The Commercial Vehicle SafetyAlliance (CVSA) is a nonprofitassociation comprised of local, state,provincial, territorial and federalcommercial motor vehicle safetyofficials and industry representatives.The Alliance aims to achieveuniformity, compatibility andreciprocity of commercial motorvehicle inspections and enforcementby certified inspectors dedicated todriver and vehicle safety.

Mission StatementOur mission is to improve commercial motorvehicle safety and uniformity throughout Canada,Mexico and the United States by providingguidance and education to enforcement, industryand policy makers.

Vision StatementCVSA will be recognized as the North Americanleader in commercial motor vehicle safety andenforcement.

on April 1, 2018, there were sevenchanges that were recommended bycommittees and approved by themembership.

• The electronic logging device (ELD)mandate went into effect on Dec. 17,2017, with the ELD out-of-service criteriaeffective on April 1, 2018. The out-of-service criteria and one InspectionBulletin was updated to include newinformation and guidance on ELDs.

• CVSA held a webinar on Feb. 7, 2018, tooutline the changes to the out-of-servicecriteria. There were 447 attendees.

• The North American Standard Out-of-Service Criteria Handbook was updatedand redesigned to reflect CVSA’sgraphic standards.

Operational Policies andInspection ProceduresCVSA’s committees maintain and updateOperational Policies and InspectionProcedures related to training and theongoing maintenance and enhancement ofthe roadside enforcement program.Operational Policies provide guidelines forcertification of inspectors, uniformdocumentation of violations, regulatoryguidance and other program-relatedissues. Inspection Procedures provide auniform inspection process followed by allcertified inspectors.

• In April 2018, the board approved changesto Operational Policies 4, 5 and 15, andamendments were made to the NorthAmerican Standard (NAS) Level I, II and IIIInspection Procedures, as well as the NASCargo Tank and Other Bulk Packagingsand NAS Hazardous Materials/DangerousGoods Inspection Procedures.

• CVSA held a webinar, with 256attendees, on May 3, 2018, outliningchanges to Operational Policies andInspection Procedures. These updatestook effect in spring 2018.

• In September 2018, the board approvedchanges to the Operational Polices 4, 5,13 and 15. These changes took effect inSeptember 2018.

North American StandardInspection ProgramApproximately 4 million inspections wereconducted throughout North America.

CVSA DecalsCVSA provided more than 1.4 million decalsto its enforcement members. To qualify fora CVSA decal, a vehicle must not have anyvehicle violations of the critical vehicleinspection items outlined in the NorthAmerican Standard Out-of-Service Criteria. Ifno violations are detected during an eligibleinspection, a CVSA decal is applied.

North American StandardOut-of-Service Criteria

CVSA’s committees maintain and updatethe North American Standard Out-of-Service Criteria, which are the guidelinesby which commercial motor vehicleenforcement officials identify unsafedriver conditions, dangerous mechanicalconditions, unsafe transportation ofhazardous materials/dangerous goodsand unsafe motor carrier operations.

• For the 2018 criteria, which took effect

Inspection BulletinsInspection Bulletins provide importantinformation to inspectors to augment theexisting inspection program.

• As of Sept. 30, 2018, there were 28 activeInspection Bulletins. French and Spanishversions are now available for mostInspection Bulletins.

• In April 2018, the board approved one newInspection Bulletin on motorcoachmonocoque frames and an update onanother Inspection Bulletin for ELDs.

• In September 2018, the board approvedtwo new Inspection Bulletins; one relatedto textile link tiedown assemblies and theother on air disc brake inspections.

Level VI Inspection Program• CVSA held five Level VI Inspectioncertification classes, certifying 94 newinspectors to conduct the North AmericanStandard Level VI Inspection forTransuranic Waste and Highway RouteControlled Quantities of RadioactiveMaterial. With the completion of Class170, the total number of Level VIInspection CVSA-certified inspectors/officers at the end of fiscal 2018 was 839.

• The annual Train the Trainer course washeld in San Antonio, Texas, in February2018.

• An eight-hour refresher training coursewas held in Garden Grove, California, atthe COHMED Conference in January2018.

• There were 907 Level VI Inspectionsconducted in the United States; 54 wereconducted in Canada (Ontario).

• Approximately 1,000 copies of the NorthAmerican Standard Out-of-Service Criteriaand Level VI Inspection ProceduresHandbooks were distributed.

