Dear HEF president, committees and “SAWASDEE Krab” all participants
Here we are in the charming countries that was once named “Siam” and has been known “The
land of smile…”. As the local host, I would like to warmly welcome all of you from around the
world to Bangkok…the capital or “Krungthep” in Thai which means “Angel City”. Thailand is
located at the heart of South East Asia region and hub of varieties activities, and you come to
us when we just got new king so let’s celebrate for his majesty the king (Rama v).
Thailand is divided into 6 parts: North, East, South, West, North East and Central, you can go
visiting both rural and urban for touching cultural place (temples, meditation centers, cultural
centers, communities wisdom, etc.), shopping malls, natural places (sea beaches,
hill-mountains, water fall, forest, etc.), restaurants and plenty eating points (one of our most
reputation is “foods, vegetable, fruits and beverage” so don’t miss to try Thai food!!!). The arts,
handicrafts, creative stuffs, hand made products are very interesting too that you can achieve in
local market or modern trade area. Surely, you could entertain various movies, sports (running
in the park, biking lanes are famous now), night life, river traveling are suggested.
For education, Thailand education system consisted of basic education (pre-school, primary
and secondary), under graduate, graduate, vocational and life long. There are many universities
in Bangkok and you can visit for further cooperation. Srinakharinwirot university….my work
place is located at Wattana sub district, conveniently travel by both BTS (sky train) and MRT
(subway train) with about 15 faculties, 3 colleges, 14 institutions or bureau, 1 graduate school,
2 hospitals and especially 3 demonstration schools! (click www.swu.ac.th).

Participants are requested to arrive in a timely fashion for all addresses, whether to their own, or to
those of other presenters. Presenters are reminded that the time slots should be divided fairly and
equally between the number of presentations, and that they should not overrun. The session chair is
asked to assume this timekeeping role and to summarize key issues in each topic.

Preparation for Oral Presentations
All presentation rooms are equipped with a screen, an LCD projector, and a laptop computer installed
with Microsoft PowerPoint. You will be able to insert your USB flash drive into the computer and
double check your file in PowerPoint. We recommend you to bring two copies of the file in case that
one fails. You may also connect your own laptop to the provided projector; however please ensure you
have the requisite connector.

Suvarnabhumi and Don Meaung International Airport are approximately 40 minutes away from
the hotel travelling by car on the expressway,and 15 minutes from Suvarnahumi by the Airport
Rail Link, which has its Ratchaprarop station within five minutes’ walking distance of the
hotel.

The hotel has an entrance lobby on the ground floor, to the rear of the Watergate Pavillion
shopping and leisure complex, which is accessed either via the complex or by the access drive
alongside the building. The reception desk is on the 9th floor, accessed by lift from the
entrance lobby.

Outcome-based education (OBE) is arguably the most prevalent teaching and
learning system adopted worldwide these days. The philosophy underlying OBE is
essentially to gauge a student’s performance in a progressive manner, and to pace
learning to best suit the learner for effective learning. The clear outcomes outlined
at the beginning of a course enable learners to anticipate the level of knowledge
and skills expected of them. With no specified teaching style, the delivery of
learning materials are subjected to a variety of delivery approaches deemed
appropriate for the subject matter and diversity of learners. In addition, the
student-centred learning model ensures active students’ participation in class to
cultivate a sense of responsibility towards their own learning. This would result in
deep learning to create a good mastery of the related fundamentals bridged with
practical implications. In OBE, emphasis is placed on activities and opportunities
introduced to guide students towards achievement of the specific goals
predetermined for the course. The tool to measure students’ attainment of the

