He was 2nd Vice President for several years before taking the Presidency Last year. Our hearts go out to the Family of Jimmy Biggerstaff. As a CONA President, Mr. Biggerstaff was committed to Civic issues from keeping curbside mailboxes out of St. Petersburg to attending all City Council meetings. Our committees have been busy. The Midtown Outreach Committee not only facilitated a successful Health Fair at the Wildwood Center May 14, but also had a CONA booth at the Weed and Seed event May 7. Ingrid Comberg Graduated a new class of CONA leadership students at the Palladium. The Diversity Co-Hosted the Stand Against Racism event At the Woodson Museum. 2nd VP Will Michaels was one of the fea- tured speakers. Tim Martin’s Environment committee recently rode Booker Creek on bicycles to advance their environmental causes. The Public Safety Committee continues to attend neigh- borhood meetings and honored the St Pete Police Department, the 3 fallen Officers and Officer of the Year Amanda Newton at our last Board meeting. Donna Law has been attending Court hearings with her Court Watch Group and Donna has been a guest host on Jonny Harris’ weekly radio show. Jim Gee has been organizing codes ride a longs with various neighborhood leaders to determine the best course of codes actions. And the City Budget Review Committee has bee setting a monitoring strategy on the City’s Budget. Come get involved… there is enough heavy lifting for all of us. Welcome to our new CONA Executive Committee Members.Our new first Vice President Wayne Atherholt has recentlyreturned to St Petersburg. He was a Executive CommitteeMember in the 90’s as well as CONA Leadership Mentor. 2ndVice President Will Michaels is no stranger to the ExecutiveCommittee. He was 2nd Vice President for several years beforetaking the Presidency Last year.

Our hearts go out to the Family of Jimmy Biggerstaff. As aCONA President, Mr. Biggerstaff was committed to Civic issuesfrom keeping curbside mailboxes out of St. Petersburg toattending all City Council meetings.

Our committees have been busy. The Midtown OutreachCommittee not only facilitated a successful Health Fair at theWildwood Center May 14, but also had a CONA booth at theWeed and Seed event May 7. Court Watch – Donna LawIn the last few months, Court Watch has been able toachieve 2 out of 4 goals that were set in the beginning ofthe year. We are so excited about the how Court Watchis really making a difference.

Goals:1. Heighten public awareness of the negative effects

habitual offenders have on the economy, society, and the quality of life.

2. Promote an environment in which prosecution to the fullest extent of the law is encouraged.

3. Support and encourage accountability of the criminal justice system to the public by monitoring appropriateness of sentencing by judges.

4. Communicate and establish a partnership with all branches of law enforcement and the judicial system.

Results include increased bonds and “mapping out of aneighborhood” for prostitutes, and habitual offenders,cases monitored included a vast variety of crimes; we willdecide what’s important for us. If you want to give usabout 5 hours a month (whatever you would be able togive will be appreciated) and if we could find 20 volun-teers in our neighborhoods, we will heighten publicawareness.

Nominating – Theresa McEachern* Report: Congratulations to our newly elected 1st and2nd Vice Presidents, Wayne Atherholt and Will Michaels,respectively. Also, at the June 15 Board meeting we willbe voting for a new ‘Chair’ for our Land Development &Historic Resources Committee. Maureen Stafford hasagreed to accept this position but nominations “from thefloor” will also be taken, prior to a ‘voice vote’ thatevening. Thank you.

Diversity – Will Michaels The Diversity Committee has its last meeting on May 2nd.Guest speaker at that meeting was Bunhap Prak. Bunhapwas raised in Cambodia and relocated as a refugee to thiscountry in 1980. He has since been active in many Asiancultural and assistance programs and provided a very goodpresentation on the needs of the Southeast Asian commu-nity in our area. Some of you may remember him as aguest speaker at CONA Leadership. A number of

