WelcomeWelcome to the 2019 Community Health Promotion Summit!

The focus of this year’s Summit is Investing in Partnerships to Become an All-In Community. Efforts from the whole community are required to solve public health issues. This means strengthening existing partnerships, seeking out new partnerships, and connecting with all facets of your community to make health a priority.

Our featured speakers have wide-ranging backgrounds, from community coalitions and the medical field to local government and environmental protections. As always, we will discuss the importance of health equity and reaching disparate populations.

In addition to several workshops and plenaries dedicated to reducing tobacco use and improving physical activity and nutrition, this year we will also have some dedicated time for networking, a special luncheon and Health Champion Awards ceremony sponsored by the Governor’s Council on Fitness, and a post-session reception sponsored by the Tobacco Free Kansas Coalition. Hopefully these sessions will help to prompt you to explore and invest in some new partnerships and advance your organization’s community goals!

We sincerely appreciate your participation in our Summit and hope you come away with new knowledge, new perspectives, and a refreshed focus on our vision for the future of Kansas.

Moacir (Mo) BarbosaDirector of Community EngagementHealth Resources in Action

Prior to joining HRiA, he was Program Coordinator for the Fellowship Center in St. Louis, MO and Director of the Area 4 Youth Center in Cambridge, MA. Mo delivers training, provides technical assistance, and participates in field building initiatives. He promotes the professionalization of the field through his work on legislation, youth worker networks, and partnerships with higher education.

As a trainer, Mo builds the skills of participants while keeping connections to theory. A long time facilitator of community processes, he works with gangs, parents, youth, political organizations, tenant councils and community resident groups. His current community work is in the Area 4/Port neighborhood of Cambridge focusing on violence and other community issues. Mo chairs the Men of Color Task Force for the City of Cambridge, serves on the boards of the Phillips Brooks House Association, the Port Action Group and the Design Studio for Social Intervention. Additionally, he has participated in various local, state, and national boards and steering committees focusing on a wide range of issues from youth work to international relations.

Jesse BenedickLandscape ArchitectSchwab-Eaton

Jesse Benedick was born and raised on a tree farm outside of Beloit, Kansas. After graduating high school, his path led him to the Northern Minnesota and later to Northern Washington where he graduated from the

National Outdoor Leadership School (NOLS). Jesse then went on to Kansas State University where he earned his master’s degree in landscape architecture.

After graduating, Jesse worked as an associate for Blue Star Integrative Studio out of Tulsa, Oklahoma. With this firm he worked with American Indian Reservations to develop sustainable communities. Today Jesse is an Associate Landscape Architect at Schwab Eaton, P.A. in Beloit, Kansas. Jesse’s primary focus in his work includes pedestrian infrastructure planning and engineering, community design and beautification, campus design, park planning and design, storm water management, and native landscape restoration.

Natalie Cashin, MATraining Manager,Training and Capacity BuildingHealth Resources in Action

Natalie works with The 84, a statewide youth-led tobacco prevention movement, as well as on the FDA Compliance Check program. In these roles, Natalie uses the youth development approach to help support and empower young people to make change in their communities. Natalie manages various aspects of both projects such as a mini-grant process, training development and facilitation, budgetary components, and event planning. She also provides technical assistance to adults, organizations, schools, and youth leaders to support building youth engagement capacity.

Natalie has over 15 years of youth work experience including mentoring, facilitation and training, and relationship building. In addition to youth work, she also has experience in creating and implementing strategic communication plans including the use of online platforms and social media campaigns. She has a master’s degree in strategic communication management with a focus on organizational strategic communication and social media engagement.

Daniel Craig, MSWellness and Prevention CoordinatorCKF Addiction Treatment

Daniel Craig is the Wellness and Prevention Coordinator for CKF Addiction Treatment. He leads the agency’s tobacco treatment initiative, wellness and prevention initiatives, and oversees the youth educational

programs. He has a strong background in planning and coordinating health promotion and tobacco prevention activities and was chosen as one of Wellness Councils of America’s Top 50 Health Promotion Professionals in 2016. He serves on the Board for the Salina Area United Way and is the President Elect for the Kansas Public Health Association. Daniel has participated in Leadership Salina and the Kansas Health Foundation Fellows VIII.

