Project Summary

This presentation describes UNESCO’s implementation plans towards establishing a CoP involving all stakeholders with an interest in defining the ICT competencies for teachers.

UNESCO has already established an online collaborative portal for this subject and invited a small group of experts to join (about 65 participants) in order to test the functionality of the new CoP.

Challenges

Effective integration of emerging ICTs in traditional education models is impeded by many factors:

Lack of proper ICT competencies for teachers

Need to provide technology-supported learning opportunities for students

Lack of funds

Lack of proper training

Lack of understanding of how ICTs can be optimally used to enrich the learning experience

Proposal

Engage global stakeholders in the field of “ICT Competencies and Teacher Training” in order to find ways to:

Improve preparation of new teachers in the use of technology Improve quality and consistency of teacher education through

standards, measurement, accountability and increased technology resources

Ensure that every teacher knows how to use data to personalize instruction including data to understand students’ progress

Drive daily decisions Design instructional interventions to customize instruction for

every student’s unique needs

Progress

Online environment for information exchange among all stakeholders in the field of ICT competencies and teacher training (Microsoft’s SharePoint 2003 software)

Structured and guided discussion around the desired elements of teacher training in order to equip teachers with the appropriate skills to use the technology in an optimal fashion.

Action Plan

Migrate portal to new “SharePoint 2007” in May 2007 with new functionalities including Wikis, project management and an easier user interface

Allow users to self-register to the site while restricting some areas to specialized constituencies

Create additional document libraries pointing to other competency standards around the world

Provide guided discussions on various aspects of the project including the “policy framework”, “modular structure” and the “implementation guidelines”

Launch of first version of “UNESCO ICT Competence Standards for Teachers” in third week of March 2007