Committee members, including our President MikeGulley, participated in the diversity program sponsored bythe YWCA on April 29th. This was an excellent event co-sponsored by CONA and several other organizations.Mayor Foster also attended the event and spoke. On May16th Will Michaels and Kai Warren attended the “St.Petersburg Together” forum sponsored by CommunityTampa Bay at the request of the City Council. The forumexpects to have additional meetings and develop a city-wide diversity action plan over the summer. The CONABoard previously voted to endorse this effort. Midtown Outreach – Vel ThompsonThe CONA Mid-Town Outreach Committee enjoyed asuccessful health fair on Saturday May 14 at the Wildwoodrecreation center. Dr. Eleanor Miranda & her team pro-vided blood pressure check-up, cholesterol screening andflu shot for residence in the mid-town area. St.Petersburg General Hospital provided toys and games forthe kid, Pastor Sam and the Dream Center provided pop-corn and snacks for the kids, Bob Jeffrey donated waterand Tropical Smoothie provided sandwiches. FayeJackson, Ingrid Comberg, Maureen Stafford and MikeGulley assisted Lisa and I with the health fair. There wasfun for all. Dr. Miranda is looking forward to hostinganother health fair in the very near future with our organi-zation.

Energy & Environment – Tim MartinIt’s not always easy to wake up early on a Sunday morningfor a community service project, but that’s just what sevenof us did recently as we convened at a retention pond inNorth Kenwood to start a 5-mile bike ride along the rem-nants of Booker creek. Armed with storm water drainagemaps and the curiosity of urban explorers, members of theEnergy and Environment committee spent three hours ona hot day to survey the creek and to look for ways wecould improve this vital watershed in the heart of our city.

Along the way we encountered a surprising amount ofwildlife. Lots of birds were out. The team spotted severalnesting moorhens, a green heron, yellow crested nightherons, mottled ducks, an assortment of warblers, as wellas many species we like to call the ‘usual suspects.’ Andthe fauna wasn’t just confined to the air. We also saw alligators in two different locations, lots ofturtles, fish, a water snake, and even a manatee!

Indeed, we’re happy to report the creek isn’t in as bad ashape as we initially thought, but there is still plenty ofroom for improvement – especially in the northern halfwhere culverts and neglect rule the day. But in the south,efforts by ride-along participant Kai Warren and others areyielding success in the form of a soon-to-be-developedbike trail that will highlight historic and environmentallysignificant features of the creek. Our committee’s hope isto maybe bring some of that effort further north, withthoughts of connecting the new “Historic Booker CreekBike Trail,” which is currently being planned to run fromthe Bay to Tropicana Field, all the way to Booker Lake inNorth Kenwood and perhaps beyond.

During our ride we also saw at least two retention pondsand several stretches of creek that we deemed good can-didates for remediation work – including a nice stretch inCampbell Park where the new trail crosses the creekalong a wooden bridge. In these places the waterwayflows, but is impaired with invasive hydrilla and other non-native plants.

Over 3,500 acres of land drain into Booker creek, makingit one of the largest watersheds in the city. The creek itselfprovides environmental habitat and recreational opportunities, but more importantly, improving the creek’shealth can have a positive impact on the entire watershed,including the Bay. If you’re interested in helping us improvethis vital, but oft overlooked waterway, please considerjoining our committee and lending your support.

Codes -Jim GeeOur Lawns and the growth of them is what I first notice asI travel through our neighborhoods. Does the grass needto be longer or shorter when cutting during a droughtperiod or just normal hot summer weather? Let me hearfrom you so we might share. Also it is a good time to addtop soil to your yard as if it is washing away the sand willnot support growth. You need to have a ground cover(grass bed) to “Maintain” your yard. Remember the wordin our Codes Requirement. It is the right spice for improv-ing all of our Neighborhoods.

Let us all be prepared with the on-coming drought period we receive each year as it is so damaging to ourNeighborhood’s beauty and to the individual home-owner’s yard and gardens. Remember those weeds thatpop-up, grow twice as fast as your grass. The weeds alsosupport their own types of insects that also may destroyyour grass system. Remember those yards across “theway” that has those fast growing, fluffy looking balls on thetop end of a stem. It’s like an army developing in strength,knowing that the wind will be coming and they are gettingready for their organized flight. Here comes the wind inmy direction. Too late, Jim. This true cycle of life’s systemwith our environment can be planned for.

Lack of water in the right places is a big challenge for usand expensive too. Our City is looking for ways to savemoney especially with the reserving of water. We makeplenty of money with our reclaimed water system butthere are those times that this system is challenged also.So let us work with a water cistern type storage systemthat might help us bridge for the short falls in supply. Youmay know of a system in-use in your own local that youmight want to share with us. I am sure we may evaluate areproduction of this model to be used throughout ourcommunity.

