The panel will draw from previous and currently proposed SSI projects, both test well and full-scale, in Sand City, Camp Pendleton, Marina and Dana Point. The panel will address unique aspects of SSI siting, design and permitting, including nearshore groundwater effects, siting slant well pods in what can be sensitive or otherwise constrained coastal property, special considerations regarding coastal access and other issues during construction, as well as handling NPDES and Ocean Plan compliance permitting using a shared outfall.

SPEAKER BIOSKEYNOTEDr. Peter Fiske, NAWI Executive Director

Dr. Peter S. Fiske is the Director of the Water-Energy Resilience Research Institute (WERRI) at Lawrence Berkeley National Laboratory WERRI’s goal is to orient and align the water-related research programs at LBNL to address critical gaps in the reliability, efficiency and sustainability of water-energy systems in California and the nation.

Fiske was the Chief Executive Officer of PAX Water Technologies, Inc. from 2008 until January, 2017 when it was acquired by UGSI Inc. in an al-cash transaction. PAX Water pioneered the use of biomimicry to develop innovative and energy efficient technologies to improve drinking water quality and reliability in municipal water systems. He is on the Board of Directors of Kohana Technologies Inc. – which won one of the first ARPA-E awards in 2008 and is presently developing advanced wind turbine technologies with Vestas. He has been an advisor, mentor and friend to numerous early-stage technology entrepreneurs. He is also a frequent writer and lecturer on the subject of career strategy, entrepreneurship and leadership for scientists and engineers. He has been a keynote speaker or guest lecturer at some of the leading research universities in the United States including MIT, Harvard, Stanford, Northwestern, Princeton and the University of California at Berkeley (where he teaches at the Haas School of Business). He is a founding faculty member of the Department of Energy’s I-Corps Program.

SESSION IMark Williams, PhD, PE, Moderator

Dr. Mark Williams is currently the Vice President and Principal Engineer at Geoscience Support Services, Inc. His desalination experience began more than 20 years ago as an Engineer with Metropolitan Water District’s Desalination Research Innovation Partnership where he worked on projects involving high recovery in brackish water desalination. Following his work at MWD, Dr. Williams served as a consultant to the U.S. Bureau of Reclamation

on brackish water RO pretreatment processes. After Joining Geoscience in 2014, Dr. Williams has been involved the design of both vertical and slant wells for brackish water and ocean water desalination supply.

Dr. Williams has served as a peer reviewer for several professional publications and organizations including the Water Research Foundation, American Water Works Association, and the National Science Foundation. He received his bachelor’s degree in Earth Science from the University of Colorado at Boulder, and his master’s and doctorate degree in Environmental Engineering from the University of Southern California.

Kapo Coulibaly, PhD, PG

Dr. Kapo Coulibaly has more than 15 years of focused experience with geologic and hydrogeologic investigations and groundwater modeling. He has in-depth experience investigating salt and nutrients, and completing solute transport and saltwater intrusion studies. Kapo is currently supporting several water providers in identifying and quantifying salt and nutrients in their groundwater basins. He is also working to combine six separate surface and

groundwater models to develop an integrated model for the Upper Santa Ana River watershed. Once completed, the model will be used by multiple agencies to assess impacts from recharge and inland desalting operations.

Kapo received his bachelor’s degree in Earth Sciences from the National University of the Ivory Coast, and his doctorate degree in Hydrogeology from North Carolina State University.

Diane Gatza, PE

Diane Gatza is the Manager of Water Resources at WRD managing numerous planning programs and policy initiatives for the District. She currently serves as the Program Manager for the Regional Brackish Water Reclamation Program and the Joint West and Central Basins Injection and Extraction Program with LADWP. Prior to joining WRD Diane served as the Lead Project Manager for West Basin MWD’s Ocean Water Desalination Program. Diane has received

her bachelor’s degree in Civil Engineering from California State Polytechnic University-Pomona and is a licensed Civil Engineer.

