Everyone installs LibreOffice-from-Collabora,and uses Open Document Format interchange.Cleanup minor document import issues once only.
Die-hard proprietary users share ODF documents externally, and use ODF as their default save setting (but use proprietary formats for their shrinking tied-in needs).
Crucially; even proprietary users haveLibreOffice-from-Collabora installed on their machines to resolve compatibility and interoperability issues that the proprietary system may have.
Action
Enterprise hardened LibreOffice-from-Collabora delivers the world's most popular and feature rich Open Standards 'Office' suite.
Together with patching services and code fixing under standard Service Level Agreements.
The long term support model can prove to be the most cost effective and efficient way to manage a large deployment.
Open Standards mean an open future where software integration allows for competition which drives development and reduces costs.

The Document Foundation acts as steward for the LibreOffice development road-map and its release schedule. TDF is a non-profit organisation,
Several organisations contribute to forming TDF Advisory Board.
Collabora people contribute their time as members of TDF Advisory Board and also the Engineering Steering Committee of TDF.

public administration is ODF
LibreOffice will read and write MSOffice file formats.
Even some that the standard MSOffice pack can't read.
So user of LibreOffice can deal with other organisations that hang-on to Microsoft Office.
LibreOffice has always championed the use of Open Document Formats.
The UK Government and European Governments now require Public Administration bodies to use ODF and not proprietary file formats.

LibreOffice is already used extensively across Europe.
LibreOffice is available for Windows, Linux and MacOSX making idea for mixed environment deployment.
MicrosoftOffice has a different core for the Windows and MacOSX versions, making support more problematic, and it isn't available for the growing number of Linux deployments.

Supported / Enterprise
Free community LibreOffice from TDF has only community support.
Large business-critical installations need enhanced security, stability and a contracted “Service Level Agreement” that will ensure a professional response to any issues encountered.
Collabora provides a professionally supported enterprise build of LibreOffice-from-Collabora for Corporates and Public Administration bodies.
LibreOffice-from-Collabora incorporates deployment tools and long-term patch support (MSP for Windows) to ease the expense of maintaining large installations.

** the table needs to have actual values for MSOffice licenses appropriate to the prospective client (if these can be found).
Microsoft maintenance and peripheral charges (CALs?) could be considered too.
Migration to LibreOffice is an enabler for other Open Source implementations e.g. Open Source email clients, CMS, etc.

A migration plan shouldn't separate users who refuse to move from a proprietary system to the new Open Standards future system.

Crucially; even proprietary users haveLibreOffice-from-Collabora installed on their machines to resolve compatibility and interoperability issues that the proprietary system may have.
The migration plan should include users with migration issues, so that they can still contribute to the creation of the Open future and have the tools to overcome their remaining perceived interoperability issues.
LibreOffice on every machine (even those that retain a copy MSOffice) means that all users will be able to use LibreOffice to open non-standard and legacy Microsoft files, and have access to unique features like saving PDF files with embedded ODF editable text.
Deploying LibreOffice doesn’t have to exclude Microsoft Office. LibreOffice is inclusive and it embraces all, while making sure that Open Standards can become the future standards.
