Question 1

• Why not use the definition of the BCEA?• Does it include both public and private sector?• It includes both public and private areas to our labour

law• Overall acceptance of the definition provided the task

team• It does also cover the informal works and technical

skills e.g. a plumber or electrician

• Comments around the definition of the BCEA and proposed definition

• “Current system”- does everyone agree with what is reflected as it currently exists?

• The WSP needs to reflect it• Occupational nodes/ Vocational accreditation/Trade• Include induction programme• Senior management programme• Advocacy programme• We need to see more advocacy in the public sector

• Clear distinction between accredited and non-accredited programmes. Not “ad-hoc” or “structural programmes”

• General acceptance of the proposed framework- but WE-TTT must consider ILO recommendation

• W.E. paid E & T Leave• Must be a body to champion the framework• Given the Malaysian example advice to include

professional body