Rudy Guzman

Rudy Guzman is currently a Division Manager overseeing the water treatment facilities for the City of Oceanside. He has more than 30 years of experience in the water field and currently holds a bachelor’s degree in Environmental Science with emphasis on Water Science & Resources. He also holds a CA Water Treatment T-3, and a CA Wastewater Treatment Grade V Certificate. Rudy was introduced to the water treatment field in the summer of 1987 as a lab

technician for an aquaculture company attempting to grow shellfish in the middle of the New Mexico desert using briny groundwater. Mr. Guzman spent 18 years in wastewater treatment with the City of Oceanside, eventually becoming a Treatment Plant Manager during that time. Rudy briefly left the City of Oceanside for two years to lead the Water Utilities Department for the City of Poway, where he gained valuable experience overseeing with water quality and operational issues for treatment and distribution systems.

SESSION IIMark Donovan, PE, GHD, Moderator

Mark Donovan is a Senior Engineer and Associate with GHD and has over 20 years of experience in seawater desalination and water treatment via membrane technology. Mark has participated in domestic and international seawater desalination projects in a variety of roles, from membrane and system manufacturer to consulting engineer, and was instrumental in the successful delivery of the Carlsbad Desalination Project. Currently, Mark is the Desalination

Program Manager for the Doheny Desalination Project on behalf on South Coast Water District, and also provides technical support to other GHD seawater desalination and membrane treatment projects. Mark is proud to continue to serve as Secretary of the Board of Directors of CalDesal.

Paul Hermann, Principal / Senior Water Engineer, GHD

Paul is GHD’s Water Market Leader for the West Region, and has extensive design and construction experience in water/wastewater infrastructure, including large conveyance pipelines, pumping stations and treatment facilities. He has been a lead design engineer for treatment plant projects that required augmentation and upgrading; with tasks ranging from hydraulic optimizations and design, to equipment replacement and refurbishment. Paul has also worked

on numerous alternative delivery projects; currently being involved with Advanced Water Treatment Plant Progressive Design Build projects in Los Angeles and Santa Monica, and seawater desalination plants in California and Texas.

Gilad Cohn, CEO, IDE Americas

As the Chief Executive Officer for IDE Americas, Gilad is responsible for driving IDE's growth strategy in the North America markets and overall company's performance. Gilad has more than 15 years of senior leadership experience in business development, sales and marketing, Infrastructure Projects development. With solid technical background and skills leadership and entrepreneurship, Gilad has lead successfully the development of new business lines and

company's expansions. While being very performance oriented, Gilad believes that the key for driving sustainable company growth is developing a winning team.

Tom Pankratz, Executive Editor, Water Desalination Report

Tom Pankratz is a Texas-based consultant and has been editor of the weekly Water Desalination Report for the past 15 years. He has served as an independent advisor on some of the world’s largest and most technically advanced desalination projects and has been appointed to serve on committees by the US National Academy of Sciences, WHO, Middle East Desal Research Center, Australia’s National Center of Excellence in Desalination and Rice University’s Nanotechnology-Enabled Water Treatment systems center.

A former vice president of CH2M Hill, and the director of corporate projects for USFilter/Veolia Water.

SESSION IIIJoe Monaco, President, DUDEK, Moderator

Joe Monaco has over 30 years’ experience managing complex environmental compliance documents and permitting for large-scale infrastructure projects. He serves as President and Chief Executive Officer of Dudek, a consulting firm with over 600 professional engineers, planners and scientists.

Mr. Monaco has focused much of his career on regional water resource development and has managed the analysis of environmental feasibility, compliance and permitting for 6 regional desalination facility programs in California, including a 56,000 acre-feet per year facility in the City of Carlsbad, the first regional desalination plant in California, and the largest in the United States.

Daniel Ellis, State Water Resources Control Board

Daniel Ellis is an environmental scientist at the State Water Resources Control Board in Sacramento. He has been working with the different regional water board staff to implement the desalination provisions of the Ocean Plan since 2016. He has B.S. in Applied Physics and a M.S. in

Physical Oceanography.

