Commissioning vs Test Plans

A few terms used in our presentations are oftenunderstood differently depending on thecircumstances.• A “Commissioning Plan ” is what is needed to

connect a new or refurbished asset to the gridfor the first time

• A “Test Plan” is what is needed when the assetis to be tested whilst connected to the grid

Things that need to be included• A place to note the agreement of both the Asset

Owner and the System Operator to the plan• A timetable containing the sequence of events

necessary to connect the assets to the grid andconduct any proposed system tests; and

• Protection and control settings to be appliedbefore livening of the assets

Things that have proved very useful

• Communications Protocols to be used;• Summary of any Risk Assessments;• Confirmation of Protection sign-off;• Confirmation that SCADA will be available;• Acknowledgement of any specific “Trading

Arrangements” that need to be implemented

Test Plan

• Should be prepared by the Asset Owner inconsultation with the system operator– required for tests carried out whilst connected

to the power system– standard template available

– high MW tests need more time for analysis[as a guide > 100 MW (north island) > 60 MW (south island)]

Both Commissioning and TestPlans allow for:

• Declaration of any additional risk that may beneeded for the unit under test

• Agreement for release from performance relatedobligations during the period that the plan covers(or a subset of it)

“Engineering” Test Plans

• Detail the purpose of the test• Lists special requirements of the test• Lists data points / signals to be recorded

and sampling rates• Review of Engineering Test Plans by the

System Operator can help ensure testingis carried out in the most appropriatemanner to achieve agreed outcomes

Week Ahead Plans

• Give an overview of MW and MVArschedules

• List any particular items of interest forwitnessing or risks that need mitigating

• Submitted once every 7 days, rather thana rolling week plan submitted daily

Day Ahead Plans

• Best estimate MW and MVAr schedules• Submitted daily, 7 days a week
