Disclaimer: Inclusion in this directory does not imply endorsement by the Department of Public Safety. This list is not inclusive of all available services within the State of Hawaii. Agencies providing a variety of services may not be list in all relevant sections.
1
Department of Public Safety: The Hawaii state Department of Public Safety (PSD) oversees the state’s jails and prisons as well as a sheriffs division that provides law enforcement at state facilities, including court houses and airports. The mission of PSD is to provide for the safety of the public and state
facilities through law enforcement and correctional management. The department’s operating budget for fiscal year 2016 was $263 million, with $240 million from the state’s general funds. It has about 2,200 employees and is made up of three divisions:
Administration: Handles everything from training and staff development, personnel management, management of the operating budget, and capital improvements program budget. Corrections: Oversees the state’s jails and prisons. Represents 85 percent of the department’s annual operating costs. Law Enforcement: Includes the sheriffs division and narcotics enforcement division.
The department oversees four (4) jails and three (3) prisons in Hawaii that imprison roughly 6,000 of the state’s citizens. That includes approximately 1,500 prisoners in mainland facilities.
Jails: Hawaii Community Correctional Center, Kauai Community Correctional Center, Maui Community Correctional Center, and the Oahu Community Correctional Center. Prisons: Halawa Correctional Facility, Waiawa Correctional Facility, and the Women’s Community Correctional Center. All three prisons are located on the island of Oahu.
The department submits annual reports to the Hawaii Legislature on its various programs. The Directory: The creation of this directory was influenced by an Offender Workforce Development Specialist (OWDS) Training Initiative which promoted collaboration between criminal justice agencies and community organizations to increase positive offender employment outcomes. In addition to the training, specific workgroups were created to address barriers related to offender reentry. Hence, the workgroup that laid the groundwork for this directory is called, “Pacific Resource.” This directory is one of many strategies that will assist individuals in making a successful transition from prison/jail to the community. The development of this directory would not have been possible without the partnerships of and collaboration with many government and community agencies. Therefore, we would like to thank all those involved who worked tirelessly on this effort. This updated 2017 version, has added the following sections; Native Hawaiian, Adults with Disabilities, LGBT Advocacy & Community, Military/Veteran, and Food & Clothing. In addition, there has been great effort to list services across all counties. Maintaining accurate and updated information is a difficult task. If you locate information that is inaccurate and/or out of date, we ask that you please contact our Re-entry Office at (808) 587-1386. Aloha and we hope you find this guide helpful.

FINANCIAL AID
Visit your school counselor for help in applying for financial aid.
To receive federal student aid, you must meet the eligibility requirements listed on the Free Application for Federal Student Aid (FAFSA) website. If you were convicted for the possession or sale of illegal drugs be fore you enrolled in school and were not receiving federal student
aid, you are NOT automatically ineligible to receive financial aid. However, if the offense took place while you were enrolled in school and receiving federal financial aid, your eligibility will be suspended.

CLEAN & SOBER HOUSES - WOMEN
Maintaining an accurate list of clean & sober houses is challenging and there is no ‘one place’ to get a complete list of clean & sober houses.
When looking for a clean and sober house, be sure your living arrangements will help your recovery. Here are a few questions to ask:
- Cost/Rent? - How many will be living at the house?
- Can you meet possible roommates? - How many in one room?
- Who is the team leader of the house? - What are the rules & requirements?
As a house member, you will be required to follow certain rules. These may include chores, meetings, attending bible study, etc. Before signing any agreements, be sure to think about all of the expectations the house has for its residents, and make sure that you are confident and willing to live by their rules. Always have a backup plan for your housing needs.

BANKING & FINANCIAL INSTITUTIONS
A Bank is a safe place to put your money. Research your options. Sometimes banks don’t explain fees clearly. Credit Unions often have less fees then regular banks, but often have membership limits. Here are some questions to ask:
Do they offer free checking accounts? If not, what is the minimum balance to avoid service charges? Are there other costs? Do you get free checks?
How much is the overdraft fee? (This is the fee charged if you write a check that you don’t have enough m oney in your account to cover)
What are the ATM fees?

Maintain communication. Follow through with your appointments. Inform the service provider beforehand if you cannot make an appointment or will not be using their services.