Sara Iza, City of Santa Barbara

Sara Iza has over 20 years of project management experience in the fields of research, planning, and environmental management. Ms. Iza began her career as a Natural Resources Coordinator, then State Environmental Compliance Assessment Manager for the South Carolina Army National Guard. While employed by the National Guard, Ms. Iza drafted an Integrated Natural Resources Management Plan for the Clarks Hill Training Center, and

also successfully managed the State Environmental Compliance System. In 2001, Ms. Iza was hired by the City of Santa Barbara as an Assistant Planner and focused on environmental review, planning, and biological monitoring of airport projects in the Coastal Zone. Mrs. Iza holds a Bachelor of Science degree in Marine Science and a Master's Degree in Environmental

Management from the University of South Carolina (1997, 2001).

Peter MacLaggan, Senior Vice President of CA Project Development, Poseidon Water

Mr. MacLaggan has over 20 years of experience in water resources planning and management including development of several large-scale seawater desalination projects in California. Prior to joining Poseidon, he served as Executive Director of the California Water Reuse Association, Director of Water Resources at the San Diego County Water Authority and an independent water resources consultant.

Mr. MacLaggan holds a B.S. in Civil Engineering from San Diego State University and a J. D. from the University of San Diego School of Law. He is a registered civil engineer and a member of the California State Bar.

Tim Hogan, TWB Environmental

Mr. Hogan is principal and owner of TWB Environmental Research and Consulting. He is devoted to offering sound, accurate, science-based services to industrial water users that must comply with federal and/or state regulations relative to intakes and discharges. He has over 18 years of experience in the protection of marine life at industrial water intakes, with particular expertise in the California Ocean Plan Amendment (OPA) that governs the development of

seawater desalination facilities in CA and section 316(b) of the Clean Water Act which governs impacts associated with cooling water intake structures in the steam electric power industry. Mr. Hogan has worked with the majority of California’s seawater desalination developers as well as with the principal regulatory authorities overseeing desalination in California, including State Water Resources Control Board, Regional Water Quality Control Boards, California Coastal Commission, and California State Lands Commission.

SESSION IVSarah Rossetto, Katz & Associates, Moderator

Sarah Rossetto is a senior account supervisor at Katz & Associates, and focuses on communications programs for large water infrastructure programs and community outreach around advancing projects from concept to commissioning. Sarah has 12 years of experience, and eight years of experience as an assistant project manager and project manager.

Sarah has worked with the District to develop both strategic and tactical communication around the Doheny Ocean Desalination Project, including communication plans, key messages and suites of informational materials. She also helped the District establish an advisory committee to review water reliability solutions and developed and implemented public involvement efforts for the California Environmental Quality Act process.

Adam Probolsky, Probolsky Research

Adam Probolsky is president of Probolsky Research; a women-owned, Latina-owned, full-service market and opinion research firm working on behalf of corporate, election, government, non-profit, and other special interest clients.

Adam has acted as pollster and strategic advisor on hundreds of successful crisis communications and public

affairs projects, local government, special districts, county and statewide initiatives as well as public education and outreach and efforts. Additionally, Adam has been a key advisor to the firm’s clients on matters of public policy, legislation and business strategy. The firm has a focus on water, wastewater, desalination, and recycled water having worked for water agencies throughout the country. Committee, he oversaw the expenditure of over $175 million dollars in public transportation funds.

Sonja Morgan, Public Information, Officer South Coast Water District

An award-winning public relations, marketing, transmedia storyteller, and social media professional with over 20 years of experience, she joined South Coast Water District in 2015. As the PIO, she manages, plans, organizes and implements comprehensive public information and community relations plans and programs for the District. Previously, she created an award-winning Social Media program at the Orange County Sanitation District. She strategically designed, managed, and

oversaw the growth of the District's brand through her writing of blog posts, articles, newsletters, communications materials for social media channels.

