FROM THE ACTING STATE COMMISSIONER

Hi there. It is my turn to acquaint you with the State Team's

agenda for the past month! It is always a great pleasure to move around the

State meeting and greeting with friends, old and new. We all enjoy working in the business of Guiding because, after all, that's what we're here for. However, the team tries very hard to free up time to work the business as we keep our vision alive and move forward with our planning.

As part of our vision we have been discussing IT —that special something that has to do with how and why we do things, not what we do.

Perhaps you could find a quiet moment to reflect on why you became involved in Guiding in the first place. No. I don't want the standard answer "The Brownie Pack was closing" or "No-one else put their hand up", etc. Rather think about why you thought it was important and why you were willing to make the commitment. Then ponder on the underlying factors that have encouraged you to contribute as you do and why you are still involved.

The answers the State Team have come up with we have collectively labelled IT. IT is all about a sense of belonging, an opportunity to be part of a community, that sense of fulfilment that comes with doing something useful and to share common values and connections with familiar rituals and routines. IT is about caring for each other as we build relationships and travel the journey together. We hope you will agree with the team that having identified these strengths we should all be spreading the word about IT in a positive and enthusiastic way.

Congratulations to all our Leaders whose belief in Guiding and ongoing commitment give so many girls an opportunity to become part of IT also. I hope you are all remembering to celebrate your achievements -have you had a Guiding breakfast, dinner, coffee, cake and talk-fest or a pampering session lately?

In her usual fashion of being one jump ahead of the rest of us, Libby has "obtained" some bottles of IT (she will not divulge her supplier) and she has bestowed them on Regions we have recently visited. Libby will spend the last two weeks of July having some well earned rest in Queensland. The State

Team looks forward to having lots of feedback from discoveries and celebrations of IT in every corner of Victoria,

As I write this we are preparing for our Region Leaders mid-year meeting. It will be a great pleasure to welcome Debbie McLaren as the new Region Leader for Dandenong Valley and we will be thanking Chris O'Reilly for her contributions as Region Leader for Baw Baw as her term is completed in August.

Elizabeth has just returned from a New Zealand holiday and is in full flight with Annual Conference preparations. She tells us that the convenor, Lyn Urquhart, and her committee have a great conference day lined up for us on Saturday 9 October. We are looking forward to seeing you there.

A week ago I attended a first aid update. I have to admit I found it extremely difficult to put the day aside for this purpose. If you are like me, hesitate no longer!! I strenuously recommend the sense of achievement (dare I mention IT again?) I felt at the end of the day. A special thank you to Gaylene for being such a willing patient.

I have thoroughly enjoyed my turn flying at the front of the flock — the support from behind and the view are incredible. However you will be delighted to know, that by the time you read this, we will have welcomed Jane home from the World Conference and we will once again be flying in formation.

SEOP BOX

In August 1999 Guide Centre will be instituting a new reception procedure as part of a new security and fire safety evacuation process. All people (including staff) present in the administrative area of Guide Centre during office hours will be required to sign in and sign out in a book kept at reception. The sign in/sign out system will not apply to the shop (except for shop staff), nor for meetings held at night or on the weekends. The sign in/sign out system will assist us to know who is in the building at any one time and ensure safe evacuation in the event of fire or other mishap. I would like to extend a big thank you to staff and volunteers for their patience and understanding during the months of May and June while I have been recovering from some unexpected surgery.

MEMBERSHIP

National Membership Conference

Over twenty leaders from around Australia met in Sydney in May to determine our directions for future membership development. Guides Victoria was represented by Libby Howlett. Karen Thornton and Marg Taylor.

Many topics were covered during the two day conference with all participants becoming members of the National Membership Taskforce. The ongoing work of this group will be co-ordinated by the Assistant Chief Commissioners.

We were challenged to "look wide and look wider still" as evidenced by the visionary Mission Statement of the Taskforce - "striving together to ensure the diversity and growth of the membership of Guides Australia by offering all girls and women the opportunity to experience a program of dynamic, vibrant and relevant activities".The inaugural State Membership Conference held in July provided a chance to look at the impact of this statement and to start on some strategies for Guides Victoria.

At this point we are a long way below our target of 2000 additional members by the end of the Year 2000. but with everyone sharing the responsibility to increase our membership, it can be done. Let us all make an effort to tell more people out there about Guiding.

APA NEWS UPDATE

It was a great experience to attend the Asia Pacific Workshop on Program and Training Development in Singapore with Melissa Anderson (Old) and Brenda Hamlet (Australian Training Adviser).

Our task was to compare both the youth and adult programs of Guides Australia with the WAGGGS guidelines on educational programs and training. It was most interesting to note just how closely the Australian Guide Program fitted the WAGGGS requirements to provide a challenging program based on the needs of the girl and the fundamental philosophy of Guiding.

However, there were just a few areas that need refinement and one of these concerns the progression of the individual girl. In wide age ranging units, it is vital that allowance is made for each girl to progress after around two years.