International RoadcheckEnforcement personnel conducted 67,603inspections during InternationalRoadcheck, June 5-7, 2018. 21.6 percentof commercial motor vehicles thatreceived Level I Inspections were placedout of service; 3.9 percent of drivers whoreceived a Level I, II or III Inspection wereplaced out of service. The top out-of-service vehicle violation was related to thebraking system (28.4 percent). The topdriver-related violation was for hours ofservice (43.7 percent).

Performance-Based BrakeTester Users ForumTwelve U.S. states and one Canadianprovince are currently using performance-based brake testers (PBBT) in enforcement.CVSA’s PBBT Users Forum brings togetherthose users, PBBT suppliers and othersinterested in the technology to supporttraining and awareness of these inspectiontools. As prospective user jurisdictionsconsider implementing PBBTs, the forumserves as a resource of information andexpertise. In 2018, the group met on Aug.1 in Sparta, Wisconsin, as well as viaphone conferences.

Operation AirbrakeCVSA’s Operation Airbrake Program heldtwo brake safety campaigns in 2018:

• Unannounced Brake Safety Day – OnApril 25, 2018, 11,531 commercial motorvehicles were inspected for anunannounced one-day brake safetyenforcement event. Nearly 1,600commercial motor vehicles inspected(13.8 percent) were placed out of servicefor brake-related violations. Thiscampaign found 10.2 percent of trucksand 14.3 percent of trailers requiring anti-lock braking systems (ABS) had ABSviolations of some kind.

• Brake Safety Week – On Sept. 16-22,2018, enforcement personnel in 57jurisdictions throughout Canada and theU.S. conducted 35,080 inspections oncommercial motor vehicles andcaptured and reported data on brakeviolations. Inspectors found criticalvehicle inspection items in the brakesystems of 4,955 (14.1 percent) of thevehicles inspected and placed thosevehicles out of service until thecondition(s) could be corrected. Thiscampaign also found 8.3 percent oftrucks and 12.5 percent of trailersrequiring ABS had ABS violations.

North American Inspectors ChampionshipFifty-two commercial motor vehicleinspectors representing jurisdictionsthroughout North America gathered inColumbus, Ohio, Aug. 14-18, 2018, tocompete at the North American InspectorsChampionship (NAIC), an annual event whereinspectors receive training and compete invarious inspection categories. JeremyUsener of the Texas Department of PublicSafety was presented with the Jimmy K.Ammons Grand Champion Award at the first-ever joint awards ceremony of CVSA’s NAICand the American Trucking Associations’National Truck Driving Championships.

2018 Brake Safety Symposium in Schaumburg, Illinois

Continued

Brake Safety Symposium CVSA held a two-day Brake SafetySymposium, its first since 2006, inSchaumburg, Illinois, May 15-16, 2018. Thesymposium provided attendees withinformation, education and training relatedto commercial motor vehicle braketechnologies, regulations, inspectionprocedures, tools and maintenance. Therewere more than 150 attendees.

Operation Safe Driver WeekCommercial motor vehicle enforcementpersonnel patrolled roadways duringOperation Safe Driver Week, July 15-21,2018, to identify commercial drivers andpassenger vehicle drivers engaged inunsafe driving behaviors. Officers issued57,405 citations and 87,907 warnings todrivers throughout the week.

Course and EducationalMaterialsThrough a partnership with the CanadianEducation Quality Assurance Team (EQAT),CVSA provided input and content into thecourse curriculum for Part A, Part B and thePassenger Carrier Vehicle InspectionCourses in Canada.

• Canadian North American StandardInspection Part A Course (English andFrench versions) instructor DVD slideswere updated.

• Canadian North American StandardInspection Part B Course (English andFrench versions) instructor DVD slideswere updated and the new Why We DoWhat We Do video was inserted into thecourse materials.

• An additional Canadian version of thenew Why We Do What We Do video wasproduced with French-translated audiotracks and video graphics.

• Canadian North American StandardPassenger Carrier Vehicle InspectionCourse (English and French versions)instructor DVD slides were updated andthe new Two-Person Passenger-CarryingVehicle Inspection video was insertedinto the course materials.

• An additional Canadian version of thenew Two-Person Passenger CarryingVehicle Inspection video was producedwith French-translated audio tracks andvideo graphics.

• A new instructor DVD course for theCanadian Highway Tank InspectionCourse was created with participationfrom the Canadian Council of MotorTransport Administrators EQAT andTransport Canada.