We may even receive helpful scholarships or grants fromour City. Remember the city’s effort on saving water use afew years ago when they issued water saving nozzles andsupport items to many of us. Of course we only want thestorage of water to be used for only our yards and not forhuman consumption.

Each effort is not wasted with our ideas for our communi-ty as it is what we are made of. Let us all work to achievethis process.

n Mike Gulley opened our meeting by leading us in the Pledge of Allegiance to Our Flag.

n He then introduced Cass Rael Sr., Chair of the CONA Public Safety Committee. Cass reminded us that this week marks a national celebration of Police Appreciation. In CONA observance Cass presented Police Chief Chuck Harmon and fourteen fellow Officers with us tonight with a memorial for the three Officers, killed in service, earlier this year. The Chief thanked CONA for our support.• Cass called for a prayerful silence to honor the fallen Officers and

their families.n The program then focused on a presentation by Len Ciecieznski,

Pinellas County Information Specialist speaking on the theme of Hurricane Preparation.• Though many seemed to recall weathering a hurricane here in St.

Petersburg, the fact is that our city has not had a full hurricane encounter since 1921!

• Len described a 5 point plan to improve the safety of our families ifwe encounter another serious hurricane threat.1) Be aware of the “Evacuation Level”, (from 1 to 5), for your

home address.2) Agree on your evacuation plan strategy: Plan A- Severe storm

threat, go to a shelter. Plan B. Less severe threat, evacuate to Uncle Bill’s who lives in a higher flood zone.

3) List and collect, (start sooner the better), materials you will take with you in evacuation- food (canned), water (gal. /day each person), medicines (include pets).

4) Protect your shelter (home). Batten down and add security where possible.

5) Keep informed. TV while available, radio, car or battery best. Know your situation and evacuate if called for………early.Evacuation planners try to give 12 hour advance warning. Don’t get caught in last minute traffic.

• FEMA Flood Zone Maps are based on fresh water intrusions, not salt water storm surges.

• PSTA provides free bus route transportation to storm shelters.• Those with “Special Needs” health problems are urged to

schedule evacuation to area nursing homes to assure better care than in the public shelters, which should always be your last resort!

n Returning to our regular agenda, the President called for corrections to the Newsletter published Minutes of our March and April meetings. With no corrections cited, they stand as published.

n The Treasurer gave her report noting a closing April 30th balance of $1,187.61.

n Mike announced the appointment of a new CONA Committee, to be chaired by Ingrid Comberg, that will seek to develop improved communications among our members.

n Mike also announced that our reactivated CONA Committee devoted to analysis of the city budget will be meeting, again, at the Coquina Key Clubhouse.

n Our President awarded our CONA Citizen of The Month plaque to Lisa Wheeler-Brown.

n Chair of our CONA Nominations Committee then announced their slate of candidates for our two vacant vice presidencies.• For First Vice President: Wayne Atherholt, Gary Grooms, and Vel

Thompson.• For Second Vice President: Courtney Cappolla, and Will Michaels.• There were three calls for additional nominations from the floor

for the First V.P. and three calls for nominations to the Second V.P. • With no floor nominations, the announced slate was closed.

• Each of the slated candidates was invited to give brief résumés of their backgrounds.

• The ballots were then distributed to representatives of each member association.

• Susan Ajoc responded to a call for a third party to confirm the election vote counting

• Theresa announced the vote: for First Vice President- Wayne Atherholt, for Second Vice President- Will Michaels.

n President Mike Gulley then called for our CONA Committee Reports:• Vel Thompson sharing with Lisa Wheeler-Brown provided an

update on the activities of the CONA Midtown Outreach Committee.

• We attended the Weed & Seed Meeting on May 7th. and cosponsored the big Block Party on May 14th.

• The response to the youth Health Screening by Dr. Miranda has brought appeals to repeat the program again soon.

• Will Michaels reported on the success of our April 29th. meeting atthe YMCA hosted by the CONA Diversity Committee.

• David Hoover, (Riviera Bay), conducted a straw vote for date preferences of the CONA ticket sales for the Ray’s Baseball Games at the Dome. He promised a definitive poll will appear on our Rep’s Forum Listserv.

n The President opened the floor to NEW BUSINESS:• Kai Warren, (Roser Park), invited all to the free movie programs at

North Straub Park on Thursday evenings sponsored by St. Petersburg Preservation. Last week’s program attracted over 400 to the audience.