Daniel earned a Bachelor of Science degree in Biology at Pittsburg State University in 2004 and a Master of Science degree in Health Promotion & Wellness Management at Missouri State University in 2006. Daniel competed in track and field at both Pittsburg State University and Missouri State University and currently competes in a wide range of running events ranging from the 5K to the marathon.

Baylee Cunningham, MSESEnvironmental Quality SpecialistCity of Wichita

Baylee joined the City of Wichita in 2015 to manage the Ozone Advance program and improve air quality in the Wichita MSA. Baylee previously worked in private industry as an engineering specialist, concentrating on project management and customer relations. She has an undergraduate degree in Political Science from Wichita State University, and a Master of Environmental Science from Friends University.

Baylee is a Wichita native and loves her hometown. She serves as Chairman for Wichita Clean Streams, a nonprofit organization dedicated to restoring the lower Arkansas River, as well as a foster for Beauties & Beasts Inc., an animal rescue group. Baylee is recently married and travels often with her husband Vince and their eight-year old labra-dane, Boulder Mason.

Barb Depew, RDSchool Nutrition ConsultantKS Department of Education

Barb Depew is the Farm to Plate Director with the Kansas State Department of Education. Barb coordinates various educational and networking opportunities with Child Nutrition sponsors. She works

with partners and producers in Kansas to establish goals, projects and resources to put more local products on children’s plates. The goal is to connect school and childcare program representatives with community partners and producers to reduce any barriers that might exist. The program seeks to increase access to healthy choices and knowledge about where food comes from.

Barb is a Registered Dietitian and a graduate of Kansas State University. She lives near Wamego and enjoys volunteering for community events when she is not spending time with family and grandchildren.

Rebecca Garza, MSTobacco Free Wyandotte CoordinatorUnified Government Public Health Dept.

Since 2015, Rebecca Garza has served as the Tobacco Free Wyandotte Coordinator in the Community Health Division of the Unified Government Public Health Department. In this role, she provides support to Healthy Communities Wyandotte’s Tobacco Free Wyandotte Team, which works to address the county’s disproportionately high smoking rate through advocacy, community mobilization, and education. In addition, Rebecca coordinates the HCW Policy Committee which is tasked with creating one coherent advocacy agenda for the entire HCW Coalition. She also serves as an at-large board member of the Tobacco Free Kansas Coalition. Prior to this, Rebecca worked at the Lawrence-Douglas County Health Department as a Health Promotion Specialist. Rebecca earned a master’s degree in medical anthropology and cross-cultural practice from Boston University Medical School and her bachelor’s in religious studies from The University of California Davis. She was the recipient of a 2018 Special Service Award from the Kansas Public Health Association and is a 2017 graduate of the Health Forward Foundation’s Healthy Communities Leadership Academy. She lives in the Rosedale neighborhood of Kansas City, Kansas where she serves on the board of directors of the Rosedale Development Association. Rebecca is passionate about supporting her community whether that involves meeting with legislators or weeding the fruit trees in the community orchard.

Lindsey has spent the last 10 years working for USD 497 in Lawrence. She ensures school menus meet regulations, works with local farmers as part of the Farm to School team to order produce, and supervises

employees in 20 kitchens. Prior to joining USD 497, she spent 2 years as a clinical dietitian in Nevada, Missouri. She graduated magna cum laude from Missouri State University with a Bachelor of Science in Dietetics, and completed her dietetic internship with the Missouri Department of Health and Human Services.

Doug NorsbyAir Quality PlannerMid-America Regional Council

Since 2009, Doug Norsby has managed the public education and outreach efforts conducted by the Air Quality Program at the Mid-America Regional Council. The program works with local government agencies, businesses, fellow non-profit agencies and the general public to raise awareness about the importance of air quality and the actions which everyone can take to improve it.

Among other projects, the Air Quality Program sustains an extensive conventional media campaign and social media presence, provides direct outreach to businesses through an air quality partnership, promotes and supports idle-free zones at schools and businesses, and offers free vehicle emissions testing to the public.

Doug has a bachelor’s degree in geography with an emphasis in physical science from Montana State University, a master’s degree in geography with an emphasis in water resources management from the University of Wyoming; and an MPA with additional doctoral coursework from the University of Kansas.

