To qualify for the grant, the applicants / interested potential grantees should meet the following criteria: 1. Land: Mandatory:

We have three options for land:

Land Document: Privately owned with Sharaiee Qabala, government lease, or Urfi Qabala backed by a legal document issued by government or Urfi Qabala attested by local Malik or Wakil e Guzar). If recently purchased, the purchased agreement on Ministry of Justic (MoJ) printed letterhead of the property dealer that is stamped by MoJ and has a serial number issued by MoJ and fully filled (all of the credentials pertinent to that land should be filled in along with photos of the seller and the buyers, finger print, reference to Qabala – Sharaiee or the legal document issued by government) by a registered property dealer. Provision of a copy of property dealer’s license is also required. Land ownership documents titled on applicant’s firm or applicant’s own name or applicant’s father name (in case the land is in applicant’ father name then a consent letter/inheritance entitlement documents shall be provide along with Tazkera copy of the owner).

In case of government lease, an officially certified lease agreement between the applicant and the government body for at least 10 years (valid for at least 5 years from the date of submission) can be considered.

Size of land: At least 50 M2 of land for the clinic building is required. Those applicants who are already CARD-F grantees or have applied for CARD-F grants, should prove they have enough land to be eligible for this grant and previous grants;

Suitability It could be in the area easily accessible for by CARD-F and other poultry farmers; Must have access to enough potable quality well or city tap water; Site Must be suitable for construction; Preferably connected to public grid/ electricity or its equivalent supply; Consider the future expansion of the clinic (will be preferred).

Comprehensive Agriculture and Rural Development Facility (CARD-F) is an agriculture and rural development program of MAIL, MRRD, MCN and MoF of the government of Islamic Republic of Afghanistan. CARD-F is implementing a National Poultry Value Chain Project in Afghanistan. Part of this project requires establishment of Poultry clinics in Kabul, Nangarhar, and Balkh provinces to further strengthen this Value Chain in Afghanistan. CARD-F therefore is seeking for interested and qualified investors who wish to establish such a clinic with a financial as well as technical assistance from CARD-F. The total cost of investment for one clinic (construction of new space for clinic and equipment which does not include cost of land) is estimated to be about ($ 16,000 USD construction cost and $ 43,550 USD for equipment). If a new building will be built for clinic, CARD-F will contribute up to 50 % toward both equipment and construction costs. The financial internal rate of return for a similar investment (Poultry Clinic established in Kandahar by CARD-F) was as follows:IRR=without grant: 49 % (annual return earned on each dollar invested)IRR=with grant 124 % (annual return earned on each dollar invested)Pay-back period: without grant 1.5 years (the time it will take to recover the cost of investment from the profit earned) Pay-back period: with grants 0.6 years (the time it will take to recover the cost of investment from the profit earned)

If the applicant wants to build new building for the clinic, CARD-F will pay 50% of the construction that is $ 8,000 USD and 50 % of the equipment cost (USD 21,775)and his/her land should meet the land document, size and suitability criteria mentioned below;If the applicant already has a building/space for such a clinic, it will be subject to suitability assessment and if the place is suitable then CARD will pay only 50 % of the equipment USD 21,775. The applicants building/space should meet the land document and suitability criteria mentioned below;If the applicant wants to rent a space/ building for this clinic, the place will be subject to suitability assessment and if the place is suitable then CARD will pay up to USD 300 per month for one year of the rent whereas the land rental agreement shall be at least for 5 years and CARD-F will also contribute 50 % towards the equipment cost (USD21,775). The applicants building/space should meet the suitability criteria mentioned below.If not rented yet, a commitment letter showing that the applicant has identified such a space/building which is sufficient for establishment of proposed poultry clinic and is going to rent it if he/she is awarded the grant.(Note: Existing poultry clinics can also apply to either establish a new clinic or to upgrade their existing clinics which will be subject to suitability assessment, technical verification of their current clinic, and their fulfillment of bank statement criteria; CARD-F’s contribution for existing poultry clinics will be 50 % of the proposed upgrade amount for machinery and building.)

2. Bank Statement: MandatoryThe applicant must submit its bank statement in the applicant’s firm or applicant’s own name showing a closing balance not less than $ 35,730 USD. The bank statement date should not be more than 1 month old before the date of submission and the fund balance will be verified by CARD-F during the evaluation which will be within one month after application submission date. For those applicants who are already CARD-F grantees or have applied for CARD-F grants, this amount must be in addition to their previous commitments i.e. their previous commitments will be deducted from their closing balance. The applicant should not withdraw the available fund from the account up to few days after the submission of the bank statement.

