The Common Strategic Framework (CSF) plays a key role in the context of the proposals made by the European Commission for cohesion policy, rural development and fisheries funds post-2013. It will be the guiding document translating the Europe 2020 strategy for smart, sustainable and inclusive growth into the key actions of the five ’CSF funds’: the European Regional Development Fund, the European Social Fund, the Cohesion Fund, the European Agricultural Fund for Rural Development and the European Maritime and Fisheries Fund. In line with the provisions of the Lisbon Treaty, the CSF aims at making an integrated territorial approach a reality. Regional and local stakeholders will be of major importance for the implementation of the CSF funds and for effective coordination between different policies with territorial impact.
With its Forum on 10 May 2012, the Committee of the Regions aims to bring together key representatives of the EU institutions, member states and regions in order to take stock of the current debate and to discuss in particular three topics:
• Multilevel governance of CSF funds post-2013;
• the Europe 2020 strategy and the challenge of an integrated territorial approach;
• Delivering results: ensuring coherent approaches.
The Forum will address representatives of the EU institutions as well as national and regional officials and experts involved in the management of structural, rural development and fisheries funds. It follows the adoption of the main opinions of the Committee of the Regions on the legislative package on the CSF funds and joins forces with the European Parliament rapporteurs before the adoption of their respective reports.
