What is a Comprehensive Plan“comprehensive plan” means the materials, written and/or graphic, including but
not limited to maps, charts, studies, resolutions, reports and other descriptivematerials that identify the goals, objectives, principles, guidelines, policies,standards, devices and instruments for the immediate and long-range protection,enhancement, growth and development of the Town located outside the limits ofany incorporated Village or City”

What is a Comprehensive Plan• Also referred to as a , “Municipal Plan”, “Master Plan”, sometimes “Land Use
Plan”
• Outlines how the community wants to be in the future• Smart growth & infill development, protection, preservation, etc
• Community-supported document (values into action)• Looks at entirety of the Community
• Transportation, environment, land use, zoning community services, issues, quality of life,economic development, etc.
• 10-15+ year timeframe
• Framework for land use regulations (i.e. zoning)
Possible Themes From the PlanWhat is important to you?
• More business growth, toboost town revenue andlighten residents’ tax burden?
• More attractive andconcentrated commercialdevelopment? Where?
• More and better options forwalking, biking, and recreationto and from Onondaga Lake?
• Preservation of character ofthe Village?

• Village or Town has never had a Comprehensive Plan completed
• NYS / Onondaga County investments around the Lake and Fairgrounds -Proactive, not Reactive
• Consolidates many pertinent studies previously completed into one conciseaction plan.
• Address issues of land use and zoning – much be in accordance with the Plan
• Better positions the community for future funding opportunities• Define projects, evaluate funding options, submit applications for funding

In planning for the future, our commitment to the Geddes and Solvaycommunity will be to actively…
• Build upon our sense of community;• Preserve and protect our environmental assets;• Support a vibrant economic climate; and• Ensure the public health, safety, and welfare for all.
We will strive to achieve this vision by implementing sustainable policies on a community-wide platformthrough the actions of our local leaders, business partners, and engaged residents. With the pursuit ofthis combined Town and Village Vision, we will also work to provide leadership and actively participate inefforts to improve the overall environmental, economic and social health of the Syracuse MetropolitanRegion.
