Document registry

1. When the Commission was established a small number of records officers

were seconded from other State Government departments to set up a records system. By

the end of the Commission's life, records staff had spent 115,000 hours processing an

estimated 1,100,000 documents from external sources and stored an estimated 3,750,000

pieces of paper in 2,500 boxes. They arranged the optical scanning of 52,000 pages of

transcript and processed more than 49,000 pages of Commission transcript and 4,500

Commission exhibits. As well, Commission investigators and records staff vetted

millions of documents offsite in the course of procuring essential material.

2. Mail and documents received by the Commission were classified generally

as administrative or operational. Administrative documents consisted of all outgoing

correspondence, including subpoenas, other requests for information and letters in

response to Commission requests, while operational material was that produced to, or

seized by, the Commission. Administrative documents were managed according to

modern indexing and filing systems adapted to meet the peculiarities of the Commission's

needs. Operational material, which included books, stamp albums, coins, bullion,

computer printouts, transcripts and framed displays, was stored according to its value and

managed under administrative procedures.

3. All material entering the Commission was registered and indexed in two

databases. An "initial registration" database provided an immediate general summary of

documents received, while a "document registration" database, compiled after close

examination of documents, provided detailed descriptions for use by investigators.

4. Incoming mail was processed in accordance with the Financial

Administration and Audit Act. All documents seized by or presented to the Commission

were processed immediately by records staff. This involved date stamping envelopes,

header or first pages, sequential numbering of all documents, and the issuing of receipts

for filing to investigators and document owners.

5. On initial registration, material was recorded on computer. Details included

the daily sequential number, source, receipt number, arrival method, term of reference,

type of material and a brief description of the material. This data was immediately

available to Counsel and investigators.

6. Initial registration involved staff allocating a unique seven-digit reference

number to operational material. Clear, plastic stick-on labels with bar-coded

representations of numbers were fixed to documents and other items to help tracking.

The fixing of labels was the only change made to documents and other material held by

the Commission. Internal Commission files and documents also were labelled this way.

7. After initial registration, material was further examined by records staff and

details of documents and other material were recorded for entry into the document

registration database. These details included the document number, the source, date and

method of receipt, the document type, title and date, its confidentiality status, the sender,

receiver, term of reference, relationship to other material, storage location, disposal

options, amounts of money referred to, a document summary and keywords.

8. Counsel and investigators were then able to find documents in storage

through searches of the database, using Indepol text retrieval software. The movement

of original operational material within the Commission was restricted and working copies

were made whenever possible. When original material was needed, only authorised staff

were allowed access and then under strict controls. Movements of documents had to be

recorded in a ledger and authorised. Boxes of documents could also be released for use

and tracked through the bar-coding system.

9. While the scrutiny of material was labour intensive, it was imperative for

successful cross-referencing and use in investigation and hearings. The databases will

also be invaluable for disposing of records when the inquiry ends. Among issues to be

considered at disposal are whether material has to be transferred to another authority,

returned to owners, archived or destroyed.

10. As well as document management, records staff supervised out-going mail

and photocopying, and were involved in field visits to retrieve documents, liaison work

with investigators, and hearing room support and reception.

Recording and transcription services

11. Hearing, recording and transcription services were provided to the

Commission by Verbatim Reporters (1980). The process involved recording each hearing

on two audio tapes, one of which was kept as a permanent record of proceedings. The

second was used to produce hard copy and computer disk versions of the transcript. This

allowed Commissioners and Counsel hard copy and computer access to transcript within

24 hours of hearings.

12. Public versions, with suppressed and in-camera evidence excluded, were

made available at a cost of $1.50 per page, up to a maximum cost of $75 per day for hard

copy and $60 per disk (Word Perfect and DOS formats) per hearing, per term of

reference, per day. These rates were considerably less than those charged by other

Commissions and courts throughout Australia. Revenue from the sale of transcript to 15

September 1992 totalled $334,400.

13. Several organisations including the Western Australian Parliamentary

Library, Official Corruption Commission, Crown Law Department, Rothwells Task

Force, the Ministry of the Premier and Cabinet and the major political parties, received

the daily public transcript free. Curtin University of Technology Library negotiated for

and received the transcript at a discounted rate.

14. In addition the public transcript was available for perusal on a computer

monitor within the Commission's media room for use by journalists. Hard copy could be

viewed by the public within the precincts of the Commission at no charge.

Information Technology

15. Experience in other Royal Commissions and inquiries suggested that

information technology would play a significant role in the operation of this Commission,

particularly in the areas of document management, investigations and office systems.

16. A senior officer from State Information Technology, Department of State

Services, was seconded to the Commission during December 1990, to establish and

manage the Commission's information technology requirements. As well, the

Commission, through the Crown Law Department, engaged Corporate Systems Planning

to help establish the initial network in the Commission's temporary premises. This

network provided immediate word-processing facilities and the foundation for the future

expanded systems.