Marty Quy, BS EDProject CoordinatorBreakthrough Club of Sedgwick County

Marty Quy has taught in various Kansas schools’ health and wellness programs for more than 30 years. She is a 2015 Graduate Fellow with the Kansas Health Foundation and has been deeply involved in

promoting leadership at all levels within the Episcopal Social Services organization. She is a certified Tobacco Trained Specialist, and a CDSM (Chronic Disease Self-Management) Instructor as well as a certified Diabetes Self-Management instructor.

Presently, Marty is project coordinator for a tobacco initiative grant awarded by Kansas Health Foundation. She and three other TTS instructors have taught Breathe Easy Live Well (BELW) classes to close to 500 individuals who deal with mental illness and struggle with tobacco usage in the Wichita, Kansas area. Marty has instructed consumer run organizations, mental health centers and health departments in Kansas to utilize this evidence-based BELW wellness and tobacco dependence program.

Kimber RichterJoy McCann Professor of Women in Medicine & ScienceUniversity of Kansas School of Medicine

Dr. Richter conducts federally-funded research on tobacco treatment in rural primary care and hospitals and pursues research and advocacy to expand access to high-quality treatment among the medically underserved. She directs UKanQuit at KUMed, a bedside tobacco treatment service for hospital inpatients, which has treated over 20,000 patients since 2006.

Dr. Richter is an active member of the Society for Research on Nicotine and Tobacco and the Association for the Treatment of Tobacco Use and Dependence, and is former president of the Kansas Public Health Association and the U.S. Association for Medical Education and Research on Substance Abuse. She has a national certificate in tobacco treatment practice and is certified to deliver the University of Massachusetts Tobacco Treatment Specialist training.

Taylor Ricketts has lived in Kansas her whole life, growing up in Lenexa, KS. She attended Kansas State University, graduating in 2015 with a master’s degree in regional and community planning and a minor in

leadership studies, as well as a minor in geography with an emphasis in GIS. She began working with the City of Topeka as a Multi-Modal Transportation Planner following graduation. Her main focus is to assist in the production and implementation of plans that deal with multiple transportation modes including bikeways, pedestrians, and transit.

Jared TremblayProject ManagerFlint Hills Metropolitan Planning Organization

Jared joined the MPO in July of 2016, becoming the second full-time staff person for the organization. His knowledge and passion for cycling, along with his extensive experience with mapping and data analysis, have been instrumental in increasing the MPO’s capacity to serve its jurisdictions.

Prior to joining the Flint Hills MPO, Jared worked for the City of Manhattan, beginning as a GIS Technician and later as the Infrastructure Analyst. He also served as the Staff Liaison to the Bicycle & Pedestrian Advisory Committee where he worked towards increasing safety and facilities for cyclists and pedestrians. He began his career in GIS with MJ Harden, working on a wide range of projects including pipeline mapping, LiDAR classification, and imagery analysis.

Scott WadleSenior Management AnalystCity of Wichita

Scott Wadle serves as a Senior Management Analyst for the City of Wichita, where he is responsible for a variety of transportation projects – including coordinating and managing parking, bicycle, pedestrian, and

transit projects. Examples of recent projects include: updates to the Wichita parking system, initiation of a Downtown Streets Conceptual Designs, and bicycling wayfinding improvements.

Scott was recognized as one of the 2013 Wichita Business Journal’s 40 under 40 recipients, received honorable mention from the Governor’s Council on Fitness as a 2013 individual Health Champion, and was recognized in 2014 by the Sedgwick County Board of County Commissioners for work on the Wichita Pedestrian Master Plan.

Kathy Albert, MSCommunity Health SpecialistWestern Region

Kathy works out of the Hays district office. Kathy has a Doctorate of Chiropractic degree from Cleveland Chiropractic College. She also holds a master’s degree in communication and a bachelor’s degree in political science

from Fort Hays State University. Kathy grew up in Western Kansas, and understands the barriers rural residents often experience in obtaining sufficient healthcare.

Emily Carpenter, MAPAN Health EducatorCHS, Geary & Riley Counties

Emily holds a Bachelor of Science in Athletic Training and a Master of Arts in Teaching with an emphasis in Biology and Health Education, both from Missouri State University. Emily previously worked for Mercy Health Systems as an outreach Athletic Trainer for a public high school in Springfield, MO where she was able to see the impact that the social determinants of health have on her student athletes’ lives.