Training Videos• North American Standard Inspection forIndustry – Outlines the North AmericanStandard Inspection, focusing on thelast 25 steps that address the vehicle’smechanical components. Portions of theoriginal video (produced for the roadsideenforcement/inspection community)were re-edited with new footage topresent the inspection from acommercial motor vehicle driver’s pointof view.

• The Exciting and Mysterious World ofVan and Open Top Trailers – Explainsthe three separate areas of van andopen-top trailers, and the details to lookfor when conducting a North AmericanStandard Inspection.

• Why We Do What We Do – Brieftestimonials on the importance ofinspecting critical components, filmedduring CVSA’s North AmericanInspectors Championship.

• Properties of Class 3 DOT: FlammableLiquids – Describes the properties ofDOT Class 3 flammable liquids, explainssome factors that allow Class 3materials to burn and offers somecautionary tips that responders and thepublic might find helpful in an incidentinvolving flammable liquids.

• Review of DataQs – Produced for thenew CVSA Driver Requirements IndustryCourse, this video describes, in layman’sterms, how to gain access to FMCSArecords of the user’s trucking company.It further explains how to file a DataQrequest for the purpose of challenging arecord for cause.

• Inspection Bitz: One Minute to BetterInspections – Four video snippets werefilmed in various locations and hostedby a variety of inspectors focusing onrear-end protection, pintle hooks, the 20percent brake rule and tire tread depth.

Industry Training Courses CVSA created and offered, for the first time,two roadside inspection training coursesspecifically for members of the motor carrierindustry. The courses provided industry withtraining to better understand the roadsideregulatory requirements and violations, andthe out-of-service criteria. CVSA offered twoseparate weeklong courses – one onroadside inspection driver requirements; theother on vehicle requirements.

Out-of-Service Criteria AppIn August, CVSA released the first-everdownloadable app of its April 1, 2018,North American Standard Out-of-ServiceCriteria Handbook and Pictorial. The appcontains the same information as the printversion of the handbook, along withinspection bulletins, pictorials, the learningmanagement system for online training,inspection procedures, operational policies,inspection and educational videos, brochuresand webinars.

2018 COHMED Conference in Garden Grove, California

COHMED ConferenceThe COHMED Conference was held inGarden Grove, California, Jan. 29-Feb. 2,2018. The conference provided individualsinvolved in the regulation, enforcement andsafety of transporting hazardousmaterials/dangerous goods with specializedtraining. There were 246 registeredattendees and 16 breakout sessions.

North American CargoSecurement HarmonizationPublic ForumAt the North American Cargo SecurementHarmonization Public Forum, Canadian andU.S. regulators and other research,academic and industry constituents identifyand address cargo securement issues forpotential implementation in aninternationally harmonized standard. Theforum also serves as a subcommittee,offering guidance on cargo securementissues to the CVSA Vehicle Committee. Theforum met on Nov. 28, 2017, in Montreal,Quebec, Canada, and on April 8, 2018, at theCVSA Workshop in Portland, Oregon.

Online LearningManagement SystemOn Dec. 27, 2017, CVSA launched its newonline learning management system, atraining tool available to all CVSA membersthrough the member portal.

College Scholarship Awards CVSA awarded three $1,000 scholarshipsto deserving high school graduates toattend the college of their choice in fall2018. Alan Hansel will attend TempleUniversity; Macy Lott will attend EastCentral Community College; and LaurenOsias will attend the University ofKentucky.

‘Guardian’ MagazineCVSA’s quarterly magazine providesinformation from and for government,enforcement and industry. Four editionswere produced with a print distribution of21,516 and an online distribution of 5,390.

Level VI InspectionOutreach Program The Level VI Inspection Outreach Programconsists of brochures, inspection videos, aconference/trade show display, trainedspeakers and a quarterly section in theCVSA “Guardian” magazine. In addition,representatives of CVSA travel throughoutthe U.S. to promote the Level VI InspectionProgram, including participating with DOEstakeholders at various local and nationalmeetings.

International DriverExcellence Award

On April 8, 2018, during the general sessionat the CVSA Workshop in Portland, Oregon,CVSA presented Herschel Evans of Hollandwith the 2018 International Driver ExcellenceAward (IDEA). IDEA is CVSA’s industry-widedriver excellence award program. Evans wasselected for the award based on his 30 yearsand more than 3 million miles of safe and

Communications and Outreachcrash-free driving, his long-term commitmentto the trucking industry, his numerouscharitable endeavors and his dedication toprojecting a positive image of the truckdriving community.

