Creating a General Progress Review

A General Progress Review may be conducted at any time during the appraisal period, at the request of the Employee or as deemed appropriate by the Rating Official.

A General Progress Review should also be used to record/communicate an assessment of the Employee's performance to date, when the Employee or Rating Official leaves his/her position; the new Rating Official will reference this 'close-out' review when conducting the final rating.

1. Log into SPACE using http://space.ksc.nasa.gov

Note: SPACE must be accessed from a NASA computer or via Virtual Private Network (VPN).

2. Click the Supervisor View tab (if not already selected)

3. Click the hyperlink associated with the employee’s name

4. Select the Progress Review(s) tab

Important

When you create a progress review, all supervisor notes for the employee will automatically be included in the progress review. After SPACE has copied the notes to the progress review, it will automatically delete them from the Supervisor Notes tab.

5. Click the Create Review button

6. Click Select next to the applicable review type (e.g., Create a General Progress Review)

Note: The Midpoint Progress Review button will be disabled until the beginning of the Midpoint Review period designated by your center.

7. The Element Feedback tab is open by default. Enter any written feedback you wish to provide for each critical element

8. If you wish to provide overall written feedback on the employee’s performance (instead of, or in addition to, any feedback provided regarding individual elements), enter text in the Progress Review Narrative Summary section at the bottom of the page

9. If you are not ready to submit to the Employee for review, click Save Draft to return to the Progress Review summary screen

To return to the Progress Review after saving, click Edit/Finalize

10. Once you have reviewed and finalized the Progress Review, click Ready for Review

11. Conduct a Progress Review discussion with the Employee

12. From the Progress Review summary screen, click Conduct Review

13. Click Sign

14. In the Rating Official Signature confirmation box, click Confirm

The employee will receive an email advising that he/she needs to sign the Progress Review in SPACE.

Requesting Employee Self-Assessments

Employees are encouraged, but not required, to submit Self-Assessments for the Midpoint Progress Review. Input may be submitted by preparing it in a Word document first and then copying the content into SPACE. It is acceptable for the input to remain in a Word document only. Employee input submitted in SPACE will be stored along with other performance-related records, such as the performance plan.

1. Log into SPACE using http://space.ksc.nasa.gov

Note: SPACE must be accessed from a NASA computer or via Virtual Private Network (VPN).

2. Click the Supervisor View tab

3. In the Supervisor Tools section click the Self-Assessments button

4. Click the Due Date text field and select the date you would like the employee(s) to submit the self-assessment.

Note: SPACE will automatically select a due date two (2) weeks from the current date. This due date is not enforced in SPACE.

5. Click the radio button associated with the activity for which you are requesting a self-assessment

6. Select the checkbox next to the employee(s) from whom you are requesting a self-assessment

Note: Use the Select All button at the bottom of the screen to automatically select all employees.

7. In the Additional Information to be included in email section, enter any additional guidance or information regarding your request

8. Click the Request button to submit your request for Employee Self-Assessment(s) to the selected employees

The employee(s) will receive an email notifying him/her that you have requested a Self-Assessment to be considered during the employee’s Midpoint Review or Rating (as applicable).

Viewing Employee Submitted Self-Assessments

1. Log into SPACE using http://space.ksc.nasa.gov

Note: SPACE must be accessed from a NASA computer or via Virtual Private Network (VPN).

2. Click the Supervisor View tab

3. Click the hyperlink associated with the employee’s name

Note: When an employee has submitted a Self-Assessment a small hyperlink is visible next to the employee’s name. You can click on the hyperlink to take you directly to the Self-Assessment.

