COMMITTEE ON ORGANIZATION AND BY-LAWS The Committee on Organization and By-laws has no recom-
mendations to make to the Council and the Section as to any changes in the By-laws of the Section.
The Committee presented to the Council at the Mid-year meet- ing two matters relating to the operation of the Committee on Organization and By-laws. The matters were: (1) the Study of Committee Functions and Report; and, (2) Report to the Com- mittee on Organization and By-laws of Establishing and Abolish- ing Committees. Though no formal action was required on either matter, the Council considered the first which related to the prob- lem of an overlapping of functions of the Committee on Com- mittees and the Committee on Organization by By-laws. The Council took action limiting the jurisdiction of the Committee on Committees to selection of membership, and decided that the duty of making a study of the structure and jurisdiction of the committees of the Section and reporting to the Council should rest with the Committee on Organization and By-laws.
The Committee plans to complete a current list of Committees of the Section and a statement of their functions by the date of the Annual Meeting.
