• Mr. Michael B. Donley is the Acting Secretary of the Air Force, Washington, D.C. He was designated by the President to perform the duties of this position, effective June 21, 2008. His formal nomination to be Secretary is pending in the U.S. Senate. He is responsible for the affairs of the Department of the Air Force, including the organizing, training, equipping and providing for the welfare of its more than 300,000 men and women on active duty, 180,000 members of the Air National Guard and the Air Force Reserve, 160,000 civilians, and their families. • Chief Master Sergeant of the Air Force James A. Roy represents the highest enlisted level of leadership, and as such, provides direction for the enlisted force and represents their interests, as appropriate, to the American public, and to those in all levels of government. He serves as the personal adviser to the Chief of Staff and the Secretary of the Air Force on all issues regarding the welfare, readiness, morale, and proper utilization and progress of the enlisted force. General Edward A. Rice, Jr.• Gen. Edward A. Rice Jr. is

Commander, Air Education and Training Command, Randolph Air Force Base, Texas. He is responsible for the recruiting, training and education of Air Force personnel. His command includes the Air Force Recruiting Service, two numbered air forces and Air University. AETC trains more than 340,000 students per year and consists of 12 bases, more than 70,600 active-duty, Reserve, Guard, civilians and contractors, and 1,380 trainer, fighter and mobility aircraft.

Commander, Holm Center Brigadier General Roger H. Watkins

• He leads the training for 16,000 cadets in 144 detachments of Air Force Reserve Officer Training Corps; 1,900 trainees in Officer Training School; and 119,000 cadets in 884 high schools supporting Air Force Junior ROTC. The Holm Center produces more than 70 percent of the Air Force's line officer, chaplain, judge advocate and medical officer production. In addition, General Watkins acts as a liaison providing assistance and oversight for the Civil Air Patrol in its role as the Air Force's official auxiliary.

• He is responsible for the Air Force’s High School citizenship training program for more than 105,000 students at over 889 high schools worldwide, managing over 1,800 instructors. Colonel Wheeler directs staff initiatives and policy to implement the world’s largest and most comprehensive aerospace science education program. He develops policies and procedures for the day-to-day operation of the JROTC program; establishes standards for unit operations, instructor qualifications, and cadet performance; screens, approves, and certifies instructors; establishes and disestablishes JROTC units; establishes the curriculum; and provides equipment, supplies, and uniforms to JROTC units.
