The Shire of Wyndham East Kimberley strongly supports the work of community groups and the valuable services they provide to the community. To support these organisations the Shire provides financial assistance through the Shire’s Community Grant Scheme. the Shire’s Community Grant Scheme consists of three grant types; Community Quick Grant, Annual Grant and Rates Assistance Grant. These guidelines will help you to prepare a thorough and complete application to give your organisation the best chance of receiving a community quick grant.

QUICK GRANTS Quick Grants are a mechanism for the Shire to support local clubs and community groups for amounts of up to $500.00. The grants are available at any time and the application process is relatively simple. Quick Grants primarily cater for small projects and initiatives that are unlikely to be planned many months in advance. They provide a mechanism for the Shire to offset Shire fees and charges in a fair and equitable manner as opposed to the provision of waivers on an ad hoc basis. • Organisations are eligible for one Quick Grant per year only• May be submitted at any time• Fully completed applications must be submitted a minimum of

four weeks prior to the activity.

ASSESSMENT Quick Grants will be assessed by the Manager Community Development or delegate and subject to budget constraints. Quick Grants are assessed based on: • Applicant Eligibility• Project Eligibility• Demonstrated need• Demonstrated community benefit

ELIGIBILITY To be eligible for funding under the Community Grant Scheme:

• Applications for Community Quick Grants may be made by any not for profit community, sporting, arts & cultural, environmental, service groups or associations.

• The organisation must be based within the Shire of Wyndham East Kimberley or the proposed project must be undertaken wholly within the Shire and for the benefit of Shire residents.

• Where projects are organised by multiple organisations, only one Quick Grant may be approved for that project.

To be successful, the applicant must:

• Be, or be under the auspice of, a Community Organisation as defined in the Community Grant Scheme Policy.

• Not have any outstanding debts to the Shire.• Have no outstanding previously received Grant acquittals to the

Shire.• Not be an organisation where the primary purpose is to promote

political beliefs; or• Not be an organisation where the primary purpose is to promote

religious beliefs or where people are excluded on religious grounds.

To be successful, the community activity to be supported by the grant: • Must directly benefit the Shire of Wyndham East Kimberley

Community.• Must not be used for trophies, prizes, insurance or operational

expenditure.• Must not be used for projects that are primarily fundraiser

projects, where the funds raised from the project are to be directly forwarded to another organisation that does not meet the eligibility criteria.

• In the case of Capital/building works, must be on a crown reserve or land owned or vested in the Shire of Wyndham East Kimberley (or at Council’s discretion).

• In the case of Capital/building works must not be on property directly managed by the Shire.

• Will not fund projects that are underway or completed at the time the application is assessed. In the case of Annual. Community Grants, this is the date that the grants are adopted by Council.

• Funding events will be conditional on the event being approved by the Shire and complying with all relevant legislation.

Definition of non-profit: A non-profit organisation is an organisation that is not operating for the profit or gain of its individual members, whether these gains have been direct or indirect. This applies both while the organisation is operating and when it finishes. Any profit made by the organisation goes back into the operation of the organisation to carry out its purposes and is not distributed to any of its members.

HELPFUL POINTS FOR A SUCCESSFUL APPLICATION• Make sure you submit your application form at least four weeks

before you require funding.• You may apply only once in each financial year.• Please feel free to supply any additional information which you

feel is relevant to and will support your application.• If you require any guidance or assistance in completing this form,

please contact the Community Development Officer, who will be delighted to help. Please email [email protected] with your query.

• If your application is unsuccessful, you may be advised why and, if appropriate, whether you should consider re-applying.

RECOGNISING THE SHIRE’S CONTRIBUTION One of the conditions of receiving funding through the Community Grants Scheme is that the recipients recognise the Shire of Wyndham East Kimberley’s contribution. This recognition is obviously proportional to the amount of funding received. Some examples would be;

• to include the Shire of Wyndham East Kimberley logo on your printed material,

• have the MC of the event recognise the Shire’s contribution,• mention the Shire’s contribution in your media releases,

programs or posters, or• talking about the Shire’s contribution if you are doing a media

interview.

People with disability can face barriers to attending and participating in public functions in a variety of ways. They may experience difficulty hearing what is said, seeing small print on an invitation, climbing steps to the venue, understanding signage, or using a rest room in the building. Public events need to be planned to ensure they are accessible to all members of the community. Consideration of aspects such as the venue, a continuous accessible path to the venue, invitations, and hearing augmentation are

important.