Mike Lee, Public Affairs Supervisor, San Diego County Water Authority

Mike Lee is a public affairs supervisor for the San Diego County Water Authority, which serves 24 member agencies and a $245 billion regional economy. Mike joined the Water Authority in 2012 as a media relations representative, following a journalism career that included reporting posts with The Sacramento Bee and The San Diego Union-Tribune. Today, Mike’s team is responsible for regional communications, including media, social media, graphic design, advertising

and marketing materials. He has played a key role in the Water Authority’s ongoing outreach efforts about the launch and operations of the Claude “Bud” Lewis Carlsbad Desalination Plant.

SESSION VKevin Thomas, CEP, ENV SP, Kimley-Horn and Associates Moderator

Kevin is a founding member of CalDesal and chairs CalDesals’ regulatory committee, with over 34 years’ experience in the environmental compliance and permitting of major capital improvement and land development projects. Kevin has prepared environmental documents and led regulatory permitting on numerous brackish and ocean desalination projects, currently leading the regulatory permitting for the Doheny Ocean Desalination Project. Kevin

is a senior manager at Kimley-Horn and Associates, a national engineering and planning firm of over 4,000 staff in 90+ offices throughout the country, consistently ranked in Engineering News Record’s Top 10 best places to work (www.kimley-horn.com).

Mark Donovan, PE, GHD

Brian A. Villalobos, PG, CHG, CEG, GEOSCIENCE

Brian Villalobos has 25 years of professional experience in environmental geology and hydrogeology throughout Southern California and internationally. His areas of expertise include hydrogeologic investigations, environmental site assessments, environmental hydrogeology and engineering geology.

Brian has been a part of the GEOSCIENCE team for nearly a decade, overseeing projects involving groundwater basin evaluations, groundwater management and resource planning, contaminant geohydrology and artificial recharge. He has also led major studies and projects relating to desalination intake wells for numerous cities and agencies throughout California.

Brian is a frequent speaker at conferences, particularly on topics relating to desalination and feedwater supply. He is involved in a number of professional associations, including the Association of California Water Agencies (ACWA), CalDesal and the California-Nevada Section of the American Water Works Association.

Daniel Ellis, State Water Resources Control Board

Daniel Ellis is an environmental scientist at the State Water Resources Control Board in Sacramento. He has been working with the different regional water board staff to implement the desalination provisions of the Ocean Plan since 2016. SESSION IVPhil Rosentrater, GM/Executive Director, SSA, Moderator

Phil Rosentrater has worked tirelessly to protect and improve public water systems and water resource management for nearly a quarter century in communities across Southern California.

Phil first moved to the region as a resident of the City of Upland where his parents met and his three brothers were born. Phil has lived and worked in other San Bernardino County communities that include the City of Ontario, the San Bernardino Mountain resort communities, and the high desert regions surrounding Yucca Valley. Phil has lived in the Riverside area for thirty years and is now working in both Riverside and Imperial Counties as the GM/Executive Director for the Salton Sea Authority.

Phil currently serves as General Manager/Executive Director for the Salton Sea Authority, a joint powers authority empowered to restore the Salton Sea, California’s largest inland Sea and home to two thirds of the species of migratory waterfowl in North America. Phil provides policy leadership in intergovernmental relations, federal and state procurement, and project management for the Authority which is comprised of elected representatives from Imperial Irrigation District, Coachella Valley Water District, Riverside and Imperial Counties, and the Torres Martinez Desert Cahuilla Indians.

Bill Hasencamp,Manager, Colorado River Resources

Bill Hasencamp is the manager of Colorado River Resources for the Metropolitan Water District of Southern California, where he develops and manages water supply programs to augment Metropolitan's Colorado River supplies.

He has been with Metropolitan since 2001, and during that time has negotiated transfer agreements with irrigations districts, exchange agreements with municipal agencies,

and funded new water supply projects which have more than doubled Metropolitan's Colorado River water supplies since 2003.

In 2007, Hasencamp negotiated and worked with other states to develop the Intentionally Created Surplus Program, which allows Metropolitan to store up to 1.5 million acre-feet of conserved water in Lake Mead at no cost. He is currently the Board Chair of the Colorado River Salinity Control Forum, which implements projects to reduce the salinity concentration of Colorado River water at Metropolitan's intake.

