken, as well as specific needs emerging from consultations with key stakeholders, including the Regional Working Group.
Based on the initial conflict mapping which was conducted, it also became clear that conflict issues operating in Tebbaneh / Jabal Mohsen
cannot be looked in isolation from regional, national and local (Tripoli) dynamics. The conflict resolution forum which the Joint Programme
seeks to support should therefore reflect this dimension and may need to be broadened in scope in order to have a meaningful impact on reducing
tensions and strengthening service delivery in Tebbaneh / Jabal Mohsen.

For the purpose of assessing impact, focus of the interventions under 4.1 had to be orientated towards intensive training for a specific number

Refining activities was necessitated by actual field implementation;
Introduction of new activities is required to ensure the attainment of the output; and
Increased familiarity with community during implementation identified the need for additional interventions targeting parents and

Justification and notes
The output formulation was modified, based on the lessons learnt from the initial capacity building phase with the Popular Committees. Given
the resistance of the PCs, and the time it took to initiate the training programme, it is not realistic to expect that the Popular Committees will be
open to the formulation of codes of conduct. This output will therefore focus on consolidating the issues raised in the context of the training
programme, and on engaging the PCs in undertaking activities with other groups in the camps, such as youth and women’s groups.

Justification and notes
This output was modified to reflect the change in the Lebanese/Palestinian reform agenda, following Parliament’s adoption of amendments to
the laws related to the right to work of Palestinian refugees. The media campaign will therefore focus on supporting the dissemination of the new
law provisions, following the implementation decree by the Ministry of Labor, and will target Palestinian workers and Lebanese employers. This
activity will be done in partnership with UNRWA and ILO as well as the Ministry of Labor and the Committee of Employment of Palestinians
(CEP).

Justification and notes
The findings of the various assessments undertaken in the context of output 1 highlighted the need for expanding interventions beyond the
limited number of communities in order to address inter-group conflict dynamics which prevail in the border areas (e.g. Sunni-Alawi; Christian-
Muslim tensions), as well as the socio-economic inter-connectedness of the three sub-regions targeted in the Joint Programme. As a result, the
approach will promote more strategic and conflict sensitive interventions within the three sub-regions focusing on major economic sectors. In
this respect, the emphasis on the development of a socio-economic plan by the local stakeholders, focused on one particular economic sector,
which will allow for the identification of interventions to reduce the risk of inter-group conflicts and to build trust among the concerned
stakeholders. The proposed wording for this output will be used for the remaining outputs in this outcome.

Although the initial design of the joint programme didn’t include any coordination budget, many coordination activities have been identified.
Accordingly, the participating agencies agreed on transferring prorated amounts to provide the coordination unit with enough resources to cover
the salary of the Programme Coordinator, the implementation of the Communication and Advocacy Strategy and the Joint Monitoring System.
The coordination budget will be managed by the Resident Coordinator’s Office as it is undertaking coordination of the joint programme. The
programme budget reflecting the new allocation of funds is attached to this report (page 23).
