4 EMERGENCY FIRST AID MEASURES.

external stimuluses, headache, vertigo, cough, throat irritation,

nausea, vomiting, respiratory rhythm disturbance.

High concentrations cause dystocia, tonic-clinic muscle activity,

pain attenuation, body temperature reduction, respiration and heart

rate fall; severe cases: loss of consciousness [5,6,7].

4.2 First aid measures

wool ball, flush with running water and soap [5,6,7].

products of various content. Combustion and thermal destruction

Hazards:

drowsiness, nausea, occasional vomiting; headache, excitement

followed by depression, vertigo, cough, smarting eyes, nasopharynx

irritation, eye watering, rhinitis, tightness, chest pain, fast shallow

breath and hart beat.

Moderate degree: loss of consciousness, after recovery: general

weakness, memory failures, locomotor impairment, spasms; sense of

fear, blue lips, leg numbness.

6. MEASURES TO PREVENT EMERGENCIES .

6.1 Prevention measures against adverse effect on humans, environment, building, structures etc.

Isolate dangerous area within 200-m radius. Adjust this distance in

accordance with chemical survey results. Remove unauthorized

personnel. Enter dangerous area wearing protective equipment. Keep

windward size. Avoid low places. Observe fire safety measures. Do not

medical assistance. Send people from affected area to medical

examination [10].

with filter cartridge. Low aiborne concentrations (with maximum

6.2 Procedure for eliminating accidents and emergencies

6.2.2 Actions in case of

fire

Do not approach burning containers. Cool down containers with

water from maximum distance. Extinguish fire with water mist, air-

filled and chemical foams from maximum distance [10].

Stop train traffic and maneuvers in the dangerous area. Do not touch

spilled substance. Eliminate leak while observing precautionary

measures. Pump the substance into proper container or discharge

container while observing liquid mixing conditions. Block spillages

with an earth mound. Prevent the substance from entering water

bodies, basements and sewage [10].

7. HANDLING AND STORAGE.

7.1 Safety measures during chemical product handling

Fire safety and industrial sanitation rules must be strictly observed during

manufacturing, testing and application of the paint additive, pursuant to

GOST 12.3.002 and GOST 12.3.005 [11].

All works relevant to manufacturing, application and testing of the paint

additive must be carried out in premises equipped with general suction

and-exhaust ventilation and local exhaust ventilation [12], which provide

the air purity in the work area, where hazardous substance concentration

must not exceed permissible values. For the purpose of ensuring the

process of manufacturing and applying modified epoxy primer, it is

necessary to provide adequate equipment and system sealing and integrity

of electric trigger hardware and instrumentation. When handling the paint

additive, possible combustible vapors’ ignition sources must be removed,

and the possibility of occurring static electricity and sparking eliminated.

Primary firefighting equipment must always be available [1,13].

7.1.2 Environmental

protection measures

Sealing of containers and equipment during the additive’s manufacturing

and transportation. Monitoring of hazardous substance content in

environmental mediums. Analysis of industrial emissions and effluents in

terms of whether their hazardous substance content is within permissible

concentrations. Waste treatment in accordance with the requirements

SanPiN 2.1.7.1322 [14].

For the purpose of preventing atmospheric air pollution, continuous

monitoring of maximum permissible emissions observance (MPE) must

be established, pursuant to GOST 17.2.3.02 [1,15].

7.1.3

Recommendations on

safe movement and

transportation

This paint additive is transported by all modes of transportation, using

covered vehicles, pursuant to hazardous goods transportation rules

applying to a particular mode of transportation. When transporting,

loading, unloading and storing modified epoxy primer, container must

be protected from damage, pollution and moisturizing. When carrying

out loading and unloading operations, safety rules established by GOST

12.3.00.9 must be observed [1].

7.2 Rules of Chemical product storage

This paint additive must be stored in dry, properly ventilated premises,

with recommended temperature range of minus 40 OC to plus 40 OC,

away from ignition and heat sources.

Container must not be exposed to the effects of atmospheric

precipitation and direct sunlight, pursuant to GOST 9980.5.

Warranty shelf life: 18 months from the date of manufacture.

