List of Community Benefits
As part of our documents for the presubmission conference, I wanted to include
information previous discussed with Rick Walk and the Site Plan Review Committee.
The following information was considered by the Site Plan Review Committee to allow the
project’s design and features to exceed minimum requirements and serve the public
interest and allow the proposed mixed-use development at 9106 Martin Way to achieve a
density greater than 20 units per acre as specified in LMC 16.23.020B.
In accordance with LMC 16.23.020B, SPRC determined that the proposed mixed-use
project could exceed 20 units per acre, (ultimate unit count would be limited by site
capacity), provided the following design and program features are incorporated into the
project to achieve a sustainable design:
o Use of high-efficiency ductless heat pump system called “City-Multi”.
o Roof top solar (photovoltaic) with ground level monitor, viewable by the public that
tracks the benefits of the system.
o Provide a minimum of 4 electric bicycles and create a shared electric bike program
benefitting the tenants of the building.
o Installation of electric vehicle charging stations for commercial and residential
customers.
o Construction using locally sourced materials unless unfeasible.
o Achieve building that at a minimum is LEED Silver equivalent.
o Stormwater plan incorporate LID techniques (modulated wetlands, bio-swales,
pervious surfacing where appropriate, etc.).
It was SPRC’s determination that incorporating the above sustainable design elements into
the project exceeds the minimum development code requirements, is in the best interest

of the community and is consistent as well as implements the City’s CR2 plan,
Comprehensive Plan, Stormwater Plan, Housing Strategy, Pedestrian & Bicycle Plan, the
Urban Corridor Task Force recommendations and is consistent with the intent of the Mixed
Use High Density Zoning Classification.
It is the intent of the project to incorporate all these elements into the final design.
