MassHealth DSRIP Competency-Based Training ProgramRationale: Improved confidence and competence can enable many frontline healthcare workers to perform at the top of their roles and make even more meaningful contributions to team-based care.

Program components: • SNHU Certificate in Healthcare Management Fundamentals online competency-based training

program

• One-to-one coaching either through Commonwealth Corporation or via an in-house coach for up to four ACOs

Training slots available to ACOs and CPs:• 230 training slots for cohorts to begin in 2020

• New training slots expected to be offered for cohorts to begin in 2021

Competency-Based Training Program Application OverviewCPs:70 training slots available overall• Tier 1: Each CP receives two training slots available to them on a non-competitive basis. CPs can “opt in”

to these training slots by responding to a few brief questions and identifying the employees they nominate to fill these slots.

• Tier 2: CPs can respond to additional questions to compete for more training slots, for up to 10 training slots total per CP.

ACOs:160 training slots available overall

• Tier 1: ACOs can compete for up to 10 training slots per ACO by responding to numerous brief questions.• Tier 2: ACOs can compete for 20-30 training slots, plus a $225,000 grant to hire an in-house coach and

invest in their workforce development infrastructure by responding to more extensive questions. A budget and budget narrative for grant funds is also required.

ACO and CP ResponsibilitiesACOs and CPs participating in the Competency-Based Training Program will be responsible for:

• Understanding the eligibility requirements for program enrollees• Determining how the training slots allocated/awarded to them will be distributed across their

provider organizations• Publicizing the program to eligible employees in their provider organizations, as appropriate• Nominating individual employees for training program participation consistent with the guidelines

provided by the program.

More information about ACO and CP responsibilities and the application process will be provided during the October 8th webinar.

Developing the Certificate in Healthcare Management Fundamentals

To help working adults succeed in their current roles, while also preparing for new and expanded roles

within the healthcare industry.

• SNHU partnered with Partners HealthCare to develop the program with input from more than 50

leaders, along with primary and secondary research and insights from workforce strategy

consultants.

• August 2017 – the certificate was made available to additional organizations.

* The Certificate in Healthcare Management Fundamentals was created in collaboration with Partners HealthCare, with a Health Care Workforce Transformation Fund grant, administered by Commonwealth Corporation, and provided through the Commonwealth of Massachusetts, Executive Office of Labor and Workforce Development.

ACO and CP application and admissions process

Step One: ACO or CP submits application for access to Certificate slots on behalf of their frontline workers. This application process will be reviewed during the October 8th webinar.

Step Two: A review committee comprising MassHealth and Commonwealth Corporation staff will recommend ACO and CP applications for slots and in some cases grant funding.

Step Three: Awarded ACOs and CPs run their student selection process, and will refer their selected frontline staff to complete SNHU’s admissions process.

Step Four: Upon the successful completion of the SNHU admissions process, the first students selected will start the program in January 2020. There is a second opportunity for students to start the program in March 2020.

Coaching Support from Commonwealth Corporation

• All frontline workers will have access to SNHU’s Admission and Academic Advising services to support success

• Additional one-to-one coaching support from Commonwealth Corporation staff will be available via face-to-face, email, and phone interactions to help frontline workers who are considering enrollment, or who have already been admitted, to:

• access college information and resources; • address time management challenges and; • manage their work/life balance.
