If our educational system is to deliver on the promise of high standards for all students, school and district leaders mustcreate conditions for high-quality instruction in every classroom. Too often traditional structures in our education systemdrive decision making, to the detriment of powerful student learning. Richard Elmore challenges education leaders tostep out of their comfort zones and make instructional improvement their primary focus. He says leaders must create a “common culture of expectations” and hold individuals “accountable for their contributions to the collective result.”

Richard Elmore is professor of educational leadership at Harvard's Graduate School of Education and director of theConsortium for Policy Research in Education (CPRE), a group of universities engaged in research on state and localeducation policy. He teaches regularly in programs for public-sector executives.

Dr. Elmore's research focuses on the effects of federal, state, and local education policy on schools and classrooms. He is currently exploring how schools of different types and in different policy contexts develop a sense of accountabilityand a capacity to deliver high-quality instruction. He has also researched educational choice, school restructuring, andhow changes in teaching and learning affect school organization.

This is a very challenging time for educators. Our children are living a much more networked existence – one thatallows for learning to occur 24/7, 365. Will Richardson will address the need for transition to the networked era andprovide strategies, including many classroom examples of using technologies in practice.