learning objectives is assessment, which is aligned with the tasks assigned
throughout the duration of a course. Individual performance can be accurately
measured based on the pre-set yardstick, independent of the work and
achievement of other students in the same course. This is perhaps the most unique
feature of OBE assessment, i.e. avoiding reference to the ‘norm’ derived from a
normal curve of the sampled students to determine individual performance. The
activities and tasks can be conducted individually or in groups, depending on the
scope, nature and criteria of the assigned work. Assessment is continuous and
carried out at specified intervals, though it can be categorised as formative or
summative where the final examination encompassing all topics covered in the
course would be the terminal assessed instalment. Feedbacks to students for each
task assessed is important to help each student to identify his/her strengths and
weaknesses, ensuring progress of their learning as per the learning plan. It follows
that the instructor bears the responsibility to plan, develop and administer
assessment of the students’ work accordingly. These specific criteria and outcomes
would act as an integral part of the assessment exercise against inconsistency or
unfairness, safeguarding the transparency of assessment and adherence to
standards. In short, ‘real’ assessment is made irrespective of who assesses, and
who is being assessed. This lecture aims to demonstrate essence of the online
Student Assessment System developed in-house at UniversitiTun Hussein Onn
Malaysia (UTHM), which embodies the basis and philosophy of OBE as described
above: Our journey towards full implementation of OBE at UTHM.

Abstract:
The events sector of the tourism industry is young, dynamic, growing, and maturing at rapid
rate. From its origin in North America and Europe, it is now a truly global sector of the tourism
industry. The benefits of event management and event tourism are increasingly being realized
by many developing countries.
The industry’s formation has also been accompanied by a period of rapid globalization of
markets and communication, which has affected the nature of, and trends within the industry.
The event sector has to face the same global actualities other industries have to deal with as
well. It is therefore investigated how these existing facts can influenced the event sector and
what perspectives were arising. The globalization and the ease of travel nowadays, combined
with the developments in technology is becoming more important to continuously educate
students and event managers.
There were several issues pointed out by events managers such as the adoption of
environmental practices by events, increased threat to security, recognition of events
management as a profession, social media integration, hybrid events, the creation of event
strategies, accreditation, the growth of events research, the expanding events education,
increasing government involvement in events, information technology, risk management, and
standards.

Dr. Karen Miranda-Fernandez is a Professor and Dean in the College of Hotel, Restaurant, and
Tourism Management and Vice President for Research and International Affairs of Imus
Institute of Science and Technology in the Philippines. She is also a Visiting Professor and
External Examiner in Management and Science University and in three campuses of Olympia
College which are all located in Malaysia; Sahid Tourism Institute of Surakarta and Bandung
Institute of Tourism both in Indonesia; four universities in Thailand namely, Maha Sarakham
University, Naresuan University, North Bangkok University, Burapha University International
College; and Ming Chuan University in Taipei, Taiwan.
She is a postdoctoral scholar at School of Events, Tourism and Hospitality in Leeds Beckett
University, United Kingdom. She holds a doctoral degree in Business Management specialized
in Hospitality Management and master’s degree in Business Administration major in Hotel and
Restaurant Management both earned at Philippine Women’s University, Manila.
Her area of interests include events management, hospitality and tourism, human resource
management, and marketing. She has participated and presented research papers in a number of
international academic conferences held in Taiwan, Dubai, USA, Hong Kong, Vietnam, Korea,
Japan, Malaysia, New Zealand, and United Kingdom. Her research paper on Attitudes and
Perceptions of Filipino Students towards Study Abroad Program in the United States has been
presented at Harvard University, Cambridge Massachusetts, USA in May 2013.
She is the book author of “Guide to Event Management’s Best Practices” published in
Germany and available for online purchase through Amazon, Barnes & Noble, and AbeBooks.
Dr. Fernandez has served as committee chair in the 1st International Conference on Tourism’s
Role in Sustainable Community Development held at Camp Benjamin, Cavite, Philippines; and
as session chair in the International Conference on Tourism and Marketing Management held
at Hyatt Regency in Osaka, Japan and in the International Journal of Arts and Sciences
Conferences respectively held at the Harvard University Campus in Massachusetts, USA and
University of London Union in London, United Kingdom. She is the editor-in-chief of the
International Journal of Tourism and Sustainable Community Development; an active member
of the Scientific and Technical & Editorial Review Board on Business and Management
Engineering of World Academy of Science, Engineering, and Technology (WASET) based in
Connecticut, USA; International Review Committee of Higher Education Forum (HEF) and
International Journal of Business and Information (IJBI) both based in Taipei, Taiwan; Journal
of Tourism, Hospitality, and Travel published by Postgraduate Program of Bandung Tourism
Institute in Indonesia; and Vice President for Education and Accreditation of Asia Pacific
Institute of Events Management (APIEM).
