Prepared for : JINII Planning Session
Change is Needed
• VADM McCoy’s Task to develop a comprehensive Assessment and Sustainment Process
• Fleet Readiness Panel / Study of Surface Community, identification of areas for improvement
• Success of SSLCM organization, realization that we needed more (SURFMEPP)
• Command changes resulting in CNRMC
• TYCOM / CLASSRON Organization changes
Many sources of “motivation” for these changes…
22 February 2011
“…We are on track to reverse these (negative) trends in two years…”
Admiral John C. Harvey, Jr.

• Summary
Navy Regional Maintenance Command
Stand Up – 15 DEC 2010
52 February 2011
Global Organization
• of a Global RMC Organization that operates in a consistent manner utilizing increasingly common processes.
• of a Global RMC Organization that will have an effective centrally monitored business, manning and operations plan that supports the entire organization.
• of a Global RMC Organization that enables each RMC to be responsive to their assigned ships with regard to the planning and execution of maintenance and modernization AND that our collective performance measures will show that responsiveness.
“The Vision…”
Act on ADM Harvey’s challenge to be a stronger partner.

Contracts Governance
92 February 2011
• Proper alignment of contracting actions
• Ensures contracts are solicited by Navy contracting officers
• Improved contracting Situational Awareness
• Vector approved contracting actions to proper PCO chain
• Ensure balance between MSMO and IDIQ contracts
Benefits
Contracts Governance
• Comprehensive Contracting and Depot Work Integration for Non Nuclear Shipboard Maintenance and Modernization Guidelines
– All work must go through the NSA for assignment to the lead maintenance activities (LMAs: NSYs & MSMOs)
– LMAs responsible for all availability work coordination and integration.– NSAs shall assign industrial production work based on cost, scheduling,
and capability (this may be the LMA or an alternate provider)
2 February 2011 10
• Consolidate RMC processes to manage & execute MSMO contracts
• Manage total portfolio of contracts that exist on each waterfront, search for duplicity and consolidate into common instruments

2 February 2011 15
• TSRA I• Pre-availability baselining of systems material condition
• TSRA II• Tanks, voids, structures, watertight doors, intakes etc..• Integrated testing to include ‘redline’ systems
• TSRA III• Pre-deployment assessment• C5RA• BMDRA
• TSRA IV• Prepare ship for major events ex. INSURV

Ship Lifecycle Sustainment Program
Proposed Sustainment Program that supports and spans the Ships Expected Service Life (ESL):
2 February 2011 16
Sustainment is the group of activities that supports the Ship between availabilities.
• New Ship Delivery / Fleet Introduction• Trouble Systems Program / Material
Readiness Data Base • Material Assessment Program• Waterfront Technical Support
• Distance Support• ICAS, MRDB, ORTSTARS
• ISEA(s) Support• Logistics Support
• Tech Docs, Obsolescence• Training Support

SURFMEPP
• 70 Baseline Availability Work Packages (BAWPs) in FY11• Technical Foundation Papers (TFPs) (LCS and LPD-17)• Ship Sheets for all Surface Ships• Class Maintenance Plan Strengthening
• Corrosion Control Leadership• ABS Management - 16 ships scheduled for FY11 survey --
Providing direct oversight of for all FY11 dry-dock surveys
SURFMEPP – TYCOM BAWP / AWP / TFP Management
• Additional ship classes receive BAWPs, AWPs and TFPs every year
• All ship classes will have BAWPs, AWPs and TFPs by FY14
• Production schedule is dependent upon resources in place at SURFMEPP
SURFMEPP Stood-Up: 08 NOV 2010• SURFMEPP shore-based command establishment at Under Secretary of the Navy for approval• Additional FY10 EOY funds received from CPF and USFF to support further acceleration of core products

Availability Execution
• There is not a functioning “availability completion”/“work certification” process for surface ships
Problem
• Develop processes for: • Technical Adjudication of Growth/New Work• Work Certification• Non-accomplishment of “MANDATORY” CMP tasks must be
approved by NAVSEA 05. • Made ‘Items of Priority’ for next availability
• Integrated Test Plan Management• Event Readiness• Availability Close-out
Approach
2 February 2011 18
Availability Execution
• Technical Adjudication of Growth/New Work• Ensure proper rigor is applied to growth/new work identified during
technically mandated assessments or repairs • Event Readiness
• Standard pre-requisite templates/timelines for Propulsion & C5I PCD event
• Integrated Test Plan Management• Utilize to integrate all maintenance activity and ship’s force testing• Support availability certification
• Work Certification• Ensure all availability work is planned, executed and tested technically
correct• Formal certification of readiness for FC/ST and availability completion
• Availability Close-out • Improve tracking and close-out of all availability completion issues• ILS deliverables, SOVT testing
5 Focus Areas for Improvement
2 February 2011 19
Focus on Leveraging Current Best Practices
Summary
202 February 2011
• We enjoy the continued support from HHQ to be successful
• Alignment of reporting responsibilities of 5+1 RMC Commanders to CNRMC
• We have identified the right people to fill the right billets
• Establish a single Cultural of Readiness
• Reliable Contract Governance is a key to efficient work package development
• In place are mechanisms to address the Five Big Rocks (Gaps in End to End Process)
CNRMC is committed as a strong partner with Industry
