Crenshaw Blvd Subway

Crenshaw Blvd is the African-American community’s Champs-Elysees

Among the long-term benefits: improve the corridor’s development prospects, eliminate the safetyhazards (several schools directly adjacent or within a block of at-grade crossings), need for parking reductions, and adverse traffic impacts, address environmental justice implications, andincrease operating speed of line

Among the construction benefits: capture the economies of scale of bored tunneling, and reduceconstruction time frame, air quality impacts and other adverse construction impacts

Comply with community request and local agency policies and recommendations:

CPUC: evaluate grade separation of all at-grade crossings, and grade separate 57th Streetsand Slauson Ave

LA City Council: the entire Crenshaw Blvd portion of the project should be built underground

Crenshaw Specific Plan: Prohibition on overhead utility lines

LRT Subway Costs Comparisons

Raw construction cost of underground Mariachi Plaza and Soto Stations: ~$35M and ~$29Mrespectively

Comparatively staff assumes that just one underground Crenshaw LRT station will be $96M per the DEIR/S

Staff’s Crenshaw Line underground costs are wildly off the mark

Alt. Yard Site: Imperial/Aviation Site is large enough to fit a consolidated maintenance facility for both the Green &

Crenshaw Lines, and possibly an additional mode (bus division or LAX people mover)

Among other benefits: Reduced operational cost and may make the maintenancefacility eligible for stimulus funds and/or a LAWA partnership