Progression can occur even if the girl stays in the same unit by Leaders offering new challenges or experiences. such as encouraging special activities for older girls or limited age patrols. However, it is essential that each girl is challenged as an individual to reach her fullest potential.

Additional Training

Want to run a really great girl-driven program? Then Ingredients for All will show you how. This training is for experienced Leaders or Leaders who have completed Leadership Qualification in AALP. By the end of the training, you will have covered the elements of the Further Development module T4 (plan. implement and evaluate a leadership skill training for youth members) in the Leader's Journal. Course content includes the skills required to run a girl-driven program. developing life skills activities. motivation and how to increase it. plus how to design, run and evaluate a leadership training course. This is also a great opportunity to review your strengths and skills. share experiences with other Leaders and get some tips on activities and how to use them. You'll even make a few to take home. Cost $20 per person (9am to 5pm)

Training is presented by a Red Cross Trainer and satisfies module P.1.3. (page 17 Leader's Journal - Use Appropriate First Aid Skills). So, if you need this to complete Leadership Development or require an update before the end of the year, now is the time to book. Cost: $45 per person

Another Leadership Development training has been scheduled. It's in South Metropolitan Region at Carrum Guide Hall. So if you have some prospective Leaders who need this training to progress more quickly to Leadership Qualification, bookings are open now, so send in your application forms, one per person. Bookings are open to new Leaders from any regions that have completed Guiding Awareness. Cost: $15 per person

Learn how to cook nutritious and flavoursome meals using a heat bead oven and sawdust cooker. Also includes making the box, starting the oven/cooker. meal preparation, fire regulations, new food handling regulations. Topped off by eating the rewards of your labour. Cost: $20 per person

Year 2000 Millennium Bug

The information below is intended as a general guide only.

What is it? The "Millennium Bug" is another name

for the Year 2000 (Y2K) computer problem which is caused by the widespread use of two (2) digits rather than four (4) digits to represent the year, for example 03/02/68 rather than 03/02/1968. The main concern is for products such as applications. files chips and internal clocks that have the date in this format.

Computerised systems and electronic equipment that need to know a date to operate and function may interpret the 00 digits as meaning the year 1900 or just not know that it is the year 2000. This may result in malfunctions.

Many people see the Y2K problem as mainly affecting businesses. However, as there are conflicting thoughts on what will actually happen at 11.59.59 pm on 31 December 1999, it is important for district leaders and support groups to be aware of the issue. It is unlikely that the problem will have a major impact on community groups such as Guide Units.

What to do about it? Items owned or used by Guide Units

that may be affected should be checked for compliance. A list of items that may be affected include:- hall security systems, microwaves, fax machines, air conditioning or heating, external inground sprinkler systems, fire monitoring systems.

If you lease your hall, you should ensure the landlord (often the council or a church) has checked the building services for Year 2000 compliance.

• To check your own equipment: First, take an inventory of anything that may be electronically controlled with a computer date chip. Second, use that list to contact the manufacturers and/or suppliers of the equipment to find out if it is Year 2000 compliant.

If you encounter any possible problems where an item may not be Year 2000 compliant. talk to your Region Leader or contact Merial Clark, State Executive Officer. Guides Victoria on 9654 7911.

Fast Tracking Leadership Development

Leaders working on Leadership Development - have you thought of attending the one day training for Leadership Development to learn the skills and knowledge required to speed up the process to complete that section of your training? Understanding the Leaders' Journal -part 1

"This Leaders' Journal confuses me. I don't understand it."

Let me help you. First of all. let's take your Journal out of its plastic wrapper. Open your Journal to page 7. This gives you a guide to the levels of the Australian Adult Leadership Program (AALP). As you can see there are four levels: Guiding Awareness. Leadership Development. Leadership Qualification and Further Development,

Guiding Awareness is just a basic introduction to Guiding. It covers where Guiding came from. what we are about and how we do it.

Leadership Development is the beginning of the journey to develop leadership skills. This is just as the name implies. It is at this stage that the new Leader makes her commitment to the Promise. Notice I call it a journey to develop Leadership skills. We never stop developing our skills. If you remember back to when you became a Leader you learned the basic skills of Leadership and how to run a Unit. and you have been getting better ever since You wouldn't expect a new Leader to be at your standard after a short period of time. As long as she is developing her skills. is able

to run a Unit meeting. is getting to know the girls etc., she can complete the competencies.

"Everyone talks about competencies these days. What does competency mean?"

Competency means you "can do" the task. For example, you learn the skills to run a game. When you can apply those skills to run any game you are competent at running games. Next month I will continue with Leadership Qualification, That is the third level of the AALP.

BASIC BISCUIT CRUMB SHELL 185 g crushed Guide biscuits 75g melted butter 1/2 teaspoon cinnamon 1/2 teaspoon nutmeg 1 tablespoon sugar

Combine all ingredients and press into buttered 20 cm (8") springform cake tin. Chill in fridge.

IT'S ON AGAIN! SURFING

Have you ever wanted to try surfing? Perhaps you have tried it before and had a fantastic time. Here's your opportunity to ride the waves at Anglesea and 'Hang Ten".

