Foreword
Nursing staff within the Scottish Prison Service have much to be proud of in
their delivery of healthcare to our prisoner population. The contribution,
determination and efforts of staff in delivering high quality healthcare within
this unique and challenging environment are to be commended.
However, to ensure our staff can meet the demands placed upon them in this
constantly changing culture, we believe we should support staff to attain the
necessary skills, knowledge and behaviours to enable them to respond to future
challenges creatively and innovatively.
With this in mind the SPS embarked on a project with NHS Education for Scotland
(NES) to identify the competencies required by our nursing staff. This involved
consultation with healthcare managers, literature research and the application
of best practice.
The enclosed competency framework is the result of that work. I firmly believe
that this will equip our staff to deliver a quality of care comparable to that of the
NHS, consistent with the requirements of Clinical Governance and in accordance
with the demands of our professional body.

Introduction
The following document is a competency framework for use by Health Care
staff to determine the skills and behaviours required to perform health care
roles to the standards expected of the SPS. These skills and competencies have
been defined by the health care team with the assistance of NHS Education for
Scotland (NES).
This Skills and Competency Framework is a working document designed to
assist individual health care staff and managers assess role competencies. The
framework can be used by individual practitioners to assess their own skills and
knowledge against the competencies required of them. It will also be used in
conjunction with managers during the PPMS meetings to inform both post holder
and manager of potential Continuous Professional Development (CPD) needs.
These skills and competencies will be used to identify development opportunities
for staff and measure their performance thereafter. The overall aim of the process
being, to set and improve standards through development of individuals and the
teams in which they operate.
The Competency Framework is complimentary to and should be used in
conjunction with the Nurse Training and Learning Strategy and the Personal
Performance Management System (PPMS). It will become a feature in the
recruitment and selection of new healthcare staff to the Scottish Prison Service.
The following diagram demonstrates how the three key systems for the
management and development of staff interlink. The Framework describes
the expected skills, knowledge, behaviours and competencies required in the
respective health care roles. These will be assessed and recorded as part of the
PPMS appraisal meeting and identified needs addressed through the Nurse
Training and Learning Strategy.
A Training Needs Analysis Tool, which forms part of the Nurse Training and
Learning Strategy, will be used to inform the PPMS discussion. Through this
development needs will be identified for each competency defined in the
competency profile for each health care post.
Benefits of the Framework
The framework will have far reaching benefits to the service and will enable each
Health Centre to demonstrate a tangible impact on individual performance and
service delivery generally. They will be able to link the significant investment of
time and money spent on staff development and training on behalf of the SPS to
improve prisoner care.

Specifically the impact of the framework will be:
• Increased personal effectiveness;
• Increased level of motivation;
• Enhanced reputation of the Service;
• Improved Recruitment and Retention;
• More streamlined planning of development, which will be focussed and
cost effective;
• Career development and succession planning; and
• Improved prisoner care.
Implementation of the Skills and Competency Framework
The Framework will be introduced with the revised Nurse Training and Learning
Strategy, and will be implemented through training and guidance of staff and
managers in the use and interpretation of the Skills and Competencies.
Each member of staff will have access to the Skills and Competency Framework,
and will be supported through the Nurse Training and Learning Strategy to
achieve the required level.
It is fundamentally important that these skills and competencies are maintained
to ensure that the delivery of Healthcare is consistently high. This will be achieved
through the use of the PPMS, the Nurse Training and Learning Strategy and the
normal day-to-day management of staff.
Design of the Competency Framework and the Competency Profiles
In the first instance skills and competencies have been identified for each of the
nursing roles within Healthcare including Health Care Manager, Clinical Manager-
in-Charge, Clinical Manager and Practitioner Nurse. The intention is that an
identical approach will be used to develop competency profiles for other roles
within Healthcare such as Health Care Assistant, (HCA) and Pharmacy Assistant.
Structure of Competency Profiles
Key competencies have been profiled for each role within Healthcare. These are
described in competency profiles created for each of the key roles within nursing.
The profiles are divided into six domains, a seventh, included for roles with
leadership and management responsibility.