Jennifer Church, MS, RD/LDSection Director Community Health Promotion

Jennifer received a bachelor’s degree in environmental studies and a master’s degree in nutrition from the University of Utah. For over a decade, she has worked in public health at both the state and local levels. Jennifer has worked with KDHE in multiple capacities focusing on nutrition, physical activity and tobacco prevention within multiple sectors including schools, worksites and the community-at-large. Jennifer commutes daily by bicycle, serves on the local Topeka Complete Streets Committee, and is a Registered Dietitian.

Carol has been with KDHE’s Tobacco Use Prevention Program for over 15 years. Prior to working with KDHE, Carol worked with the American Cancer Society for 10 years in health education. Carol is passionate about public

health and tobacco prevention and control.

Lisa BlumeTraining & Outreach CoordinatorCHS, South Central Region

Lisa works out of the Wichita district office. She has health coalition experience and behavioral health knowledge because of her work with the Kansas Regional Prevention Center network from 2009-2015. Lisa is originally from

Calgary, Canada, where she received her Bachelor of Arts and Education degrees. Before moving to Kansas and entering the public health field, she was a teacher.

Shannon DeVader, MPHTobacco Use Prevention ProgramAdvanced Epidemiologist

Prior to joining KDHE, Shannon worked at Kaweah Delta Health Care District in Visalia, CA where she was a research coordinator. Before that she worked for the National Comprehensive Cancer Network, and the Maine Center for Disease Control, where she was assigned as a Centers for Disease Control and Prevention/Council of State and Territorial Epidemiologists Applied Epidemiology Fellow in chronic disease. She holds a master’s degree in epidemiology and biostatistics from Saint Louis University School of Public Health.

Warren Hays, MPPPAN Program ManagerCHS, Douglas & Shawnee Counties

Warren has a bachelor’s degree in English from Missouri State University and a master’s degree in public policy from the University of Maryland. Before joining KDHE in 2017, Warren taught fourth grade in South America, did nonpartisan

research for the Kansas Legislature, and served as evaluator in a chronic disease prevention grant for the Missouri Department of Health and Senior Services. Warren’s favorite physical activities are freestyle swimming and hiking with his dog.

Courtney Koenig, MPHCommunity Health SpecialistSoutheast Region

Courtney Koenig received a Master of Public Health from Concordia University, Nebraska with a Community Health Education concentration. Growing up on a cattle ranch in Wyoming and living in Southeastern Kansas farming communities has led her to have a passion for the health and vitality of rural communities.

Philip Harris, MA, CHES®

Bureau of Health PromotionCommunications Coordinator

Philip holds a bachelor’s degree in health promotion from Weber State University and a master’s degree in communication and advocacy from James Madison University. Prior to KDHE, Philip implemented quality improvement initiatives at a Target Distribution Center. He has also worked for Sentara RMH Medical Center and with the Asthma Program at the Utah Department of Health. He lives in Topeka with his wife and two children.

Jordan RobertsYouth Prevention Program ManagerCHS, Northeast Region

Jordan Roberts coordinates Resist, the Kansas youth-led tobacco prevention program. Her expertise lies in authentic youth engagement, tobacco prevention approaches and adult-youth partnerships. A Kansas native, she

grew up in Coffeyville and received her bachelor’s degree in kinesiology with an emphasis in public health at Kansas State University. Jordan is passionate about health and wellness and is hoping to contribute to the first tobacco free generation.

Halee Stevens, MATobacco Use Prevention ProgramMedia & Policy Coordinator

Halee has a bachelor’s degree in communication studies from the University of Central Missouri and a master’s degree in communication and leadership from Park University. She previously worked in the

planning department at the City of Blue Springs. She moved to Kansas from Missouri and joined the CHP team in 2017. She now lives in Topeka and loves to read, work on creative projects, and try new restaurants.

Matthew Schrock, MSWCessation CoordinatorCHS, Dickinson & Saline Counties

Matthew Schrock joined the KDHE Tobacco Use Prevention Program in January 2009. Prior to coming to the Tobacco Program, he spent 3 years as Program Director of the Enhanced Care Management Program. This pilot program coordinated health care services for Medicaid patients. Matthew received his master’s degree in clinical social work from Washburn University and his bachelor’s degree in sociology from George Fox University.
