About 170 people were in attendance at the 34th Annual Concrete Design Awards on Thursday, January
12th at the Kalahari Resort in Wisconsin Dells. Owners, architects, engineers, contractors and ready
mixed producers were recognized for their achievements on a variety of concrete projects.

2017 ACI Strength Testing April 4th
The WRMCA is sponsoring an ACI Laboratory Technician Concrete Strength Testing Technician
Certification on April 4, 2017 at GeoTest in West Allis. Concrete Strength Testing Technician is an
individual who has demonstrated the knowledge and ability to properly perform, record, and report the
results of four basic ASTM laboratory procedures related to the determination of concrete compressive
and flexural strength.
Scope & Knowledge
The program requires a working knowledge of the following ASTM Standards:
C617-Capping Cylindrical Concrete Specimens
C1231-Unbonded Caps for Concrete Cylinders
C39-Compressive Strength of Cylindrical Concrete Specimens
C78-Flexural Strength of Concrete

Legislative Update: Budget Includes Funding for State Facility Upgrades
In February Governor Walker introduced his proposed two-year state budget bill. The bill will be debated
and amended by the legislature this spring and will likely be signed into law in early July of this year. One
component of the state’s two-year budget is the Capital Budget for state building projects totaling $803
million. This includes nearly $450 million in new bonding. The Capital Budget rejects about $1.33
billion worth of project requests submitted by state agencies. It emphasizes maintaining current
facilities over new construction.
The Capital Budget proposal demonstrates a shift to less borrowing for vertical construction and fewer
state agency requests making the cut. The proposal reflects a growing attitude in the legislature to rely
less on borrowing for both vertical construction and the transportation budget.
WRMCA is working with the legislature and the Administration encouraging them to invest more state
dollars in infrastructure. Our goal is for the proposed level of spending in the Capital Budget to be the
starting point of the discussion about the appropriate level of investment in state facilities. The reality is,
the backlog of state facility construction needs continue to grow making delays in repair more
expensive to address in the future. The longer the state delays much-needed repairs, the more
taxpayers will pay in the end.
WRMCA Legislative Day April 5th The Wisconsin Ready Mixed Concrete Association’s statewide legislative day will be held on Wednesday,
April 5th at Cooper’s Tavern in Madison. Registration begins at 11:30a.m., followed by a noon luncheon
and a “hike the hill” that afternoon. The “hike the hill” will involve meetings with your area legisla-
tors. Appointments will be made by the WRMCA, so please register today if you plan on attending so we
can schedule meetings with your legislative representatives.

we need your home address so we can set up an appointment with your legislator.

ASSOCIATION NEWS 14th Annual OES Workshop
The 2017 Workshop took place on January 11th-12th at the
Kalahari Resort with 47 members in attendance. New to the
program was Kevin Walgenbach, VP of Compliance &
Regulatory Affairs NRMCA, presenting on Operational Safety.
Thanks to Justin Kratochvil and Chad Kaster for their
presentation on plant safety and employee/company
moral. Thanks to Adam Tegelman for an environmental
update. Thanks to Chad Kaster and Chad Krueger for how to be prepared for FMCSA and DOT regulatory
changes. Thanks to John Seidl for a hands on FMCSA DOT inspection. Thanks to Wingra Redi-Mix, Greg
Sundby and Clay Templeton for bringing a truck to inspect.
Thanks to George Gruetzmacher, PhD, CIH, CSP, PE Industrial Hygiene Consultant, WisCon Program and
Mary Bauer, Compliance Assistance Specialist U.S. Department of Labor/OSHA for presenting on the
Occupational Health and Safety portion of the program. 2017 OSHA new reporting deadlines/updates
including HazCom, top cited health citations (SIC 3273), penalty increase and required programs. Thanks to We’re Partners for sponsoring happy hour. Special thanks to the dedicated OES committee
members for putting together an informative workshop.
17th Annual Technical Workshop
About 140 people including contractors, associates, and
ready mix producers attended the 2017 Technical Workshop
held January 12th-13th at the Kalahari Resort in Wisconsin
Dells.
Day 1 of the workshop featured keynote speaker Jeff Kortes
presenting on employee retention followed by a contractor
roundtable. The second day featured WisDOT, NRCS, a session on Gradation & Mix Design by Peter
Taylor, ending with Larry Sutter giving an update on the deicer study out of Michigan Tech.

Technical Committee Chairman for all of his hard work. Mark Your Calendars - the 2018 Technical Work-
shop will be held February 8th-9th at the Kalahari Resort in Wisconsin Dells.
WRMCA 17th Annual Ready Mix Golf Outing Blitz Mark Your Calendar for June 22, 2017
The WRMCA Scholarship and Education Committee invites you to
participate in the 17th annual Ready-Mix Blitz Scholarship Golf
Outing. The event will take place at Trapper’s Turn Wisconsin Dells.
Registration begins at 10:30a.m. with lunch available at 11:00a.m.
The format will be best ball with a 12:00p.m. shotgun start. After enjoying a round of golf you will be
treated to a fabulous dinner followed by a raffle, door prizes, and the chance to network with fellow
WRMCA members. All funds that are raised will go toward the WRMCA Education Foundation.
Sponsorships are available and prize contributions are welcomed. A flyer will be mailed to the member-
ship this spring.

OES NEWS 2016 Plant Safety Awards
The WRMCA OES Committee is pleased to announce the winners of the 2016 Plant Safety Awards. The
award criterion was completed using current Bureau of Labor Statistics Injury rates. Those individual
locations with a frequency and severity rate better than the national average for the Ready Mix
Profession were awarded a certificate of achievement by the OES Committee. Those “best in class”
winners, or those with the best rates (in case of a tie, the plant with the most hours worked was
selected), received a plaque. Congratulations and continued success in 2017!

2017 CONVENTION RECAP The 67th Annual Convention was held in conjunction with the Illinois Ready Mixed Concrete Association
February 26th-March 1st at the Fort Lauderdale Marriott Pompano Beach Resort & Spa. Over 75
attendees and guests were in attendance for the event. A welcome reception sponsored by We’re
Partners was held outside on a windy but beautiful Florida Sunday evening.
The convention sessions on Monday began with an Industry Update by Ray McVeigh, Great Lakes Cement
Promotion Council. Andreas Tselebidis from BASF presented on High Strength Concrete followed by Mitch
Mariotti, VCNA Prairie and Justin Kratochvil, Ozinga Ready Mix discussing Operations, Environmental and
Safety updates.
Tuesday included a legislative update by Peter Kammer, WRMCA and Jim Randolph, IRMCA, a Fly Ash
presentation by Ben Franklin, Headwaters Resources and Exit/Transition Planning by Bill Stark from
Securian Financial Services. The final day of sessions featured Fuel Innovation by Mike Boles, FS and an
entertaining session on Employee Retention by keynote Dan Baker.
A We’re Partners reception and Roaring 20’s Murder Mystery dinner was held Wednesday evening to
conclude the convention.