The letter M indicates a Self-Assessment was submitted for the Midterm Review The letter R indicates a Self-Assessment was submitted for the Rating

4. Click the Employee Provided Self-Assessments tab

5. Click View

6. Review the Employee Provided Self-Assessment

7. To print a copy of the Self-Assessment or to save a copy to your desktop, click Print PDF located at the bottom of the page

A separate pop-up window will appear with an Adobe Acrobat PDF version of the Employee Provided Self-Assessment

In the File Download window, click Open

To print the Self-Assessment, click the print icon on the top toolbar Print as you normally would from your Internet browser

To save the Self-Assessment, click the File → Save in the menu toolbar Save as you normally would from your Internet browser

Returning Employee Submitted Self-Assessments

Employees are encouraged, but not required, to submit Self-Assessments for the Midpoint Progress Review. Input may be submitted by preparing it in a Word document first and then copying the content into SPACE. It is acceptable for the input to remain in a Word document only. Employee input submitted in SPACE will be stored along with other performance-related records, such as the performance plan.

Note: Once submitted, the employee will not be able to edit the Self-Assessment until you return it. Returning a Self-Assessment is primarily used when the employee needs to make edits.

Note: SPACE must be accessed from a NASA computer or via Virtual Private Network (VPN).

2. Click the Supervisor View tab

3. Click the hyperlink associated with the employee’s name

Note: When an employee has submitted a Self-Assessment a small hyperlink is visible next to the employee’s name. Clicking the hyperlink will take you directly to the Self-Assessment, bypassing the Return to Employee button.

The letter M indicates a Self-Assessment was submitted for the Midterm Review The letter R indicates a Self-Assessment was submitted for the Rating

4. Click the Employee Provided Self-Assessments tab

5. For the applicable Self-Assessment, click Return to Employee

Note: Once you return a Self-Assessment to an employee, you will no longer have access to it until the employee re-submits.

4. Read the guidance and then click Continue5. Click the Self-Assessment button (i.e.,., Midpoint) to view the Employee Provided Self-Assessment

in a separate screen

Note: If the Employee has not submitted a Self-Assessment for the Midpoint Review, this button is titled Self-Assessment and is disabled

6. Review the Employee Provided Self-Assessment

7. To print a copy of the Self-Assessment or to save a copy to your desktop, click Print PDF located at

the bottom of the page

You can also add content from the following sources if content is available (indicated by a check mark inside the applicable tab):

Employee-Provided Self-Assessments

Previous Progress Reviews (i.e., a General Progress Review)

9. To add content directly from the one of these sources, click the appropriate tab (e.g., Add content from Self-Assessment) within each Rating Official Element Feedback textbox

10. Click the checkbox next to the content you wish to copy and then click Copy Notes

11. Edit content as appropriate12. Repeat as needed for each Element.

13. If you wish to provide overall written feedback on the employee’s performance (instead of or in addition to any feedback provided regarding individual elements), enter text in the Progress Review Narrative Summary section at the bottom of the page

• In the Narrative Summary section, you can also add content from Supplemental Feedback (feedback from a third party reviewer) entered in SPACE

14. If you are not ready to submit to the Employee for review, click Save Draft to return to the Progress Review summary screen

• To return to the Progress Review after saving a draft, click Edit/Finalize

15. Once you have reviewed and finalized the Midpoint Progress Review, click Ready for Review

16. Conduct a face-to-face Progress Review discussion with the Employee

Rating Officials must conduct a midpoint discussion with employee that should include:

Progress in relation to critical elements and performance standards/indicators Employee's self-assessment or other input Performance problems, if applicable; if performance is below "Meets Expectations" (or trending

that way), let the employee know Changes in performance requirements – updates needed to performance plan Training and development needs (required)

17. From the Progress Review summary screen, click Conduct Review

18. As applicable, click the Yes or No radio button which corresponds with your response to whether Training and Development needs were discussed during this Progress Review

19. As applicable, click the Yes or No radio button which corresponds with your response to whether an Individual Development Plan (IDP) was offered for the current appraisal period

20. Click Sign

21. In the Rating Official Signature confirmation box, click Confirm

The employee will receive an email advising him/her to sign the Progress Review in SPACE. When the employee has signed the review, the employee’s status in your Supervisor View will update to Midpoint Review Complete.
