Project #ESD16-00041 ACTION REQUESTED 1. Adopt a Resolution approving and authorizing the Chair to execute the Dedication Agreement with the Eureka Union School District for the fee acquisition of a portion of Eureka Road and authorize the Director of Public Works and Facilities to accept the Grant Deed from the Eureka Union School District for Eureka Road, along the frontage of the Rolling Greens Subdivision. BACKGROUND The Rolling Greens Subdivision is located on the south side of Eureka Road , one half mile west of the intersection of Eureka Road and Barton Road in the community of Granite Bay (Attachment 1). The Rolling Greens Subdivision was approved to create nine, 2.3-acre single-family residential lots, one common area lot, and one private road lot on 22.3 acres. (Attachment 2). The Final Map is anticipated for the Board's consideration in the near future. The Conditions of Approval require minimal widening of Eureka Road, a County-maintained road , along the subdivision frontage. Presently, the County has no easement for this section of Eureka Road, as the Eureka Union School District is the owner of that portion of Eureka Road requiring the new road improvements, in addition to the existing roadway. The School District is willing to grant to the County of Placer fee ownership of Eureka Road frontage strip, and the area of widening constructed by the Rolling Greens project, by Dedication Agreement and Grant Deed. This would be in lieu of a standard Highway Easement dedication that the County would typically accept. The Director of Public Works and Facilities is willing to accept fee title for this section of Eureka Road in lieu of an easement. There is no cost to the County for th is action as the Developer of the Rolling Greens Subdivision, under separate agreement with the School District, has agreed to pay the School District for the property to be granted to the County for Eureka Road. ENVIRONMENTAL CLEARANCE A Mitigated Negative Declaration and Addendum for the Rolling Greens Subdivision has been found adequate to satisfy the requirements of the California Environmental Quality Act (CEQA). The Mitigated Negative Declaration was approved by the Planning Commission on October 11 , 2007, and an Addendum to the Mitigated Negative Declaration prepared for the re-approval of the Tentative Map was approved by the Planning Commission on February 22, 2018. Mitigation measures have been addressed by the Conditions of Approval for this subdivision . FISCAL IMPACT None. 1

WHEREAS, the Rolling Greens Subdivision is required to improve Eureka Road along the subdivision frontage ; and

WHEREAS, the Eureka Union School District (District) is the owner of that portion of Eureka Road requiring the Rolling Greens road improvements, including the section of existing Eureka Road , and is willing to grant to the County of Placer fee ownership of the area by Dedication Agreement and Grant Deed ; and

WHEREAS; the Rolling Greens Developer under separate agreement with the District has agreed to pay the District for the property to be granted to the County for Eureka Road ; and

WHEREAS, the County has agreed to accept ownership of the Eureka Road area from the District.