Incompatible substances and materials for storage:

- Class 7 and 1 substances and subclass 8.2. substances;

- Inflammable gases without additional hazard type;

- Pungent and (or) corrosive inflammable gases;

- Poisonous and inflammable gases without additional hazard type.

7.2.2 Container and

This additive is delivered to consumers using consumer package.

Package means shall comply with the requirements of TR TS 005/2011.

The product shall be put into 0.2-l, 0.5-l, 1-l, 3.5-l and 10-l consumer

polymer containers, pursuant to GOST R 51760. Each consignment

must be provided with packing list, operation and transportation

documents put into polyethylene film bag.

When shipping the product to the Extreme North or its equivalent

regions, packaging must be carried out with refer to GOST 15846 [1].

8. EXPOSURE CONTROL AND PERSONAL PROTECTION.

enables to undertake environmental safety measures [16].

8.3 Personnel’s personal protective measures

8.3.1 General

When handling the paint additive, avoid inhaling its vapors, as well as its

ingestion and skin and eye contact. Handle in accordance with safety and

industrial hygiene rules. Use in properly ventilated premises only. Keep

away from open flame or sparks. Wash hands before breaks and at the

end of work. Do not eat, drink and smoke when using this product. Keep

your work clothes separately. Production premises must be equipped with

suction-and-exhaust ventilation and local ventilation proving required

condition of the work area air [1,11,12]. Those who handle the paint

additive must be provided with protective wear and personal protective

equipment. Those who handle the paint additive must undertake

preliminary (when being hired) and periodic medical examinations,

pursuant to the Order of the Ministry of Health Care and Medical Industry

of the Russian Federation # 90-96 [1].

8.3.2 Respiratory

11.TOXICOLOGICAL INFORMATION..

According to GOST 12.1.007, the product is classified as moderately

hazardous one in terms of the degree of its effect on human body, 3rd

hazard class [2].

Due to the presence of xylene solvent, this paint additive has an

expressed irritating effect on skin and moderate irritating effect on

conjunctiva, and also affects nervous system.

The paint additive’s vapors may cause inertia, drowsiness and

headache, During continuous or repeatable exposure, the product

causes mild irritation and skin dryness. Continuous inhalation of the

product’s vapors can cause severe damage to health [5,6].

Inhalation: when inhaling aerosol (in case of spray application); oral:

when reaching digestion organs (e.g., in case of violating occupational

The product has an irritating effect on hand skin, conjunctiva and

respiratory tracts, and also sensitizing and skin-resorptive effects [6-7].

Xylene: the product has expressed irritating effect on skin and moderate

irritating effect on conjunctiva. It penetrates through intact skin

(saturated aqueous solution, «tail» method, 4 hours a day during 10

days: changes in genital toxicity indices). The product shows no

sensitizing effect during animal experiments (skin tests, Guinea pigs)

[7].

- The product has gonadotoxic effect (500 mg/kg, intraperitoneally, 2

days before connubium, rats: spermatogenesis disorder (including

genetic material, sperm morphology, amount and mobility of sperm

cells));

- The product has teratogenic effect (500 mg/m3, inh., 12 hours a day

at the 6th and 16th day of pregnancy, rats: musculoskeletal system

disorder) during animal experiments [4,12].

According to the International Agency for Research on Cancer’s

classification [25], xylene (dimethylbenzene) is not classified as human

carcinogen, group 3 (unable to classify as human carcinogen).

Xylene is enlisted in the list of potentially hazardous chemical

substances in terms of the effect on reproduction function (hazardous

effects on gonads and/or embryo, according to the data of clinical and

experimental studies).

The product has a hazardous effect on sanitary regimen of water bodies.

Its threshold concentration in terms of its effect on biological oxygen

demand of diluted sewage waters is 0.5 mg/l; the concentration of 1

mg/l has an adverse impact on the oxygen regimen of water bodies (by

xylene). The product inhibits the intensity of biomass growth. It can

pollute environment, change organoleptic water properties, has an

adverse impact on the oxygen regimen of water bodies, change self-

purification processes of water bodies and cause their biodegradation,

reduce in-water oxygen content, slow mineralization processes of in-

water organic substances [19].