Stakeholder OutreachCVSA staff participated in a number ofstakeholder meetings and events, helpingraise awareness of the Alliance and itsmission, while fostering collaboration andbuilding strong partnerships.

• Staff participated in meetings hosted bythe American Association of MotorVehicle Administrators, AmericanTrucking Associations, Canadian Councilof Motor Transport Administrators,National Safety Council, Federal MotorCarrier Safety Administration, NationalHighway Traffic Safety Administration,U.S. Department of Energy, GovernorsHighway Safety Association, Pipelineand Hazardous Materials SafetyAdministration, International RegistrationPlan Inc. and International Association ofChiefs of Police, to name just a few.

• The Alliance is a member in a number ofcollaborative partnerships, such as theRoad to Zero Coalition; Toward ZeroDeaths; Our Roads, Our SafetyPartnership; and the National TruckParking Coalition.

• Staff attended training sessionsconducted by the Federal Motor CarrierSafety Administration's National TrainingCenter and the Canadian EducationQuality Assurance Team.

• CVSA staff attended more than 75meetings and events, and gave 14presentations on behalf of the Alliance.

Policy and Advocacy Initiatives

House of Representatives HearingOn May 22, 2018, CVSA President Capt. Christopher Turner with the Kansas Highway Patroltestified at the U.S. House of Representatives Transportation and Infrastructure Committee’sSubcommittee on Highways and Transit hearing titled “FAST Act Implementation: MotorCarrier Provisions.”

Regulatory and LegislativeAccomplishments• CVSA held more than 100 meetings withCongressional offices, educatingmembers and their staff about theimportance of the Motor Carrier SafetyAssistance Program and answeringquestions about commercial motorvehicle enforcement and inspection.

• CVSA highlighted the work ofcommercial motor vehicle inspectors byfacilitating a ride-along with a memberof Congress and the Florida HighwayPatrol.

• CVSA provided input on multiple piecesof legislation, submitted petitions to theFederal Motor Carrier SafetyAdministration and submittedcomments to a number of openrulemakings, including the NationalHighway Traffic Safety Administration’sinformation collection request on statetransfer for vehicle crash data. Inaddition, CVSA filed comments onnumerous exemption requests.

• CVSA actively engaged in the ongoingdiscussions pertaining to deployment ofcommercial motor vehicles equippedwith advanced automated drivingsystems by attending a U.S. Departmentof Transportation (DOT) listeningsession in March, engaging withCongress and DOT representatives andproviding feedback to a number ofproposals and initiatives.

Organizational Development

Crash Data and InvestigationStandards CommitteeThe board approved the creation of a newcommittee, the Crash Data and InvestigationStandards Committee. The committee metin April 2018 for the first time to identify andset commercial motor vehicle crashreduction efforts, post-crash analysis andtraining, and crash data quality andstandardization objectives and goals.

Staff GrowthMoniladae Adewoyin joined CVSA inDecember 2017 as the Alliance’saccountant. Adewoyin assists CVSA’scontroller, managing daily accounting tasksand providing overall financial support tointernal and external parties.

Scott Hernandez joined CVSA in January2018 as the director of crash standards andanalysis. Hernandez was responsible forsupporting the Alliance’s efforts to establishand promote uniform comprehensive crashinvestigation, reporting and data collectionstandards.

Mark Mills joined CVSA in January 2018 asthe Alliance’s multimedia specialist. Millssupports CVSA’s multimedia development,assisting with training materials and otherprogram related needs.

Daniel Zimmerman joined CVSA in May2018 as the manager of government affairs.Zimmerman is responsible for coordinatingand executing CVSA's legislative prioritiesand representing the Alliance on Capitol Hill.

Amanda Wagner joined CVSA in June 2018as the manager of conference and eventservices. Wagner is responsible for CVSA’smeeting and event planning and exhibitormanagement.

CVSA Annual Conferenceand ExhibitionMore than 700 government officials,enforcement and industry membersattended the CVSA Annual Conference andExhibition Sept. 23-27, 2018, in Kansas City,Missouri. This event had the highest numberof attendees at a CVSA event to date. Theconference also saw a record number ofexhibitors and sponsors.

CVSA WorkshopMore than 500 enforcement personnel, government officials and industry representativesattended the CVSA Workshop, April 8-12, 2018, in Portland, Oregon. At the CVSA Workshop,transportation safety stakeholders worked together to improve commercial motor vehicleand driver safety, regulatory compliance and enforcement throughout North America.