3. Proposed Business Plan: 75 scoresThe Business Proposal can be submitted in Dari, Pashto, or English languagesA. Knowledge of the sector/current business portfolios in terms of investment, resources, network and other market intelligence relevant to the poultry sector 5 marksB. Vision, Mission & Objectives Statement for the proposed investment opportunity 5 marksC. Proposed Specifications for the establishment poultry clinic. 10 marksD. Summary of acquisition plan for equipment and construction plan in case the applicant is establishing a new building (construction activities and timelines for completion of activities);10 marksE. Financial Plan: Estimated total cost in USD (Total Cost of Investment excluding land) and Projected ‘Income and Expenditures Statement’ for the first 2 years 20 marksF. Marketing Plan which should identify the followings: 20 marks3.F.1. Current status of supply and demand (how many clinics are already operational in Kabul and what is the supply and demand gap?);3.F.2. Existing or potential competitors;3.F.3. Marketing strategy;G. Sustainability Strategy (a statement describing how you will make sure this clinic remains sustainable) 5 marks

4. Relevant Experience: 25 scoresA. Valid DVM or related field Degree and Work Experience 15 Marks (Degree 15 marks and experience documents such as CV and work experience with organizations/clinics, etc. 10 marks)

5. General Criteria for Applicant:A. Applicants with a professional degree in relevant field (Veterinary Doctor, Microbiologist, animal health science) (Degree of applicant should be attached) will be given preference while other applicants who do not hold a professional degree shall introduce a potential CV in the stated fields.B. The applicant should have 2 years practical experience in poultry management, Diseases diagnosis and Treatment;C. The applicant can practically conduct poultry postmortem and understand major poultry diseaseD. The applicant should be able to run the lab test for feed protein and energy determination.E. The applicant should have basic experience in poultry laboratory apparatus application like microscope, Bomb Calorimeter, and Kjeldal apparatus;F. The applicant shall not have Government job during the official hours

Interested investors should submit their applications using CARD-F standard application form which is available online at www.cardf.gov.af or can be collected from CARD-F offices. The application should be submitted along with the following documents;

1. Standard Application Form2. Business Plan consisting detail of poultry disease diagnostic clinic equipment and feed testing tools along with above mentioned details. 3. CV and Copy of degree of applicant 4. Bank Statements (see above for detail)5. Verifiable Proof of 2 years’ work experience poultry management, diseases diagnosis, and treatment; 6. Land deed or lease agreement (see above for detail)7. Copy of Tazkira8. If the bank statement is on applicants firm name, then a copy of business license should be attached;

1. All the applications will be evaluated based on four main criteria;2. CARD-F might hold draw if the successful applications exceed the available opportunities;3. The land documents and the submitted bank statement will be verified after the evaluation;4. CARD-F might hold interviews with final shortlisted applicants;5. CARD-F will inform all applicants of the outcome of their applications; For further information and clarification in regards to this grant opportunity, please attend the Pre-submission Meeting as fixed above.

1. In order to be eligible for this grant package, the applicant must obtain minimum qualifying score of 40 out of 100. It is worth mentioning that scoring 40 marks does not guarantee award of the grant package. The process is competitive and preference will be given to high scorers.2. If the applicant has already received another grant from CARD-F and it is not yet completed, he can only be eligible for this grant if his/her performance of the last grant has progressed according to the plan in the agreed MoU for the last or on-going grant. 3. Existing grantee whose performance has been unsatisfactory will not be eligible for the grant award 4. Submission of forged documents will cause debarment of the applicants from applying to CARD-F grants in future. 5. All applicants or their representative(s) introduced to CARD-F through an official letter signed and stamped by the company owner should participate on the application/proposal opening day.

All interested applicants are requested to attend a pre-application submission meeting which will be arranged at CARD-F HQ office in Kabul on 21-July-2018 at 10:00AM. The purpose of this meeting is to help and guide the investors in completing applications, inform them about CARD-F requirements, and give them advice on how to prepare a successful business plan. Lastly, in the meeting, and all the queries of potential applicants regarding this investment opportunity will be answered.

1. All the applications must be submitted to CARD-F main office located at evergreen building, MAIL compound, Jamal Meena, Kabul, Afghanistan and regional offices of CARD-F in Nangrahar and Balkh provinces before the deadline. 2. The required documents should be signed, stamped and submitted in sealed envelopes clearly labelled as ‘Application for Poultry clinic – NPVC- Province name’3. All applicants should obtain receipts from CARD-F staff immediately after submission of their application;4. All applicants or their representative introduced to CARD-F through an official letter signed and stamped by the company owner should participate on the grant opening day.5. The deadline for submission of applications is 28 - July- 2018 at 4:00PM Kabul local time;6. The date and venue of application opening will be communicated to you later.