17. The Commission then had to determine its ongoing systems requirements

based on the likely day-to-day work of the inquiry. Griffin Rowe and Associates, a

Sydney firm of solicitors experienced in helping to establish Royal Commissions,

inquiries, fraud investigations and prosecutions, was chosen to report, in conjunction with

the Commission's I.T. Manager, on the Commission's requirements.

18. Griffin Rowe and Associates' experience was useful in defining the needs

of the Commissioners, Counsel Assisting, investigators and administrative and clerical

groups in dealing with document acquisition and management, information storage and

retrieval, security and privacy, imaging systems, specialised professional software,

information relationships and cross referencing, document presentation at hearings,

dissemination of information and access to other systems.

19. It was necessary for the Commission to carefully assess its needs and move

quickly to have in place a system that was simple to operate but effective, so that

Counsel, investigators and analysts could use the facilities from the start of business

rather than be required to change to a new system further into the inquiry. Essentially,

systems were built around the Commission's needs rather than being overburdened with

unnecessary esoteric features.

20. The systems required by the Commission included:

- Word processing

- For ease of report writing a facility to copy information from data bases into word

processing

- A capacity to sort alphabetically, numerically and by dates

- A capacity for formatting printed reports and analysis

- Systems to capture documents in electronic format

- Electronic mail

- Diary management

- Investigation management — run sheets

21. Commission staff developed systems which contained substantial data bases

of information. These were held on the Commission's in-house computers and on its

facilities at the Department of State Services Mount Street Bureau and included:

The Commission's Document Summaries/RMS: (Indepol)

The Commission developed a structured data base for the document registration

system. The software used (INDEPOL) permitted expansion to incorporate the

investigative and analytical cross matching functions necessary.

This was the Commission's records/property management system and comprised

summaries of all documents received by the Commission as well as the

Commission's records/property management system.

This information was held on an ICL computer located at the Department of State

Services, Bureau Services Mount St facility.

McCusker Report: (Titan)

The complete text of Part One of the Mc Cusker report was held in Titan on the

Commission's internal network.

Foss Database: (Titan)

This was a copy of the Hon P.G. Foss's private data base, a compilation of news

media extracts relating to W.A. Inc matters. It was volunteered by Mr Foss to

assist the Commission with its inquiries.

Company/Officers: (Indepol)

The Company/Officer data base listed all companies registered in Western

Australia, as at November 1989. This included International and Interstate

Companies registered for business in Western Australia.

Rothwells Pty Ltd, L R Connell & Partners, Oakhill and Hugall's Financial

Management, Accounting and Office Systems: (Infinity, Landmark and

Uniplex)

These were copies of magnetic backup tapes of the above systems, copied by the

Commission for its purposes. These systems were re-established by commission

personnel on the specific hardware (Hewlett Packard and Olivetti) on which the

software was designed to run.

Hansard: (Titan)

Parliamentary Debates (Hansard) from the last six months of 1987 to the end of

public hearings were maintained in Titan on the Sun network. These were made

available to the Commission conditionally, with the agreement of Parliament.

Chronology Data Base: (Titan)

A chronology of Rothwells related events established by Commission lawyers.

Biography Data Base: (Titan)

Biographical data of participants in Rothwells related matters, established by

Commission lawyers.

Kingston Inquiry: (Titan)

22. Officers assigned to the Commission developed an Investigators Run Sheet

module within the INDEPOL package, which was available to the investigation teams and

Counsel, as a management tool. Extensive use was also made of the other proprietary

applications software available on the network, particularly electronic mail, calendar

management and spreadsheet. The multimedia conversion facility was invaluable.

23. The computing hardware and software available for use within the

Commission included:

Sun Network

The Sun network comprised; 1 x Sun 4/490, 1 x Sun SparcServer 2, 57 Sun

workstations, 10 ASCII terminals, 14 Laser printers, 1 plotter, about 11 billion

characters of disk storage and sundry other devices. In addition there were 11

Toshiba T5200 portable personal computers configured to connect to the network.

Lightweight Portable PCs

6 Toshiba T1200XE lightweight portable computers, 1 Toshiba T2000SXe

Lightweight portable computer, 1 Toshiba T2000SX lightweight portable

computer, 8 Canon bubble jet portable printers were used by investigators.

Desk Top Personal Systems

4 Desk top IBM PS/2 systems, 3 Toshiba Printers were utilised for Administrative

Support and to provide Media Personnel independent access to transcripts.

External Facilities

The investigative software package INDEPOL, running on the Department of State

Services Bureau's ICL machine, was utilised. The Commission purchased 1 x 2.5

Gb ICL Disk drive and CAFS Processor to ensure security of its data. The

connection was via a 56 Kb line through data encryptors.

A communications link was also established through the Police Network to the

Department of State Services IBM system which provided secure access to the

Government's SNA network and a one way gateway to other external sources.

Olivetti

An Olivetti 3B2/600 and an Olivetti 3B2/400 were used to access the L R Connell

and Partners, Oakhills and Hugalls accounting systems.