Daniel Cozad, Central Valley Saliniy Coalition

Daniel Cozad the president of Integrated Planning and Management Inc. a consulting and contracting organization working throughout California specializing in water and resources planning and management and integration of stakeholders needs to produce value and community benefits. He has worked for both public and private sector clients and his background in regional policy and funding is based in almost 10 years at the Santa Ana Watershed Project

Authority working with governments and business to achieve regional goals. He has been the Executive Director of the Central Valley Salinity Coalition and program director for CV-SALTS for the past 11 years. He also manages the San Bernardino Valley Water Conservation District, recharging 70,000 AF of

low salinity water in the Bunker Hill Groundwater Basin in 2019.

Martha Tremblay, L.A. County Sanitation Districts

Martha Tremblay has over 20 years of professional experience at the Sanitation Districts of Los Angeles County working on a variety of wastewater projects relating to sewer design, collection system operation and maintenance, regulatory compliance and reuse and is currently the Department Head of the Technical Services Department. This department provides technical support services to all Districts wastewater and solid waste facilities including

regulatory compliance, laboratory services, research, and employee health and safety. She has a Masters Degree in Civil Engineering from UC Berkeley, a Bachelors Degree in Civil Engineering from the University of Southern California and is a registered professional engineer.

Nancy Vogel, Governor Newsom’s Water Portfolio Program Director, Natural Resources Agency

Nancy Vogel, of Sacramento, director of the Governor’s Water Portfolio Program at the California Natural Resources Agency. Vogel has been director of communications at the Resources Legacy Fund since 2017. She was deputy secretary for communications at the California Natural Resources Agency from 2015 to 2017 and assistant director for communications at the Department of Water Resources from 2012 to 2015. Vogel was a principal consultant for the Senate Office of Oversight and Outcomes from 2008 to 2012. She was a staff writer for the Los Angeles Times from 2000 to 2008 and for the Sacramento Bee from 1991 to 2000. Vogel has been a member of the Klamath River Renewal Corporation Board of Directors since 2018. She earned a Master of Arts degree from the University of California, Berkeley Graduate School of Journalism.

Wendy Ridderbusch, CalDesal Executive Director

Wendy Ridderbusch of Ridderbusch Strategies, Inc. is a thirty-year veteran of state public policy and politics, with twenty of those years working specifically within California water.

She recently capped a career in Sacramento as Director of State Legislative Relations for the largest statewide association for water agencies in the country. In that role she

guided ACWA’s forty-member State Legislative Committee to take positions on key bills impacting all facets of the operations of over four hundred thirty member agencies.

She served as the lead registered lobbyist building coalitions and designing strategies that brought successful outcomes in areas such as protection of special district reserve funds, preventing enterprise property tax reallocation to the state, and opposition to the statewide water tax. She also led the association’s work on policy issues including State Budget appropriations, water recycling, desalination, endangered species, and local government. As a staff Director, Wendy was voted Employee of the Year twice by ACWA coworkers underscoring her ability to excel in collaborative work.

In over a decade within the State Legislature, Wendy served as a Chief-of-Staff and a policy consultant to the Assembly Water, Parks, and Wildlife Committee. She has also worked on several political campaigns including U.S. Senate, State Senate and Assembly races. Originally from Southern California, Wendy has a Bachelor’s degree in Political Science from UCLA.

She volunteers her time as Vice-President on the Board of Directors for National Charity League, Inc. a sixty-thousand mother and daughter member non-profit that develops young women from grades 7-12 into philanthropic leaders who help transform their communities through volunteerism.

Toni Pezzetti, Engineer Geologist, California Department of Water Resources

Toni Pezzetti is an engineering geologist with the California Department of Water Resources’ where she manages desalination grants and supports development of alternative water supply projects to manage the State’s water resources. She has over 35 years of consulting, state agency, and oil and gas experience. Toni is a professional geologist and a certified hydrogeologist, with a bachelor’s degree from the University of Colorado and a master’s degree from The Ohio

State University, both in geology. Being a loyal Buckeye, she is still not able to talk about December’s national championship semi-final game.
