Educational Rationale• Early Childhood Education
o Expand DCIU’s ability to create an early childhood center for our typically developing children in Head Start and our students with disabilities in Early Intervention
o Create opportunities to serve children in need of Head Start services from the Penn Delco School District
o Expands DCIU’s ability to provide early childhood services to students in the community
o Strengthens opportunities for collaboration between Early Childhood Education and the CTE Early Childhood Programming

o Emotional Support Programs under one supervisor in new facility allowing implementation of a comprehensive Schoolwide Positive Behavior Support System for all students K-12
o Opportunities for creative scheduling and more effective utilization of highly qualified teachers, particularly for middle school and high school
o Provides additional opportunities for career and technical exploration/participation for high school students with emotional support needs
o Expand programming for student with mental health needs who do not display aggressive acting behaviors

o Create theory classrooms which are conducive to differentiated and cooperative instruction
o Program placement within a facility that maximizes accessibility by public clients
o Develop appropriate instruction space, with the necessary technology to administer the necessary testing and academic measures
o The reallocation and redistribution of physical space, in adherence to state and industry standards, to allow for potential program growth