Multi Media Device and Scanner

The "Multi Media" conversion system enabled the conversion of data gathered

from a range of sources on a wide variety of magnetic media types.

An Umax Document Scanner, with Omnipage software was utilised to input hard

copy information.

HP 3000 Computer

The HP3000 was purchased to provide access to permit work on the Rothwells

Accounting and Financial Management Systems.

Applications Software

The following major application programs were used during the course of the

Commission:

Intermedia Data Conversion software; Infinity Financial Software; Landmark

Accounting Software; Robochart; Sun Desk Set; IPALink; Sun SNA; Word Perfect

5.1.; Windows 3; Block It; Virus Buster; Microsoft Works; Isys; PC Tools; Norton

Utilities; Dr Solomans; Faslynx; Fasset; Microsoft Project and Uniplex.

The media

24. The Commission catered early for the expected influx of journalists by

setting up a media room on the 12th floor of the National Mutual Centre. This room

provided 24 desks for media representatives, telephone and power points, a modest sound

booth for radio and television reporters bearing a name plate on the door, "Clark Kent",

a small refrigerator, and a coin-operated cafe bar. News organisations installed their own

telephones, facsimiles and computer systems. With a television monitor relaying

proceedings from the main hearing room, the media room was in constant use and, on

busy days, relieved pressure on the limited seating available to the public wishing to

attend hearings. There was also a monitor installed on the 16th floor to enable Counsel

Assisting and investigators to follow the proceedings without the necessity of attendance

in person in the hearing rooms. In late 1991, as the Commission began split hearings,

sound from a second hearing room was relayed to two smaller media rooms, also on the

12th floor. This option allowed for up to 40 media representatives on the 12th floor to

move from hearing to hearing and file stories without disrupting proceedings on the floor

above. The provision of a well-equipped media room meant that the 18 media seats in

the main hearing room were filled only once, on opening day, 12 March 1991.

25. The Commission also agreed to allow journalists to use tape recorders in

hearing rooms, subject to their use being unobtrusive so as not to disrupt proceedings,

discreetly placed in media areas only and essentially as an aid to note taking. These

recordings were not, under any circumstances, to be used for broadcast. While no study

has been done of the benefit of allowing tape recorders to be used as an aid to journalists

covering the inquiry, the Commissioners believe their use enhanced fair and accurate

reporting of proceedings. They also reduced demand on the Commission to provide a

contemporaneous transcript of hearings. On no occasion was their use disruptive of

Commission hearings.

26. Limited television coverage of proceedings was also permitted. On the

basis that television coverage of opening statements and closing submissions and of

statements from the Commissioners would be allowed, the television networks installed

at their expense a camera in the main hearing room on the 13th floor. Cabling and

monitors were provided by the Commission. The camera, which had pan and tilt

capabilities, was operated by the networks which arranged their own transmission

facilities from the media room on the 12th floor. As a result, vision from the hearing

room was able to be transmitted to the stations from the Natural Mutual Centre, which

eliminated the need for outside broadcast vans in and around St George's Terrace in

central Perth. On a few occasions, networks broadcast news bulletins directly from the

media room and one station broadcast live the Commission's opening on 12 March. Such

ready access to proceedings of this nature was unprecedented in Western Australia and

may have contributed to the constant coverage of proceedings by the television networks.

27. The other major decision affecting the media concerned access to transcript

and exhibits. The Commission recognised the need for speedy access to transcript and

exhibits but was conscious of the cost involved. As a result, the daily transcript was

provided, without cost, for viewing only, on a computer monitor in the media room.

News organisations wanting to buy transcript could do so at the standard public rates.

28. Controlled access to exhibits was provided to allow journalists covering

proceedings to better understand the examination of witnesses. This access meant copies

of exhibits were handed to reporters as they were tendered. The exhibits could not be

copied or photographed or removed from the Commission precinct. Journalists

researching articles were also given access to exhibits, on days when the Commission was

not sitting. Despite early teething problems, media access to exhibits quickly became part

of proceedings. Journalists also respected the Commission's rulings when questions of

the confidentiality of exhibits arose.

29. The demands on Counsel Assisting, prevented the Commission from

acceding to media requests to begin hearings at 9.30 am and finish at 4 pm to ease

pressures on news deadlines. It also declined a request for the use of lap-top computers

in hearing rooms.

30. A small booklet, Guidelines for Journalists, was produced in February 1991

to help media representatives covering the Commission. It contained the terms of

reference, biographical details of the Commissioners and Counsel Assisting, advice on

hearing room manners, the Commission's preferred title, sitting times, building access,

security, rules on smoking, parking and transport and the whereabouts of the toilets and

canteen. The booklet also proved to be valuable for members of the public wanting to

know about the Commission.

31. In March 1991, passes were distributed to media representatives to

distinguish them as having privileges of access to the Commission not generally afforded

to the general public. During the inquiry, 150 passes were distributed to reporters,

camera operators, technicians, artists, and photographers.
