The C o m p e n d i u m is in t ended for use by two groups: EPA p e r s o n n e l , d u r i n g the processof r e spons e action s e l e c t i o n and a d m i n i s t r a t i v e record d e v e l o p m e n t , and the p u b l i c , for r e v i e w o fd o c u m e n t s r e f e r e n c e d in the i n d e x to an a d m i n i s t r a t i v e record.

The user s h o u l d note t h a t a l t h o u g h th e t erm "guidance" i s o f t e n used in d i s c u s s i n g th eC o m p e n d i u m , i t does n o t i m p l y t h a t o n l y g u i d a n c e document s a r e i n c l u d e d . T h e C o m p e n d i u m w i l l b ea v a i l a b l e f o r p u b l i c v i e w i n g a t z c entral regional e s t a b l i s h m e n t ( f o r e x a m p l e , t h e E P A R e g i o n a lO f f i c e ) , and not at or near the site lor which the record is being compi l ed . The Compendium index is maintained on a database using dBASE III Plus s o f tware . T h i sdatabase contains numerous data e l ement s that store the i n f o r m a t i o n d i s t i n g u i s h i n g and g r o u p i n geach document into the a p p r o p r i a t e categories. The database i« current ly maintained at EPAHeadquar t er s .

Maintaining the index in a database allows the information to be organized in d i f f e r e n tways. For e xampl e , should the Region need an index that is sorted en t i r e ly in a l p h a b e t i c a l orderby t i t l e , chronological ly by document da t e , numerical ly by the number assigned each document ,etc., EPA Headquarters can generate and forward such an index. The data elements of theC o m p e n d i u m database , as i d e n t i f i e d on the index , are in c luded in A p p e n d i x B.

4 . 0 U P D A T I N G T H E C J M P E N D I l M

The Compendium is designed to allow for ths periodic add i t i on of newly d e / e l o p e d p o l i c yor gu idance -ucuments. U p d a t e s to the Compend ium are necessary in the f o l l o w i n g cases; (I)EPA releases relevant new guidance , p o l i c y , reports , etc.; (2) regional s t a f f f i n d addi t i onaldocuments that should be inc luded in the Compendium; and (3) e x i s t i n g document s are revised orsuper s eded . EPA H e a d q u a r t e r s will continue to monitor the i n f o r m a t i o n sources used to d e v e l o pthe init ial Compendium for new or revised documents that may q u a l i f y for inclusion in theC o m p e n d i u m .

Guidance documents i d e n t i f i e d for addit ion to the Compendium will be reviewed andrelevant i n f o r m a t i o n will be entered into the e x i s t ing database. A f t e r the database 1.1 u p d a t e d , anew index wi l l be generated and sent to each Regional O f f i c e . T h i s new index will replace anyprevious indices. Hard copies of the add i t i ona l documents wil l be sent to each region forinc lus ion in the Compendium. The revised index will indica t e the category for each newdocument.

4.1 R E G I O N A L I N P U T

Parties involved in the response action se lec t ion process, as well as A d m i n i s t r a t i v e RecordCoordinators, may f i n d documents that are f r e q u e n t l y included in admini s tra t ive records but arenot referenced in the Compendium. In such cases it may be desirable to include the documentsin the Compendium as part of the u p d a t i n g process. However, since the Compendium is des ignedto be nat ional ly a p p l i c a b l e , only documents used f r equen t ly to d i f f e r o m regions will b« included.Any r eg i on- spe c i f i c document should be maintained in separate regional f i l e s and not in theCompendium.