WHO: Guides aged 10+. Ranger Guides, Rangers, Leaders. Friends, etc. WHEN: Saturday 6th OR Sunday rh November 1999 WHERE: Anglesea COST: $20.00 (Cheques to be made out to Emmerton Rangers)

Included in the cost is a two hour surfing lesson with "Go Ride A Wave" surfing school. Qualified instructors, surfboards and wetsuits are provided for the lesson which will be specifically aimed at beginners. On receipt of your application you will be allocated a lesson time.

Please send a list of each participants name, age, title (eg Guide Leader etc.) and membership number (if applicable) with the total amount, and a stamped, self-addressed envelope by Friday 17 September 1999 (End of Term 3). Late applications may not be accepted as we need to book exact numbers with the surfing school.

During the rest of the day, learn to body surf, play in the sand, swim, or take a visit to Surfworld at Torquay (cost not included). For those who would like to spend the weekend, there are caravan parks and Guide and Scout Camps nearby.

The day is a fundraiser for the Guide Murray River Marathon Team. We have entered this race for five consecutive years, and we are becoming well known as Guides on the river.

THE STATE PROGRAM TEAM REPORTS Last month saw a new look Communicating and we hope that you found that it was useful having the Program items all together. We also provided the syllabus for two new badges which the girls can choose to work on - the Whacky Patch and Action Guide. Hopefully. the girls in your Unit have seen these and have made their own decision about whether or not they are interested in them. "TREASURES IN THE GARDENS" REPORT

The weather was perfect! For the first time this year it didn't rain when there was an event for 5-8 year old Guides. There were only a small number of Guides at "Treasures in the Gardens" this time. but it was a delightful, interesting day and everyone went home tired and happy after discovering all kinds of treasures at Guide Centre and in the Treasury and Fitzroy Gardens.

THE BOOK OF PRAYERS FOR THE YOUNGEST GUIDES

The Book of Prayers for the Youngest Guides — a few more contributions, whether written or as drawings, are needed to make this book really worthwhile. The only

"boundaries" are that they must be original. and created by the Guides or especially for them. as this book is for Australian Guides aged 5-8.

THE GREAT DAY

The program workshop day ("The Great Day") for all Leaders who have Guides aged from 5-8 in their Units. which is the follow up to The Great Weekend held in May, is to be on Saturday 6 November at Guide Centre. As requested by a number of Leaders who participated in The Great Weekend the workshops will be longer. This time each will be for three hours so that a great deal more may be explored, accomplished and produced. During the morning, from 9:30 — 12:30. there will be two workshops going at the same time and in the afternoon, from 1:30 — 4:30, there will be two more running concurrently. The cost for each workshop will be $10 and Leaders may choose a morning or an afternoon session, or both.

The application form and more information about the subject areas of the workshops will be in Communicating next month. Applications will need to be into the Guide Centre by 22 October.

Any Leaders will be very welcome too!

Here we are into the last half of the year and like me you are probably wondering where the year has gone! Please keep your enthusiasm high, your fun level high and your stress levels low. As I travel the State it always heartens me to meet such dedicated and enthusiastic girls and I hope you all remember that means there are fabulous Leaders

Over the next few months I will be travelling the State running Leadership days for various Regions. It is wonderful that there are so many girls focussing on the Leadership component of the Australian Guide Program. Don't forget there is no reason that you cannot run a Leadership day for your own girls. If I can be of assistance in your planning don't hesitate to contact me.

BEYOND IMAGINING

Beyond Imagining is quickly drawing near. All girls should have been contacted by their Queensland representative. A final costing for airfare. contingent fee. t-shirt and activity day has come in at $465. Each participant will be notified late August of the dates for three contingent meeting days to be held around the State during September and October.

RADIO ACTIVITIES

August already. By this time next term it will almost be JOTA/JOTI weekend. It is no good leaving it until the last minute to think about it. As I said in last month's Communicating, you should have already approached your operator because he or she has lots of ideas to assist everyone with the enjoyment and extension this activity can have. There are also lots of activities you can do other than just taking on the radio or the Internet. How about, in this Year of the Older Person, inviting an older person to tell your Unit about how they kept in touch in the early days (you may even like to invite them to join you on JOTA/JOTI weekend). Other ideas include a -deaf'. ''blind" or "mute" meeting (or part of a meeting for the younger Guides) and see how you can communicate during welcoming ceremony. games and all other parts of your meeting.

Also, you may work out ways to communicate over long distance without yelling, within sight (introduction to semaphore?). and out of sight using Morse code or two-way radio. Tracking is a form of communication if you think about it.

When you are talking to your radio operator ask them about the different methods they can use such as packet and slow scan. I am hoping to be able to contact some other amateurs from the Zoo on August 7rn at the Winter Sleepout. If you see me there you are welcome to share the contacts with me. The well-decorated committee have a very down-to-earth approach in the maintenance of Iluka The property and buildings are in good order and recently the storage of canoes has been upgraded for easier handling.