Within each of the domains, a list of competencies has been developed to reflect
the specific requirements of each role. Each Competency Profile describes the
expected competency and the skills, knowledge and behaviour required in the
role to be able to successfully achieve the Competency. A third column shows
a non-exhaustive list of examples of the behaviours, which might typically be
displayed by a competent practitioner.
Format of the Competency Profile
The Profiles follow a generic format of three columns under the following
headings:
1. Competency Area;
2. Skills, knowledge and behaviour
3. Measurement and Assessment of competency. (examples)
The profiles should be used to assess the extent to which staff meet the required
competencies.
The following example is taken from the Competency Profile for a Practitioner
Nurse, and shows;
1. The competency required,

and
3. Examples of demonstrable behaviours shown where the competency
is achieved.

The Competency Areas build on general threads determined by the seniority of
the position. Similarly, the skills, knowledge and behaviours and the examples
provided, (for measurement purposes), demonstrate greater responsibility and
accountability in the more senior positions.
Assessment of Competence Against the Framework
Process
The outcome of this process will result in an individualised development plan
recorded in the PPMS paper work. The plan will be based on an assessment
of strengths and weaknesses against the competencies required to fulfil the
role. The plan will show the development needs with proposed timescales and
the means of addressing these to ensure the required competency is achieved in
the future.
Procedure
For each Competency, both manager and staff member should assess the extent
to which the required behaviours are demonstrated. You should not however,
restrict yourself solely to the example behaviours in the Profiles. This information
will determine relative strengths and weaknesses in respect of each Competency.
When a development need has been identified you and your manager should
agree the most appropriate means for you to gain the required skills, knowledge
and behaviour.
Finally each individual practitioner will update their PPMS development plan to
reflect these discussions.
Skills and Competency Framework – Succession Planning
The Competency Framework will have an important role in succession planning
and career development.
The framework will also enable individuals to match themselves against the skills,
knowledge and behaviours required in more senior positions. Should individuals
aspire to career progression within health care, the SPS will assist them develop
the required competencies.
Practical Advice to Enhance use of the Competency Framework
The Competency Framework should be used in dialogue between individual
members of staff and their line managers to plan and support development
activity. The impetus for this discussion can come from either party but should
follow the general principles set out below;
Preparation
• Arrangements should be made at least one week in advance of the meeting
to discuss the Competency Profile to give both parties the opportunity
to prepare.
• Member of staff will undertake a self-assessment using a Competency Profile
for their existing role or for the role to which they aspire. A further useful
source for self-analysis is the training needs analysis tool within the Nurse
Training and Learning Strategy, normally completed on an annual basis.
A full self-assessment should be completed by the individual in advance of
the meeting.
• At the same time managers should also consider the individuals strengths
and weaknesses against the expected level of skill required described in the
profile in advance of the meeting.
• It is also useful at this time to consider behaviour or omissions of behaviour
by benchmarking actions against the examples in Column 3 of the profile.
• Both parties should carefully consider their respective assessments in advance
of the meeting.

Conduct of the meeting
• The meetings should always be conducted with a development focus, even if
they take place in the course of the PPMS annual appraisal meeting.
• Prior arrangements should be made to ensure the meeting is conducted in
private, and without interruption.
• Sufficient time should be allocated to discuss the whole profile and the
examples of behaviour you have both chosen to exemplify your points.
• The outcome of the meeting should be a Personal Development Plan with
actions agreed to meet needs.
• The atmosphere should be non-threatening and one of mutual respect.
• You both must ensure that nothing, discussed in the meeting, comes as
a surprise. Prior to this discussion, if there are any areas of concern from
either party in respect of performance or management support these should
be discussed in the normal interaction between the parties. It is expected,
however that should there be issues of this nature they will be reiterated at
this meeting and a plan to address the difficulty discussed and agreed.
• It is important to remember you are discussing actual behaviour which is
exemplified by previous conduct. Neither of you should resort to accusations
about the other person.
For example, do not suggest that because someone repeatedly fails to do
something they are by implication, lazy or forgetful. It is in the context of the
job that the behaviour be considered to be below the standard expected for
the role.
• It is important that you both listen, don’t talk excessively and that you make
sure all points are clarified.
After the meeting
• You should agree the actions, development activities and timescales for
meeting these at the end of the meeting.
• This information should be recorded and the member of staff’s Personal
Development Plan revised to reflect the discussion.
• If there is a dispute regarding the training required or interpretation of
the competencies this should be dealt with in accordance with the appeals
process within the PPMS system.