• Donna Law, (Central Oak Park(, appealed for volunteers to swell her Court Watch audience at a 49th. Street Court hearing on May 25th, of a chronic repeat offender. She also urged hearing her radiointerview, on May 31st, broadcast on AM Radio 1590 Kc. with Officer Johnny Harris, S.P.P.D.

• Cass, (N. Kenwood), explained that Mayor Foster was unable to attend our PSC Police Honors tonight due to a scheduled city budget review.

• Tim Baker, (Energy & Environment Comm.), urged all to join a bike tour of Booker Creek next Sunday, 5/22/11, starting at 10 a.m.

• Susan Ajoc, (Neighborhood Partnership Office), provided some details and urged our attendance at the upcoming Florida Neighborhood Conference to be held in Ft. Lauderdale. Now a not-for-profit organization, they hope 200-300 will attend with admission for members set at $50.

• Tirrah Switzer told us about her group, Big Brothers Big Sisters. They organize establishing one-to-one relationships with caring adult volunteers who commit to meeting twice each month with their partnered young people. There are over 400 at risk youths on the waiting list. There are a variety of free or discount tickets available to share with the kids in this program and their mentors.

• We learned that the Azalea Neighborhood Association will be backin court, on June 16th. to press their pollution claims against Raytheon.

Do you like the steady improvement Grand Central is making? Or would you prefer it slipped back to the way it was going a decade ago, before Grand Central started?

Everything that was gained is at risk right now.

The City is looking to cut $1.8 Million from the portionof the budget paid by their General Fund, an approximate 8% reduction. The $11k or 30+% theywant to cut from us won’t make a bit of difference to the budget shortfall, but it could mean everything to usand the surrounding community.

We get a grant each year that pays for the modest salary,taxes and no benefits for our one full time employee. Inexchange we are contractually obligated and faithfullycarry out a series of economic development and community enrichment activities. Our ExecutiveDirector\Main Street Manager is invaluable to GrandCentral, without this asset (Lauren Ruiz from HistoricKenwood) we would never be able to do all the qualityevents, website, social media, newsletters, email blasts,City and Law Enforcement coordination, non-profitaccounting, regulatory compliance, marketing and smallbusiness advocacy to the City for our members, the listgoes on and on... Without our organization and infra-structure Grand Central would likely be just like otherparts of the city that have stagnated or fell into disrepair.We are very close to getting enough Council support, buteveryone voicing their support would make the world ofdifference in justifying one more councilman’s vote.

A Call to Arms Attend 15th AnnualFlorida NeighborhoodsConference - July 7-9

Mark your calendars and plant to attend the 15th annualFlorida Neighborhoods Conference. Since you have partic-ipated in a past FNC, you know that this conference is agreat opportunity to network with other neighborhoodchampions from across the state of Florida.

This year’s conference is being held July 7-9, 2011 at thetropical Hyatt Regency Pier Sixty Six along the IntracoastalWaterway in Fort Lauderdale. Please note the FNC web-site is in transition and under construction and isn’t avail-able at this time. You will need to download the attachedregistration booklet for all the details.

In a time of slow economic growth and tight municipalbudgets, our community and neighborhood leaders arestruggling to provide services and undertake communityactivities with limited resources. Therefore it is up to all ofus to work together and look for innovative ideas andsolutions to the issues facing our communities. The 2011conference provides an excellent venue for neighborhoodand community leaders to collaborate and share ideas onways to build capacity and create strong and healthy neigh-borhoods.

CONA loses a long term friend and advocate.On April 18, 2011, CONA lost Jimmy Biggerstaff, a long time friend and neighborhood advocate. Mr Biggerstaff was our Citizen of the Month in June 2006 and was described at that time: as a very hard working individual who has made a big impact on the city of St. Petersburg. Below are some little knownfacts about Jimmy J. Biggerstaff.

• Born in Brazil, Indiana; Moved to St. Petersburg in 1987; Very involved in civic issues; Disston HeightsPresident 1996, 1997 and 1998; Council of Neighborhood Associations President 1999, 2000. 2001;Attended all City Council meetings while President of CONA

• Speaker at Neighborhood Leadership Program

• Successfully fought the Post Office to keep curbside mailboxes out of St. Petersburg

• Worked on Computers for the Community

• Married to Judy, they have three sons and one grandson

• Collects and sells antiques on E-Bay
